Region II Borealis Conference Co-Ed Soccer Handbook Revised 4/24/09 3/18/11 Re-Written 9/23/16 Revised 9/22/17 1

Regular Season Rules of Play: Region 2 co-ed soccer is a 9-school league made up of mainly 1A and 2A teams with the exception of one 3A team. Co-ed soccer is currently recognized by ASAA and follows the governing rules of ASAA, however, it does not meet the criteria to have a State sanctioned tournament. The Region hosts an end of season tournament that is essentially their Region/State tournament rolled into one event. Co-ed soccer rules follow the standard NFHS rules with the following exceptions. 1. Slide tackling against an opponent is considered dangerous play and should be penalized. If the referee deems a tackle reckless or involving excessive force, the appropriate misconduct applies. 2. Teams must play no more than 7 players of either gender on the field at any one time. If a team has fewer than 4 players of one gender, they can play down up to 4 players as stipulated in the NFHS soccer handbook. This means a game could be 11 v 7. 3. Any player, coach, or bench personnel shall be ejected for 1 red card or disqualified for 2 yellow cards in a single contest. A player or coach receiving a red card must sit out the next game. A player or coach receiving 2 yellow cards must sit out the next game. There is no distinction between a red and 2 yellows. 4. All regular season games at the end of regulation that end in a tie shall be recorded as a tie. No overtime or penalty kicks. (Unless-Two teams agree prior to the start of a game to count an OT game that could possibly happen in tournament play that forces OT and or penalty kicks to determine who advances in the tournament). The Region is divided into two conferences, North and South and the teams are allocated as follows. North Delta Junction Nenana Tri Valley Su Valley South Wasilla Lake Christian Birchwood Christian Holy Rosary Lumen Christi Cook Inlet Academy Teams may play up to a maximum 22 game schedule in one season, exclusive of post-season tournament games. All games must be scheduled between schools that are ASAA members and Region 2/Region 3 schools that play co-ed soccer. Teams in the same conference are required to play each other twice in a home and home series. Teams are welcome to play at neutral sites to help offset cost if they agree to such. If schools cannot get a home and home or neutral site, then they shall 2

agree to meet at a tournament if possible to get their second conference game accounted for. If for some reason conference teams only play one game, that one game will be counted as a two-for one so conference games played is equaled for the season. The score of the game will be duplicated for the second game score and for record keeping purposes. Teams in the opposite conference are required to play each other once in a home and home series rotating every other year. However, the North teams must count one South team as a two for one in the season record keeping so both conferences end up with the same number of minimum games played for seeding. The North teams must count the same team as a two for one for parity reasons and preventing teams from scheduling weaker teams on purpose. The games counting against the North will be on a rotating schedule as follows starting in the 2016 season. Birchwood (2016, 2021) Lumen Christi (2017, 2022) Cook Inlet (2018, 2023) Wasilla Lake (2019, 2024) Holy Rosary 2020, 2025) If for some reason teams do not play at least one game, then each team will record a game against each other as a 0-0 tie for record keeping purposes and to even out the amount of games played for the season. However, maximum effort should be made to play each other. Even though we have a North and South conference, for seeding purposes for the end of season tournament, each team in each conference should have a total of 12 games played that will account for your winning percentage. Other games played end up as part of your overall record and not your conference record. That equates to each team playing their conference teams twice and out of conference teams once for seeding purposes. If there is a tie, we will follow tournament rules for tiebreakers. Use of game contracts is encouraged for all schools. Teams should maximize all efforts to play each other. We know cost is always an issue and that s why neutral sites are at your disposal to use. Teams that show a history of not playing other teams on a consistent basis will go into the tournament unseeded. Any team who is new to the Conference or did not participate in the previous years conference tournament, may schedule the minimum one game per team in both conferences to be seeded. If the new team does not play all teams at least once, the games missed will be recorded as 0-1 loss and they will enter the tournament unseeded. All Conference awards are based on the full regular season of play and should recognize the best players on each team for their work ethic, commitment and 3

dedication and play for their team. Since teams usually have double the amount of boys on the field as girls, the awards will be divided on that basis for selection to the All Conference team. The All Conference will consist of twelve players. Of these twelve players, 1 will be goalie of the year, 1 Female MVP, and 1 Male MVP. The goalie and MVP s will receive plaques and the nine remaining will receive medallions. Of the remaining nine players, a minimum 3 must be female and the rest can be the player/gender of your choosing. Teams should place a lot of thought in these selections and coaches should talk with each other and collaborate as needed to reward the deserving players. All Conference awards will also include award plaques for regular season conference winners for 1 st place only, Coach of the year plaque and medallions for All-Academic team. Voting for all conference should take place at the beginning of the end of season tournament. Borealis Region 2 Conference Championship Rules: Region Responsibilities: A. Intent to participate, with a deadline for teams to commit to participate in the tournament b. Entire team roster with 22 player limit for eligible players c. Team Photo d. Academic information (GPA) of prior semester (Freshman not eligible) e. Seeding criteria f. Teams that do not come or leave early forfeit their reimbursement (except for act of God) 2. Selection of Board of Control The tournament director will select three administrators (or designee) from participating schools to form a Board of Control for the tournament prior to the first contest of the tournament. Members need not be present but should be available via phone for discussions as needed. No coaches may sit on the Board of Control and administrators will excuse themselves from decisions involving their own school (or designees) D. The tournament director will provide for the preparation and maintenance of the facility and all necessary equipment for the operation of the tournament E. Provide awards ceremony at the end of the tournament F. Provide tournament financial statement to the participants and Region 2 within 30 days of the completion of the tournament. Failure to submit will result in the following: 1. Letter sent to host school Principal 2. Letter sent to host school Superintendent 3. Letter sent to host school Board G. The tournament director is charged with assessing the estimated cost and revenues and sending the teams a bill for their share of the difference. The participating schools will each pay a fee to offset the cost of the tournament. When the tournament is complete, the director must produce a final profit/loss statement and refund/charge the schools the difference between the actual profit/loss of the tournament. Costs that may be shared are; trophies, officials, director fee, field cost. Monies gained from the sale of advertisement are not considered tournament income and does not have to be figured into the tournament income (unless host school chooses too) H. Coaches Meeting A coaches meeting is to be scheduled by the director prior to the first contest taking place Tournament Procedures: A. All rules in the regular season are to be followed in the tournament (except tie-break rules) and rosters are limited to 22 eligible players B. When the score is tied at the end of regulation during any game other than the semi-finals and finals, the following rules apply and are in place for the sake of time and schedule of the tournament 1. Two five minute OT periods 2. If score is still tied, follow NFHS rules for shoot-out. a. A minimum of 2 of each gender in each group of the shootout b. Coaches choice of order of shooters, and anyone eligible on the roster (minus disqualified players) can take the shot, 6

Official Bracket Play including ones not on the field of play at the end of the game c. Once rotation is set, and the first 5 shooters have shot, it shall continue with each gender following the other. (boy, girl, boy, girl, etc.) 3. Semi-finals and finals OT rules are as follows a. Two five minute OT periods, switching sides after the first and a 5 min rest in between periods b. Follow shoot-out rules listed above A. In order to make this as State like as possible, we will play a consolation bracket, meaning once you have a loss, you will not be eligible to win the tournament B. Being that we are a 9-team conference, and only 8 teams usually make team state tournaments, our conference bracket will be a 2 game minimum C. Number of games in a day, lack of officials outside of Anchorage, field availability, cost and time constraints for travel also make having a 2 game minimum tournament ideal for all involved D. Finally, consistent rules and tournament bracketing and playoff system year to year is ideal and allows teams to know and prepare for the same format year to year Seeding Rules A. The top overall winner from either the North or South Conference will earn the automatic top seed in the tournament. We will follow the normal points system for soccer. 3 Points for a win, 1 point for a tie and 0 points for a loss. The overall highest winning % will be the number 1 seed and so on from there. B. If there is a tie, it will be broken as follows. Tiebreaker rules apply to all ties for seeding purposes. In the case of a three or four way tie, only the head to head records between the teams that are tied will be considered. Then it will follow the format below once we are down to two teams. a. Head to Head b. Least goals allowed head to head c. Least goals allowed season total d. Combined record vs the #2 seeds in each conference e. Least goals allowed vs the #2 seeds in each conference f. Combined record vs the #3 seeds in each conference g. Least goals allowed vs the #3 seeds in each conference h. Combined record vs the #4 seeds in each conference i. Least goals allowed vs the #4 seeds in each conference j. Coin Toss 7

C. The 5 th seed in the South and the 4 th seed in the North will play the play in game to face the overall winner of the Conference and the overall #1 seed D. If the South has the #1 overall seed, that means the North #1 seed will play South #4 seed and North #2 will play South #3 and South #2 will play North#3 in the first round E. If the North has the #1 overall seed, that means the South #1 seed will play South #4 seed and North #2 will play South #3 and South #2 will play North#3 in the first round F.
