Minutes The AGM started at 16:30 in the 29th floor conference room of the Baiyun Hotel, at which the IGF officials were staying, with IGF Vice President Thomas HSIANG acting as chairman. Mr. MATSUURA, candidate for president, was absent. 1. Address by President, CHANG Zhenming In his opening address, Mr. Chang welcomed all the persons in attendance and expressed his gratitude to all IGF directors and officials for their hard work during his two-year term as president. 2. Confirmation of the minutes of the 30th IGF AGM. The minutes were confirmed. 3. Election of president (2012-2014), seven directors (to be re-elected) and two new directors: The DM had recommended the candidacy of Mr. Koichiro MATSUURA, former office director of UNESCO, for President. The GM approved this. It also approved the reappointment of the seven directors listed below and the appointment of the two new directors listed below. Report by IGF Office The Office Director Mr. Liu Siming gave a report. Thanks to the understanding of the Guizhou government, which was a sponsor, we were able to hold the 1st Bailing Cup under the joint auspices of the Guizhou government and the IGF. There were 379 participants, a new record for a world championship, and a total prize fund of 4,800,000 yuan, with a first prize of 1,800,000 yuan. It is our hope that the IGF will become the most authoritative organization in international go, and we gave a subsidy ($10,000) to the IGF as the management fee for this tournament. Two women s tournament were held, the Huang Longshi Shuangdeng Cup and the Hua Ding Tea Cup World Women s Team go Tournament. The 1st SportAccord World Mind Games were held last year in December in cooperation with the City of Beijing. The 2nd games are scheduled for December this year. In summer last year, a match of the Chinese A League was held during the European Go 3

Congress in Bordeaux. Top players took part. A report on the event was given on sina.com and was very popular both inside and outside China. With the assistance of IGF President Mr. Chang, promising young players from Japan are being invited to China for training twice a year. The instructors included such top Chinese players as Chang Hao, Kong Jie, and Chen Yaoye. 5. Report on operations by IGF VP Eduardo Lopez (a) The 9th World Student Oza Tournament (28 February~4 March 2011), an international tournament with representatives chosen through preliminary tournaments in 16 countries, was held. It is held every year. (b) There were 57 participants in the 32nd World Amateur Go Championship Shimane Tournament (26 May~2 June 2011). The tournament was won by Bai of China. (c) The 22nd International Amateur Pair Go Championship (19, 20 November 2011) was held on a grand scale at the Edmont Hotel in Iidabashi, Tokyo. Twenty-two countries took part, and the tournament was won by the pair from Korea. (d) Five mind sports the four that belong to IMSA (chess, bridge, drafts, go) with the addition of Chinese chess took part in the 1st SportAccord World Mind Games (8~17 December 2011). The IGF organized team tournament with six five-player teams (China, Korea, Japan, Chinese Taipei, US, EU) and pair go. There was a high level, with the competitors mainly being professionals. Both tournaments were won by China, with Korea taking second place. SportAccord plans to continue this tournament for three years, with the aim of promoting the internationalization of mind sports and raising the level of competition. 6. 2011 Financial Report and 2012 Budget This report was given by IGF Secretary General Yuki SHIGENO. The 2011 Financial Report and the 2012 Budget were approved. The country of the IGF president from this year (Japan) will give a subsidy to the IGF of $45,000 and will bear the expenses of the president s office. As in previous years, the other two countries (China and Korea) will give subsidies of $30,000 each. It was reported that as of this year Pandanet will give a subsidy to the IGF through IGF director Hiroko TAKI of one million yen. The 2011 Financial Report and 2012 Budget were approved. 7. Selection of auditor countries for 2012 The meeting approved recommending Australia and Thailand to the GM as auditor countries. 8. Report on SportAccord and IMSA IGF VP Thomas Hsiang gave a report on IMSA. Mr. Jose Damiani, the President of IMSA, had said that a subsidy of 250,000 euros per year for five years would be paid by MPS through a contract between Mind Sports Partner (MPS) and IMSA, but this is a mistaken interpretation of the contract. There is no payment this year, and we were notified last month 4

by MSP that the payment would be postponed until in or after April next year. Consequently, there is now a possibility that the subsidy promised to each member by IMSA of 25,000 euros for the 2nd World Mind Sports Games will not be paid. This will be confirmed at the IMSA conference and meeting with MSP to be held during the SA convention, and countermeasures will be considered. The 2nd WMSG will be held in the city of Lille in France from 9 to 23 August. FIDE has officially stated that it will not take part, as the dates overlap with a major tournament. The city of Lille will provide the tournament venue and staff for setting up the tournament; IMSA will furnish the PR and the medals. Other running costs will be borne by each IF. The IGF has secured the cooperation of the EGF and will request it to run the project; the IGF will provide a portion of the running expenses. The 2nd SportAccord World Mind Games will be held in Beijing from 12 to 19 December this year. There will be three events: male and female individual tournaments and Pair Go. The same prize money as last year was indicated, but we are negotiating with SA about increasing it. 9. Anti-doping activity report Director, Mr. Finke reported that five doping tests will be conducted at the 33rd WAGC, beginning the next day: two out-of-competition tests after the completion of the final round and three in-competition tests. This was approved by the DM. 10. Schedule for 2012 and 2013 operations (a) The 10th World Student Oza Tournament (27 February~2 March 2012) was held in the Ginza, Tokyo. Xu of China won. (b) The 1st Bailing Cup (March~September 2012). A report was given earlier by Wang Yi of the China Qiyuan, so it was omitted here. (c) The 33rd World Amateur Go Championship Chinese Tournament (11~18 May 2012) was held at the Guangzhou Qiyuan with 55 countries and territories participating. (d) The 34th World Amateur Go Japanese Championship, scheduled to be held in the vicinity of Sendai City in Miyagi Prefecture in 2013. We will inform you of the exact dates as soon as they are known. (e) The 35th World Amateur Go Championship (2014). The Korean Baduk Association is holding an election in July. A report will be made after consultation with the new executive. (f) The 23rd International Amateur Pair Go Championship will be held at the Edmont Hotel in Iidabashi, Tokyo, on 3, 4 November 2012. During the tournament, a special DM will be held. (g) Reported earlier on the 2nd SportAccord Mind Games (12~19 December 2012), so it was omitted here. (h) Reported earlier on the 2nd World Mind Sports Games (9~23 August 2012), so it was 5

omitted here. (i) On the Central and South American Go Popularization Project (September 2012~July 2013). Using a grant (22,000 euros) from IMSA as the basis, the Iberoamerican Go Association will plan and run this project, which will start in September this year. Fernando Aguilar, who is the core teacher in Central and South America, is scheduled to carry out instruction in Spanish, to teach instructors, and to teach at six elementary school classes that are presently being conducted in Venezuela. (j) The 1st International Go Symposium (being held by the American Go Association on 4 and 5 August 2012). This, the first go symposium, will be held during the US Go Congress, and among the panelists to be invited are the founder of the corporation Atari, the author of Hikaru no go, and rules scholars. The IGF will support the symposium with a grant through IMSA of 7,000 euros. 11. Applications to join the IGF The affiliation of three new members, the Brunei Darussalam Go Association, the Latvian Go Federation, and the Kazakhstan Go Federation, was approved. 12. Application to become an Association Member of the IGFA report The affiliation of the Ing Chang-Ki Weiqi Education Foundation as an association member was approved. 13. Substitution for the Chinese Taipei member of the IGFA The application by IGF member country Chinese Taipei to substitute the organization affiliated with the Chinese Taipei Olympic Committee was approved. The present member the Chinese Taipei Go Association will be replaced by the Chinese Taipei Weiqi Association. 14. Review of IGF membership fees of EGF members Martin Stiassny, IGF Director and EGF President, made a proposal that the IGF annual membership fees of EGF member countries be reviewed. Mr. Stiassny will present a draft proposal of the fees to the next special DM. 15. Date of next special GM Scheduled to be held during the 34th WAGC Japanese Tournament (2013). 16. Other business (a) It was reported that former IGF President Mr. Chang Zhenming was to become an honorary adviser to the IGF. (b) There was a question by the Serbian representative. In the 1st SWMG team tournament in December last year, the team from Europe played as the European Union team, so Russian players were unable to take part. What would happen this year?
