The best young judoka in the world are making their way to Miami, USA, for their most important event of the year, the Junior World Championships, Miami 2014. The event is our second and final World Championships of 2014 and represents the penultimate challenge for our most promising judoka before stepping up to the senior stage. The last Junior World Championships were held in 2013 in Ljubianja, Slovenia, and we saw numerous judoka move up to perform well at the senior Worlds in Russia. Marius L. VIZER IJF President We are expecting a very high level entry and I am sure the event will once again prove to be one of the highlights of the World Judo Tour. Our hosts, USA Judo, successfully hosted their first Grand Prix last year in Miami as well as the Cadet World Championships. We must thank them for their desire to develop judo across the country and congratulate them for their tremendous delivery of high-profile events. On behalf of the IJF and myself, I wish good luck to all of the countries and athletes. I wish them to show what is best in judo, in the respect of the rules and the traditions of our sport. LOCATION & COMPETITION PLACE The 2014 version of the IJF World Junior Championships will be held in the City of Ft. Lauderdale, which is located approx. 45 miles from Miami International airport, and 5 minutes from Ft. Lauderdale International Airport. This airport is located but 5-10 minutes from any of the three event hotels, and only about 6 minutes from the Headquarter Hotel --- Embassy Suites (a Hilton chain hotel property). We recommend all the delegations to arrive at Ft Lauderdale International Airport the primary airport, and Miami secondary. Direct flights from many hub cities arrive at Ft Lauderdale International Airport and is only 5 minute ride to the main hotel and venue; whereas Miami is a 45 Minutes ride (without traffic, as with traffic could be 1.5 hours) to main hoteland venue. The competition venue will be the Greater Ft. Lauderdale Convention Center. This centre is one of the largest convention centres in the nation, and while USA Judo will be hosting the World Junior Championships up in one of the ballrooms, below a multi-million boat show will be getting ready for the shows grand opening a few days later. The is located within 100 meters from the A Level hotel Hilton Marina, and about 300 meters walk from the main headquarter hotel B Level Embassy Suites by Hilton. At the end of the event, we will offer a training camp for all of those wishing to stay a few more days. We hope that these World Junior Championships will be a great experience for all of the attendees. Just please make your reservations and entries early so that we can properly plan your participation and arrival.

Lauderdale, FL 33316 100 meters walk to competition site Hotel is located within 100 meters walk of the competition venue, and about 1.2 kilometers from Ft. Lauderdale beach. There are many restaurants and food supermarket within a 300-400 meters walk of this hotel. The hotel is within a 350 meters walk from the Headquarter Hotel. Official weight in will take place at this property as well as the Headquarter hotel. The Embassy Suites is located but 6 minutes from Ft. Lauderdale International airport, and about 2 Kilometers from Ft. Lauderdale Beaches.

22-26 2014 Every room at the Embassy Suites Hotel is a spacious suite with separate living room with mini kitchen (microwave, refrigerator sink and coffee maker) and very large bedroom. The Embassy Suites Ft. Lauderdale will be the main Headquarter hotel, where delegations check in will be taking place, as well as accreditation and control of nations will be taking carried out. Official weights will be also done in this hotel as well as the Hilton 17th Street hotel which is the Category A hotel for the event. Hotel reservations must be made before 11 September. Full payment must be received by 18 September 2014 (Bank transfer account please refer to the below information). Possible reservations of extra rooms at the check-in will be surcharged with 10%. NO exceptions will be made. All bank fees and bank transfer costs are to be paid by the participation federation. Cancellation fees: up to 30 days before the arrival, full refund. From 30-10 days before the arrival 50% of the payment. After the 2 2014 any cancellation of rooms or no-show will result in 100% of the charge of the hotel costs. Cancelations of the rooms cannot be made at the check-in. IMPORTANT: All damages to property of hotels or venues resulting from the stay of a national delegation shall be charged to federation and paid in full. INSURANCE Each National Federation is responsible for its competitors (the control of non-pregnancy as well as the gender control are placed under the responsibility of the National Federations) and must assume all responsibility for accident and health insurance as well as the civil liabilities for their competitors and officials, during the Judo World Junior Championships. The organizer of the Judo World Junior Championships and the IJF will not be responsible for any insurance related to the above mentioned matters. Nevertheless the National Judo Federation staging the Junior World Judo Championships shall take all necessary actions to provide insurance coverage against civil liability for the entire duration. The organizer of the Judo World Junior Championships and the IJF has no liability for any claims of injury, illness or death arising out of the participation and traveling in connection with these events. 7. DEADLINE FOR APPLICATION In order to better assist the participating delegations, the organizers ask that the following forms be completed and either fax or email back. These forms can be found at the end of this entry packet. First Entry (entry by number): 22 August 2014 -- complete & submit Form A Hotel Reservation: 11 September 2014 (note: after this date the organizers will not be able to guarantee rate Reservations will be accepted only on an availability basis) - complete and submit Form B Visa request (MUST with Passport Copies): 2 September 2014 Note: USA Judo will assist with the application of entry visas to the United States of America but require that delegations submit this form by 2 September 2014 - complete and submit Form D Hotel payment: 18 September 2014 Note: Reservations not paid by this date will not be guarantee and hotel rooms may be assigned based on availability Travel information: 5 2014 The organizers will guarantee transportation from Ft. Lauderdale International Airport to the officials hotels only if this form is completed and submitted on time -- Form C Final Entry (entry by names): The registration must be done on the IJF online registration system at https://www.judobase.org by 1 2014 23:59 CET! Nations missing the registration deadline will not be allowed to start. No exceptions will be made! All competitors, coaches and officials must be entered in time. After the deadline no additional persons can be added. NOTE: It will be allowed to replace already registered coaches or officials; competitors only in the case of an injury. For any support please contact registration@ijf.org before end of the deadline.

CONTROL OF ENTRIES AND ACCREDITATION The control of entries and issuing of accreditation cards will take place at Embassy Suites Hotel which is the tournament main headquarters hotel: Monday 20 2014 from 12:00 to 21:00 Tuesday 21 2014 from 09:00 to 12:00 At least one team official must attend in time to confirm the entries of all athletes and officials with his/her signature. Passports or photocopy of passports from all competitors must be available for checking during the accreditation process. A delayed appearance or no-show at control of entries may result in the exclusion of all participants from the draw and the event. In case of unforeseen delay of arrival the Federation must contact immediately the organizer and the IJF registration team (registration@ijf.org) An accreditation card with photograph will be issued to competitors, officials and media. This accreditation card should be carried at all times. Number of accreditations for officials: a) 1 4 competitors : 3 officials b) 5 9 competitors : 5 officials c) More than 10 competitors : 7 officials Extra accreditation for delegation members can be purchased from the organizing committee for $120.00 USD for the days of competition. 9. NUMBER OF PARTICIPANTS Each National Federation may enter 10 entries in total for men and 10 entries for women. Only a maximum of two athletes per category for men and the same for women will be allowed. The total delegation of both men and women is a maximum of 20 athletes. Note: A. Competitor can only be entered in one weight category B. Only entries of National Judo Federations IJF Members will be accepted Age: Participating athletes must be born in 1999 (15 years in the calendar year) - 1994 (20 years in the calendar year). 10. COMPETITION RULES a. The competition will be conducted in accordance with the latest IJF SOR, IJF Refereeing Rules and IJF Anti-Doping Rules. Especially refer to the New Uniform IJF Tournament System Quarterfinal (last 8) repechage. b. Weight categories: Men: -55kg, -60kg, -66kg, -73kg, -81kg, -90kg, -100kg, +100kg Women: -44kg, -48kg, -52kg, -57kg, -63kg, -70kg, -78kg, +78kg c. Duration of contest: MEN & WOMEN four (4) minutes (real time). 11. REFEREES Referees are appointed by IJF Refereeing Commission. 12. WEIGH-IN a. The weigh-in will be carried out in accordance with the IJF SOR. A random weigh-in will be organized before the first contests in the morning of the competition. Four athletes will be selected from all categories except +78kg and 100kg. The rules will be the same as those of

JUNIOR WORLD CHAMPIONSHIPS, FT LAUDERDALE, FL 2014 the official weigh-in with the exception that the athletes do not need to bring their passports, as their accreditation is sufficient for identification. The weight of the athlete cannot be more than 5% higher (without judogi) than the official maximum weight limit of the category. Any athlete outwith this weight tolerance will not be allowed to participate in the competition. b. The athlete s official weigh-in will be scheduled the day before the competition at 20:00. Unofficial weigh-in: 19:30 to 20:00 (the day before) Official weigh-in: 20:00 to 20:30 (the day before) c. The weigh-in will be held at both Embassy Suites Hotel and the Hilton Marina Hotel 13. DRAW a. The draw will be conducted at 14:00 on Tuesday 21 2014 at the. b. Each National Federation must send at least one delegate to attend the draw. A maximum of three (3) delegates per National Federation (2 officials and 1 athletes delegate) will be authorized. c. The top eight (8) from the entered competitors in each weight category will be seeded according to the current World Ranking List. 14. JUDOGI CONTROL a. Approved judogi: Competitors should wear an IJF approved judogi supplied by one of the following manufacturers: Greenhill, SFJAM NORIS, DANRHO, MIZUNO, Double D Adidas, HAYAKAWA, Fighting Film, Budo Sport AG, ESSIMO, MATSURU B.V, KAPPA. b. Judogi Control: It will be operated with a sokuteiki by IJF Education Commission prior to the fight. Judogi must have an IJF Official Label APPROVED JUDOGI with an optical code which cannot be falsified. The label will be controlled with an optical lamp. Each of the competition clothing articles (jacket, trousers and belt) must have an IJF official label. c. Backnumber: Each competitor is obliged to have sewn on the back of his judogi a backnumber bearing his surname and his National Olympic Committee abbreviation. The backnumbers must be fixed horizontally and centered on the back of the judogi. They must be placed at a distance of 3cm from the bottom of the collar.the backnumber can only be ordered from www.ijfbacknumber.com or www.mybacknumber.com d. Advertising: Competitors should carry on the back of their jacket the IJF and organizer dedicated sponsors of the event. Advertising on the judogi must be in compliance with the IJF regulations. Refer to Guidance of Judogi Control Document published on 15 June 2011. e. National Emblem: Athletes can have their national emblem on the left front part of the jacket within a space of 100cm2. If an athlete does not respect the judogi rules, the coach who is responsible for the athlete would be suspended for the rest of the competition of the day. In the case of a repeated offence the coach would then be suspended for the rest of the competition. 15. PARTICULAR RULES FOR WOMEN Female contestants shall wear under the jacket either, a round necked plain white or offwhite tee shirt, with short sleeves, made of non-rigid material, long enough to be worn inside the trousers, or a plain white or off-white leotard with short sleeves. No marking should be visible when the judogi is done up. All other regulations must be adhered to.

22-26 2014 16. COACHING Code of behavior of coaches as defined in the Sports and Organization Rules will be strictly observed, inclusive the Dress Code. Coaches are not allowed to give indications to the competitors while they are fighting. Only during the pause time (after matte), will coaches be permitted to give indications to their athletes. After the pause is finished, and the fight continues (hajime), coaches must keep silent. If a coach doesn t follow these rules, they can be expelled from the competition area. If the coach persists with this behavior from outside the competition area, they could be penalized. 17. DOPING CONTROL Doping control for individual events will include in each category: a. the winner of the category b. one of the three other medal winners by draw Doping control for the team event will include: Two (2) members of each medal-winning team; the choice of the weight categories is made by draw Draws are carried out in accordance with the Anti-doping Rules and the Sport and Organization Rules of the IJF during the competition before the start of the finals block. Competitors have to report to the Doping Control Station immediately after signing the Notification form. Pursuant to WADA IST Art. 5.4.4, Prior doping control athletes are allowed to take part in the awarding ceremony and fulfil their press commitments or receive medical treatment if needed. The selected competitors will be constantly accompanied by an official chaperone (appointed by the Organizing Committee) from the time of Notification until arriving to the Doping Control Station. A person of the athletes choice (team doctor, coach, trainer, delegation head...) may accompany them. 18. TRAINING FACILITIES Planning and scheduling of the training sessions will be organized taking into consideration the request made by National Federation everyday on the basis first request made first served. VISA The Organizer is happy to assist any country with applying for an entry visa for athletes and officials. For nations, who need VISA to enter the United States of America, please send the Organizer as soon as possible (latest 31 August 2014) list of participants according to visa application form with full names, passport numbers, date of birth, and positions (MUST send together with scanned Passport Copies according to the relevant updated requirement of the United States Government). FUNDAMENTAL PRINCIPLE All National Federations, officials, coaches and athletes participating in the Junior World Judo Championships have to respect and accept the authority of the IJF officials, the Statutes, the Sports and Organization Rules, the Refereeing Rules of the International Judo Federation, as well as the IJF Antidoping Rules. According to the IJF Rules and SOR Provisions, individuals deemed to have acted against the IJF, its principles or purposes shall be subject to suspension or expulsion from the event and/or cancellation of their accreditation cards. 22. ATTENTION VERY IMPORTANT The competitors wearing their white judogi (no shoes, flip flops or socks) will stand behind the podium according to the following order 2,1,3,3. Every competitor having won a medal has to attend the ceremony to receive their medal in person. If a competitor is absent during the awarding ceremony for no valid reason they will lose the right to have the medal. It is strictly forbidden for competitors on the podium to bring national flags or the similar identification other than the one represented in the regular manner on their equipment. Any demonstration of religious, political, personal or commercial sign is prohibited and so is wearing a cap or any other head cover. 23. SEMINAR The International Judo Federation in cooperation with USA Judo will be offering a number of key issues seminar during the days preceding these championships. It has been our experience that many teams do arrive early in order to get acclimated, and coaches, team leaders and delegations medical staff may gain from been a part of presentation by experienced professionals in their respective field. On Saturday, Sunday and Monday a one hour seminar will be offered with topics ranging from coaching, training and strategy, to event administration / management, sports competition as an entertainment value, to proper diet for controlling weight, doping control new rule changes, avoiding injuries, etc. Another one of the key topics will be a presentation on the IJF Judo Academy and it benefits to the sport of Judo in the world. NUMBER OF PARTICIPANTS Each team will consist of five (5) athletes (for men as well as for women). A total of 10 athletes can be inscribed with a maximum of two athletes per category. SYSTEM OF COMPETITION The system of competition will be the elimination system with Quarter Final (last 8) repechage. COMPOSITION OF THE TEAMS Before each round the team leader must present to the Sports Director the composition of his team. At each round he has the right to replace one or several athletes by other(s) athletes of the corresponding weight category or of the next lower category. All competitors presented for the team contest at the official bow on the mat have to compete. If one competitor does not compete the team will lose by disqualification!

Each athlete is entitled to fight in his own weight category or in the next higher category. A reserve is allowed for each weight category. A team consists of 5 (five) athletes and has the possibility to have up to 5 (five) reserves. A team has to consist of minimum 3 (three) athletes. During the contest the non competing athletes must stay within a marked area on the FOP behind the coaches chair. The number of contests won will decide the winning team. If for any reason there is an equal number of wins and an equal number of scoring points, a random draw will be made and one couple will refight a golden score contest where the first score or penalty of any kind decides the winning team. Points will be given as follows: a. Ippon Gachi/Fusen Gachi/Kiken Gachi 100 points b. Waza-ari 10 points c. Yuko 1 point d. Win by Shido 0 points The same points apply regardless if they are achieved in regular time or during Golden Score. In Golden Score the first score wins apart from in the case of a win by osaekomi where the athlete can continue the hold to gain maximum points. Duration of contest: MEN four (4) minutes & WOMEN four (4) minutes (real time). WEIGH-IN The athlete must be within the weight limits of a category in which they are inscribed. There is 2kg tolerance for athletes who competed in the individual Championships and NO tolerance for athletes who are only inscribed for the team competition. An athlete may compete in one category higher than the category in which they are inscribed. Before the start of the official weigh-in the coach can update the team list. a. The weigh-in will be carried out in accordance with the IJF SOR, Article 16. b. The Weigh-in will be conducted on Saturday 25 2014. SEEDING FOR THE TEAM WORLD CHAMPIONSHIPS The seeding will take into consideration the medallists (and if necessary the results) from last Team World Championships. Up to four teams will be seeded. ANTI-DOPING CONTROL The Anti-Doping Control will take place after the award ceremony. From each medal winner team two (2) athletes, having participated in the last contest, determined by draw, will be submitted to the control. The competitors have to report to the Doping Control Station not later than 60 min after signed Notification form, in writing by the Physician mandated by the IJF must follow the indications leading them to the check station. In that period of 60 minutes, the athletes are allowed to take part in the awarding ceremony and to fill their press commitments. They will be constantly accompanied by an official chaperone from the organization from the time they receive their notice until they reach the Doping Control Station. A person of their choice (team doctor, coach, trainer, delegation head...) may accompany them. The draw is made during the competition before the start of the finals block.
