Previous GC Winners Welcome to the Peter Blackshaw Real Estate 2014 Junior and Women s Canberra Tour On behalf of Cycling ACT, we welcome everyone, especially competitors and their families, to the 2014 Peter Blackshaw Real Estate Junior & Women s Canberra Tour. The courses for 2014 once again centre around Stromlo Forest Park and provide challenging climbing for all grades. This year we have been required to manage the issue of road works being conducted along Uriarra Rd. All riders are requested to exhibit caution when transiting through the section of road works from/to the gates of Stromlo Forest Park and along Uriarra Rd. Although most road race stages will be started from the crit track, the first 3km will be under neutral conditions controlled by a commissaries red flag. All road race stages that utilise Uriarra Rd as part of the course will finish on Uriarra Rd beyond the section of road works at Point K (refer Course Overview Map page 7). Time trials utilising Uriarra Rd will start and finish at Point K. To minimise traffic transiting between Stromlo Forest Park and Point K on Uriarra Rd, we are requesting that parents/handlers refrain from driving to the start of the time trial or to the finish of any of the road stages. We understand the issues these restrictions will create, however there is limited room for car parking and it will create a dangerous situation for the riders and local traffic that will be moving through the start/finish area. We thank you in advance. Riders are reminded that although the majority of racing is conducted on closed roads the racing course is still open to local resident traffic and normal road rules must be obeyed. The maximum speed limit applicable for traffic entering the racing area has been reduced to 60km/hr. We thank the Australian Federal Police for being involved in our event and they will have a presence on the course during the time trial and road race stages. Over the weekend the riders will be competing for prize money as well as a winners jersey for all categories and KOM/QOM Jerseys for grades U15 up. The Tour forms the ACT Junior Road Championship for U17 and below as well as the ACT Junior Criterium for U17 and below. Medals are presented to the placegetters regardless of their State or Country of registration. The Tour This event is conducted in four stages for all categories from Under 9/11 through to the U17 men and women and Open Women. All Categories will have two Road Races, a Criterium and an Individual Time Trial. The Second Road Race for each grade is the ACT Junior Road Championship; and the criterium provides the ACT Junior Criterium Championship. The tour also incorporates a KOM/QOM competition for all grades U15 and above which is determined on cumulative results from each Road Race stage of the Tour Race Conditions The Tour is conducted under the Cycling ACT Regulations. Riders must obey ACT road rules and follow Officials directions at all times. No following cars are allowed. There will be official Lead and Spares Vehicles which will be in contact with the Commissaires Vehicle. Moto marshals and Police vehicles will also be monitoring the race. Unauthorised following vehicles may attract a penalty to riders associated with the vehicle. Riders must not pass the Lead Vehicle. Intersections will be marshalled by flags wherever possible. While every effort has been made to mark out and officiate the race route, it is still the competitor s responsibility to be fully conversant with the race route. The promoters and officials take no responsibility for competitors travelling off course. Riders must complete each stage to compete in the next stage and be eligible for General Classification and KOM/QOM prizes. Dispensation for mechanical mishaps or accidents will be at the discretion of the Chief Commissaire. Spares Spares vehicles will be provided for most grades. Riders not placing spares in a vehicle (where available) are to carry spare tyres, tubes and a pump. Spares once placed in the Spares Vehicle will be considered NEUTRAL. Riders are encouraged to carry a pump and spare tube as there may be long periods before a rider will encounter a spares vehicle in a position to assist if they flat while separated from their main race bunch. Rollout Gear checks will be carried out. It is the rider s responsibility to ensure they have the correct rollout before each stage. Immediately following the completion of each race the top 6 places in all grades, and other riders at the discretion of the Commissaire are required to have their rollout checked (exception, Open Women do not have to rollout). Note: All riders (except Women A & B) must 18 3

present their bikes for rollout immediately prior to the time trial. Non compliance with this condition may exclude that rider from any results in that stage. ACTCF rollout distances: U9/11 5.5m, U13 5.5m, U15 6.0m, U17 7.0m. Claiming Places Riders in the age categories U13 and down will need to claim their place in the finishing shute provided. All age categories from U15 up will have their places recorded at the end of each stage via the automated timing and results system. If a rider loses or damages the RFID tag during a stage then they should speak to the Commissaire immediately after the completion of the stage in regards to claiming their place. General Classification The Tour will be decided on points for U9/11s and U13s. The top 8 riders in each stage will be awarded the following points: 1st 10 points, 2nd 8 points, 3rd 6 points, 4th 5 points, 5th 4 points, 6th 3 points, 7th 2 points and 8th 1 point. In the event of riders being tied on overall points, finishing order will be determined by the times recorded in the Individual Time Trial (ITT). The Tour will be decided on elapsed time for U15s to Women A/B. Riding time, less any bonuses, is taken for all four stages. The rider with the lowest aggregate for the four stages will be the first on general classification, the rider with the next lowest aggregate will be second, and so on. The ITT will not be credited with a time bonus. In the event of a tie the result will be decided on the position achieved in the ITT. The following time bonuses will be awarded in each stage (less ITT): 1st 10 seconds 2nd 8 seconds 3rd 6 seconds 4th 4 seconds A rider who has established a breakaway before the sprint zone will be awarded the additional time at the discretion of the timekeeper and Commissaire. Numbers A seat post and two jersey race numbers (plus a RFID wheel tag for U15 & up) will be provided to each competitor. Numbers and wheel tags will be retained by, and be the responsibility of, each competitor until the end of the Tour. Retiring riders are to return numbers and wheel tag as soon as practicable. Loss of RFID wheel tag will incur a $25 cost to cover the replacement of the tag. Your Licence will be retained by Cycling ACT until the matter is resolved. Race Penalties First Infringement Rider will be warned by a Race Official Second Infringement Rider will be fined $50 Third Infringement Rider will be disqualified Prize Money Prize money will be awarded for all grades for the first three placegetters in each stage. In General Classification the first five placegetters in all grades will receive prize money. No prize money is available for the AWD Come n try Individual Time Trial but certificates of achievement will be awarded. Presentations Presentations for the Saturday ITT are scheduled for Saturday lunchtime prior to the Saturday road race. The Saturday & Sunday road races presentations are scheduled for Sunday lunchtime. We aim to conduct presentations to Stage 4 placegetters, GC and KOM as soon as possible following the completion of each grades criterium on Sunday afternoon. Variations to any of the above timeframes will be announced over the Public Address system. Timetable The Timetable that appears in the centre of this program should be used as a guide and maybe adjusted throughout the Tour to ensure the smooth running of the event. Where changes are necessary they will be announced over the race Public Address system. For the ITT, riders will need to rollout immediately prior to their start ( Women A/B excluded) and they should allow sufficient time for this to occur. 16 5

Riders Briefing Prior to all road races, riders will be required to attend the race briefing. Riders not present at the briefing will not be allowed to race. Riders must allow enough time prior to the advertised race start time to ensure they are sat the briefing. Parents of Junior Cyclists in the ACT have established a Junior Development Fund to assist our junior cyclists develop as individuals and compete in major competitions throughout Australia.
