The marine environment is a dangerous one; everyone can appreciate the hazards afforded by high seas in a storm or beneath the waves, such as rocks and cora reefs. Less we recognised, however, are the dangers posed to mariners by the confined spaces of the ship itsef, or the hazards presented by the cargo a vesse is carrying or the process being carried out on-board. To ensure the safety of mariners, gas monitoring equipment is essentia. Gas detection equipment requires specific marine environment testing and certification to ensure suitabiity to the extreme environments in which it must operate. Safety systems are reguated by region and the fag state or the registry of the vesse decides what type and voume of approved equipment the ship has to carry. The European Marine Equipment Directive (MED) approva is internationay recognised. Gas detectors used by mariners onboard a vesse registered in an EU country must hod MED approva and show the whee mark. Safety of Life at Sea (SOLAS) The Internationa Convention for the Safety of Life at Sea (SOLAS) is one of the odest conventions of its kind. The first version was adopted in 1914 foowing the sinking of the R.M.S. TITANIC with the oss of more than 1500 ives. The present version is SOLAS 1974 which entered into force in 1980. Parts of the Convention appy to every ship, incuding sma peasure craft. Vesses that are cassified as passenger or cargo ships greater than 500 gross tons and engaged on an internationa voyage are subject to the new requirement. The reguations, uness expressy provided otherwise, do not appy to: i. Ships of war and troopships. ii. Cargo ships of ess than 500 gross tons. iii. Ships not propeed by mechanica means. iv. Wooden ships of primitive buid. v. Peasure yachts not engaged in trade. vi. Fishing vesses. Amendments are reguary made to the pubished version of SOLAS and adopted by referenced resoutions. There have been a number of resoutions specific to the use of portabe gas detection aboard vesses. SOLAS Resoution A.1050(27) defines an encosed space as: 2.1 Encosed space means a space which has any of the foowing characteristics: 1. imited openings for entry and exit; 2. inadequate ventiation; and 3. is not designed for continuous worker occupancy, and incudes, but is not imited to, cargo spaces, doube bottoms, fue tanks, baast tanks, cargo pump-rooms, cargo compressor rooms, cofferdams, chain ockers, void spaces, duct kees, inter-barrier spaces, boiers, engine crankcases, engine scavenge air receivers, sewage tanks, and adjacent connected spaces. This ist is not exhaustive and a ist shoud be produced on a ship-by-ship basis to identify encosed spaces.
Confined (Encosed) Space Entry (CSE) On 1 January 2015, within SOLAS Resoution MSC.350(92), it became mandatory for a crew members with encosed space entry or rescue responsibiities to participate in an encosed space entry and rescue dri. The SOLAS document: Guideines to faciitate the seection of portabe atmosphere testing instruments for encosed spaces as required by SOLAS reguation XI-1/7 highights specific portabe instrument attributes incuding (not imited to) the abiity to remote sampe, to perform a sef-test, to have a minimum battery run-time of 10 hours and have cear instructions. Vountary compiance with this SOLAS reguation has been highy recommended since 1st January 2015 when the encosed space entry and rescue dri requirement (Chapter III, reguation 19) came into effect. Tank Purging and Inert Gas Monitoring An inert space is a space that has been purged with nitrogen or other gas mixtures that doesn t contain oxygen. Spaces containing a petroeum-based product and empty product storage spaces are two of the main exampes of an inert space. Purging these spaces prevents the accumuation of a fammabe mixture. The most common type of detector used to test for fammabe gases is a cataytic type sensor, which senses combustibe gases at LEL eves. This type of sensor needs oxygen to function so if there isn t any, or it s at a ow eve, it won t work. Infrared sensors are better suited to this environment as they don t require oxygen to function. Test Stations For Detector Compiance I-Test is Crowcon s fuy automated soution for testing and verifying that Gas-Pro and T4 are in a compiant state to carry out daiy work. Bump testing standards are getting tighter in a regions and the need for controed bump and caibration records is a must. I-Test and the accompanying I-Test manager software makes this as easy as can be. It takes ess than 1 minute to compete a bump test! I-Test is easy to use with no requirements to turn on and off the gas: the design of the demand fow reguator couped with the I-Test wi aow the automatic pu of the correct required amount and concentration of gas. I-Test can aso recognise cyinders that are empty or those that have expired aowing fu compiance. I-Test stores a bump and caibration resuts and this can then be interrogated using the I-Test Manager software. One hundred and fifteen incidents were reported in UK waters aone between March 1998 and Aug 2013, and these incuded 103 fataities and 107 injuries, athough it is suspected that this is just the tip of the iceberg. Statistics from the Marine Accident Investigators Internationa Forum (Fig. 1) show, of death and injury caused by gas hazards onboard ship, oxygen depetion is the biggest kier, foowed by poisoning from carbon monoxide, then hydrogen suphide. Entering confined spaces shoud be avoided when possibe. However, it may be necessary to survey a hod, cean a tank, or repair damage. If entry to a confined space can not be avoided, the correct permits to work shoud be obtained, and good confined space entry procedures shoud be adhered to.
