HYAA By s and Girl s Basketball Rules HYAA Plicy n Sprtsmanship HYAA values and expects sprtsmanship amng its many participants, players, caches, fficials, parents and spectatrs. Sprtsmanship invlves fairness, curteus relatins and graceful acceptance f results. Sprtsmanship is mre than a cncept. Sprtsmanship, r its absence, is reflected in the actins and remarks f participants and spectatrs. Sme fundamentals f gd sprtsmanship include knwing and understanding the rules f the cntest, shwing respect fr the fficials and accepting their decisins, shwing respect fr bth teammates and ppnents, maintaining self cntrl at all times and shwing a psitive attitude in cheering. Because pr sprtsmanship tends t gather mmentum, undesirable behavir and/r remarks must be caught early. Each individual can make a difference. Winning and lsing last nly a mment; integrity and dignity are characteristics fr a lifetime. Rules f Cnduct fr All Leagues The fllwing excerpt frm the NFSHSA Basketball Handbk is an interpretatin f Natinal Federatin Rule 10, Sectin 4 and 5, regarding behavir f caches. These rules will be strictly adhered t. "These rules prhibit a cach, assistant cach, player, parent r spectatr frm: disrespectfully addressing an fficial, attempting t intimidate an fficial r influence an fficial's decisins, using prfanity, indicating bjectin t an fficials decisin by rising frm the bench t use gestures f dissatisfactin, entering the curt unless permitted by an fficial t attend t an injured player, rising frm the bench except under circumstances utlined belw, disrespectfully addressing r baiting an ppnent, r ding anything that might incite undesirable crwd reactin. "The head cach may be ff the bench within the designated cach s bx t instruct players. Other than fr the preceding exceptin any cach shall remain seated n the bench except t: Cnfer with team members at the bench area during a charged time-ut and at intermissin perids. Stand in frnt f seat t signal t players t call time-ut.
Attend an injured player. React spntaneusly t an utstanding play. Cnfer with persnnel at scre keeper s table with regard t timing r scring errr, alternate pssessin arrw mistake r a crrectable errr. The assistant cach must remain seated n the bench. 1. Duties f League Presidents 1.1 League Presidents are respnsible fr a. Making available cpies f these Activity Rules and Recmmendatins t all caches. b. Assist the cmmissiner in the league draft. c. Obtaining frm the Basketball Cmmissiner the necessary equipment such as scre bks, unifrms, basketballs, etc., fr distributin t the caches. d. Prviding a schedule f league games and practices t all caches and t the Directr f Officials. e. Prviding current eligibility rsters (including the names f head caches and assistant caches t each team prir t the seasn.) f. Re-scheduling games that are pstpned fr reasns given within these Rules. g. Hlding meetings f league caches when required fr distributin f infrmatin and/r reslutin f prblems. h. Cllecting player ratings frm caches prir t the beginning f playffs. i. Cllecting all returnable equipment frm caches immediately at the end f the seasn and returning same t the Basketball Cmmissiner. j. Cllecting suggestins f caches regarding future prgram imprvements and delivering a written cmpilatin t Basketball Cmmissiner at the end f the seasn. 2. Other Administrative Rules and Recmmendatins 2.1 There may be n use f gyms fr any reasn during times nt assigned t HYAA by the Facilities Directr. 2.2 All games n the fficial league schedule must be played. 2.3 A game may be pstpned ONLY by the League President and ONLY in cases f (1) inclement weather, (2) unavailability f the gym, (3) unavailability f bth assigned r substitute fficials, r (4) with permissin f the Cmmissiners fr sme ther emergency. Pstpned games shall be re-scheduled prmptly by the League President t a time mutually agreeable t the League President and bth caches. If these parties cannt agree n a playing date and time, a date and time shall be assigned by agreement f the
League President, Basketball Cmmissiners and Directr f Officials. Once rescheduled, that game shall be cnsidered part f the fficial league schedule. 2.4 Curt time fr teams and fficials is the time shwn n the league schedule. Referees shall start each game as scheduled. The clck will be started five minutes after the scheduled start time even if ne f the teams is nt in a psitin t start the game. This will be dne t insure that the subsequent games will end at a reasnable time. If a team des nt have fur (4) eligible players ready t play and a cach r persn designated by the cach is nt present n the curt within ten (10) minutes f the scheduled curt time, the team autmatically lses by frfeit. Under this rule there may be a duble frfeit. NOTE: It is recmmended that in the event f a frfeit as stated in Rule 2.4, that said time alltted be used fr the purpse f a scrimmage fr the benefit f all players. Teams may be rerganized fr this specific purpse t enable the scrimmage t take place and neither team's win/lss recrd shall be affected by the scrimmage. 2.5 Scring and timing f each game are the respnsibility f the fficial scre keeper and timer assigned t that game. The hme team will prvide an adult t keep the clck and the away team will prvide an adult t keep the screbk. The scre keeper and the timer shuld nt cheer r cach players n the curt. 2.6 League Descriptins: All leagues will be pen t Hlmdel residents that are students in grades Kindergarten thrugh 12th. 2.6.1 Clinic League - The Clinic League will be cmprised f students in Pre-K and Kindergarten. As its name implies it is intended t prvide ur students with the fundamentals f basketball by fllwing the prgram prepared by the Directr f Officials, the Directr f Facilities and the Basketball Cmmissiners. At sme pint during the seasn, at the Cmmissiners discretin, intra and inter team scrimmages may be cnducted t give participants a little expsure t the cmpetitive nature f the sprt. 2.6.2 Rkie League - The Rkie League will cnsist f 1st and 2nd grade students and is intended t give players their first expsure t league play n a regulatin curt with parents as fficials. The league is primarily instructinal and ther than the fact that n scre will be kept fr games, ther factrs f a game will be in effect, i.e. clck, free thrw shting, fall back rule, etc. In additin t hning their basketball skills, players will be taught the imprtance f team play and the relatinship f their psitins t the ther fur (4) psitins n bth ffense and defense. N scre will be kept in this league. 2.6.3 Freshman League - The Freshman League will cnsist f 3rd and 4th grade students and is intended t give players mre intensive expsure t league play n a regulatin curt with ne patch ref and ne student fficial. Basic skills will cntinue t be imprved and additinal emphasis will be put n team play and the
relatinship f the five psitins. This league will play n 8 ft baskets. Officials fr this league will cnsist f ne prfessinal and ne highly qualified student referee. 2.6.4 Intermediate League - The Intermediate League will cnsist f 5th and 6th grade students. As in earlier leagues the emphasis will always be n imprving basic skills, team play and the relatinship f the varius psitins. This league will play n 10 ft baskets. In additin, players will receive expsure t sme f the mre cmplex ffenses and defenses. Officials fr this league will cnsist f ne prfessinal and ne highly qualified student referee. 2.6.5 Senir League - The Senir League will cnsist f 7 th and 8 th grade students. At this level f experience caches will be dealing with players that may have been invlved with HYAA Basketball, frm a cmpetitive standpint, fr as many as five years. We will still fcus n the basics, hwever, the level f experience and maturity f the players will demand mre expsure t the finer pints f the game. The cmpetitive nature f the sprt will als cme t the frefrnt. Officials fr this league will cnsist f tw (2) prfessinal referees. 2.6.6 High Schl League - The High Schl League will cnsist f 9th, 10th, 11th and 12th grade students. As in the Senir League ur caches will be dealing with players that have been invlved with HYAA Basketball fr as many as seven years. We are nw dealing with respnsible yung men and wmen that are preparing fr anther phase in their lives, their cllege educatin. It is ur challenge t cntinue t imprve their skill levels, stress the value f team play and their respnsibility t each ther. The fficiating fr this league will be cnducted by tw prfessinal referees, under the auspices f the Directr f Officials. 3. Rule Mdificatins fr Game Play Current basketball rules f the Natinal Federatin f State High Schl Assciatins shall gvern play, except as mdified here. 3.1 Player eligibility dress cde fr a game requires the fllwing: a. Each team member must wear the unifrm prvided by HYAA, athletic scks and sneakers. NOTE: Jgging shes may be deemed t be unsafe. b. A team member may nt wear jewelry, barrettes r ther accessries deemed unsafe by the referee. 3.2 A game may nt begin until the rsters, shirt numbers and starting five players fr each team are recrded in the scre bk. 3.3 Occupants f a team's bench are limited t team members, the head cach and the assistant cach.
3.4 An HYAA basketball must be used fr each game. The fllwing balls will be used fr the leagues listed: League Ball t be used Clinic: 27 inch (Biddy) Rkie, Freshman & Intermediate: 28.5 inch Senir Girls: 28.5 inch Senir & High Schl: 29.5 inch 3.5 Each game shall be divided int quarters with the clck starting and stpping as utlined belw: League Quarter Duratin Clinic: N Time Rkie (N games the first half f the seasn): 8 minute running time Freshman: 8 minutes running time Intermediate: 10 minutes running time Senir: 10 minutes running time High Schl: 10 minutes running time The clck will run cntinuusly during each quarter unless a time ut is called. The nly exceptin will be the last 2 minutes f the 4th quarter where the clck will stp n a whistle and start n an inbunds. In the Senir League the clck will stp fr the last tw minutes f the secnd quarter and the furth quarter. In the High Schl League the clck will start and stp as defined in the NFSHSA Basketball Handbk. Playing time shall be recrded in the fficial scre bk in eighths. At the middle f each quarter the referee shall stp play t allw caches t make player substitutins. 3.6 Intermissin between quarters shall last ne (1) minute; intermissin at halftime will last tw (2) minutes. 3.7 Playing Time - Each eligible player, including any wh arrive befre the beginning f the secnd quarter, shall play fur (4) eighths as recrded in the fficial scre bk. Only players wh start an eighth get credit fr playing that eighth. In additin, all players must sit ut at least ne (1) eighth during the game, except when nly five (5) players are available. Exceptins t Rule 3.7 are: 3.7.1 A cach has the ptin f reducing a player's playing time belw the minimum fr disciplinary reasns. Bth the League President and Basketball Cmmissiner must be ntified by the cach within frty-eight (48) hurs f any such ccurrence.
3.7.2 A player disqualified by fuls is abslved f this requirement. 3.7.3 A player arriving prir t the start f the third quarter must play at least tw (2) eighths. 3.7.4 A player arriving after the start f the third quarter may nt play. 3.7.5 A player remved frm the game due t sickness r injury is abslved f the minimum playing time requirement. The sick r injured player may return t the game in the same r subsequent quarter, subject t Rule 3.8. 3.8 A substitute may be made fr any player wh has already cmpleted the minimum playing time r wh has been disqualified by fuls r wh must leave the game due t sickness r injury. 3.9 Three-pint field gals will be allwed in the Intermediate, Senir and High Schl Leagues. 3.10 Bnus Free Thrws (Applicable in Freshman, Intermediate and Senir Leagues) Whenever, in any game, ne team has a larger number f players and nly if that team is lsing at the half, than its ppnent, the team with the smaller number f players is deemed t have an advantage ver its ppnent. When this ccurs the team with the larger number f players will be allwed t take tw (2) ful shts during the half-time break fr each player they have ver the ppsing team. Any baskets scred will be added t that teams scre. 3.11 By's and Girl s Clinic and Rkie Leagues It is strngly recmmended that basic fundamentals be taught in these leagues. Instructinal drills shuld emphasize shting, dribbling and defensive and ffensive skills. Scrimmages shuld be minimized but when cnducted a 4vs.4 develpment scrimmage shuld be cnducted at the clinic level directed by a cach frm each team. The basketball cmmissiner with the directr f player develpment will distribute drills, games and instructinal sheets utlining the practice sessins at this level. Scrimmages shuld be discuraged in the clinic league and games, i.e. ful shting, dribbling shuld be emphasized. In the Rkie League the cmmissiner will determine when scrimmages will be allwed. Nte: Scre Bards Are Nt Permitted in the Clinic League and n scre will be kept in the Rkie League
3.12 Freshman Leagues 3.12.1 Fall Back Rule When a team has gained clear pssessin f the ball in its defensive half f the curt, r when a team is making a thrw-in t their back curt, A Fall Back cnditin exists. It is strngly recmmended that the referees call ut "Fall Back," at this time. When a Fall Back cnditin exists, the defensive team shall return t its defensive half f the curt. A defensive player may nt intentinally tuch the ball r defend against an ffensive player in back curt until the ball has crssed the divisin line. A Fall Back cnditin shall nt be interpreted as prhibiting a fast break by the ffensive team. Als a Fall Back cnditin des nt temprarily suspend ther rules regarding fuls and vilatins. A defensive vilatin f the Fall Back Rule (intentinally tuching the ball r defending against an ffensive player in the back curt) will result in a TECHNICAL FOUL n the team fr delay f game. 3.12.2 Pressing allwed fr bys 4 and girls 3-4 league and abve. Please refer t the rules fr each league as they vary. 3.12.3 During the regular seasn, nly ne (1) three minute vertime perid will be allwed. During the playffs all games will be cmpleted regardless f the number f vertime perids. 3.12.4 A cach may request a time-ut whenever his/her team is eligible t receive a time-ut. 3.12.5 Bth bys and girls leagues will play n 10 ft baskets. 3.12.6 Free-thrw lines will be the regulatin line as marked n the curt. 3.13 Official End f Game A game will be declared t be fficially ver when the referee signs the scre bk r leaves the gym. Referees will be encuraged t sign the scre bk at the cnclusin f the game. 3.14 Lpsided Scring Rule If ne team is winning by 15 r mre pints, the defense must play in the lane. First vilatin is a warning. Subsequent vilatins will result in a 2 sht technical ful and pssessin f the ball. If the scre is greater than 20 pints, travel players must be subbed at the immediate next sub change/qtr, until the scre is less than 15. Travel player(s) then may reenter at the next qtr/sub change. If there is an injury r nt enugh players, then the travel player is permitted t stay in the
game. If nly 6 kids, but tw travel players, the travel players must be subbed fr each ther. 4. Vilatins and Penalties 4.1 T prevent accidental rule vilatins it is strngly recmmended that caches read these rules. Als, warnings and reminders will be given nly nce during the game. 4.2 At the end f the game, each cach will examine the fficial scre bk t determine whether bth teams have satisfied the playing time requirements as utlined in Rule 3.7. If a vilatin by either team is discvered, it will be reprted t the referee. The referee, upn examinatin f the scre bk t cnfirm the vilatin, shall declare a frfeit, r duble frfeit, against the guilty team(s). The referee shall reprt such frfeits t the League President. 4.3 The participatin f an ineligible player r cach shall cause autmatic frfeiture. 4.4 Any player r cach wh receives tw technical fuls in a game will be ejected frm the game and be autmatically suspended fr the next game. The player r cach must leave the gym r HYAA facility n any ejectin. If the player r cach fails t leave the gym r HYAA facility they will be suspended fr an additinal game. If the game frm which the ejectin tk place is still underway, the game will be frfeited. 4.4.1 Technical fuls, unsprtsmanlike cnduct, flagrant fuls and ejectin f a player, cach r spectatr shall be reprted t the Directr f Officials, wh will then ntify the Basketball Cmmissiners. 4.5 If a player, cach r spectatr is ejected frm tw games r accumulates fur (4) r mre technical fuls fr unsprtsmanlike cnduct during ne seasn, that individual shall be barred frm playing r caching fr the remainder f the seasn, including all turnament activity. 4.6 The Basketball Cmmittee may suspend a cach, player r spectatr fr ne r mre games fr persistent miscnduct during HYAA activities including, but nt limited t, the invlved sprt. The suspended cach, player r spectatr may appeal t the Executive Cmmittee t verturn the Basketball Cmmittee s decisin by written ntificatin t the Vice President requesting a review f this suspensin. 4.7 Game participatin by a cach, player r spectatr wh has been suspended will result in autmatic frfeiture f the game in which the vilatin ccurs. In additin, the Directr f Officials shall ask fr the matter t be placed n the HYAA Executive Cmmittee agenda and if warranted, the individual may be suspended fr up t ne (1) additinal year.
5. Tryut System 5.1 A tryut system fr rating players shall be cnducted by the Basketball Cmmissiners in accrdance with the HYAA Standardizatin Plicies. 5.2 All players including travel players must tryut and be rated accrding t the designated prcedure in rder t be eligible fr drafting r assignment t a team. 5.3 Each player will be assigned t a League accrding t his/her grade in schl as f September f the current schl Year. The fllwing structure is recmmended fr bth Bys and Girls leagues: League Grades Clinic - Pre-K and Kindergarten Rkie - First and Secnd Freshman - Third and Furth Intermediate - Fifth and Sixth Senir - Seventh, Eighth High Schl - Ninth, Tenth, Eleventh and Twelfth 6. League Schedules, Standings and Awarding f Trphies 6.1 An fficial league schedule shall be between ten (10) and sixteen (16) regular seasn games. All league schedules shall be prepared under the directin f the basketball cmmissiners. 6.2 At the cnclusin f the regular seasn a duble eliminatin playff will be cnducted fr all leagues with the exceptin f the Clinic League. 6.3 In cnsultatin with the League President s and caches the Basketball Cmmissiners shall determine whether regular seasn standings shuld be kept fr the purpse f determining playff seed psitin in the duble eliminatin HYAA March Madness playffs. 6.4 Trphy awards fr leagues shall be: 6.4.1 Participatin awards fr thse players in leagues that d nt cnduct playffs. 6.4.2 League Champins, League Runner-ups and Third Place trphies fr thse players participating in the duble eliminatin HYAA March Madness playffs.
7. Turnament Teams 7.1 Turnament Caches - The Basketball Cmmittee cmprised f the basketball cmmissiners, and the travel team crdinatr will select the travel caches fr each divisin. 7.2 The Turnament Team Cach(s) shall select a Turnament Team f at least Ten (10) players. 7.3 Players - The selectin f players fr the HYAA Turnament Team(s) shall be by age nly and based n their age as f September 1st fr the current schl year. Fr example fr schl year 1997-1998 placement n a team will be based n the player s age at August 30, 1997. The turnament team caches will prvide the Basketball Cmmissiner and the treasurer with a team rster t insure that players are cvered by the HYAA insurance plicy. 7.4 Budget(s) - The turnament team caches will wrk with the Basketball Cmmissiner t prepare a budget. The Basketball Cmmissiner(s) shall present the HYAA Executive Cmmittee with the Turnament Team Budget that is separate frm the HYAA Basketball Budget. The HYAA Treasure will cntrl all incme and expenditures frm separate Turnament Team accunts. At the cnclusin f the turnament seasn the turnament team caches will wrk with the HYAA Treasurer t prepare a final accunting fr their respective teams. Failure f an HYAA Turnament Team cach in cmplying with HYAA guidelines will result in lss f gym time fr turnament games, lss f insurance cverage fr the team and suspensin frm all turnament caching activities. 8. Miscellaneus Situatins nt cvered in these Rules and Recmmendatins are left t the Basketball Cmmissiners and/r the Directr f Officials, prvided that the situatin and ensuing decisin is dcumented and presented t the HYAA Executive Cmmittee, fr review and cnsideratin, at the next regularly scheduled HYAA meeting.
