Sydney Harbour Combined Clubs Winter Series 2018 Notice of Race The organising authority is the Royal Australian Naval Sailing Association (RANSA), Sydney Amateur Sailing Club (SASC), Royal Prince Edward Yacht Club (RPEYC), Royal Sydney Yacht Squadron (RSYS) and the Middle Harbour Yacht Club (MHYC). 1 RULES 1.1 Racing will be governed by the rules as defined in the World Sailing Racing Rules of Sailing for 2017-2020 (RRS) as amended. 1.2 The series is open to all boats of mono hull construction who shall have a current valid AS Special Regulations Category 7 Equipment Audit Form. In addition, all boats which do not have navigation lights permanently fitted are required to comply with AS Special Regulations 3.23.4 and 3.23.5 and carry portable navigation lights capable of being attached to the boat. 1.3 All boats shall carry an operating marine band VHF radio capable of receiving normal international channels. The radio must be switched on at all times and tuned to the correct race committee frequency. 1.4 Non-spinnaker divisions are not permitted to fly spinnakers. Headsails may be poled out but must be tacked to the foot of the forestay and fully hanked or attached to the forestay by a luff groove device. RRS 52 is amended so that it does not apply for the adjustment and operation of sails or the adjustment of movable appendages on any boat. 1.5 Yachts shall not carry anchors protruding beyond the bow while racing. 1.6 In the event of conflict between any of the rules or regulations, other than RRS, the Sailing Instructions will prevail. 2 ADVERTISING All races governed by this Notice of Race are subject to the advertising code as set out in World Sailing Regulation 20 and any restrictions stated in any class rules. 3 ELIGIBILITY 3.1 All Competitors helming or crewing shall conform to RRS 46. 3.2 The helmsperson nominated on the entry form shall be deemed to be in charge of the boat. No change of helmsperson shall occur without the prior written consent of the Combined Clubs Race Committee. 4 ENTRY 4.1 Eligible boats are invited to enter one or more of the following series; RANSA Trophy Series 15 races, includes both the RSYS trophy series and the SASC trophy series. RSYS Trophy Series 12 races, includes the SASC Trophy series. SASC Trophy Series 6 Races. 4.2 Series entries are to be complete on the attached entry form and pay the entry fee or via the respective Club s on-line entry process. Series entries are to be received by either RANSA, SASC, RPEYC, RSYS or MHYC offices no later than 1700hrs on the Friday 27 th April. 4.3 Casual entries are to complete the attached entry form and pay the entry fee or via the respective Club s on-line entry process. Casual entries to be received by either RANSA, SASC, RPEYC or RSYS office no later than 1700hrs on the Thursday before the Saturday race. SHCCWS NOR 2018-V0 1

5 ENTRY FEE 5.1 Entry fees for 2018 are as follows; RANSA Trophy Series (15 races) $240 RSYS Trophy Series (12 races) $200 SASC Trophy Series (6 races) $140 Casual entry for each race $40 6 DIVISIONS AND HANDICAPS 6.1 It is proposed that the following divisions will be formed for the Winter Series; Mixed Spinnaker Divisions Super 30 / Sports Boat Divisions Classics Division (as identified by SASC Classics Division) Non-spinnaker Divisions 6.2 Entries will be allocated to divisions at the Combined Club Race Committee's absolute discretion and such determination will not be grounds for protest or redress. 6.3 Combined Club Race Committee at its discretion may choose to add or delete divisions depending on entry numbers. 6.4 Divisions will be advised on the official list of entries available from each clubs Sailing Offices. 6.5 The handicap will be a Time Correction Factor (TCF) which is applied at the finish, except as amended by the Sailing Instructions. 9 RACING AREA Racing shall be conducted on Port Jackson Sydney Harbour. 10 COURSES Courses will be around harbour marks and islands as described in the Sailing Instructions. 11 PENALTY SYSTEM RRS 44 shall apply to all division and all classes. 12 SCORING 12.1 The Low Point scoring system, RRS Appendix A will apply. NOR 12.2 amends Appendix A. 12.2 The following series shall comprise of; RANSA Trophy (15 races) a boat shall drop any three (3) races. RSYS Trophy (12 races) a boat shall drop any two (2) races. SASC Trophy (6 races) a boat shall drop any one (1) race, except if fewer than six races are completed, no score will be excluded. 13 COMMUNICATION 13.1 The Race Frequency is VHF channel 73. 13.2 Boats which retire from a race before finishing are required to notify the Race Committee by direct contact or on VHF 73, or by phoning the RANSA Committee Vessel on 0466 799 194, SASC Committee Vessel on 0419 625 883 or the RSYS Committee Vessel on 0404 499 970. 13.3 No other transmissions are permitted by competing yachts during each racing day from the first warning signal until the end of the race except in an emergency. 13.4 The Race Committee may use the radio (VHF 73) to advise competitors of race information. 14 ALTERATIONS AFFECTING PERFORMANCE 14.1 Any changes to hull, engine, propeller, trim, spars, sail area or significant changes to on-board skill level should be notified in writing to either RANSA, SASC or RSYS no later than 1500 hours on the day prior to the race affected by the changes. This may result in a change of handicap and a boat failing to comply may be subject to action by the Race Committee in accordance with RRS 60.2. 14.2 It is the skipper s obligation to declare any change in or addition to the sail wardrobe including new and replacement sails. 15 RESPONSIBILITIES 15.1 Risk Warning - The Organising Authority advises owners, skippers and anyone who participates in yachting events conducted by the Organising Authority that participation in the sport of yachting, whether racing or otherwise, can be dangerous and can result in harm, personal injury and property damage. The Organising Authority is not responsible for any harm or injury suffered by any person in any yachting event of whatever nature conducted by the Organising Authority. All participants acknowledge that competing in yachting events may be dangerous and may result in harm or personal injury and they participate in such events aware of such dangers and voluntarily accept any risk of harm. 15.2 Competitors Declaration - It is the responsibility of owners and skippers to ensure that each boat nominated on the entry form complies with the rules as defined in the Racing Rules of Sailing 2017-2020. 15.3 All competitors who sign the entry form in doing so have made a declaration to the Organising Authority that the nominated boat will at all times while racing comply with the requirements of Australian Sailing and the Sailing Instructions, including: (a) RRS 46; (b) (c) (d) the Australian Sailing Special Regulations; being covered by current Third Party Property Liability insurance and Third Party Personal Liability insurance of not less than $10,000,000 (ten million) for each separate incident. All insurance cover shall be maintained during the period of racing; the person who signs and lodges the entry form with the Organising Authority warranting to the Organising Authority that he or she will draw the attention of any person who competes on the yacht the subject of the entry form in any event conducted by the Organising Authority to the SHCCWS NOR 2018-V0 3

risk warning above; (e) the person who signs and lodges this entry form with the Organising Authority acknowledging receipt of the risk warning above and releasing the Organising Authority from any claim or liability whatsoever for any harm or personal injury suffered by him, or by any person claiming through him, in any event conducted by the Organising Authority. 15.4 Disclaimer of Liability (a) All those taking part in these races do so at their own risk and responsibility. Specific attention is drawn to RRS 4 which states; "The responsibility for a boat's decision to participate in a race or to continue racing is hers alone". The organising authority, sponsors, respective class associations, the Race Committee and other race officials are not responsible for any damage or injury either afloat or ashore. (b) The organising authority, sponsors, respective class associations, the Race Committee and other race officials are not responsible for the seaworthiness of a boat whose entry is accepted or the sufficiency or adequacy of its equipment. (c) All those taking part in these races are reminded of their obligations as set out in the Australian Sailing Special Regulations clause 1.02 Owner's Responsibility 16 OTHER INSTRUCTIONS 16.1 No litter shall be disposed of overboard 16.2 Yachts shall not interfere with the Commercial or Defence shipping of the Port. The attention of skippers is drawn to NSW Roads and Maritime Services regulations regarding the right of way of vessels entering or leaving port, ferries displaying orange diamonds and vessels engaged in towing. NSW Roads and Maritime Services regulations specify Priority over Sail some Commercial Ferries on Sydney Harbour display an orange diamond shape which grants priority of way over sailing vessels. Do not attempt to cross the path of an approaching ferry displaying this signal. Boats found to have interfered with commercial shipping may be subject to action by the Race Committee in accordance with RRS 60.2. 16.3 All yachts must abide by traffic directions of NSW RMS Boating Service Officers. Any yacht directed to stop or alter course by NSW RMS Boating Service Officers as a result of an anticipated breach of the above rules, incident/collision or complaint shall do so immediately. 16.4 Any yachts reported by NSW Roads and Maritime Services as having contravened NSW Roads and Maritime Services regulations shall be disqualified without a hearing. (This amends RRS 63.1). Any alleged infringement of this clause shall not be grounds for protest by another competitor. 16.5 Competitors are required to notify the duty club (RANSA, SASC or RSYS) of any contact incident occurring during racing whether or not it results in a Race Protest or a report to NSW Roads and Maritime Services.
