Volunteers are appointed in accordance with the Netball Victoria Volunteer Management Policy. The position holder must undergo screening in accordance with the Netball Victoria Member Protection Screening requirements prior to appointment including a valid Working with Children Check (WWCC). $80 per competition night Netball Victoria is a not for profit, member based organisation which is governed by a volunteer Board of Directors, comprising eight elected members, one co-opted member and the option of one or two Associate non voting Directors. The Chief Executive is a non-voting member of the Board of Directors. The Board operates under a policy governance model. Netball Victoria is the peak sporting body for netball in Victoria and is affiliated with Netball Australia. Netball Victoria has a management team comprising of senior managers representing Finance, Commercial Operations, High Performance, Sport Development, Corporate Services and IT. Technical Competency Requirements: Requirements: Overview: Position Description Responsibilities High Performance Umpires Program The Regional Victorian Netball League Umpire Supervisor is required to educate, allocate and develop umpires within the Regional Victorian Netball League program. Normal hours are from 6:00pm 10.00pm on a Tuesday night, January through to March at HP Barr Reserve, Wangaratta. Umpire Supervisor Duties The Umpire Supervisors appointed as part of the High Performance Umpires Program is required to undertake the following: 1. To abide by Netball Victoria policies and procedures, including but not limited to: a) Netball Victoria Constitution, Policies and Procedures b) Regional Victorian Netball League Competition Regulations c) High Performance Umpires Program Procedures Manual 2. To attend an induction meeting as required by Netball Victoria. 3. To be responsible for the education and development of umpires. 4. To be available to coaches during or after the match for clarification of rule interpretations. Umpire coach and/or umpire to arrange to meet with the coach at an appropriate time after the match in a neutral area. 5. To attend a review meeting held at Netball Victoria at the conclusion of the season and in conjunction with other RVNL umpire coaches. Umpire Selection Procedure 1. At the beginning of the season, a list of available and qualified umpires should be prepared by the Umpire Development Coordinator and the Umpire Supervisor. 2. The Umpire Supervisor should then divide these umpires amongst the two sections depending on their existing qualifications and experience and their perceived potential for improvement and development. This will allow an overview of existing personnel and will also highlight any need for recruitment at a particular level. 3. The initial division of umpires should not be considered to be permanent allocation to a particular section (umpires can move between divisions according to the requirements of the competition), but as a starting point for the allocation process. 4. During the season, it may be necessary to add new umpires to the list according to the needs of the competition and the identification of appropriately qualified or talented umpires. It is envisaged that these umpires would commence in the 15 & Under Division or 17 & Under Division before being promoted to the Open Division, should their performance warrant it. 5. The rationale behind such a policy is the need to demonstrate that the Regional Victorian Netball League competition is a pathway for umpires and that there is a capacity to move through the levels according to performance. 6. Current players or team officials in this competition may not participate in umpiring during the Regional Victorian Netball League competition Umpire Allocation Procedure 1. The Umpire Supervisor must evaluate the performance of each umpire. This should be written in the book provided and kept in case of dispute. These evaluations are to be used as a tool for allocation of umpires.
2. The Umpire Supervisor should consult the Regional Victorian Netball League fixture and competition ladder, making themselves aware of the matches scheduled for the following week. 3. It is understood that performance evaluations cannot be the sole determinant of umpire allocations, as other factors will intervene (injury/illness, availability, the need for rotation etc). 4. However it should be treated as the most important factor in determining umpire allocations. Notification of Umpire Appointments 1. Umpires to be allocated 2 weeks in advance where possible. 2. Reserve umpires and an emergency will need to be named each week. 3. Once allocations have been finalised, the umpire coach will tell those umpires present their allocation for the following week. 4. Any umpire not present, that is allocated for the following week will be notified via phone. 5. Umpires must notify the Umpire Supervisor if they are unavailable for an allocated match. 6. If the emergency umpire is allocated a new emergency umpire must be appointed. Umpire Evaluation & Feedback 1. All umpires will receive verbal feedback regularly regarding performance. 2. It is the responsibility of the umpire to request written feedback. If the umpire wants written feedback, they should speak to the Umpire Supervisor who will arrange written feedback on a KPI sheet. Testing 1. As per Netball Australia Guidelines, testing for B grade badges will be conducted on Regional Victorian Netball League matches. 2. The Umpire Supervisor may not be part of the testing panel. 3. The Umpire Supervisor must notify Netball Victoria and the Umpire Development Coordinator of intention to test an umpire. In conjunction with the Umpire Coach the Umpire Development Coordinator will appoint an appropriate testing panel. Associated Duties Communication and Planning Allocate all umpiring personal to matches and be present at all matches of the competition. Organise umpire rosters and maintain records. Arrange written assessments for umpires. Give verbal feedback to umpires or contact Umpire Development Coordinator to organise suitable personnel to perform this task. Record any incidents and report to Competitions Coordinator. Ensure that umpires are up to the standard of the games to which they have been allocated. To liaise with Regional Victorian Netball League Court Supervisor to ensure that all required equipment is purchased and is available at all Regional Victorian Netball League competition matches at HP Barr Reserve, Wangaratta. Any additional equipment requirements must be approved by the Competitions Coordinator. To ensure knowledge of local treatment facilities including: 24 hour medical clinics, sports medicine clinics, hospitals and x-ray units that may need to be accessed. Ensure that any Netball Victoria documentation is fully completed and returned by players and officials by the specified deadline.
