Second Reference Point/Street: Hoffman Estates municipal limits Schaumburg Road (Federal Route 1322) is the next federally designated route to the south of the project limits. Existing and Proposed Condition Describe the existing condition: Salem Drive is a two lane collector street which runs north and south. The adjacent land uses immediately to the east and west consist of apartment complexes, a neighborhood shopping center and a junior high school are situated to the north, and single family homes are located to the south. Salem Drive has one 18 foot travel lane in each direction (to face of curb) with a dimension of 37 feet between backs of curbs. A northbound left turn lane is provided at the Bode Road intersection. The right of way width is 60 feet and the roadway is offset to the east within this space. Sidewalk is located on the west side of Salem Drive within the project limits. There is no sidewalk on the east side due to the right of way width, offset position of the roadway, narrow parkway, proximity of the adjacent parking lot for an apartment development and the grade of the parkway. Parking is prohibited on both sides of the street and the speed limit is 25 mph. There is a substandard 3 foot striped bike lane for both directions on Salem Drive which matches the existing conditions to the south in Schaumburg. The ADT on Salem Drive is about 7,000 vehicles per day in this section. The section of Salem Drive in Hoffman Estates was reconstructed in 2000 and the street condition indicates a need for resurfacing. Salem Drive continues north through the Bode Road intersection into Schaumburg, crossing Golf (Federal Route 559) and Higgins (Federal Route 341) Roads. North of Higgins Road, the street name changes to Jones Road, which is located in Hoffman Estates, and connects on the north end to the Hassell / Hillcrest corridor (Routes 1100 and 1102). To the south of the project limits, Salem Drive continues through Schaumburg crossing Schaumburg Road (Federal Route 1322), Wise Road (Federal Route 1338), and the Elgin O Hare expressway, before ending at Irving Park Road (Federal Route 1321) Describe the proposed improvements: The proposed improvements generally consist of grinding the existing pavement and resurfacing with new asphalt. Curb and gutter repairs along with sidewalk modifications to meet ADA requirements are included as well as bicycle facility improvements. Year: 2015 Vehicular Crashes: 0 All the reported crashes within the project limits for the analysis period were associated with the Bode Road / Salem Drive intersection. Four were rear end crashes, two were angle collisions, with one pedalcyclist and one parked vehicle crash. According to crash information, the pedalcyclist crash incident involved a right turn movement and listed failure to yield and limited driving skills as contributing factors. Will this project address bicycle and/or pedestrian safety: Yes A standard width bicycle lane will be installed on Salem Drive within the project limits to connect to existing and planned bicycle lanes in contiguous sections. In a short section of Salem Drive closest to Bode Road a combination of a shared lane for northbound traffic and an off-street path for southbound bicyclists will be used. Please list all the type K (fatality) and A (incapacitating) accidents from the previous five years: There was one reported A injury crash in 2012 within the project limits. This was a collision in a parking lot with a parked vehicle. Describe how the project will address safety and crash/accident history: The primary crash pattern consists of northbound rear-end collisions on Salem Drive at Bode Road reported during 2013 and 2014. The intersection of Bode Road and Salem Drive was reconstructed in 2015 as part of a larger project along Bode Road. That project established left turn lanes on the north, west, and east approaches (along with bicycle lanes) to match the lane configuration on Salem Drive on the south leg of the intersection. On-street bicycle lanes, 5 feet wide, will be installed within the subject project limits where space allows. This will match the existing bike lanes on Salem Drive north of Bode Road. The Village of Schaumburg has plans to reconstruct Salem Drive to the south from the project limits with on-street accommodations for bicycles. Scope of Project Please enter the scope of work for the project: The work will consist of grinding the existing pavement surface, spot curb and gutter repair, pavement patching, sidewalk repairs to comply with ADA requirements, asphalt resurfacing, on-street bicycle lanes, bicycle distance / destination signs, pavement striping, and traffic control signs. A short section on shared lane on-street for northbound traffic approaching Bode Road and an off-street path for southbound bicyclists will be installed. Complete Streets/Multimodal Describe any transit or transit access improvements: Pace Route 602 travels on this portion of Salem Drive connecting to the Schaumburg Metra station. The ADA modifications will broaden accessibility for the route while the bike lanes provide access along Salem Drive.
Describe any pedestrian improvements: Modifications to bring ramps and cross slopes into compliance with ADA will be implemented. Describe any bicycle improvements: On-street bicycle lanes will be installed within the project limits with the exception of the section of Salem Drive from the Bode Road intersection to approximately 200 feet south. In this segment, the pavement width is designated for a through lane in each direction and a northbound left turn lane. The pavement will be striped for a 14 foot northbound shared lane, an 11 foot left turn lane, and an 11 foot southbound through lane. The existing sidewalk on the west side will be widened to at least 7 feet for a southbound one-way shared use path to facilitate bicycle travel within the limits of the left turn lane on Salem Drive. At the beginning of the striped taper for the northbound left turn lane, adequate space is available for 5 foot striped bicycle lanes and a 12 foot travel lane in each direction. The bicycle lanes will connect with the bicycle lanes installed with the Bode Road reconstruction project and those installed on Salem Drive to the north and south. The 5 foot on-street bicycle lanes will replace a substandard 3 foot striped area intended for bikes within this section. The on-street lanes are shown in the Village Comprehensive Bicycle Plan and are consistent with the Village Complete Streets practice.
