E SUB-COMMITTEE ON STANDARDS OF TRAINING AND WATCHKEEPING 42nd session Agenda item 3 STW 42/13/2 25 October 2010 Original: ENGLISH ANY OTHER BUSINESS Guidelines for passenger ship tender operator Submitted by Cruise Lines International Association (CLIA) SUMMARY Executive summary: This document provides in the annex guidelines relating to operator's certification to be included in the Guidelines being developed by the DE Sub-Committee for consideration of the Sub-Committee Strategic direction: 1,5,8 and 12 High-level action: 1.1.1, 1.3.5, and 5.1.1 Planned output: No related provisions Action to be taken: Paragraph 4 Related documents: MSC 84/24, MSC 84/22/8, MSC 84/22/24, DE 53/14, DE 53/14/1 and DE 53/WP.3 Introduction 1 Paragraph 22.51 of document MSC 84/24 reports that the Committee agreed to include, in the work programmes of the DE, FP, COMSAR, NAV, SLF and STW Sub-Committees, a high-priority item on "Safety provisions applicable to tenders operating from passenger ships", with three sessions needed to complete the item, assigning the DE Sub-Committee as a coordinator. Discussion 2 CLIA completed its review of the CLIA Industry Guideline G-1-05, entitled "Training for Tender Operators" and, noting the comments in paragraph 9 of document DE 53/WP.3, provides in the annex the draft guidelines that can be inserted into the Guidelines for Passenger Ship Tenders developed by the DE Sub-Committee. 3 CLIA's review concluded that the industry guideline, combined with current industry best practices should be expanded so as to be consistent with the format of the other IMO training requirements in the STCW Convention, even though it is intended to be guidance.

Annex, page 1 ANNEX DRAFT TEXT RELATING TO OPERATOR CERTIFICATION FOR INCLUSION IN THE DRAFT GUIDELINES FOR PASSENGER SHIP TENDERS 15 Operator Certification 15.1 These Guidelines outline the recommended training for tender operators on ship-carried tenders used for transferring more than 12 passengers from a passenger ship to shore and back. 15.2 Every candidate for a certification as a tender boat operator should:.1 be not less than 18 years of age;.2 have approved seagoing service of not less than 12 months or have attended an approved training course and have approved seagoing service of not less than six months; and.3 meet the standard of for certificates of proficiency in survival craft and rescue boats other than fast rescue boats set out in section A-VI/2, paragraphs 1 to 4, of the STCW Code. 15.3 Every candidate for certification as a tender boat operator should:.1 be the holder of a certificate of proficiency in survival craft and rescue boats other than fast rescue boats; and.2 meet the recommended standards of training for certification as a tender boat operator set out in the annex and table to these guidelines.

Annex, page 2 ANNEX Recommended Standards of Training for Certification as a Tender Boat Operator 1 Every candidate for a certificate as a tender boat operator should, in addition to the recommendation to hold a valid certificate of proficiency in survival craft and rescue boats other than fast rescue boats, be required to demonstrate to undertake the tasks, duties and responsibilities listed in column 1 of the table below. 2 The level of knowledge of the subjects listed in column 2 of table should be sufficient to enable the candidate to take charge of a tender boat used for tender operations. 3 Before training is commenced the STCW requirements of medical fitness, particularly regarding eyesight and hearing, should be met by the candidate. 4 Every candidate for a certificate as a tender boat operator should provide evidence of having achieved the recommended standards of training for certification as a tender boat operator through:.1 demonstration of to undertake the tasks, duties and responsibilities listed in column 1 of the table, in accordance with the methods for demonstrating and the criteria for evaluating tabulated in columns 3 and 4 of that table; and.2 examination or continuous assessment as part of an approved training programme covering the material set out in column 2 of the table. 5 Seafarers qualified in accordance with these guidelines as tender boat operators should be required, every five years, to provide evidence of having maintained the recommended standards of to undertake the tasks, duties and responsibilities listed in column 1 of the table through:.1 demonstration of to undertake the tasks, duties and responsibilities listed in column 1 of the table, in accordance with the methods for demonstrating and the criteria for evaluating tabulated in columns 3 and 4 of that table;.2 examination or continuous assessment as part of an approved training programme covering the material set out in column 2 of the table; and.3 Parties may also accept onboard training and experience (such as participation in drills) for maintaining the required standard of set out in the table.
