Downtown Redevelopment Project Update The redevelopment project will begin the week of September 4, 2017. It is anticipated that construction will be approximately 565 days, depending on weather. 8-1-18 The contractor is continuing to make progress on completing the Lemon Street project in downtown. As part of the project, the pedestrian bridge will be constructed over the railroad tracks. The bases of the bridge have had significant work conducted and the vertical components of the bridge will soon become more visible. The contractor has advised that the bridge will be delivered next week (week of August 6 th ) in several parts and will need to be assembled by utilizing a portion of Southside Drive (between Taylor Street and Lemon Street). By closing the aforementioned portion of Southside Drive, the contractor anticipates on opening a portion of the intersection of School Street/Cherokee Street to enable thru traffic to accommodate the closed portion of Southside Drive. This detour/traffic flow is scheduled to continue for approximately 4-6 weeks to allow for the bridge assembly and subsequent setting of the bridge over the railroad.

7-6-18 Above surface improvements have begun progressing in a positive manner with the cooperation of the weather and the diligence of the contractor. Walls along with curbing for the road bed in addition to some of the base of the road has been installed. The Depot Park project (adjacent to Caboose) is about to experience work by way of ground clearing, etc. A major update involves the signalized intersection of Main Street and Lemon Street. It is anticipated that the traffic signals will be temporarily removed on Tuesday, July 10 th. This will result in the intersection operating as a 3-way stop sign controlled intersection. Motorists as well as pedestrians should be mindful that the traffic along Main Street as well as Lemon Street will be required to stop at the intersection and to proceed in a manner consistent with a typical stop sign controlled intersection. The intersection will continue to operate in this manner until further notice is provided. 6-15-18 The work on the project has continued; however, various weather events during the last 2 months have impeded some aspects of the project that require many consecutive days of dry weather. However, the contractor has worked on many facets of the project as often as possible and with the recent weather, there has been significant progress made on the various walls and curbing (nearly 60% complete). The west parking lot has also made progress in addition to the round about starting to take shape. As such the pedestrian bridge towers are expected to see concrete poured. All utilities are relocated except for one which is scheduled to work today/next week. It is expected that with the aforementioned progress, the contractor will close the Lemon Street Railroad Crossing over the weekend and/or Monday which will then remain closed as work continues on the towers. 4-6-18 Work has continued on utility relocates as well as various retaining walls and grading. It is expected that the parking lot (in the foreground of the below photo) will continue to have work conducted. The grading and preparation of the traffic circle is scheduled to continue in the area of School Street and Cherokee Street. 3-23-18 During the last four to five weeks there have been various weather events that have had an impact on the progress of the downtown construction activities. The Contractor has

continued to operate as often as possible to move this project forward. Work has continued on the two towers for the pedestrian bridge and the foundation of the towers should be finalized with steel erection commencing within a few weeks. The subsurface component of the roadwork has continued as well. 2-12-18 Construction is continuing along this area with the nearing stages of completion for retaining walls abutting the new Lemon Street roadway. Work will soon commence on the traffic circle (intersection of School Street and Cherokee Street) which will necessitate the closing of the intersection. This will impact through traffic along Cherokee Street needing to access School Street and/or Northside Drive. Traffic will be directed onto Taylor Street whereupon there will still be the option of traveling along Northside/Southside Drive to access various railroad crossing (except for Lemon) and other thoroughfares such as School Street. The piers to the towers for the pedestrian bridge have also begun to be installed which is necessary for the soon to be erected towers. 1-5-18 The contractor will close the Lemon Street Railroad Crossing on Monday, January 8 th (reference detour map on website). The closing will enable the contractor to begin preparing the site of the tower(s) for the pedestrian bridge as the foundation for the tower begins. Work will continue along the new Lemon Street roadway with installation of walls and underground utilities. There will also be continued work on the western parking lot area along Southside Drive (abutting School Street). 12-21-17 The Contractor has updated the project schedule based upon progress made thus far with construction. It is anticipated that the Lemon Street railroad crossing will be closed

beginning on January 8, 2018 for the construction of the pedestrian bridge towers. It is expected that the crossing will remain closed for the duration of the project. 12-15-17 The Contractor has completed the initial stage of storm drain installation. Work continues on the site as it relates to the moving/removing of dirt. The rough grade is nearing completion. There have been some delays due to various weather events in the last 2 weeks (rain & snow); however, progress is still being made. Based upon the aforementioned weather events we anticipate the work on the towers for the pedestrian bridge will begin in mid to late January. When work begins on the towers, Lemon Street at the Rail Road Tracks will be closed. 12-1-17 Work has continued to progress during the last month with installation of storm drainage structures. There have been moments of rain during the previous month which can present challenges but the contractor has continued to move forward. There has also been some work conducted on the additional parking area to the west. It is anticipated that approximately towards the middle of December, work will commence for the towers of the pedestrian bridge. This work will necessitate the closing of the Lemon Street at-grade railroad crossing. 10-27-17 Work is continuing with the installation of storm drainage structures. The rain this past week slowed progress down by a day. The asphalt along the old Lemon Street has been milled and removed in anticipation of additional grading and utility work to realign Lemon Street.

The parking lot adjacent to the L-shape Lemon Street section during the week of November 6 th will be impacted due to the installation of storm drainage structures. Please reference the revised detour map. 10-13-17 During the week of October 16 th, it is anticipated that the installation of the storm drainage system will begin along the new (realigned) Lemon Street. The already closed portion of Lemon Street (the L shape) will also experience work as the asphalt is scheduled for demolition. 10-4-17 Beginning the week of October 9 the small downtown parking lot on Main Street next to the Caboose and across from Lacey Drugs will be closed. The space is needed to begin storing equipment and supplies for the project and then the lot will be redeveloped into Depot Park with the replica Train Depot, History Area, restrooms and greenspace. 9-29-17 With Lemon Street closed tree removal necessary for the new roads has begun. During the week of 10/2 it is anticipated that the clearing will finish up not only in the Lemon Street area but also on the land where the new Parking Lot will be constructed. Removal of the existing Lemon Street between Southside and Cherokee will begin. Once the old roadbed is removed utility work begin as well as preliminary grading. 9-25-17 Lemon Street between Southside Drive and Cherokee Street has been closed to begin relocation of utilities, tree removal and road construction. Traffic is being detoured to Taylor Street.

9-18-17 The Downtown project is still on schedule with utility locates as evident by the markings on the pavement, etc. It is anticipated that the jobsite trailer will be delivered and setup this week along with the barricades will be setup. Detour signs will become present during the week of September 25 th (next week) as it is anticipated that the L-shape portion of Lemon Street will be closed. Tree clearing, etc. is also expected to commence. 8-25-17 The Downtown project will begin the first week of September 2017. The Downtown Clock will be removed along with the existing open air depot/pavilion. The first 2 weeks will also consist of locating existing utilities. The Week of September 18 th Soil Erosion Control will start along with the jobsite trailer being setup. The Week of September 25 th tree clearing will begin to allow for Lemon Street to be extended to Taylor Street and Cherokee Street be widened. Also, the existing pavers and concrete in the plaza at Lemon Street and Main will removed.
