Memorandum of Agreement (MOA) between NRSC and JAXA Upon the MOA, JAXA has undertaken: 1. provided NRSC WINDS ground station and Sentinel Asia Step 2 software for setting up Regional Server/ Client Terminal. 2. exported and transported the equipments to NRSC 3. allocated the bandwidth of the WINS transponder. 4. provided training, advice, instruction, and support to NRSC to install, set up and utilize the Regional Server/Client Terminal. NRSC has undertaken: 1. allocated a suitable location for WINDS station 2. obtained custom clearance to import the equipments and the radio license for WINDS station 3. prepared a server and network environment for Regional Server. 4. followed the instructions of JAXA with the regard to the handling of the equipments and the Transponder. Memorandum of Agreement (MOA) Other undertakings 1. NRSC shall use the equipments and the transponder solely for improving the quality of disaster management activity. 2. APPLY FOR WINDS STATION The NRSC had applied for WINDS station; In APRSAF-16 meeting in Bangkok, the application of NRSC for WINDS station was announced to be accepted; After the announcement of NRSC, one of seven sites in the Asia-Pacific region, was chosen as place to install the WINDS station, JAXA sent the MOA to NRSC; Putrajaya, Malaysia 11-14 July 2011 8 8

With WINDS station operation NRSC keep WINDS station operate continuostly all the time with internet leaseline; Commitment to acquire data and process them provide freely to users in Viet Nam. But since WINDS station operates, still have no EOR because flooding season only in August-November; For using MTSAT data, Hotspot data and Rainfall data need technology transfer for application in users agencies. CONCLUSIONS Sentinel Asia responses well to observe the disaster. Normally, only two or three days after activation, the satellite image acquisition is made; The ALOS PALSAR data provided before and during flood is useful for inundation mapping. Flood map is useful for understanding overall disaster situation; Products of WINDS station will be provided freely to users - organisations, agencies and provincies in Vietnam; But for using other kinds of data transferred by WINDS station such as MTSAT data, Hotspot data and Rainfall data need technology transfer for application in users agencies.
