STATEMENT ORGANISATION & ADMINISTRATION The league shall be gverned and managed by the Nrth-East Wales Netball Assciatin cmmittee which may delegate its pwers and authrity in this respect t any sub-cmmittee r individuals. The decisin f the cmmittee in respect f these rules and any ther matter related t the league, which is nt prvided fr belw, shall be cnsidered final and binding n all parties when entering the league. It is the respnsibility f all Team Managers, Caches and Captains t ensure that all players and fficials are cnversant with these rules and the rules f the game via the dmestic rules guidance fr netball. The Rules f the League will be published annually n the Nrth-East Wales Netball Assciatin website. All clubs/teams will be held respnsible fr the verall cnduct f their players, fficials and spectatrs. All applicatins fr entry int the league will be pen t any club r team affiliated t the respective gverning bdies and the Nrth-East Wales Netball Assciatin. Entry will be determined at the cmmittee s discretin, subject t its reasnable applicatin f the rules laid ut belw and having due regard t the playing standard f teams wh wish t participate. New teams applying t play in NEWNA s League must submit an entry frm and a bacs payment made payable t NEWNA fr 50% f the league fees by 30th June t NEWNA Treasurer (Entry fee t be agreed at the AGM in May each year). 1. Affiliatin & Registratin f Players All players must be affiliated with Welsh Netball r England Netball and a dwnladed list must be prvided t the League Manager by 30 th September annually. Clubs/teams must cmplete an additinal registratin frm and affiliate with Nrth East Wales Netball Assciatin als by 30 th September annually. (Fee fr 2017-18 3.00 per player.) Affiliatin t the gverning bdies must take place befre taking t the curt and is the respnsibility f the club/team. Players may register frm the September f schl year 10. If players are Under-18 the club/team are advised that they shuld btain the relevant parental permissin fr that yung persn t participate in their club/team activities. Players may nly be registered t play fr ne team at any ne time per playing seasn see later sectins n Transfers. NEWNA s League has ne playing seasn: The Winter League. Each team must register a minimum f 7 players n the fficial NEWNA s League Registratin Frm by 30th September annually. Entry frm, bacs payments and cnfirmatin email must be sent t the treasurer cnfirming payment prir t Annual League meeting held n the first Tuesday f August. Each team is respnsible fr ntifying the League Manager f any changes t team cntacts. All players must be affiliated t NEWNA t represent/vte at any NEWNA meeting n behalf f the team. Registratin frm player details must include: name, e-mail address date f birth nly if U21 fr cunty team s purpses, phne number and affiliatin number. If affiliated players are nt registered prir t 30th September, they must fill in an additinal registratin frm. If pregnant please refer t guidance in IFNA rule bk. NEWNA recmmends that each team/club arrange its wn persnal accident insurance. PENALTY: Failure t cmply with any f the abve sectins Player suspensin fr the remainder f the seasn 2. Club Rules Multi-team clubs must seed teams and this must be marked clearly n the league entry frms. A minimum f 2 e-mail addresses shuld be submitted fr each club n the League Entry Frm. Players registered fr a 1st team may nly play fr that team. Lwer team players may play up a maximum f 2 times. On playing fr the 3rd time she will be autmatically re-registered t the next highest team frm her riginal registratin. Higher team 2
players (nt 1 st team) are able t play ne player dwn a maximum f 2 times. On playing fr the 3 rd time she will be autmatically re-registered with the lwer team. If all games have been played fr ne team then she will be re-registered t that team. A player may nt play fr mre than ne team n a league night. After re-registratin under the circumstances utlined abve, the abve rule can n lnger be used. PENALTY: Failure t cmply with any f the abve sectins 3. Transfers Players may nly transfer nce per seasn. Players wishing t change teams befre midseasn must cmplete a transfer frm (available t dwnlad frm NEWNA s website) and return t Treasurer alng with payment f 5 transfer fee, n later than 24 hurs befre player takes the curt fr the new team. All transfer requests must have the signatures f tw existing team players nt including the transferee. In the event f a cntested transfer refer the issue t the League Manager. Decisins may require deferral t NEWNA s next Cmmittee meeting at the discretin f the League Manager. PENALTY: Failure t cmply with any f the abve will result in: 4. Fixtures General Rules Matches will be played in accrdance with the rules f the Internatinal Federatin f Netball Assciatins. Divisinal matches will be played at the designated Sprts Centre as specified in the fixtures. Matches shall be played as per published fixtures list. This is issued by NEWNA Fixture Secretary by e-mail and will be available frm the fficial NEWNA website. If 5 players and/r the umpire cannt take the curt n time the fllwing will apply: One gal per minute delay will be awarded t the ppsitin, up t a maximum f 10 gals. After 10 minutes/gals, the utcme belw will apply. The nn-ffending team will be awarded pints and an average gal scre will be added at either the midway pint r the end f the seasn. 3
Any team nt hnuring a fixture must ntify the fllwing by 4pm n the day f play: t the Assciatin s League Manager and Assciatin Fixture Secretary Cancelled fixtures Fixtures can nly be cancelled due t adverse weather cnditins, extreme r unfreseen circumstances r facilities management. It is the respnsibility f the team cancelling the game t ntify the League Manager, ppsitin, and umpires immediately the cancellatin is knwn. If a team cancels mre than 1 game in a seasn NEWNA cmmittee will review its membership within the league Requests and reasns fr dates where the team/club cannt r wishes nt t have League fixtures rganised must put their reasns, in writing t the Fixture Secretary befre the league fixtures are generated. Cancellatin fr any reasn ther than the abve will result in the nn-ffending team being allcated an aggregate scre based n their average gals scred at either the midway pint f the seasn r at the end f the seasn, depending n when the game was due t take place. PENALTY: Payment f ppsing team s expenses (Treasurer will be able t prvide the fee amunt payment will be made t the Treasurer wh will frward n the funds.) Abandned Games In the event f it being necessary t abandn a game i.e. serius injury, The Fixture Secretary will endeavur t re-arrange the game if less than half the game has been played. If the game has passed half time then an aggregate scre ver the first tw quarters will be calculated (e.g. multiply each f the scres by 2) by the game fficials and Divisinal Representative. Once all parties have been infrmed this scre will be submitted t the website. If the game has passed 3 rd quarter time then an aggregate scre f the first three quarters will be calculated (i.e. divide each scre by 3 and multiply by 4.) 5. Umpires All teams are respnsible fr bking an umpire t fficiate their match. Umpiring fees are as fllws: Divisin 1 15 per game. 4
Divisin 2-12 per game. All ther divisins 10 per game. Umpires will be mnitred and where pssible mentred t standardise umpiring in the League. All enquiries abut umpiring and training are addressed t NEWNA Umpiring Secretary. All umpires must have a cpy f the Netball Official Rule Bk with them fr rule clarificatin upn request. All umpires fficiating in the NEWNA League shuld, where pssible, wear a white tp. NEWNA Umpiring Secretary will prvide a list f all active umpires and if necessary assist in arranging umpires fr a new team in its first year, nly. The Assciatin Umpiring Secretary will versee any umpiring issues. If a bked umpire fails t attend, the team having made the bking must use its trained umpire player t fulfil the umpiring rle. If the bked umpire arrives, the clck may be stpped after a gal, t allw the player-umpire t resume playing, but nly in the previusly vacant psitin. PENALTY: Team nt prviding the umpire frfeits the game. Same team is respnsible fr any csts (NEWNA Treasurer t prvide amunt). Nn-ffending team is awarded the win. 6. Match Cards & Results Match Scring: Fr each league match pints will be awarded as fllws: 5 pints fr a win 2 pints if within 5 f the winning scre 3 pints fr a draw 1 pint fr Greater than 50% f winning scre. e.g. 20-10 = 0 pint 20-11 = 1 pint Match Cards & Ntificatin f Results: Match cards are available fr dwnlad frm the website. Each game requires tw match cards t be cmpleted, ne by each team. Each team shall mark the match card with an asterisk signifying the player chsen as Player f the Match. Cards must be signed at the end f the game by bth umpires, nce signed the scre is final. Each team must prvide a screr wh will sit tgether in a designated area t recrd the game result. 5
PENALTY: If scrers are unavailable bth umpires must scre the game and cnfirm the scre at each quarter. The League Manager will be the first pint f cntact fr all queries. Prmtin At the end f each seasn the tp team f each divisin will be prmted t the higher divisin with the lwest team in the divisin abve being demted. Play-ffs will be put int peratin at the beginning f a seasn t establish divisin placings. The abve will be implemented at the Cmmittee s discretin depending n the Entry fr the fllwing seasn 8. Cmmunicatin & Discipline All general cmmunicatin with NEWNA Cmmittee shuld be via the E-mail address: newnetball@gmail.cm Cmplaints r prblems shuld be directed t NEWNA Secretary in writing/e-mail within 24 hurs f the issue arising. Cmplaints cannt be dealt with unless reprted in writing. Secretary will then infrm all cmmittee members. Secretary will infrm player/club cncerned giving them a brief accunt f cmplaint and ask fr a statement in return. Once received send ut t cmmittee fr decisin. Any NEWNA Cmmittee decisin(s) will be ntified t all parties cncerned. 9. Miscellaneus It is the respnsibility f each team t prvide adequate first aid cver fr its players and fficials. 6
Any team wishing t vide/phtgraph a match must give the ppsing team fficials 3 days clear ntice t allw all parental permissins, (U18s), t be given in written frm and signed by all cntacts. A cpy f these permissins shuld be sent via e-mail t the cmmittee. All participants acknwledge that participating in the sprt f netball invlves a risk f persnal injury and by taking part in this league whether as a player, team member, team fficial r spectatr des s at their wn risk. NOTICE Any player, team r club nt cmplying with the Rules may be suspended and/r have membership terminated. Any queries abut these rules can be addressed t the League Manager. NEWNA Cmmittee will deal with any matter r issue that is nt cvered by these rules.
