5. Evaluating Eligibility Eligibility for the Hawaii or National Registers of Historic Places is what determines whether or not a resource should be considered significant and the threshold for whether or not National or State laws governing historic property apply. In addition to the national guidelines on how to evaluate the significance and integrity of a resource, it should be noted that evaluation is always done through the eyes of the reviewer; any bias will come from their own background knowledge and experience. This report and the following guidance is an attempt to standardize the process for reviewers. The outline below is the National Park Service criteria to evaluate the eligibility of resources. For a property to be considered eligible for listing on the National Register of Historic Places, it must possess qualities of historic integrity and that: A. Are associated with events that have made a significant contribution to the broad patterns of our history; or B. Are associated with the lives of significant persons in or past; or C. Embody the distinctive characteristics of a type, period, or method of construction, or that represent the work of a master, or that possess high artistic values, or that represent a significant and distinguishable entity whose components may lack individual distinction; or D. Have yielded or may be likely to yield, information that is important in history or prehistory. In addition to the national guidelines, criteria for the Hawaii register include: 1. Environmental impact, i.e., whether the preservation of the building, site, structure, district, or object significantly enhances the environmental quality of the State; 2. The social, cultural, educational and recreational value of the building, site, structure, district, or object, when preserved, presented, or interpreted, contributes significantly to the understanding and enjoyment of the history and culture of Hawaii, the Pacific area, or the nation. The majority of Hawaii s present built environment was constructed during the period from 1939 to 1979. With the exceedingly large number of historic resources developed during the period 1939-1979, and the high number which appears to meet the criteria for listing in the Hawaii and National Registers of Historic Places, historic significance may not be the best means to determine historic preservation priorities with regards to the allocation of resources, time, and effort. Rather than talk merely in terms of significance or eligibility as determined by the National Register, historic preservation advocates need to consider preservation value. In addition to evaluating the integrity and historic significance of a modern building, these properties should also be assessed as to whether they have high or low historic preservation value. To make such judgments, design qualities need to be taken into consideration. The property will need to be placed within a context(s) based on comprehensive inventories and studies developed to understand its property type, distinctive design characteristics and 5-1

materials, the body of work of its designer, and any historic associations related to its development. Below is the chart to evaluate the architectural significance.
