Annual Listing of Obligated Projects Fiscal Year 2010 Annual Listings regulations, under the Safe, Accountable, Flexible, Efficient Equity Act: A Legacy for Users (SAFETEA LU) and its extensions 1, require that the Sacramento Area Council of Governments (SACOG) publish an annual listing of projects using federal funds that were obligated during the prior federal fiscal year (FFY). The Annual Listing of Obligated Projects provides a record of federal transportation funding delivered to projects for the year. Specifically: An Annual Listing of projects, including investments in pedestrian walkways and bicycle transportation facilities, for which federal funds have been obligated in the preceding year shall be published or otherwise made available by the cooperative effort of the state, transit operator, and metropolitan planning organization for public review. This listing shall be consistent with the funding categories identified in each metropolitan transportation improvement program. This document is available for download on http://www.sacog.org. About SACOG The Sacramento Area Council of Governments (SACOG) is an association of Sacramento Valley governments formed from the six regional counties El Dorado, Placer, Sacramento, Sutter, Yolo, and Yuba and 22 member cities. SACOG s work is guided by a 32 member policy board. SACOG is also a federally designated metropolitan planning organization (MPO) and a state designated regional transportation planning agency (RTPA). Over the years, state and federal laws have given SACOG an increasingly important role in financing transportation improvements within the six county Sacramento Region. At the federal level, the 1991 Intermodal Surface Efficiency Act and its successor, the Equity Act for the 21st Century, empowered MPOs like SACOG to determine the mix of transportation projects best suited to meet their region's needs. Congress reaffirmed the MPOs role in transportation financing in 2005 with the passage of the SAFETEA LU, and in 2012 with the passage of Moving Ahead for Progress in the 21 st Century (MAP 21). What is the MTP/SCS? Projects listed in the Annual Listing of Obligated Projects come from the Sacramento Region s long range transportation plan. The current plan, known as Metropolitan Plan/ Sustainable Communities Strategy (MTP/SCS), supersedes the previous plan of the Metropolitan Plan for 2035 (MTP2035) and was adopted by SACOG in April 2012. The MTP/SCS fulfills the federal requirement to develop a regional transportation plan and the state requirement to develop an SCS 1 As revised by the SAFETEA LU, 23 U.S.C. 134(j)(7)(B), 23 U.S.C. 135(g)(4)(B), 49 U.S.C. 5303(j)(7)(B), and 49 U.S.C. 5304(g)(4)(B). 1

It specifies a detailed set of investments and strategies throughout the region from 2012 through 2035 to maintain, manage, and improve the surface transportation network. Major regionally significant projects are all planned in the MTP/SCS before they obligate federal funds. However, many of the projects in the Annual Listing of Obligated Projects are not significant enough to be found individually in the MTP/SCS or in its predecessor, the MTP 2035. Instead, these projects fall into MTP/SCS lump sums such as highway safety and bicycle/pedestrian improvements. This annual listing is limited to just federal funds and does not include all revenues (such as Development Act funds or local funds) expended on transportation in a given year. What is the MTIP? In addition to being found in the MTP/SCS, projects seeking to obligate federal funds must also be programmed, or listed in detail, in the Metropolitan Improvement (MTIP). All obligated projects were first programmed in the MTIP individually or as part of grouped project listings, also known as lump sums. The federally required MTIP is a short range comprehensive listing of all Sacramento Region transportation projects that are regionally significant or expect to receive federal funding in the next four years. The MTIP sets forth SACOG s investment priorities for transit and transit related improvements, highways and roadways, bicycle and pedestrian, and other surface transportation improvements in the six county Sacramento region. SACOG prepares and adopts the MTIP every two years. The MTIP must cover at least four years and contain a priority list of projects grouped by year. Further, the MTIP must be financially constrained by year (meaning that the amount of dollars programmed must not exceed the amount of dollars estimated to be available). of Funds of federal funds means that a project sponsor received a federal commitment for reimbursement on a project. It is a critical milestone in the development of a project. Although helpful, the dollar amount, fund type, and date of obligation provide an incomplete picture. If a project was obligated, it does not necessarily mean that the project was initiated or completed in that year or that the obligation amount indicates the total cost of that project. Each phase of work (preliminary engineering, right of way, and construction) programmed with federal funds requires a separate obligation before an agency can begin federally reimbursable work for that phase. After an obligation takes place, the local agency may proceed with that phase. Generally, local agencies proceed with a phase within six months of obligation. The schedule in which a phase gets completed depends on multiple factors, including the magnitude of the project, the type of phase, and any delays that arise. Deobligations occur when a project sponsor relinquishes its right to federal reimbursement, returning some or all the funding to the agency in charge of managing those funds usually to the 2

Deobligations are not included in the Annual Listing of Obligated Projects. s are sorted to reflect whether the funds are from FHWA, FTA, or FHWA and transferred to FTA. The table columns in the listing include: SACOG is the identification code for the project in SACOG s MTIP. There may be multiple obligations for a given project with the same, usually indicating an obligation of more than one fund type or repeated obligation activity during the year. indicates the federal project identification code. County indicates the county abbreviation in which the project is located. Lead Agency indicates the lead agency or project sponsor, if information is available. Project Title indicates the project title and/or location. Project Description indicates scope, limits, and the type of work. indicates the amount authorized. indicates the federal funding code for the funds obligated. indicates the obligated fund source as interpreted from the. Grant # is the Transit Administration Grant Number. A transit agency, in a given year, may obligate multiple transit projects under a single grant number. reflects if a project includes investments relating to bicycles and/or pedestrians. This includes projects where the primary purpose is to increase bicycle and pedestrian facilities and amenities, and projects that construct bicycle and/or pedestrian improvements in addition to other work being done. Caltrans may have additional information regarding the obligations they manage. If a cell was left blank, then the information was not available. Collaboration with Partners SACOG will post a draft version of this document on www.sacog.org and share it with its Regional Planning Partnership (RPP) and the Transit Coordinating Committee (TCC). These committees assist in regional federal planning and oversight activities. SACOG will incorporate any comments received on the draft version following a 30 day public comment period and send all appropriate federal and state agencies the final version of the report and post the final version to its website www.sacog.org. 3
