WELCOME Welcome to the NoSCA Handbook for the 2016 season. It hardly seems like 12 months since I wrote my first welcome as NoSCA President but so much has happened - and most of it good! Our member clubs agreed to adopt a new constitution at the AGM in February and in my opinion this new document, along with the changes to the Playing Conditions for 2016, will form a solid base for how we organise the game we all love for many years to come. Thanks to Neil Cameron, we managed to secure a 7.5k award from Big Lottery in 2015 which is helping to fund an ambitious programme of courses for our coaches and officials. The MCA & HCDG continue to develop cricket for young players throughout their areas and in partnership with them we are publishing a Junior Cricket Handbook for the first time this year. With the return of Huntly I am delighted that our Senior League will once again comprise 10 teams and that 8 teams will compete in the Reserve League with the inclusion of Highland and Nairn. We have 43% more league games scheduled than in 2015 and all full member clubs will be running a reserve team for the first time for many years. I would like to thank our Patrons and our two main sponsors - Black Dog Financial Services (League) and Blake Geoservices (Cup) - for their continued support, and I would also like to thank everyone who has advertised in the handbook to help cover our printing costs. New for this year is the NoSCA EDGE OF GLORY challenge; we are raising funds for the Sports Relief & Chance to Shine charities and trying to have some fun at the same time. Finally, my wish last year was that the weather would be kind to us! Changes to Playing Conditions - 2016 Following two player surveys over the winter, a well attended Playing Conditions forum in Nairn on 20th March 2016 adopted a number of changes to the Playing Conditions for 2016. Full Playing Conditions have been circulated to all clubs and are available for download from the NoSCA website via the link below. Following is a summary of the main changes. ALL GAMES Clarification on minimum ages for young players in Adult cricket Cricket Scotland wet weather call-off procedures adopted Clarification on eligibility for non-resident players Players may only play for one club per season unless a transfer has been approved (see exception below for Affiliated Club members). Maximum 5 bowling points in all league games Greater flexibility for reducing overs in matches delayed by weather or bad light Games not live until 50% of second innings overs completed Games abandoned after 50% of second innings overs completed to be decided by a Rain Calculator Super over to decide level scores in all Cup and T20 matches Fielding circles, Powerplays & free hits for all T20 matches 9 overs per bowler in (Senior League games only) RESERVE COMPETITIONS ONLY Players from affiliate member clubs may apply to join and play for a full member club (but not in the same competition in the same year) Players from named higher leagues are now included on the Limited Participation List (LPL) Under 16 s (1 st September previous year) are exempt from the LPL A maximum of 3 LPL players permitted per team LPL player names must be notified to the opposing captain and any appointed umpires prior to the toss All LPL players must retire on reaching 20 runs or more when batting Most LPL players are not allowed to bowl in Reserve competitions See www.nosca.net/downloads.asp for the full playing conditions

ECB Guidelines for Junior Players in Open Age Group Cricket Making the step up from junior to open age group cricket is a significant event in any player s cricket experience. Ensure the player s safety, personal development needs and overall cricket experience are considered. Clubs, squad coaches and managers must take into account the requirements on age detailed in this guidance. Each case is to be determined on an individual basis, depending on the player s ability and stage of cognitive and emotional maturity to take part at this level however, the minimum age guidance provided below must be adhered to. Boys and girls who are area squad players are able to play open age group cricket if they were at least 11 years old on 1st September of the year preceding the season. Players who are NOT in an area squad must be a minimum of 12 years old on 1st September of the preceding year before being able to play in any open age group cricket. Written parental consent is required for these players. Juniors should be involved in all aspects of the game wherever possible i.e. socialising, team talks, practice, decision making and so on, so that they feel part of the team Children will often feel more comfortable and able to perform if they have a family member or friend also playing in the side. Provide an opportunity for players to show their talents in an appropriate way. Children who are just used as fielders will not fully experience the game. Be supportive, at all times, for all forms of effort even when children are not successful. Try and put them in situations where they will experience some success (however small) and ensure plenty of praise and encouragement. Restrictions on Junior Players in Open Age Group Cricket FIELDING No young player in the Under 15 age group, or younger, shall be allowed to field closer than 8 yards (7.3 metres) from the middle stump, except behind the wicket on the off side, until the batsman has played at the ball For players in the Under 13 age group, and below, the distance is 11 yards (10 metres) Minimum distances apply even if the player is wearing a helmet Should a young player in these age groups come within the restricted distance the umpire must stop the game immediately and instruct the fielder to move back In addition any young player in the Under 16 to Under 18 age groups, who has not reached the age of 18, must wear a helmet and, for boys, an abdominal protector (box) when fielding within 6 yards (5.5 metres) of the bat, except behind the wicket on the off side. Players should wear appropriate protective equipment whenever they are fielding in a position where they feel at risk. FAST BOWLING For the purpose of these Directives a fast bowler is defined as a bowler to whom a wicket keeper in the same age group would, in normal circumstances, stand back to take the ball. To ensure that young fast bowlers do not place undue stress on their bodies, every attempt must be made to keep the amount of bowling within reasonable limits, as follows. Age * Maximum per spell Maximum per day Up to 13 5 overs 10 overs U14, U15 6 overs 12 overs U16, U17 7 overs 18 overs U18, U19 7 overs 18 overs * Age as at 1st September 2015 Team Captains are responsible for informing their opposite number and the umpires (if applicable) of the ages of all Junior players in their team before the toss is made.

FAIR PLAY Reprinted from MCC Laws of Cricket Cricket is a game that owes much of its unique appeal to the fact that it should be played not only within its Laws but also within the Spirit of the Game. Any action which is seen to abuse this spirit causes injury to the game itself. The major responsibility for ensuring the spirit of fair play rests with the captains. RESPONSIBILITY OF CAPTAINS Team Captains are responsible at all times for ensuring that play is conducted within the Spirit of the Game as well as within the Laws. Player s conduct In the event of a player failing to comply with instructions by an umpire, or criticising by word or action the decisions of an umpire, or showing dissent, or generally behaving in a manner which might bring the game into disrepute, the umpire shall report the matter to the other umpire and to the player's captain, and instruct the latter to take action. Fair and unfair play According to the Laws the umpires are the sole judges of fair and unfair play. The umpires may intervene at any time and it is the responsibility of the captain to take action where required. The umpires are authorised to intervene in cases of: Time wasting Damaging the pitch Dangerous or unfair bowling Tampering with the ball Any other action that they consider to be unfair The Spirit of the Game involves RESPECT for: Your opponents Your own captain and team The role of the umpires The game and its traditional values It is against the Spirit of the Game: To dispute an umpire s decision by word, action or gesture To direct abusive language towards an opponent or umpire To indulge in cheating or any sharp practice See www.lords.org/mcc/laws-of-cricket for more information

LIMITED PARTICIPATION IN RESERVE GAMES In addition to those NoSCA Senior League players on the list opposite, any player who played 2 or more games in the following leagues in 2015 is automatically included on the NoSCA Limited Participation List (LPL). CSL Eastern Premiership East of Scotland CA - Championship Western District CU - Premier & First Divisions SPCU - North East Championship Aberdeenshire Cricket Association - Grade 1 A maximum of 3 LPL players are permitted in any team in a Reserve competition game. When batting, players on the LPL must retire on reaching (or passing) 20 runs. With the exception of players only appearing on the LPL due to batting performance in the NoSCA Senior League, players on the LPL may not bowl in NoSCA Reserve competition matches. Notwithstanding any of the above, players under the age of 16 on 1 st September 2015 are exempt from the LPL and may take full part in Reserve competition matches. It is the responsibility of the team captain to inform their opposite number (and any appointed umpires) before the toss is made of the presence of all players in his team appearing on the LPL. Failure to do so could result in the game being forfeited on appeal by the opposing team. Clubs may apply to the NoSCA Executive for an exemption for any player on the LPL who wishes to retire from senior cricket and play in the reserves in the forthcoming season. Who will be the NoSCA EDGE OF GLORY Champion : 2016? How many times can you bounce a tennis ball on the edge of a cricket bat without it touching the ground? Entry 2 per go (try as many times as you like!) - all proceeds shared between BBC Sports Relief and the Chance to Shine Charity. Winning entrants from each Club will invited to a play-off for prizes at the Senior T20 final day on Sunday 7th August. Entries must be accompanied by a short (or long!) video. Take part at your Club on game day, during a tea interval or at practice. Open to everyone of all ages - girls & boys, men & women (even umpires)!
