SAISA Oriental North Points #2 Regatta September 29 30, 2018 Varsity and JV/Composite Divisions NOTICE OF RACE ORGANIZING AUTHORITY: SAISA in conjunction with Bow to Stern Boating Center. SITE: Bow to Stern Boating Center, 290 Blackwell Point Loop Rd, Oriental, NC 28571 1. RULES: 1.1. The regatta will be governed by the Racing Rules of Sailing 2017-2020, the prescriptions of US SAILING, the ISSA Procedural Rules, the SAISA Supplemental Rules, this Notice of Race, and the Sailing Instructions. In the event of a conflict between the governing documents and the Sailing Instructions, the latter shall take precedence. 1.2. RRS Appendix P is in effect modified per ISSA Procedural Rule 14(c). 2. ELIGIBILITY: 2.1. Competing schools must be current members of ISSA and SAISA and meet eligibility rules as prescribed in the Procedural Rules, and Supplemental Rules. 2.2. Registration is on a first paid/first allowed basis. Registration will be confirmed via email or phone. 2.3. Composite teams and Junior Varsity teams will be permitted to register in the JV/Composite division. These divisions will have their own start separate from the Varsity start. 2.4. Teams must be accompanied by a designated adult team leader, who may be an advisor, coach or parent recognized by the school. The team leader must have the authority to authorize medical care for their sailors. 3. FORMAT 3.1. This will be a four-division regatta. Varsity A, B and JV/Composite A, B. Varsity A and B will sail on fleet of 18 FJs and JV/Composite A and B will sail on fleet of 6 420s. Teams will rotate per a rotation chart distributed at the Competitor s Meeting. Three races in each division must be completed to constitute a regatta. Regatta chair has the ability to combine JV/Composite with varsity as needed. 3.2. Bow to Stern Boating Center will provide 18 FJs for varsity A and B teams and 6 420s for JV/Composite teams. 3.3. If more than 18 varsity or 6 JV/Composite teams register each additional school team will be notified that their entry may be contingent upon their ability to bring their own FJ/420 sailboat to add to the rotation. 4. ENTRY AND COMMUNICATIONS: 4.1. Eligible schools and sailors must enter by submitting an official entry form and check with the regatta chairperson by Friday, September 22, 2017. Teams may register online at http://bowtosternboating.com/register?c=programs. Sailors may also complete the waiver online at this link as well. Send all forms and checks to: Bow to Stern Boating Center, PO Box 596, Oriental, NC 28571. 4.2. Inquires to Jim@BowtoSternBoating.com, or 252-474-6000. 5. ENTRY FEE: 5.1. The entry is $50.00 per team. 5.2. Breakfast can be reserved Saturday and Sunday for $12 (This cost includes Saturday and Sunday). 5.3. Lunch can be reserved for Saturday and Sunday for $14 (This cost includes Saturday and Sunday). 5.4. Dinner can be reserved for Saturday night for $14/person (Barbeque Chicken and fixings, Bonfire, Local Band and social). Vegetarian Options will be available for all meals. 5.5. ALL Meals Package can be reserved for all meals above for $37 5.6. Reservations for all breakfasts/lunches/dinner MUST BE MADE by September 24th. Alternate locations for lunch are available within walking distance, but may take longer than the normal rotation schedule. There are no fast food restaurants in Oriental. If you reserve food, you will be responsible for paying even if you cancel after the deadline.

5.7. Make checks payable to: Bow to Stern Boating Center and can be paid at time of check-in on Saturday. 6. DAMAGE DEPOSIT: 6.1. A damage deposit of $100 must be submitted with each entry. Actual cost of damage repairs will be charged which may exceed the $100 deposit. This deposit is refundable if the boat and gear are returned undamaged. In the event damage cannot be attributed to a particular team, the repair costs will be divided evenly amongst all the competing teams. 6.2. Make a separate check payable to: Bow to Stern Boating Center. To be collected at the time of check-in Saturday. 7. BOATS: 7.1. The host will provide Eighteen (18) FJs for varsity A and B and ten (6) 420s for JV teams. 7.2. Teams which register after the total number of provided boats has been allocated will be required to provide a boat and sails of comparable condition to be entered into the rotation. 8. SCHEDULE: Saturday September 29, 2018 (Note on registration if you plan to attend mixer) 9:30-10:00 Registration at Bow to Stern Boating Center Rigging 10:00 Competitor s Meeting Directly after First Warning Signal (approx 10:40) Lunch will be on shore (Stallings House), between rotations. 6:30 (est) Regatta dinner will be provided at the Red Rooster, an outdoor venue with band ($12/person). Mixer for all sailors with bonfire, music, activities. Sunday September 30, 2018 9:00 First Starting gun 1:00 No races start after Awards - After boats are furled and protests heard. Departure 8.2 Changes to the schedule will be posted on the official notice board located at Bow to Stern Boating Center. 9. RACING AREA: 9.1. All races will be sailed in the Neuse River close to the breakwaters and Lou Mac Park for easy viewing. 9.2. Consideration will be taken in determining the location to sail and may be moved under the bridge if needed and space allows. 10. COURSES: 10.1. Based on conditions, the Race Committee will determine the courses as prescribed in ISSA PR 7.7. 11. SCORING: 11.1. The regatta will be scored in accordance with ISSA Procedural Rules.

12. DIRECTIONS: Oriental, NC. Please use GPS. Once on Blackwell Point Rd. Follow the sailing marks to Bow to Stern Boating Center. Parking will be onsite or next door. Please park close together and where directed. Directions to watch races will be provided at captains meeting. Just over 1 mile away. 13. HOUSING: 13.1. There are many options for housing in town. 13.2. Camp Caroline (5 Miles) away for sailors and families (groups of 8 in bunk/cabin). Camping is also available at Camp Caroline and/or Bow to Stern for $5/person. 13.3. Accommodations may also available on some of our vessels (22, 24, 25, 32, 38 and 45 sailboats). 13.4. Other options can be found at the following link http://www.sailingcapitalofnc.org/lodging.html. 13.5. Group rates are available at Neuse River Suites. 13.6. New Bern is the closest big city (40 Minutes). 13.7. Please contact Jim Edwards, 252-474-6000, for more information and assistance on housing. Camping (onsite) is also an option. (No open fires or pets will be allowed) 14. COACHING SPECTATOR BOATS: 14.1. Coaches and spectators will not be allowed to go afloat in the sailing area during racing unless explicitly permitted by the regatta chairperson. 15. OFFICIAL NOTICE: 15.1. No contestant shall use, either on or off the water, marijuana or any other controlled substance, as defined in 21 U.S. Code 802, the possession of which is unlawful under U.S. Code 841, or alcoholic beverages (distilled spirits, wine, and beer, each as defined in Chapter 51of the U.S. Internal Revenue Code and intended for beverage use). An alleged breach of this procedural rule shall not be grounds for a protest. However, when a report is received from any source, alleging such a breach a protest committee consisting of the regatta chairperson, a member of the ISSA Board of Directors, and the chairperson of the protest committee, shall follow the process described in RRS 69.1(b). If a hearing under RRS 69 is held, a competitor found to have breached this procedural rule shall be excluded from the remaining races of the series and, where practical, be removed from the regatta venues and sent home. Additional penalties consistent with RRS 69.2 may be imposed on the competitor or the competitor s team. This regulation is in effect during the entire event from the date and time of arrival through the date and time of departure from the regatta site. 16. RIGHTS TO USE NAME AND LIKENESS: 16.1. By participating in this event, competitors automatically grant to the Organizing Authority and the event sponsors the right, in perpetuity, to make, use and show, at their discretion, any photography, audio and video recordings, and other reproductions of them made at the venue or on the water from the time of their arrival at the venue, until their final departure, without compensation. 17. WAIVER OF LIABILITY: 17.1. Sailing is an activity that has an inherent risk of damage and injury. Competitors in this event are participating entirely at their own risk. See RRS 4, Decision to Race. 17.2. The race organizers (organizing authority, race committee, protest committee, host club, sponsors, or any other organization or official) will not be responsible for damage to any boat or other property or the injury to any competitor, including death, sustained as a result of participation in this event. By participating in this event, each competitor agrees to release the race organizers from any and all liability associated with such competitor s participation in this event to the fullest extent permitted by law.

18. SPECIAL CLOTHING: 18.1. While on the Rotation Boats and on the water, competitors shall wear clothing appropriate for the conditions. Competitors are required to wear special clothing when the water temperature drops below 60 degrees F or when the combination of air temperature and water temperature is below 120 degrees. Special Clothing can include either dry suits, or wet suits, or a mid-weight thermal polyester layer covered by a windproof layer. Cotton clothing, including jeans, sweat pants, jackets or suits and t-shirts are prohibited. This will be strictly enforced due the sailing venue possibly being very rough and most sailors are not familiar with the stability of the FJ. I would encourage all coaches to have their sailors prepared just in case. 19. REGATTA CONTACTS: 19.1.
