In 1999, two methods were in place: the Summary System; and the Incident Based System (IBR), which counts all offenses in an incident, to a maximum of ten. Beginning in 2000 and going forward, all information included in the Crime in Virginia reports are IBR data. Because of the change to the IBR System, it is impossible to compare some information to previous data. In some cases, 1999 data have been omitted from comparisons. For more information and a further discussion of the two reporting systems, see the 1999 and 2000 editions of Crime in Virginia, which were compiled by the Uniform Crime Reporting Section of the Virginia Department of State Police. The primary sources for information in this analysis are the 1975 through 2012 editions of Crime in Virginia.

Analysis of 2012 Virginia Motor Vehicle Theft Statistics Page 3 INCIDENCE - VIRGINIA MOTOR VEHICLE THEFT In the five years preceding the establishment of the Virginia State Police Help Eliminate Auto Theft (H.E.A.T.) Program, Motor Vehicle Theft in Virginia increased from 15,022 offenses in 1987 to 21,284 offenses in 1991, a 42% increase. Since H.E.A.T. began in 1992, Motor Vehicle have decreased 58.44% as compared to the base year of 1991. Motor Vehicle have decreased in 16 of the 21 years the H.E.A.T. Program has been in existence, and thefts have never risen above the peak year of 1991. In 2012, there were 8,846 reported thefts, a decrease from the previous year of 770 thefts (8.01%). This is the lowest number of thefts in the 38 years included in the above table (1975 and forward), and the first time they have dropped below the nine thousand level. The lowest number of thefts previously was 9,861 in 1983. Analysis of 2012 Virginia Motor Vehicle Theft Statistics Page 4 VIRGINIA VEHICLE THEFT RATE (Number of per 100,000 residents) The Motor Vehicle Theft Rate (number of thefts per 100,000 residents) in Virginia increased from 253.2 in 1987 to 338.5 in 1991, a 34% increase. Since H.E.A.T. began in 1992, the Motor Vehicle Theft rate has decreased 68.07% as compared to the base year of 1991. The rate has decreased in 18 of the 21 years the H.E.A.T. Program has been in existence and has never risen above the peak year of 1991. The 2012 rate, at 108.1, is the lowest rate in the 38 years covered in this report (1975 and forward), and the first time the rate has dropped below the level of 110.The lowest rate previously was 177.2 in 1983. In 2011, the Motor Vehicle Theft rate in Virginia was 118.8 compared to a national rate of 229.6. Note: 2012 national data were not available at the time this report prepared. The Crime Index decreased in 2012, with 197,677 reported offenses as compared to the 204,246 offenses in 2011. The 2002 edition notes: This report no longer publishes clearance rates. The IBR system does not accurately reflect the volume of clearances each department produces in a given year. Additionally, the number of arrests in a jurisdiction does not provide offense clearance information in that one person arrested could clear a number of different offenses.

Analysis of 2012 Virginia Motor Vehicle Theft Statistics Page 7 SEASONALITY - VIRGINIA MOTOR VEHICLE THEFT In 2012, August was the leading month for Motor Vehicle Theft with 910 thefts (10.29%of the total). July had the second highest number of reported thefts in 2012 with 909 (10.28%of the total), followed by June with 812 thefts (9.18% of the total). This is similar to historical data (2008 to 2012 five-year average) with June, July and August representing the leading months for auto theft. Analysis of 2012 Virginia Motor Vehicle Theft Statistics Page 8 AGE OF OFFENDERS - VIRGINIA MOTOR VEHICLE THEFT ARRESTS On average (1987-2012), 55.8% of the people arrested for Motor Vehicle Theft in Virginia were 20 years old or younger. In 2012, 31.3% of the people arrested for Motor Vehicle Theft in Virginia were 20 years old or younger. This is a decrease in the arrest pattern during the 1987 through 2012 period when an average of 55.8% of the arrests were of people 20 years old or younger. In fact, arrests of people 20 years old or younger have been less than 53% in 14 of the last 15 years (1998, 2000, 2001, 2002, 2003, 2004, 2005, 2006, 2007, 2008, 2009, 2010, 2011 and 2012). Analysis of 2012 Virginia Motor Vehicle Theft Statistics Page 11 LOCATION (BY TYPE OF JURISDICTION) - VIRGINIA MOTOR VEHICLE THEFT A little over half of reported Motor Vehicle in Virginia occur in cities (51.68% for 2012 and 52.04% for the 2008-2012 five-year average). Close to half (46.47% for the 2008-2012 average; 46.76% for 2012) occur in counties (includes towns). The remaining thefts occur in colleges and other locations, such as airports. The difference between numbers of thefts in cities and counties (including towns) has been narrowing. In 2001, there were 5,253 more thefts in cities than in counties, a 45% difference. By 2008, the gap was only 472 thefts or 7%. The gap increased in 2009 (770 thefts/13% difference), in 2010 (771 thefts/14% difference), and in 2011 (815 thefts/15% difference). Analysis of 2012 Virginia Motor Vehicle Theft Statistics Page 12 LOCATION (BY VSP DIVISION) - VIRGINIA MOTOR VEHICLE THEFT On average (1989-2012), three areas of the state account for close to 82% (81.53%) of the reported Motor Vehicle in Virginia: Tidewater 34% [33.98%] (Virginia State Police Division 5); Northern Virginia 24% [24.23%] (Virginia State Police Division 7); and Richmond 23% [23.31%] (Virginia State Police Division 1). In 2012, Tidewater, Northern Virginia and Richmond thefts dropped to 74.89% of the total. Analysis of 2012 Virginia Motor Vehicle Theft Statistics Page 13 CHANGE BY DIVISION - VIRGINIA MOTOR VEHICLE THEFT All seven of the Virginia State Police Divisions posted decreases in Motor Vehicle Theft in 2012. Division 5 (Tidewater Area) led the pack with 314 fewer reported thefts in 2012 than in 2011, a 10.80% decrease. Division 4 (Southwest Virginia) had the largest percentage decrease (80 thefts/17.62% decrease). 2011 2012 % of Total Div. Analysis of 2012 Virginia Motor Vehicle Theft Statistics Page 4 There were 37 fewer Motor Vehicle in Division 1 in 2012 than in 2011, a 1.79% decrease. The Virginia Department of Motor Vehicles reported 48 thefts in 2011, but only 8 thefts in 2012, a decrease of 40 thefts (83.33%). Other decreases include: Westmoreland County including Colonial Beach (20 thefts/71.43%); Hanover County including Ashland (19 thefts/27.14%); and Henrico County (17 thefts/4.45%). Chesterfield County posted the largest increase in absolute numbers (45 thefts/18.00% increase). The City of Richmond, which ranked number three in the state in 2010 in number of thefts (869 thefts), moved into first place with 917 thefts in 2011, and remains in first place in 2012 with 922 thefts. Fairfax County (not including Herndon and Vienna) had the most thefts in 2010 (966 thefts), but dropped to second place in 2011 with 876 thefts, and continues in second place in 2012 with 808 thefts. The City of Norfolk, which was in second place in 2010 (910 thefts), moved to third place in 2011 with 779 thefts, and continues in third place in 2012 with 687 thefts.

The largest increases were reported by Manassas Park with 37 thefts, a 284.62% increase, and by Metro Washington Airport Authority with 27 thefts, a 61.36% increase.
