No. 1 Call to Order and Introductions The meeting was called to order at 10:03 a.m. Introductions were made. No. 2 TRP Status Update/Announcements -Status report - late plans none -Major Employer Summary Report Handout The bi-monthly report tracks the progress of employers with steps necessary for Ordinance compliance. There are 295 sites in the TRP, but there is a request to cease for one site on the meeting agenda. Prospecting for new sites is completed for 2006. The two most recent sites in the program are Vail School District, Cienega High School and Thoroughbred Motors. The TRP RTF has approved 128 plans with 39 on the agenda, for a total of 167 plans or 57 percent plan review completed. -Standard Local Share Contributed Services Form handout Ms. Hildebrand reviewed the form and purpose of collecting the information from committee attendees to assist PAG with in-kind match. -Next meeting date, November 20, 2006. TRP RTF items Beth Gorman, PDEQ, distributed posters and cards promoting the Car Care Clinic that will be held at Pima Community College Downtown campus, West parking lot on Saturday, Oct. 28. A set of tires will be available courtesy of Jack Furrier s Western Tire Center. Free car inspections worth $60 also will be given away and there also will be a Household Hazardous Waste Collection on campus. Members were encouraged to promote the Car Care Clinic to their employees. NEW Staff reported that a TC update had been Emailed to the employer sites on Oct. 6 th. The update had various transportation related items of interest and the offer from Beth Gorman, PDEQ, to provide prepared newsletter articles for the companies. NEW Best Workplaces for Commuters recognition event being held on Wednesday, Oct. 18, at the Depot from 4 to 6 pm. No. 3 Call to the Audience Jenny Sirnio, Sun Tran, announced that Sun Tran had received the Safe Place national award, which was presented in Louisville Kentucky. Sun Tran also will be participating in the Reid Park Zoo Halloween event at the end of the month with Spooky Bus with the theme Sun Transylvania. No. 4 Summary meeting minutes for the Aug. 21, 2006, meeting. Beth Gorman moved to approve the minutes of Sept. 18, 2006 as presented. Willie Wash seconded the motion. Motion passed unanimously. No. 5 RTA Transit Projects Update by Tom Fisher, PAG, Senior Transportation Planner Unfortunately, Tom was out sick, but a handout of the RTA 20-Year Regional Transportation Plan Transit Element was given to members. Tom will be invited back next month to answer any questions on the RTA transit projects. Beth Gorman, PDEQ, commented that the Plugs or fill in buses were already being used on the Broadway express route. No. 6 Review, discussion and action on 2005-2006 TRP Annual Report electronic mail Ms. Hildebrand mentioned that the annual report was much leaner than in previous years. Staff is continuing to streamline program activities and yet provide basic services in support of the Ordinances. The report has satisfied the ADEQ requirement for the TRP grant and does contain the nuts and bolts 2

of the 05-06 program year. Staff will continue to look at special analysis of program items as time and staff resources allow. A limited number of copies will be printed for those that can not access the report electronically. The report also will be posted on the PAG TRP Web page. The report will be presented to PAG committees in November or December. Members were asked to submit comments, questions or requests for additional program data to staff. Beth Gorman moved to approve the 2005-2006 TRP Annual Report. Yolanda Parker seconded the motion. Motion passed unanimously. No. 7 Review, discussion and action on 2007 TRP Technical Advisory Committee Recommendations Included in the meeting packet were the full minutes from the Sept. 27, 2006, TRP Technical Advisory Committee (TAC) including discussion on each item. A summary of the topics also was provided for review with just the recommendations. Ms. Hildebrand followed the summary, providing some background on the discussions for each item and asked for questions or comments as items are reviewed. The next steps would be for the recommendations from the TRP RTF to be acted on by staff and put in place for the 2007 program year. No. 1 Welcome and Introductions covered the requirements of the TAC as identified in the IGA and Ordinance. No. 2 TRP Overview of regional survey and plan results for 1989 to 2005 No. 3 TRP Regional Task Force (TRP RTF) Responsibilities Overview- Staff coordination with TRP RTF members to assist in additional strategies with employers, multi-tenant buildings, business parks and improved or new alternate mode facilities at employer sites. Assistance could come not only from TRP RTF members but also other management staff at their work site. No. 4 TRP Topic Transportation Coordinator- TRP RTF policy to keep transportation coordinator training mandatory for coordinators new to the TRP and to encourage all coordinators to attend training. -TRP Topic Alternate Mode Information TRP RTF support for continuing educational messages in a variety of media and materials offered to employers and to encourage and solicit employers for co-sponsorship of materials. -TRP Topic Survey 2007 Survey all employees in 2007 with a 70 percent minimum survey response rate. -TRP Topic Plan Continue with staff assistance to employers in completing their TRP plan and include the TRP RTF and Lead Agency plan approval in one letter. -TRP Topic Calculation Method for Alternate Mode Usage (AMU) - Continue with current AMU credit calculation for Ordinance compliance (one AMU credit per person) - Continue to report the percent of alternate mode trips (AMT). -TRP Topic Travel Reduction Ordinance Goals 2007 TRP year will be considered the regional program year for the 40 percent AMU. Once an employer has progressed in compliance years to a goal of 40 percent, the 40 percent would remain the goal for the work site with no further 1 percent increase requirement. No. 5 2007 TRP Survey Format and Informational Cover Page Suggested edits from the 2006 AC meeting were incorporated into the 2007 survey. The cover page had a suggestion to include the amount of pollution per person. Additional questions for the survey were referred to staff for other opportunities to collect information that would be useful in transportation planning. The 2007 survey will not have a RideShare application or the incentive drawing for employees. Based on discussion of how to identify the physical work site location of employers with multiple work sites, staff inserted a box on the survey that asks for major cross streets of work location. Staff would hope that the larger sites also can assist with a way of tracking employee surveys and what location that employee is working at so the data can be separate. 3

Members were invited to attend the CTAC meetings. Yolanda Parker, City of Tucson, asked for a correction to the title - City Committee Citizen Transportation Advisory Committee. Beth Gorman moved to approve the recommendations from the TRP TAC committee for 2007 program topics. Yolanda Parker seconded the motion. Motion passed unanimously. No. 8 Review, discussion and action on First Magnus Financial Williams Center (Charter Funding) to cease 2006 TRP year due to 50 FTE. Ms. Hildebrand explained that the letter requesting to cease participation also stated that a majority of the employees had been moved over to the other employer location on Wilmot. Jennifer King moved to approve the request to cease. Yolanda Parker seconded the motion. Motion passed unanimously. No. 9 Review, discussion and action on Holmes Tuttle Ford 2006 TRP plan and request to change start month from September to February. Ms. Hildebrand explained that due to a merger of Holmes Tuttle Ford and Jim Click Ford, Holmes Tuttle is requesting to change their start month to coincide with Jim Click in February. Staff supported the request. Willie Wash moved to approve the change of start month and approve the 2006 TRP plan. Yolanda Parker seconded the motion. Motion passed unanimously. No. 10 Review, discussion and action on seven (7)) 2006 TRP Major Employer Plans for Wal- Mart and Sam s Club (In order of TRO Goal): Ms. Hildebrand summarized the information on the seven sites. There are 2,622 employees at 7 sites. In 2005, the average AMU was 24.66 percent with a reduction in VMT of 3.67 miles. Between the 7 sites, the average turnover is 63 percent. The company has a corporate TC in California that works with all locations that are mandated by Ordinances. All sites have the same 18 activities, but the Foothills Mall site offers a compressed work week. CITY OF TUCSON Comp YR Goal # of Emp. Precision Toyota of Tucson with 140 employees is a new site in the TRP. 18 activities are proposed as all new activities; bus passes are subsidized at 100 percent and they have already held a transportation fair. APAC Customer Services Inc. with 619 employees has proposed 23 activities with guaranteed ride home and work at home added as new. The incentive program for employees to live close is a discount arranged at nearby apartments. 5

Flowing Wells High School- with 168 employees, has 20 activities proposed, daycare provided through an extension program, employees can transfer to other schools and holds transportation fair. Flowing Wells Jr. High/Centennial Elementary School with 147 employees, has 20 activities proposed and daycare facilities provided through an extension program, employees can transfer to other schools and holds transportation fair. Tucson Marriott University Park with 167 employees, has 18 activities proposed, offers compressed work schedules and incentive programs. The incentive program offers points to employees for certain work actions including transit and carpool incentives. Staff recommended recognition for their incentive program. Waverly Park HealthCare Center with 121 employees, has 16 activities but was unable to implement a drawing for prizes. The site has a map board, bike racks and showers/lockers. PTM Paratransit of Tucson Inc., DBA Van Tran with 241 employees, has 22 activities but was unable to implement covered parking. The site has compressed work schedules, a day care facility, and 70 percent of employees work outside of peak hours. City of Tucson with 5,091 employees, has 29 activities proposed, provides a 50 percent bus subsidy that totaled over $35,000 as the annual expense. Staff recommended recognition based on the number of activities. Devon Gables Health Care Center with 310 employees, has 25 proposed and an incentive program that provides free meal tickets for bus users and discounts at nearby apartments. Patio Pools & Spas with 248 employees, has 26 activities proposed including a 50 percent bus subsidy and a rideshare committee. Watson Chevrolet Inc. with 191 employees and 16 activities including drawings for prizes held twice per year. Architectural Traditions with 270 employees, is a new TRP employer with 16 activities and 80 percent of the employees work a compressed work week and telework. The TC voluntarily surveyed their employees for 2006. Citi Cards with 1200 employees, has 22 activities with a map board as a new activity. Their incentive program includes a drawing for a special parking space along with preferred parking. Indian Health Services San Xavier Location (USDIHS) with 126 employees and 19 activities including compressed work schedules drawings for prizes and telework. Indian Health Services, Sells Service Unit (USDIHS) with 140 employees, has 22 activities including new activities of rideshare committee and speaker. The site was not able to hold transportation fair but has nine vanpools in operation to the worksite. Staff recommended recognition for their vanpool program. LaCanada Care Center with 130 employees, has 16 activities that include compressed work weeks and drawings for prizes. 6

Mountain View Care Center with 144 employees, has 16 activities that include a compressed work week and transfers are available to other centers. HealthSouth Rehab Hospital of So. AZ with 176 employees, has 23 activities including a compressed work week and four preferred parking spaces. The Lodge at Ventana Canyon with 223 employees, has 19 activities including a compressed work week, guaranteed ride home and preferred parking. Catalina Mountain School with 163 employees, has 19 activities including a $20.00 per person vanpool seat subsidy and three employees that telework. Holiday Inn Palo Verde with 92 employees, is a volunteer TRP site with 16 activities including drawing for prizes added as a new activity. The site has compressed work schedules and preferred parking. Krebs Engineers with 144 employees, has 14 activities proposed including a rideshare committee and annual transportation fair. Johns-Manville with 76 employees, is a volunteer TRP site, adjusted schedules for carpoolers and compressed work week schedule. Target Ina with 159 employees, has 16 activities proposed including a new activity of a map board. Employees can transfer to stores closer to their home. Comcast Cable Communications, Inc. with 170 employees, has 17 activities including a compressed work week program and monthly drawings for prizes. Costco Wholesale Northwest with 287 employees, has 21 activities proposed including drawings for prizes and two preferred parking spaces. Town of Marana with 355 employees, has 26 activities proposed including a vanpool vehicle as a new activity. The sites subsidizes carpools and the vanpool, holds drawings for prizes and an annual transportation fair. Staff recommended recognition for the subsidies in place. Coca-Cola Enterprises Inc. Tucson with 183 employees, has 18 activities proposed but was unable to implement transportation fair. The site has 78 field workers. Securaplane Technologies Inc. with 130 employees, is a new TRP site and has proposed 20 activities. A subsidy of $2.50 per day is provided for employees who bus, carpool, vanpool, bicycle or walk to work. Staff recommended recognition for the subsidy. Target Oro Valley with 131 employees, has 17 activities proposed and employees are allowed to transfer to stores closer to their home. Town of Oro Valley with 366 employees, has 19 activities in place with 81 employees on a compressed work week.
