EP64949 placed pages.indd 21/11/12 2:14 PM - 3 - ABOUT THIS PLAN The Basketball Victoria Strategic Plan 2013-2016 outlines our priorities for basketball over the next four years. It builds on the achievements of our previous four- year plan and provides the strategic map to take our sport to new heights of achievement. The plan has been developed following consultations with the Victorian basketball community and other key stakeholders, and reflects the needs and aspirations articulated during this process. Those consulted have told us where we need to focus our efforts and we have responded. We look forward to working with all stakeholders to realise our vision and keep basketball the greatest sport in Victoria. 3

EP64949 placed pages.indd 21/11/12 2:14 PM - 4 - OUR VISION Basketball in Victoria: The world s best sporting community Basketball is the sport of first choice in Victoria research shows that more people participate in basketball than in any other sport in this state. It is a sport that can be and is played by anybody and everybody. We are a welcoming and inclusive community. As a result of this, the resources we have developed and the hard work of many people, basketball in Victoria is perfectly placed to continue to be a leader amongst all sports in the state. Our vision is to capitalise on this position and become recognised as the world s best sporting community a challenging but achievable aspiration! To do this, we must overcome some challenges. There are waiting lists for senior and junior players across the Basketball landscape and the problem will grow as the Victorian population booms. If we are to continue to grow our sport, we need to make sure that: The people who make our sport great players, referees, coaches, volunteers and administrators - are supported to grow and develop their skills; There are more places to play courts and associated facilities and they are maintained to a quality contemporary standard; and As the awareness of basketball as the sport of first choice in Victoria increases, the public perception of basketball will build and strengthen. 4

Ensure basketball is a sport that enables everyone to participate. More players, more people, more basketball, more community engagement and healthy outcomes. More and better places to play turn nobody away. Promote recognition of Basketball s popularity at all levels of government and throughout the community. Build the business of basketball by providing a strategic focus, developing and strengthening partnerships and reinforcing our strong and united community. 5

EP64949 placed pages.indd 21/11/12 2:14 PM - 6 - PEOPLE Strengthen capacity and encourage excellence at every level in basketball Developing the skills, knowledge and capacity of our people is key to continuing the growth of our sport. Becoming a basketball great requires many skills. For players, it might be about improving performance through fitness training, ball handling, shooting and teamwork. For our officials and referees, it s a forensic knowledge of the rules, the inner fortitude to make a difficult call, and how to rise above heckling from players and spectators. For coaches, it s the ability to motivate a team, to build players strengths and to develop winning strategies. Volunteers and administrators are often multi- taskers and must take on everything from governance to setting fixtures to promotion to scoring. All these skills are learnt and can be built and developed. For almost all Associations across the state, the recruitment, retention, development and support of referees is a major issue. 6

Provide Associations with tools and support to recruit and retain volunteers, referees, coaches and other officials. Develop referees and other officials and provide them with ongoing support. Increase opportunities for coaches to build their skills and knowledge. Develop new guides and resources to support and increase the capacity of Associations, including education in areas of respect, responsibility and fair play. Expand our presence through Basketball Development Officers. Support and develop players at every level. Increase the presence of elite Victorian basketballers on the national and international stage including coaches, referees and technical officials. 7

EP64949 placed pages.indd 21/11/12 2:14 PM - 8 - INCLUSION Ensure basketball is a sport that enables everyone to participate Basketball is a sport that anybody and everybody can get involved in. Basketball Victoria has achieved exemplar status from VicHealth for our Inclusive Basketball Strategy supporting people with disabilities to participate in basketball. Through the program, coaches have been educated and up- skilled, awareness of the importance of inclusion has been raised and in 2012, 30 associations around the state are successfully running disability programs. The model is highly integrated and strong strategic partnerships are a feature of its success. But there is more to be done. Inclusion must be embedded in policy and practice across the whole basketball community. Increasing access for culturally and linguistically diverse and Indigenous communities is another logical next step. 8

EP64949 placed pages.indd 21/11/12 2:14 PM - 9 - In the coming years, we will: Increase the number of players, coaches, referees, volunteers and administrators in basketball who are: People with disabilities Indigenous Culturally and linguistically diverse New arrivals Rural and remote Women and girls Financially and socially disadvantaged Advocate for more inclusive policies and practices both at a Victorian Association level and nationally. Support specialist schools in Victoria to participate in basketball and become members of their regional school sport cluster. Lead Associations in developing inclusive programs. Ensure Basketball Victoria becomes more inclusive in our work practices and attitudes. 9

EP64949 placed pages.indd 21/11/12 2:14 PM - 10 - GROWTH More players, more people, more basketball, more community engagement and healthy outcomes More people participate in basketball than in any other sport in this state. The number of registered participants in basketball grew 10 per cent in the four years to 2011. The Exercise, Recreation and Sport Survey in 2010 showed that more than 230,000 Victorians aged 15 and over run onto a basketball court every week. More children are discovering basketball for the first time through programs like Aussie Hoops and McDonald s Hoop Time. However, reports indicate that the number of young women playing declines as they approach adulthood. Associations say the number and retention of referees continues to be a challenge across the state. If we are to continue to grow, we need to increase the number of referees, coaches and volunteers involved in basketball. In addition to building the capacity of our people, we need to attract new people to our sport. 10

Ensure basketball remains affordable. See 100% of Associations take part in Aussie Hoops, providing more entry- level opportunities for children. Increase connections between grassroots basketball and national leagues. Strengthen existing competitions and create new competition opportunities by developing initiatives such as 3 on 3. 11

EP64949 placed pages.indd 21/11/12 2:14 PM - 12 - FACILITIES More and better places to play turn nobody away The opening of the State Basketball Centre in June 2012 was exciting and symbolic - for the first time, basketball in Victoria has a home. In 2012, Basketball Victoria undertook a state- wide Facility Audit, to better understand the current status of facilities available to basketball in Victoria, and to identify future needs, particularly considering areas of significant population growth. This audit provides the stark evidence that people in basketball have known for a long time - the shortage of courts and ageing infrastructure costs are significant factors holding back the growth of basketball in Victoria. We know that more people play basketball than any other sport in Victoria, and that there is unmet demand from even more people. We must have basketball facilities across the state to meet that demand. 12

EP64949 placed pages.indd 21/11/12 2:14 PM - 13 - In the coming years, we will: Lobby for increased Victorian Government and local government investment in response to the rapid increase in unmet demand, using the evidence from the Facilities Master Plan, the Basketball CENSUS and the Economic Footprint Assessment. Collaborate with compatible sports in planning for facilities to meet urban growth. Lead Associations in advocacy and relationship management with local government. Support Associations in working well with facility managers to ensure basketball is a priority tenant. Build the capacity of Associations as facility owners and managers to support a viable self- management proposition. Develop funding models with Local, State and Federal Government that specifically provide annual basketball or stadium funding opportunities. Plan for the expansion of the State Basketball Centre to be Australia's largest basketball competition, high performance and events centre. 13

In spite of this, our profile remains quite low. Some local Associations are successfully promoting our sport in local media. Basketball Australia has stated its number one priority is to position basketball as a world sport with high participation and support in Australia. Their focus is on increasing exposure, promoting our elite heroes, and a successful and sustainable national competition. Our challenge is to support these endeavors in Victoria and move to a leadership position. A fundamental part of maximising basketball s profile, and securing more corporate and public support, is building a national database that demonstrates the impact and reach of basketball in this country. 14

Ensure The Basketball Network database is used consistently by 100% of Associations. Develop a marketing strategy to grow public awareness of and support for basketball, including the use of social media tools and the provision of information in a timely manner, appropriate media, publications, format and languages. Develop commercially attractive products that strengthen the funding base of basketball. Secure commercial support for every Basketball Victoria property. Encourage respectful player and spectator behaviour towards officials and each other. Develop a public relations strategy to increase coverage of basketball in state- wide and major media. 15

Basketball Victoria s first Strategic Plan (2009-2012) was a huge leap forward. For the first time, our sport was planning for the long- term and articulating a vision for the future. This work cascaded into Association strategic planning with more than 25 Associations developing strategic and business plans supported by Basketball Victoria. A strong, united and consistent Basketball is how we cement our place as the strongest, most popular sport in Victoria. We are a community. We are also a business. 16

Coordinate further research to better understand who plays, their needs and master planning facility requirements. Create more opportunities to work in collaboration, including the establishment of a Presidents Club. Engage with and support the future leaders of basketball in Victoria. Use ambassadors to increase Basketball Victoria s presence around the state. Develop and implement a communications strategy to strengthen communications between Basketball Australia, Basketball Victoria and Associations. Ensure Basketball Victoria operates efficiently and effectively and values innovation. See that all Associations have formal affiliation agreements with Basketball Victoria. 17
