Notice of Race Nacra 15 Worlds Barcelona (version d.d. 27 December 2017) Nacra 15 Class World Championship 2018 21 27 April 2018 Barcelona Spain www.nacraclass.nl NOTICE OF RACE VENUE The Real Club Maritimo de Barcelona and the Real Club Nautico de Barcelona with the approval of Real Federacio n Espan ola de Vela and the collaboration of the Catalan Sailing Federation, has the pleasure in inviting you to participate in the Nacra 15 World Championshop. The regatta will be organized in the Barcelona International Sailing Centre and will be sailed in front of the coast of Barcelona, Spain. The Organizing Authority (OA) is Real Club Maritimo de Barcelona and the Real Club Nautico de Barcelona and Federacio Catalana de Vela in conjunction with the International Nacra 15 Class Association (N15CA). 1. RULES 1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing (RRS). 1.2 No national prescriptions will apply. 1.3 The Nacra 15 Equipment Inspection Regulations will apply and will be published at the website www.nacra15class.com. 1.5 Any changes in the Notice of Race (NOR) will be published at the website http://www.nacra15class.com (RRS 89.2(b)) 1.6 If there is a conflict between languages, the English text will take precedence. 1.7 RRS Appendix T, Arbitration, will apply. 2. [DP] ADVERTISING AND IDENTIFICATION 2.1 Boats may be required to display advertising chosen and supplied by the Organizing Authority. If this rule is broken, World Sailing Regulation 20.9.2 applies. 2.2 Competitors of the boats ranked first, second and third in the series at the beginning of each day may be required to wear yellow, blue and red bibs respectively while racing. The Organizing Authority will provide the bibs. 3. ELIGIBILITY AND ENTRY 3.1 The regatta is open to all boats of the Nacra 15 class. 3.2 Competitors, coaches and other support persons, shall enter by completing the on-line entry form on the event website http://www.nacra15class.com and paying the required fees online. A list of confirmed entries will be posted at the event website. 3.3 The request for entry shall be filled in and the entry fees shall be paid before the Early or Next Level Entry deadlines to get advantage of the reduced entry fees (NOR 4.1). Entries sent after the Late Entry deadline, but within 21 days of the start of the regatta by the limit date of 1 at 2400 hours CET will be accepted with the required entry fees. Late entries received within 21 days of the start of the regatta will be accepted only at the discretion of the Organizing Authority whose decision shall be final.

3.4. Entry in the event is not final until registration is completed. Registration includes presenting proof of membership and written proof of third party liability insurance. 2018 Spanish Licence (only for the Spanish sailors) 3.5 Eligibility under World Sailing Regulation 19 shall apply, which requires that all competitors (skipper and all other crew) shall be members of their World Sailing Member National Authority or one of its affiliated organizations. The membership details shall be stated when entering. Proof of membership shall be presented at registration. 3.6 Be a national of the country he or she represents or be an ordinary resident of the country for more than one year and must be able to establish his residency (official residence/work permit, visa etcetera.) for this period. 3.7 All competitors (skipper and all other crew) shall be fully paid-up members of the International Nacra 15 Class Association. 3.8 Competitors under 18 years of age shall present a signed and completed parent (or guardian) consent and declaration form. 4. FEES 4.1 Required fees are as follows, payable by banktransfer to NL81INGB 0007 784 073 (BIC/SWIFT code INGBNL2A) in the name of Vereniging International Nacra 15 Class (address Hellingweg 110-116, 2583DX The Hague, Netherlands), referencing Nacra 15 Worlds 2018 and sailnumber. Entry is not completed until the required entry fee is received by the OA. Early Entry Late Entry Event Before 15 February After 15 February Nacra 15 Mixed & Open 425,- 525,- Support Boat 100,- 150,- The entry fee is inclusive a Nacra 15 Class event fee. 4.2 Entry fees will not be refunded. 4.3. Fees have to be paid in Euro (no other currencies accepted) online. The sender shall pay all cost of money transfer. Any fee to be fulfilled at registration shall be paid in cash and in Euro only. 7. FORMAT 7.1 The event will consist of a single fleet or depending on the number of entries - a split fleet series divided into a Qualifying Series and Final Series (Gold and Silver fleet). 7.2 In case of more than 50 entries the event may be sailed in split fleets. 7.3 An initial split in two fleets can be made based on teams < 19 years and teams >= 19 years. 8. SCHEDULE 8.1 Registration for competitors and coaches : 21 April 0900-1800 hours 22 April 0900-1800 hours 8.2 Equipment inspection: 21 April 09.00 1800 hours 22 April 0900 1800 hours 8.3 Dates of Racing: 22 April Practice race

23 April 4 races back to back 24 April 4 races back to back 25 April 4 races back to back 26 April 4 races back to back 27 April 3 races back to back 8.4 The opening ceremony is scheduled for 22 April at 1800 hours 8.5 The time of the first warning signal for the practice race will be1400 hours. 8.6 A daily briefing (for all sailors and coaches) is scheduled at 09.30 hours. 8.7 The first warning signal for the first race on 23 April is scheduled at 12.00 hours. 8.8 On the last scheduled day of racing, no warning signal will be made after 1600 hours. 8.9 The prize giving and closing ceremony are scheduled to begin as soon as possible a fter the finish of the last race. 9. EQUIPMENT INSPECTION 9.1 Equipment shall be available for inspection by the Technical Committee during registration hours (NOR 8.2) or as agreed in writing with the Organizing Authority. Details of pre-first race equipment inspection, location and schedules will be posted on the official notice board. 9.2 In accordance with RRS 78, competitors are responsible for maintaining their boat in accordance with the Class Rules (for the purpose of RRS 78, competitors are considered to be the owners). Boats may be subject to inspection at any time during the event. The procedures for inspections will be specified in the sailing instructions or equipment inspection regulations (EIR). 10. SAILING INSTRUCTIONS Sailing Instructions will be available upon registration at the Race Office and will also be published on the Event website. Other documents governing the event will be published with the Sailing Instructions. 11. VENUE Attachment A shows the location of the venue. Attachment B shows the location of the racing area. 12. THE COURSES The courses will be Windward/Leeward Courses. 13. PENALTY SYSTEM 13.1 RRS 44.1 is changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty. 13.2 An International Jury will be appointed in accordance with RRS 91(b). Its decisions will be final as provided in RRS 70.5. 14. SCORING 14.1 Four races are required to be completed to consitute a series. 14.2 When fewer than five (5) races have been completed, a boat s series score will be the total of her race scores. 14.3 When five (5) to nine (9) races have been completed, a boat s series score will be the total of her race scores, excluding her worst score. 14.4 When ten (10) or more races have been completed, a boat s series score will be the total of

her race scores, excluding her two worst scores. 14.5 For boats eligible for the Youth Olympic Qualifier event (athletes must be born between 1 January 2000 and 31 December 2003), the qualifying countries will be based on the result of the registred mixed teams with the overall results. 15. [DP] SUPPORT BOATS AND PERSONNEL 15.1 All support boats shall be registered with the Organizing Authority and will be required to comply with local legislation and event support boat regulations. The Organizing Authority may refuse registrations and accept later registrations at their sole discretion. 15.3 Registered support boats shall act as rescue boats in case of need. If the Race committee displays Code Flag V all the support boats will have to assist with rescue operations as requested by the Race committee. 15.4 Support boats with team leaders, coaches and other support persons shall stay outside areas where boats are racing from the time of the starting sequence until all boats have finished or the race committee signals a postponement, general recall or abandonment. 15.5 Support boats shall be kept in their assigned places at the beach or in the harbor. 16. [DP] BERTHING Boats shall be kept in their assigned places at the boatpark. 17. [DP] RADIO COMMUNICATION A boat that is racing shall not make voice or data transmissions and shall not receive voice or data communication that is not available to all boats except in an emergency or when using equipment provided by the Race Committee. 18. PRIZES Prizes will be awarded to the top three (3) boats in the event, and the best junior open team (under 19) and the best junior mixed team (under 19). The Organizing Authority may award additional prizes. 19. MEDIA RIGHTS, CAMERAS AND ELECTRONIC EQUIPMENT 19.1 By participating in the event, competitors automatically grant to the Organizing Authority, and their sponsors, the right in perpetuity to make, use and show, from time to time at their discretion, any motion pictures and live, taped or filmed television and other reproductions of the athlete during the period of the competition without compensation. 19.2 Boats may be required to carry cameras, sound equipment and positioning equipment as specified and provided by the Organizing Authority. 19.3 The top three competitors as well as the individual race winners may be required to attend a media press conference each day. 19.4 Competitors may be required for interviews at the regatta. 20. ANTI-DOPING CONTROL Doping control will be conducted in accordance with the World Sailing Anti-Doping Code 21. In-competition testing may be carried out at the Venue. 21. INSURANCE Each participating boat shall be insured with a valid third party liability insurance with a minimum cover of Euro 1,500,000 (or the equivalent) per incident.

22. DISCLAIMER OF LIABILITY Competitors participate in the regatta entirely at their own risk. See RRS 4, Decision to Race. The Organizing Authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta. 23.
