The event is again the first round of the JD Tyres WAMC Welsh Tarmacadam Championship for 2018. We are also v to been included in the Maesteg & District Motor Club FMP Rally Challenge 2018. Rali Cwm Gwendraeth 2018 Supplementary Regulations 1. ANNOUNCEMENT Amman and District Motor Club Ltd will organise the event to be co-promoted with Gwendraeth Valley Motor Club Ltd, a National B Permit Multi Use Stage Rally on Sunday 4th February 2018, at the Welsh Motor Sports Centre, Pembrey, Llanelli. SA16 0HZ Map ref.159 /408039 2. JURISDICTION The meeting will be Held under the General Regulation of the Motor Sports Association (Incorporating the provisions of the International Sporting Code of the FIA), these Supplementary Regulations and any written instructions that the organising club may issue for the event. 3. AUTHORISATION MSA Permit Number - 103810 JD Tyres Welsh National Tarmacadam Championship 2018 Number - 17/2018 FMP Rally Challenge 2018 Number 12/2018 4. ELIGIBILITY The event is open to; (a) All fully elected members of Amman & District Motor Club Ltd. (b) All fully elected members of Gwendraeth Valley Motor Club Ltd. (b) All fully elected members of all clubs in the Welsh Association of Motor Clubs. (c) All registered competitors in the JD Tyres Welsh National Tarmacadam Championship 2018. (d) All registered competitors in the FMP Rally Challenge 2018. (e) Club membership cards, championship registration cards and competition licences will be inspected at signing on. Please note minimum National B Stage Rally status competition licences are necessary for this event. 5. SCRUTINEERING & SIGNING-ON The programme of the meeting will be: Scrutineering & Signing-on will take place at the Welsh Motorsport Centre Pembrey on Sunday 4 th February 2018 starting at 6.30 a.m. Location of scrutineering will be notified in Final Instructions. Any competitor not signed on one hour before his/her start time may be excluded. First car starts at 9.30 a.m. 6. ROUTE Cars will start at 30 second intervals. The event will contain a number of special stages with a mileage of approximately 45 miles. The stages will take the form of concrete and tarmacadam roads. These stages will be timed to an accuracy of less than one minute in accordance with R31.1.3 The start & finish will be at the Welsh Motor Sports Centre, Pembrey. Awards will be presented at the Formula One Bar at the Welsh Motor Sports Centre.

7. CLASSES There will be eight classes. Class 1: Up to 1400cc Class 2: 1401 to 1600cc Class 3: 1601 to 2000cc Class 4: 1601 to 2000cc 4 cylinder 8 valve (normally aspirated) Class 5: Over 2000cc 2WD Class 6: Over 2000cc 4WD Class 7: Group N Cars Class 8: Road Rally Cars Classes can be amalgamated if the class does not have 3 or more competitors entered. NB Class 8 is open to road rally cars as per the Welsh Tarmacadam championship regulations All tyres used in class 8 (Road Rally) must comply with Section R18.4 MSA Blue Book. All cars must carry the necessary safety equipment as required by stage rallies, i.e. fire extinguishers, fireproof overalls and MSA log book etc. Scrutineers will check eligibility. Advertising and Intercoms are allowed. Forced induction and Rotary engines will have their capacity multiplied by 1.7 in line with FIA regulations J5.4.1. All vehicles MUST comply with the MSA. Technical Regulations (J) 1.1. In addition to stage safety regulations (R) 46.1 (R) 48.10.10 entrants in the road rally car class must comply with R18 R18.6.5 All vehicles must conform to MSA tyre regulations as defined in (L) Permitted Tyres. All vehicles MUST possess a valid MOT certificate (if applicable) and an MSA CCLB/Vehicle Passport. (R)46.1.2 and (R)46.1.3 As the event takes place solely off the public highway the need for the vehicle to be Taxed is relaxed as (R) 46.1.1 (all classes). All vehicles must comply with (R) 4.1-4.1.2. Any vehicle that produces excessive noise will be immediately excluded. Competitors using fuel other than pump fuel as defined in Nomenclature and definitions (B) should note the requirements of J5.13.1 J5.13.8. The organisers have requested permission by the MSA for competitors, to use fuel complying with FIA appendix J, Article 252, Article 9, subject to any prevailing championship restrictions. Championships Where classes in the various championships differ from those for this event, the relative coordinator is responsible for the allocation of points. 8. 9. ENTRIES The entry list opens on publication of these regulations and closes for seeding on Saturday 27th January 2018. Late entries may be accepted at the discretion of the organisers up to the 2nd February 2018 however these entries will not be seeded in. All entries must be made on the official entry form and accompanied by the full fee of 240. Post-dated cheques will not be accepted until date shown on the cheques and any cheques not cleared by Saturday 27th January 2018, will invalidate the entry concerned. No cheques will be accepted on the day of the rally. For BACS Payments, please see the Entry Form for details. Use Drivers full name as Ref. No Entry will be accepted until full payment has been received. The maximum entry for the meeting is 80 plus 10 reserves. The minimum entry is 30. The minimum for each class is 3. Should any of the above minimum figures not be reached, the organisers have the right to either cancel the meeting or amalgamate classes as necessary. Entries will be selected on receipt. Entry fees may be refunded less an administration fee of 20 if withdrawn in writing prior to Saturday 27th January 2018, in accordance with H31.1.2 (e). Entries that are withdrawn thereafter, or that fail to start, may forfeit all or part of their entry fee at the organiser s discretion. The organisers reserve the right to refuse entries without reason. Competitors, who enter as a driver, may only drive. Competitors, who enter as co-driver, may only codrive. RESULTS Provisional results will be published at the Welsh Motorsport Centre, Pembrey in accordance with section D26.1 inclusive. Final Results will be sent by e-mail to all competitors that have provided e-mail addresses on their entry form. Results will also appear on www.amcrallyresults.co.uk during the event. Printed copies of the results will only be sent to competitors if requested on their entry forms. 12. PROTESTS Any protests must be lodged in accordance with C5.1.2 & C5.2.1. & C5.2.2 13. ROAD BOOK The Road Book and stage one time card will be issued on completion of documentation. Further time cards will be issued at the main control after each stage finish. Competitor servicing will be permitted only in the specified areas as shown in the Road Book. Servicing is defined as work being carried out on the car by any person other than the competing crew, or the use of any parts, tools or petrol etc., not carried in the competing car. Crews may work unassisted on their own cars as described in R38.2 14. DRIVING ON THE RACE CIRCUIT WITH DEFLATED TYRES ETC Under the conditions our contract of hire for the venue with B.A.R.C. Pembrey Ltd no competitor with a deflated tyre or mechanical problems likely to cause damage to the race circuit is to enter any part of the circuit forming part of a Special Stage. Any competitor who breaches this condition may be reported to the Stewards of the Meeting who may impose a penalty of exclusion from the event. 15. IDENTIFICATION Competitors will be identified by Competition Numbers as defined in section J4.1 inclusive. The organisers will not provide them, however they may be on sale in the service area. In addition to the above, competitors will also be identified by fluorescent high visibility numbers which will be supplied by the organisers. These numbers shall be in place at the top of the rear side window. The competitors must make available to the organisers an area of 100 sq. inches on each side of the car, adjacent to the space allocated for showing the competition number, and clearly visible, on which the organisers may specify the event, its sponsor or the course on which it is being run. 16. TIMING The event will be run using Target Timing R31.2.1. The Rally will be divided into link sections and special stages. All controls will be time controls (TC). Each link section will be allotted a target time and a competitor can calculate his / her due time of arrival at the next MTC by adding the target time to his / her actual time of departure from the preceding TC.

The following titles describe the various types of control: MAIN CONTROLS [MTC out] & [MTC in] These controls will be situated at each end of the competitive legs. Competitors leaving MTC - {out} at 2 per minute. SPECIAL STAGE ARRIVAL CONTROLS [ATC] Please read (R) 30.2 at this Time Control the marshal will enter the competitor s time of arrival and the provisional starting time for the special stage which must be a minimum of 3 minutes after the arrival time in order to allow the crew to prepare for the stage. The area between the Special Stage Arrival Control and the Stage Start is Parc Ferme. SPECIAL STAGE START CONTROLS [STC] At an STC competitors will be given an actual start time in Hours, Minutes and Seconds (in theory the same time as provisionally issued by the arrival control). The marshal will either manually or electronically (LED Lights) inform the competitor at 15 secs, 10 secs, 5, 4, 3, 2, 1, GO. LED light sequence, with 15 seconds to go the red light comes on, with 10 seconds to go, red light stays on and 5 amber lights come on. With 5 seconds to go red light goes out. From 5 seconds to zero the amber lights count down the last 5 seconds. At zero the green light comes on to signal the start. (The start will then be given in accordance with (R) 25.7 & 25.7.2. (R) 25.8.) As each section is timed separately, the time taken between ATC & STC is dead time and delays are automatically allowed for. The area between ATC & STC will be PARC FERME. SPECIAL STAGE FINISH CONTROLS [FTC]. At the FTC, a competitor will receive their special stage finish time [time crossing the flying finish line] in Hours, Minutes & Seconds. This time, less seconds, will be their start time for the next link section. Any competitor that fails to stop at the stop line must not, under pain of exclusion, reverse to the control, they MUST return on foot. Once a competitor has accepted a time no further claims will be considered without an official query form. Any correction or amendment to the time card without approval by the timekeeper will result in exclusion. (R) 30.3.3 may be applied at the organiser's discretion and will be notified to competitor's by an Official Bulletin. 17. PENALTIES All Special Stages will have a Bogey Time and a Target Time. Competitors will receive penalties as follows: (1) Under Bogey - Bogey Time (2) Over Bogey under Target - Actual Time Taken (3) Over Target (by no more than 5 minutes) - Target Time (4) Not reporting or reporting OTL at a control - 30 minute penalty Competitors will receive penalties on Road Sections as follows: - (5) Under Target - 10 seconds per minute

The first 5 minutes taken over target is not cumulative therefore competitors start each section with no lateness carried forward from previous sections. To be classified as a finisher a competitor must report to all controls listed in the road book, except as provided for in 32.2(a) where two-thirds of the stages must have been completed and report to the final control within the maximum lateness specified, with the car in which they started. Should any time not be legible or appear to be authentic on a competitor s time card the organisers may use any means at their disposal to establish a time. It is the competitor s responsibility to ensure that his/her times are recorded correctly and handed in when required. The event will run using Target Timing as per R32.2, with the exceptions as modified below: (a) Not complying with a reasonable instruction by an official providing a warning is given that a penalty will be applied: 30mins (b) Any competitor found to have completed a stage without arming the fire extinguishing system 10 minutes. The following may carry the penalty of exclusion: (c) Failure to comply with the 5mph speed limit on road sections, or the Service area. (d) Unauthorised alteration of an entry on a time card. (e) Failure to comply with a regulation for which no other penalty is specified. (f) Excessive noise. (g) Smoking on a Special Stage. (h) Not wearing a seat belt or a crash helmet on a Special Stage. (i) Travelling in a wrong direction on a Special Stage. (j) Breach of service regulations. (k) Baulking. (l) Driving Manner. (m) Reversing along a Special Stage. Competitors must hand in a Damage Declaration form at the Main Control immediately after the Final stage together with the final time card. 18. PROCEDURE ON ENCOUNTERING A MAJOR INCIDENT Competitors are reminded of the revised procedure encountering a major incident section R25.4. R25.4 - Competitors must carry an A4-size white board with a red SOS on one side and black OK on the other (letters to be a minimum of 12cm high with a minimum stroke width of 1.5cm), with means to secure them on display for oncoming Competitors. R25.4.1 - In the case of an accident where urgent medical attention is required, the red SOS sign should be displayed as quickly as possible to alert following cars and aid any helicopter attending to assist. R25.4.2 - Any crew that sees a red SOS sign displayed on a car, or sees a major accident where both crew members are inside the car but not displaying the SOS sign, must immediately and without exception stop to give assistance. R25.4.3 - All following cars must also stop and the second car arriving at the scene must inform the next radio point. R25.4.4 - Subsequent cars must leave a clear route for emergency vehicles. R25.4.5 - The Clerk of the Course may award a discretionary time to any Competitor delayed in such circumstances.

R25.4.6 - Any crew which is able to but fails to comply with the rule will be reported to the Clerk of the Course who may impose penalties. R25.4.7 - In the case of an accident where medical intervention is not required, the OK sign must be clearly shown to following vehicles, and to any helicopter attempting to assist. If the crew leave the vehicle, the OK sign must be left clearly visible to other Competitors. R25.4.8 - Any crew failing to comply will be subject to a penalty at the Clerk of the Course s discretion. R25.4.9 - Competitors who misuse the SOS or OK signs will be penalised and may be reported to the MSA for further action. It is recommended that competitors carry two SPACE BLANKETS to help prevent hypothermia in the occurrence of breakdown or accident. 19. YELLOW FLAG Yellow Flags will be issued in accordance with R24.4.5. & R25.6.4 on all stages. R24.4.5 - On any special stage where extreme circumstances make it necessary to authorise the movement of non-competing or rescue vehicles before the stage is cleared of competing cars, a system of Yellow flags must be in place. These should be located at mid stage rescue points and all locations where a rescue emergency vehicle may re-enter the stage following a shortcut and at each radio location these vehicles subsequently pass. They can only be displayed on the specific instructions of the Clerk of the Course or Stage Commander. Yellow Flags must only be used when there is a possibility of non-competing vehicles and rescue vehicles moving on a stage AHEAD of competing cars. Yellow Flags must be prominently displayed (held out steady not waved) by a designated marshal who MUST wear a marshals tabard. Yellow Flags shall measure a minimum of 60cm x 70cm. (i) Competitors who have been shown a Yellow Flag will be given a notional time for the stage. (ii) Yellow Flags will be displayed to competitors only on the instructions of the Clerk of the Course or the Stage Commander. The time of the deployment of the Yellow Flag will be recorded and notified to the Clerk of Course. (iii) No flag other than the Yellow Flag may be deployed at any point along the route of the special stage. R25.6.4 - On passing a Yellow Flag displayed by a marshal wearing a marshal s tabard the driver MUST immediately and significantly reduce speed as well as being prepared to stop at any time: at no time must they overtake any safety vehicle they encounter on the special stage route. The driver must then follow the instructions of any marshals and/or stage safety personnel and maintain this reduced speed until leaving the special stage. Failure to comply with this rule will incur a penalty at the discretion of the Clerk of the Course.

20. JUDGES OF FACT. Named Judges of Fact (G) 10.1 (R) 24.7 (as per the list displayed on the Official Notice Board at signing-on, prior to the start of the event.), will be appointed by the organisers, and will be on duty throughout the event to observe and report any competitor considered to be in contravention of these Regulations and to adjudicate on (R) 24.7.2, 24.7.3, 24.7.5, 24.7.6, 24.7.7, 24.7.8, 24.7.9, 24.7.10. Driving Standards Observers may be appointed in accordance with (R) 24.8. to adjudicate on (R) 24.8.1, 24.8.2. and 24.8.3. The start officials on Special Stages will be empowered to judge whether a competitor has made a false start. 21. DAMAGE DECLARATION.
