UCM INTRAMURAL INDOOR SOCCER FALL SEMESTER 2014 *Updated: 08/08/2014 1. ENTRIES: Entries are due by Tuesday, October 1st at Circulation Desk of the Student Recreation and Wellness Center. A $35 fee will be collected from each team. 2. DIVISIONS: There are Men's and Women's divisions. Each team may choose either Competitive (A) or Recreational (B) skill level. All divisions will have play-offs if there is more than one league in their division and skill level. 3. CAPTAIN'S MEETING: Each captain is required to participate in the online captain s meeting on IMleagues.com, then pass an online captain s quiz by getting 28/31 correct prior to registering a team. Registration deadline is 09/30/2014. ***PLAY AT OWN RISK--Players are reminded that they participate in Intramural Sports at their own risk. The State of Missouri and University of Central Missouri cannot accept liability for the injury of participants in the Intramural Sports Program. Team Captains need to make sure that their players are aware of this before being allowed to participate.*** ***Do not take valuables to Intramural games and leave them unattended. There has been money, jewelry, etc. stolen while persons participate. Intramural Supervisors are not allowed to keep valuables for individuals during the games.*** 4. NUMBER OF PLAYERS: A team consists of five players. A goalie and four out players are allowed on the playing surface at one time. Teams must have five players to start a game at the game time or the game will be forfeited. Teams may not play with less than five players (other that when serving penalties). If a team has more than one player ejected from the same game, the game will be forfeited. 5. JEWELRY, ETC.: Because of safety reasons to the players and their opponents, no players will be allowed to wear necklaces, rings, jewelry, barrettes, hats, etc. Wedding bands and medical bracelets are the only exception to this rule. 6. GAME TIME: Game Time is Forfeit Time. Teams are responsible for being at the court, signed in, with the proper number of people at the designated time of their game. If a team does not have the minimum number of players (5) at their designated game time, then their team will forfeit that game. 7. PLAY ON ONLY ONE TEAM: Persons may play on only one team during the year. Anyone who plays on more than one team will be declared ineligible for the remainder of the season, and the team(s) they play for may lose their game(s), depending on the circumstances. Team Captains are responsible for making sure their players are eligible. 8. ROSTER ADDITIONS: All players must be added to the team roster on IMLeagues.com prior to playing in the game. If a player is added to the rosters after 3pm of that day the team may bring up the roster on imleagues.com on a smartphone to confirm all players on the roster. All players must pass the participant s quiz with a 100% before joining a team. 9. ELIGIBILITY: Regular Intramural eligibility rules are in effect. Collegiate soccer team members will not be eligible to compete for a period of one full school year after the last semester of participation. Players that are, or have, worked out with the Jennies (or any collegiate program) during the 2013-2014 school year are ineligible. Teams may only have up to 2 club soccer members. If in doubt, check the eligibility with the Office. 10. FORFEIT POLICY: If a team forfeits a game for any reason, they may pay a $10 forfeit fee at the front desk of the SRWC within 48 hours to remain eligible for playoffs. Failure to pay will result in removal from league. A 2nd forfeit will be automatic removal from league.

11. PROTESTS: Only officials' protests concerning eligibility of a player or misinterpretation of a playing rule will be accepted. No protests based on judgment of an official will be considered. Rule interpretation protests must be made on the field in presence of the Umpire/Supervisor at the time of the disputed play and before play is resumed. A decision will be made on the field. 12. CONDUCT: Any participants (coaches, players, etc.) who repeatedly exhibit poor attitudes and lack of sportsmanship will lose their right to participate in Intramural Sports. Fighting and conduct toward umpires or Intramural Staff of any nature will be dealt with in a very stern manner. Anyone participating under the influence of alcohol will be suspended indefinitely and referred to the Vice President for Student Affairs. Teams are responsible for the conduct of their followers. Any display of misconduct on the part of team members, coaches, or spectators, before, during, or after any contest, may cause those individuals to come before the Office/Judicial Board for a hearing. Anyone ejected from the Intramural Sports Contest will constitute automatic suspension from the following contest pending review of the case by Director; but if judged serious, the suspension may be lengthened. Ejection or misconduct during last game of the season could result in suspension from ALL intramural activities for the remainder of the semester. Attempting to use someone else s/false ID will result in suspension for 1 calendar year, confiscation of ID, and possible action against team if they have knowledge. 13. TEAM SPORTSMANSHIP RATING: In order for a team to qualify for playoffs (post season tournaments) each team must have: A. 3.0 sportsmanship average at the conclusion of regular season contests. If sportsmanship falls below a 3.0 during the playoffs, the team will not advance. B. If a team has forfeited a game during the regular season, they must pay a $10 forfeit fee within 48 hours to remain eligible for playoffs. Each team will be given an overall sportsmanship rating for each game by that game s officials and Intramural Staff. The rating will be on a Grade Point Scale 4.0, 3.0, 2.0, 1.0, or 0.0 basis. A general description of each rating and the behavior that constitutes each rating is listed below: 4.0 Rating Excellent Conduct and Sportsmanship: Players fully cooperate with all officials and other team members. The captain calmly converses with the officials about rule interpretations and calls. The captain has full control of their teammates, fans and bench throughout the contest. There is no dissension shown whatsoever. 3.0 Rating Average Conduct and Sportsmanship: Team members verbally complain about some decisions made by the officials and/or show minor dissension, which may or may not merit an unsportsmanlike conduct penalty. 2.0 Rating Below Average Conduct and Sportsmanship: Team members show verbal dissent (yelling, questioning calls constantly, etc.) towards officials and/or opposing team members from the playing field or bench that merits an unsportsmanlike conduct penalty. The team captain exhibits minor control over the teammates. The captain and participants may be asked to meet with a member of the Intramural Sports Professional staff regarding their behavior. 1.0 Rating Poor Conduct and Sportsmanship: Team member verbally complain about most decisions made by the officials and show incredible dissention, which merits an unsportsmanlike penalty. The captain has no control over himself or teammates. The captain and participants may be asked to meet with a member of the Intramural Sports Professional staff regarding their behavior. 0.0 Rating Totally Unacceptable Conduct and Sportsmanship: Team members are completely uncooperative. The captain has no control over himself or his teammates. The captains and participants will be asked to meet with a member of the Intramural Sports Professional staff regarding their behavior and future participation with intramural sports. 14. PLAYOFFS: Teams will play on different days and times than the regular season. Any team with a.500 record or better, and meets the 3.0 sportsmanship average requirement, will make the playoffs. Minimum average of 3.0 must be maintained throughout playoffs. If sportsmanship rating drops below 3.0,

they will not advance in playoffs. Two player and/or fan ejections during playoffs will result in forfeit. The opposing team during the 2nd ejection will advance. 15. SPORTS SPECIFIC RULES: A. REQUIRED UNIFORMS: Teams must have coordinating shirts. The goalie must have a different color jersey. Players must wear regular gym or basketball shoes. NO spiked or cleated shoes will be allowed that are of a hard material. Indoor soccer shoes are legal if they have soft soles. Slip-on jerseys are available if the two teams' colors conflict. The slip-ons must be worn over another type of shirt. B. GAME LENGTH: Each game will consist of two twenty (20) minute periods. There is a three minute half time period. Each team is allowed two, one-minute time outs per game. To call a time out, the goalie must have control of the ball in their hands and they are the only player that can request time out while the ball is alive. Time outs can also be called by either team after a score. After a time out the ball will be put back into play at the "X" spot farthest from the goal they are trying to score at. The clock will be stopped for time-outs and injuries. It does not stop on penalty kicks, goals, etc. If one team is ahead by 10 or more goals at any time in the second half, the game will be called. C. START OF GAME: The home team listed on the schedule will receive the ball first and the visiting team will choose which end to defend. After the end of the half the teams change ends and the kick-off is taken by the team that did not kick off the previous half. D. START OR RESUMING PLAY: All play start at center court (start of half, after a goal, etc.) will start on the referee's whistle. The ball is live as soon as the ball is touched by the attacking team. It does not have to go forward first. The defense must be in its half of the court and outside the half circle, and the offense in its half of the court until it has been touched by a player. You can not score off a center kick unless touched by another player. E. WHISTLE: Anytime there is a whistle to stop play, there should be a whistle to start play (after DFK, start period, start play after a score, or time out, etc.). F. SUBSTITUTIONS: Substitutions must be made during a dead ball situation. Ex. Ball goes out of bounds, time-out, goalie has possession. Teams can only sub when they are in control of the ball. For example if the ball goes out of bounds off Team A then it would be Team B s kick in from out of bounds. Team B may sub at this point. Team A can only sub if Team B is subbing. If team B is not subbing then Team A cannot sub. Teams must inform the Intramural Supervisor that they wish to sub. G. GOAL KICK: Used when a ball goes out of bounds behind the goals and is last touched by the attacking team. It will be kicked directly into play at a spot approximately two feet in front of the goal line by a player from the defending team. The goal keeper cannot catch or pick up the ball from the goal kick until it has passed outside the penalty area. All of the players of defending team must stay outside the penalty area until the ball leaves the penalty area. H. CORNER KICK: Used when a ball goes out of bounds behind the goals and is last touched by the defending team; it will be kicked directly into play by a member of the attacking team from the corner (where the two black basketball corner lines meet) mark at the nearest corner. A goal may be scored directly from a corner kick. Players of the team opposing the corner kick may not approach within five feet of the ball until it is in play, and the kicker cannot play the ball a second time until it has been touched by another player. I. PENALTY KICK: Awarded to a team when a defender commits an offense against an attacker in the penalty area. The penalty kick is taken from the penalty spot, (white basketball court line). All players except the kicker and goal keeper must stay outside the white 3-Point line.

The goal keeper will have their heels on the goal line: the referee will make sure they are ready and blow the whistle: the kicker must make their kick within five seconds. Players may enter the penalty area after the ball had been kicked. For Intramural rules, a penalty kick will be awarded to the offensive team for ANY penalty in the penalty area by the defensive team, except for minor penalties by the goalie (see goalie rules). J. DIRECT FREE KICK (DFK): Kicks from which a goal can be scored directly against the offending team. All kicks will be DFK except for the kickoff. When a player is taking a DFK, all opposing players shall remain at least five (5) feet away until the ball is kicked. If a defender breaks the five feet difference before the ball is kicked the official will give a team warning. If the same team commits this penalty again it will be a yellow card on the individual that committed the infraction. The referee will not step off, but will instruct the defender to move further if they consider the defender too close. K. HANDBALL: The goalie while in the penalty/goal area is the only person that may use their hands to touch the ball. Other players may not deliberately contact the ball with the hand/arm (considered from the shoulder down). Hand ball must be intentional to be punishable. Most ball and hand encounters are unintentional and should not be called. If the ball has played the hand, it is not any infraction; if the hand encounters are unintentional and should not be called. If the ball has played the hand, it is not any infraction; if the hand has intentionally (by design or by instinctive reaction) played the ball, then it is a direct free or penalty-kick infraction. The penalty for a hand ball is a direct free kick from the spot of the foul, unless it is by the defending team in their goal area and then it is a penalty kick. L. GOALIE: The goalie (different color shirt) while in the goal area is the only person that may use their hands to touch the ball. After catching the ball the goalie must get rid of the ball within five seconds. The penalty would be a direct free kick from the X spot. The goalie may throw or roll the ball while in the goal area. When they are outside the goal area, they have the same limitations as the other players. They may run with the ball in the goalie area. The defense must give the goalie room to make their throw and are not to touch them after they have the ball. Penalty would be direct Free Kick unless judged deliberate/flagrant. If the goalie drops the ball while in the goal area, it is a live, free ball, but the goalie may not pick up the ball again to gain an advantage in extending the five second time limit until it has been touched by another player. Penalty would be a direct free kick from the X spot. Because of a safety factor (people attempting to play the ball when not in possession of the goalie) the goalie is not allowed to dribble the ball. If they do, their team will lose possession and the other team will get a DFK at the X-spot closest to their goal. The Penalty Box is the basketball lane line from the baseline to the red volleyball line. Possession of the goalie must be when they have both feet inside the penalty box. If the goalie while in control of the ball is outside of the box, it will be a penalty and a direct free kick at the X spot (not penalty kick). Outside of the penalty box is judged to be an imaginary area that extends straight up from the floor, thus the ball may be outside of the box even if it is not touching the floor outside of the box. The goalie may not use a slide tackle (See Slide Tackling Section Below) for defense, but may dive hands first for the ball. The goalie may not receive two consecutive passes from the same teammate unless the ball is touched by a third player. This to prevent stalling. The goalie may make two passes to the same player, but not receive two from the same player. Penalty would be direct free kick at the nearest "X" spot by the opposing team. For a goal to be scored, it must pass completely over the plane of the goal line in the judgment of the official.

If the Goalie wants to throw the ball it must bounce at least once before the ball gets to half court. If the ball doesn t hit before half court then it will be a direct free kick from half court. M. SUBSTITUTION FOR GOALKEEPER: Goal keepers may be replaced by field players at any time and such a substitute will not be allowed goal keeper privileges. If a goal keeper is replaced by another goal keeper, the referee must be properly informed. N. ADVANTAGE RULE: The official will make judgments if the offended team has an advantage and by stopping play at that point would penalize them. They may say "play on" or "advantage". The advantage rule is solely the judgment of the official. O. BALL HITTING ABOVE COURT: Any ball hitting any wires, beams, etc. above the court will remain in play. It is unlikely, but if the ball should become stuck above the playing floor it will be put in play at the nearest "X" spot by the team that did not touch the ball last. P. OUT-OF-BOUNDS: The team that did not last touch the ball receives a kick-in from the spot where the ball went out. The referees are considered a part of the field and play should continue if a ball touches them while they are in-bounds. Q. HIGH KICK: A kick that in the judgment of the official is done by a player and is not in control of the action. Guidelines are that it is above the waist and the toe is pointed up (opposed to having the sole of the shoe flat and parallel to the floor). The penalty is a direct free kick from the spot even if in the box, unless judged intentional by the official and then he may award a direct kick (penalty kick if in the box). A "Bicycle" pass or shot is illegal (direct free kick). Because of the action necessary to execute this type of play, it is judged a dangerous maneuver for other players besides to the player doing the maneuver. R. SLIDE TACKLING/PLAYING THE BALL: Because of the safety factor, all slide tackling is illegal and will be a direct free kick. If it is in the penalty box by the defending team, it will be a penalty kick. Slide tackling is defined as any offensive or defensive player, including the goalie, that attempts to reach/play the ball by sliding (leaving the feet) feet first. A second offense on a team will be a yellow card and a third will be a red card. If judged flagrant by the official, it can mean automatic ejection no matter if it is the first or second offense. The goalie may stretch/extend their foot sideways to attempt to block a ball. Players are to play the ball, not the person. S. PLAYER DOWN ON FLOOR: Because of safety factors, anyone that is down on the floor (except the goalie) may not attempt to play the ball. If by the defense in the penalty box it will be a penalty kick. Players may not attempt to play the ball when they are behind the person in possession of the ball. They must be in the player's peripheral vision. All penalties are a direct free kick. T. OBSTRUCTION RULE: On a loose ball any player has the right to attempt to gain possession of the ball without being obstructed by another player attempting to play the ball. If a player has possession of the ball an opposing player must make contact with the ball before, they make contact with the player. The penalty is a direct free kick. U. FOUL LANGUAGE: Absolutely no foul or abusive language will be permitted. This includes talking trash and trying to intimidate opponents by verbal remarks, gestures, etc. At the referee's discretion players can and will be ejected. Players in the hallways are not to shout, yell, etc. as this disrupts other activities in the building. The intramural Supervisor has the right to suspend play if teams do not adhere to these policies.

V. FOULS & MISCONDUCT: Time is served in the penalty box for serious fouls (kicking, tripping, charging, hitting, holding pushing, etc.), delay of the game, unsportsmanlike conduct (including taunting and baiting) in form of a two-minute penalty and if judged severe may result in ejection. A second yellow card or a player is an automatic red card and ejection. A player shall be sent off the court if in the opinion of the referee: They persist in misconduct after having received a caution (although a caution is not required). If any player is ejected from the game, their team must play shorthanded for the rest of the game. The ejected player must leave the facility. Failure to do so will result in a forfeit. An ejected player must sit out one full game the first time they are ejected. If upon returning to league play they are ejected again, they are no longer able to compete in that league. An ejected coach/spectator may not attend the next game. Yellow/red card violations: Yellow card Player must serve two minutes penalty and team plays short for two minutes or until other team scores. When a player ends the first half (or end of game if tied) in the penalty box the remainder of the penalty time will be served at the beginning of the next period. PLEASE NOTE: Anytime concurrent penalties are assessed to both players and they must sit out. All penalized players must report to intramural supervisor table and remain there until the penalty is served. Failure to do so will result in termination of the game and a forfeit win will be awarded to the opposing team. W. PROTEST: Only officials' protests concerning eligibility of a player or misinterpretation of a playing rule will be accepted. NO protest based on judgment of an official will be considered. Rule interpretation protest must be made on the court in the presence of officials at the time of the disputed play and before play is resumed. A decision will be made at that time by the Intramural Supervisor/Graduate Assistant/Assistant Director. Eligibility protests can be made by 5:00 PM on the day after the contest and need not be done at or during the game. OVERTIME- *No overtime in regular season* However, Playoffs-5 minute golden goal. If not completed after first 5 minutes, we will have a shoot out. Four players from each team will have a chance to score in the shoot out. Teams will alternate turns shooting. The four shooting can be any four people on the team except the goalie. A player can only shoot once. The penalty kick rules will be followed during a shoot out. If the game is still tied after the first shoot out round of four we will continue the shoot out on a one on one basis until the first goal wins.
