Report in Brief The Metropolitan Transportation Commission (MTC) will soon be soliciting applications for 2017/2018 Transportation Development Act (TDA) Article 3 funds for pedestrian and bicycle projects. Eligible projects are defined as projects that eliminate or improve an identified problem area on routes that would otherwise provide relatively safe and direct bicycle or pedestrian travel use. On October 20, 2016, Contra Costa County released a Call for Projects to local agencies for the TDA Grant. Each city in Contra Costa County may submit one project for consideration. Staff has reviewed the various recommendations of the City s Bicycle, Pedestrian, & Safe Routes to Transit Plan, in consideration of the TDA Grant funding available, and proposes to submit an application for a $120,000 grant to be used to design and construct the West Concord Bikeway Improvements Project, to implement improvements on the following streets: Meridian Park Boulevard, Galaxy Way, and Page 1 of 15

Recommended Action Adopt Resolution No. 17-2 approving the Request to the Metropolitan Transportation Commission by the City of Concord for an Allocation of $120,000 of Transportation Development Act Article 3 Pedestrian and Bicycle Project Funding for Fiscal Year 2017-18. Background The Metropolitan Transportation Commission (MTC) will soon be soliciting applications for 2017/2018 Transportation Development Act (TDA) Article 3 funds for pedestrian and bicycle projects. Eligible projects are defined as projects that eliminate or improve an identified problem area (specific safety hazards such as high-traffic narrow roadways or barriers to travel) on routes that would otherwise provide relatively safe and direct bicycle or pedestrian travel use. On October 20, 2016 a call for projects was issued by Contra Costa County to local agencies for the TDA grant. Each city in Contra Costa County may submit one project for consideration. MTC has not yet released the estimated allocation for Contra Costa County. Last year s total allocation for Contra Costa County was approximately $805,000. MTC Resolution No. 4108 specifies that each county and city is required to have a Bicycle Advisory Committee (BAC) to review and prioritize bicycle and pedestrian projects that are applying for TDA Article 3 grant funds, and to participate in the development and review of comprehensive bicycle plans. Currently, the City has an appointed Bicycle, Pedestrian, and Safe Routes to Transit Plan Advisory Committee (Advisory Committee) that has been assigned the role of the City s BAC for purposes of TDA grant review. Analysis The City s Bicycle, Pedestrian and Safe Routes to Transit Plan (Plan), adopted by the City Council on September 27, 2016, recommended various improvements throughout the City to improve bicycle, pedestrian and transit access. City staff has reviewed the various recommendations of the Plan and proposes to submit an application to design and construct the West Concord Bikeway Improvements Project. This project would make improvements (described more fully below) on the following streets: Meridian Park Boulevard, Galaxy Way, and John Glenn Drive. The improvements to these streets are identified as Tier 1 priority projects in the City of Concord Bicycle, Pedestrian, & Safe Routes to Transit Plan. Tier 1 projects are intended for implementation within approximately five years of plan adoption. Page 2 of 15

January 10, 2017 Currently, there are no bicycle facilities on Meridian Park Boulevard, Galaxy Way or John Glenn Drive. Many street sections include four lanes of traffic and parking on both sides of the street. See Figure 1 for Project Location in relation to the City of Concord Bicycle, Pedestrian, & Safe Routes to Transit Plan. City staff has reviewed daily and peak hour traffic volumes on these streets and confirmed that the streets are built with reserve capacity for existing and future traffic volumes, with the exception of the segment of Galaxy Way between Meridian Park Blvd and Burnett Avenue. Project Description The project is designed to add buffered Class II bike lanes on Meridian Park Boulevard, John Glenn Drive and on Galaxy Way between Meridian Park Blvd. and Burnett Ave. All improvements are proposed within the City s right-of-way. A schematic of the proposed work is shown on Figure 2 with typical cross-sections on Figure 3. The project will provide access to potentially high walking and bicycle demand areas including the Iron Horse Trail, the new Veranda Shopping Center via Willow Way, and the various businesses in the Diamond Boulevard corridor area. Separately, the developer of Veranda will be constructing buffered Class II bike lanes on Willow Way from Diamond Boulevard to the Iron Horse Trail and Meridian Park Boulevard. The proposed improvements will greatly increase the safety of bicyclists accessing businesses in West Concord. The following is a brief description of the proposed improvements: Maintain existing 11-ft vehicular travel lanes in each traffic direction and eliminate the existing on-street parking, adding red curb markings to these areas. Re-stripe the following roadway segments to accommodate Class II bike lanes with buffers: o Meridian Park Boulevard (between Concord Ave. and Willow Way) o John Glenn Drive (between Concord Ave. and Burnett Ave.) o Galaxy Way (between Diamond Blvd. and Burnett Ave.) The estimated project costs for design and construction of this project is $150,000. The City s application will request $120,000 (80% of the costs) to be funded by the TDA grant with the remaining 20% ($30,000) as the City s local match. Advisory Committee Review Staff had originally designed the project to add bike lanes in these locations by reducing the number of vehicle lanes on Meridian Park Boulevard from four (4) travel lanes to two (2) travel lanes and converting one of the travel lanes in each direction into a buffered Page 3 of 15

January 10, 2017 Class II bike lane. Similar road diets were proposed on John Glenn Drive and on Galaxy Way. However, on December 19, 2016, the Advisory Committee reviewed the scope of the proposed West Concord Bikeway Improvements and recommended that the proposed bikeways be revised such that the existing travel lanes be retained and parking be eliminated along Meridian Park Boulevard, Galaxy Way and John Glenn Drive in favor of the installation of buffered bike lanes on all three streets in lieu of street parking. Additionally, the Advisory Committee suggested the use of green skip pavement markings at the major intersections and that regulatory R1-4 Bicycles May Use Full Lane signs be used in shared use areas. The Advisory Committee recommended applying for the TDA Article 3 grant for the project with the scope revisions outlined above. The scope of the proposed project has been revised to incorporate the Advisory Committee recommendations to maintain the existing travel lanes, where possible, eliminate the parking lanes to accommodate the buffered bike lanes and to place the regulatory signs as appropriate. Financial Impact This project is dependent upon the receipt of the grant funds. The TDA funds will cover $120,000 of the project costs, with the City matching 20% ($30,000) for a total of $150,000. Environmental Determination This project is exempt from CEQA pursuant to CEQA Guidelines Sections 15301 (Existing Facilities) and 15304 (Minor Alterations to Land) because, among other things, it involves minor alterations to existing streets, the creation of bicycle lanes on existing rights-of-way, and construction and location of limited numbers of new small facilities or structures, all as further detailed in this staff report and attachments hereto. Attachment 1 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 BEFORE THE CITY COUNCIL OF THE CITY OF CONCORD COUNTY OF CONTRA COSTA, STATE OF CALIFORNIA A Resolution Approving the Request to the Metropolitan Transportation Commission by the City of Concord for an Allocation of Transportation Development Act Article 3 Pedestrian and Bicycle Project Funding for Fiscal Year 2017-18 Resolution No. 17-2 / WHEREAS, Article 3 of the Transportation Development Act (TDA), Public Utilities Code (PUC) Section 99200 et seq., authorizes the submission of claims to a regional transportation planning agency for the funding of projects exclusively for the benefit and/or use of pedestrians and bicyclists; and WHEREAS, the Metropolitan Transportation Commission (MTC), as the regional transportation planning agency for the San Francisco Bay Region, has adopted MTC Resolution No. 4108, entitled Transportation Development Act, Article 3, Pedestrian and Bicycle Projects, which delineates procedures and criteria for submission of requests for the allocation of TDA Article 3 funding; and WHEREAS, MTC Resolution No. 4108 requires that requests for the allocation of TDA Article 3 funding be submitted as part of a single, countywide coordinated claim from each county in the San Francisco Bay region; and WHEREAS, the City of Concord desires to submit a request to MTC for the allocation of TDA Article 3 funds to support the project described in Attachment B to this resolution at the requested or approved amount, which is for the exclusive benefit and/or use of pedestrians and/or bicyclists. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF CONCORD DOES RESOLVE AS FOLLOWS: Section 1. This project is exempt from CEQA pursuant to CEQA Guidelines Sections 15301 (Existing Facilities) and 15304 (Minor Alterations to Land) because, among other things, it involves minor alterations to existing streets, the creation of bicycle lanes on existing rights-of-way, and 28 Res. The City of Concord declares it is eligible to request an allocation of TDA Article 3 funds pursuant to Section 99234 of the Public Utilities Code. Section 3. There is no pending or threatened litigation that might adversely affect the project described in Attachment B to this resolution, or that might impair the ability of the City of Concord to carry out the project. Section 4. The project has been reviewed by the Bicycle Advisory Committee (BAC) of City of Concord. Section 5. The City of Concord attests to the accuracy of and approves the statements in Attachment A to this resolution. Section 6. A certified copy of this resolution and its attachments, and any accompanying supporting materials shall be forwarded to the congestion management agency, countywide transportation planning agency, or county association of governments, as the case may be, of Contra Costa County for submission to MTC as part of the countywide coordinated TDA Article 3 claim. Section 7. The City Council hereby authorizes the City Manager and/or her designee to negotiate and execute such other documents related to the request and/or acceptance of the TDA funds. 28 Res.
