The Splash Tournament shall be open to recreational youth teams in the U-9 through U- 16 age groups as classified by Washington Youth Soccer for 2017-2018. Age Division Number of Players Max Roster Registration Fee U9, U10 7 v 7 14 $200 U11, U12 9 v 9 16 $225 U13, U14 11 v 11 18 $250 U15, U16 11 v 11 22 $250 U9, U10, U11, and U12 teams will use Washington Youth Soccer modified regulations implementing the US Soccer Federation-mandated player development policy including, for example, U11 and younger heading restrictions, the use of build-out lines, and the modified offside law. Team Competition Level: Teams are required to register for tournament age divisions at least at the age level in their oldest player. Only recreational teams are permitted in this tournament. All teams will be given the option of "playing up" at a higher age division when they cannot be bracketed in their preferred age division. No player may compete for more than one team during the tournament. Players will be allowed to "play up" in age, but not allowed to "play down" in age as defined by the 2017-18 soccer year. The Splash tournament uses the US Youth Soccer birth year chart for player development (players age-group based on calendar year).

Guest players may NOT be currently registered on a select or premiere soccer team. Team Registration: Each coach must submit a valid team roster during check-in at Tournament Headquarters at least 30 minutes prior to the team's first scheduled match. Rosters will be accepted on Washington Youth Soccer, Association, Club, or official Splash Tournament registration forms only. All rosters must contain player first and last names, date of birth, jersey number, and must be signed by an Association, League, or Club Registrar. NO EXCEPTIONS. Teams will be rejected if they submit incomplete rosters, rosters without a registrar's signature, or rosters on unapproved forms. Any team which fields an ineligible player will forfeit all games in which the ineligible player participated, and, at the discretion of the Splash Tournament Judiciary Committee, the team may be expelled from the tournament. All teams will have Medical Authorization documents for each player in an appropriate form. These authorizations will be reviewed by the Splash Tournament Committee at registration and kept in the possession of a registered team official. Once check-in has been completed, NO PLAYERS WILL THEREAFTER BE ADDED FOR THE DURATION OF THE TOURNAMENT. At check-in, coaches should be prepared to present proof of age either through player cards or birth certificates.
Withdrawing from Tournament and Returned Checks: In the event that not enough teams apply for a division, a team may be asked to "play up." If the registered head coach chooses not to "play up," the team will be withdrawn from the tournament and its full entry fee refunded. Teams unilaterally withdrawing after the registration deadline of June 1st, 2018 will receive no refund of their entry fee. Teams whose check payment has been returned for insufficient funds will not be allowed to take the field until the registration fee has been paid in full (including bank charges incurred by the Harbor Youth Soccer Club) by either cash or money order. Tournament Format: All teams are guaranteed 3 games. Teams will be organized into full or partial round-robin brackets depending on the size of the divisions. All seeding will be random (blind draw). Preliminary division games will earn points: three (3) points for a win one (1) point for a tie zero (0) points for a loss Top points winners will proceed to single elimination games. Depending on the division size, teams may play a semi-final game or proceed directly to a final championship. Tie breaking procedure: 1. head-to-head 2. goal differential (max 3, min -3 per game) 3. least goals allowed (max 3 per game) 4. most goals scored (max 3 per game) 5. coin toss Elimination games will have two 5 min overtime periods (no golden goal), and if the tie persists, Kicks from the Mark will resolve the tie. Rules of Competition: All games will be played under "Washington Youth Soccer Rules of Competition" and the "IFAB Laws of the Game", except as otherwise modified by these "Tournament Rules" as stated within. IGNORANCE OF THESE RULES WILL NOT BE AN EXCUSE OR CONSIDERED TO BE PROPER GROUNDS FOR ANY PROTEST. Each team should bring a full set of pinnies/vests of a different color than their jerseys. In case of color conflicts as determined by the referee, the home team as indicated on the tournament schedule shall wear pinnies/vests over their jerseys. All players shall have a unique jersey number. The home team as indicated on the tournament schedule gets the choice of sidelines. Substitutions: Substitution shall be unlimited. A player may be substituted at any stoppage of play with the permission of the referee. Substitutes will remain off-field until beckoned on by the referee. Game Start: A team not able to field at least the minimum required players at the scheduled game time shall forfeit the match. THERE IS NO GRACE PERIOD. Teams should be at their assigned field no less than thirty (30) minutes prior to the scheduled start time. Forfeitures: A match may be declared a forfeit for the following events: A team fields an ineligible player(s) (including but not limited to a player who is over-age for the age division, a player serving a disciplinary suspension, an unregistered or improperly registered player, or a player who plays for more than one team during the tournament). At the scheduled match time, a team fails to field at least the minimum required number of players. The referee abandons a game. No registered team officials are available to supervise the team during the game (including but not limited to the situation where a registered coach is ejected from the field for misconduct and no additional registered team officials are present). A team which forfeits any game may be removed from the tournament, may be declared ineligible for the age bracket championship, and may be declared ineligible to play beyond the preliminary round of games. A forfeited match stands as a played match. By default, the score will be recorded as 1-0. The Splash Tournament Judiciary Committee may take further action(s), including but not limited to setting an alternate score, as it deems appropriate. Misconduct: Coaches will be held responsible for the conduct of their players, parents, and spectators for their respective teams. At no time shall foul or abusive language be permitted on the any field. The referee shall send off players or coaches receiving two (2) yellow cards, or one (1) red card in a match from the field area. In addition, a player or coach receiving two (2) yellow cards during the tournament, or a player or coach receiving one red card or two yellow cards during a match will be
automatically disallowed from participation in their next scheduled match. Any player issued a red card for violent conduct will be suspended from further tournament participation by removal from the field of play and not allowed to be on the premises (including the parking lot) at any tournament site. Further penalties may be levied at the discretion of the Tournament Judiciary Committee. A summary of the tournament misconduct activity will be filed with Washington Youth Soccer. The Judiciary Committee reserves the right to review any and all misconduct reports and/or referee supplemental reports, and to increase or decrease penalties based on that review. Appeals: Coaches may appeal a red card ejection except for a second caution. Coaches MAY NOT appeal yellow card cautions. If a registered team official submits a written appeal for a red card ejection (except for second cautions) of his/her player(s) or his/her team official(s), the Splash Tournament Judiciary Committee will convene to review the misconduct. Protests: NO PROTESTS OF DECISIONS MADE "IN THE JUDGEMENT OF THE REFEREE" WILL BE ACCEPTED. In situations where a referee may have made a "gross misapplication" of the Laws of the Game, a registered team official may submit a Protest Form for their team within sixty (60) minutes after match completion. The form is available from the Tournament Director for a cash fee of $200 (refundable if the protest is upheld). The Splash Tournament Judiciary Committee will rule on protests and issue a decision within two hours of receipt of the completed Protest Form. NO FURTHER APPEAL OF THE DECISION WILL BE ALLOWED. Penalties: Any infraction or violation of the Splash Tournament rules may result in any of the following penalties by the Splash Tournament Judiciary Committee: Ineligibility of a player, coach, or team for additional match play for the remainder of the tournament Forfeiture of game(s) Return of tournament awards Revocation of standing, including "champion" title Sideline Conduct: This "Splash" youth recreational soccer tournament expects a supportive, fun environment for the youth player participants. Tournament games often get quite exciting. However, spectators who demonstrate aggressive, abusive, belligerent, and/or excessively loud behavior will not be tolerated. Spectators shall act respectful towards the referees, the opponent team, and each other. Tournament officials reserve the right to expel any spectator from the tournament site temporarily or permanently. Tournament field marshals shall be present throughout the tournament, and their requests regarding sideline conduct shall be obeyed. Spectators will identify themselves and their team affiliation accurately and
without question when requested by a tournament official or face immediate and permanent expulsion from the tournament site. The Splash Tournament Judiciary Committee reserves the right to review and decide upon any incident related to sideline misconduct. Incidents will be reported to Washington Youth Soccer. Facility Use: All games scheduled for the Splash Tournament will be played at City of Aberdeen, City of Cosmopolis, City of Westport, City of Montesano, Aberdeen School District, Hoquiam School District, Montesano School District, or Ocosta School District facilities. THE USE OF TOBACCO, SMOKING, DRUGS, ALCOHOL OR THE POSSESSION OF FIREARMS BY TEAM COACHES, MANAGERS, PLAYERS, PARENTS OR SPECTATORS IS STRICTLY PROHIBITED AT ALL FACILITIES. Where a site allows pets, all pet-owners will be responsible for following all applicable pet laws, leashing their pets, keeping their pets under control, and cleaning up after their pets. Teams are asked to properly dispose of their litter immediately upon exiting the field. Use of other facilities within the Grays Harbor County area will be considered based on field availability.
