1. ORGANISING AUTHORITIES The Real Club Náutico de Barcelona (RCNB) and the Real Federación Española de Vela (RFEV) will organize the Championship with the collaboration of the International Twelve Metre Association (ITMA), the Fundació Navegació Oceànica de Barcelona (FNOB) and sponsored by. 2. PLACE AND DATES The Championship will be held in Barcelona waters from 13th July to 19th July 2014. 3. RULES AND REGULATIONS 3.1 The regatta will be governed by the following rules: The 2013-2016 ISAF International Rules of Sailing (RRS) 2013-2016. The International Twelve Metre Class Rules (July, 17th 2011) and its amendments to Appendix E - Table 1 approved to be effective 1st August 2013. The Notice of Race and its amendments. The Sailing Instructions and its amendments. The International Regulations for Preventing Collisions at the Sea, except while racing. 3.2 In case of discrepancies between this Notice of Race and the Sailing Instructions the latter and its amendments will prevail. 3.3 Changes to these rules and /or the Sailing Instructions will be published on the Official Notice Board (ONB). 4. ELIGIBILITY 4.1 Competitors shall be in compliance with the ISAF Eligibility Code (regulation 19) as well as in the RFEV Prescriptions about this Regulation and the valid International Twelve Metre Class Rules. 4.2 Owners shall be current members of the International Twelve Metre Association and shall have paid their full membership subscription to ITMA. 4.3 Competitors of Spanish nationality or those who are legally residents in Spain must be in possession of the sailing federation license for 2014. Foreign sailors who do not have a sailing federation license or an athlete's medical insurance with accident coverage, will have to prove the possession of an accident and illness insurance valid in Spain during the time of the regatta. 4.4 The Championship is open to all the 12 Metres having a valid ITMA measurement certificate. They will be classified in the following Divisions according to the Twelve Metre Class Rules: Division A: Grand Prix Division B: Modern Division C: Traditional Division D: Vintage Division E: Antique Each Division will be formed with more than three registered boats. 5. REGISTRATION 5.1 The attached Entry Form is required in order to register for the regatta. 5.2 The Entry Fee for the Regatta will be of 550 for each Twelve. (VAT exempt rates when invoicing physical individuals) 5.3 Entry fees shall be paid by bank transfer to the Real Club Náutico de Barcelona (RCNB) no later than 16th June 2014, indicating both names of boat and event to: Issue: 12M World Championship NAME OF THE BOAT Banco Sabadell Atlántico Agencia Pla de Palau BARCELONA Account number: 0081-0163-61-0001988006 IBAN: ES9000810163610001988006 SWIFT: BSABESBB 5.4 Completed entry forms, copy of the valid ITMA certificate and copy of the payment receipt or wire transfer must all be sent by e-mail to: REAL CLUB NÁUTICO DE BARCELONA Muelle de España s/n 08039 BARCELONA E-mail: regatas@rcnb.com The Twelve's, which will have to complete their measurements in Barcelona, will be allowed to present their valid rating certificate before 14:00 of 13th July, 2014. 5.5 The Owner or his Representative has the responsibility to verify if the register has correctly arrived to the Organizing Committee by sending an e-mail. 5.6 Entry forms must be submitted along with the following documents: Copy of the current insurance policy, which includes coverage of public liability (third person or property damage), or extension of public liability and third party damage cover up to at least 1.500.000. Copy of the 2014 valid ITMA measurement certificate. Crew list (to be completed at the Race Office). Spanish sailors or those who are legally residents in Spain must be in possession of the sailing federation license for 2014. Entry Form duly completed. 5.7 The registration deadline will be on Monday June, 16th 2014 at 20.00 pm. 5.8 The Organizing Committee reserves the right to admit registrations after the deadline with an additional fee of 20%. (The Entry Fee will be of 660, modifies Rule 5.2 NR). 5.9 A registration is valid the moment the entry fee is paid and the Entry Form is signed. The entry fee is non-refundable unless the registration has not been accepted according to RRS 76.1. 5.10 After 14:00 pm of 13th July, 2014, the Organizing Committee shall not accept any registration without measurement certificate at the Race Office (modifies Rule 78.2 RRS).
6. At least 4 races must be completed in order to validate the Championship. The worst score will be excluded when 5 or more races have been completed. 6.4 No more than 3 races will be raced each day. 6.5 The Sailing Instructions will be given at the RCNB s Race Office once the registration process is completed according to rule 6.4 of this Notice of Race.
7. COURSES The courses to be raced will be Windward-Leeward races for all divisions. The Sailing Instructions will show the different courses to be sailed. MEASUREMENT INSPECTIONS 8. AND CERTIFICATES All participating boats should be prepared for its measurement checks and inspections if the Measurement Committee so requires. Any boat may be checked at any time before, during or after the end of the race. 9. SCORING 9.1 The low point scoring system (RRS A4.1) will apply. 9.2 The worst score will be excluded when 7 or more races have been completed. 10. 11. INTERNATIONAL JURY 11.1 An International Jury will be appointed in accordance with Appendix N of RRS. 11.2 The International Jury composition will be posted in the Official Notice Board. Appeals from the decisions of the International Jury are not permitted according to RRS 70.5. 12. ADVERTISING In accordance with ITMA advertising Regulations, the participating boats are allowed to show advertising as follows: (I): On spinnakers (II): On the transom (III): On the forestay when moored. (IV): The sponsor s flag supplied by the Organizing Authority has to be necessarily exhibited on the backstay ashore and offshore. 13. SAFETY 13.1 This regatta is a Category 4 event as defined in the current ISAF Offshore Special Regulations. 13.2 All boats must be equipped with a VHF radio with Channel 16 and the official assigned Channels for the regatta. 13.3 While underway in Barcelona Harbour boats must be under engine power or under tow by a support boat. Harbour Regulations will be strictly enforced. 13.4 The boat s Owner or his/their Representative/s would be responsible for ensuring that their boat complies with the general legal rules for leisure boats and especially for its handling dispatch and safety.
14. TROPHIES 14.1 The prize list will be posted on the Official Notice Board (ONB). 14.2 The World Cup s winner will be the boat with the best overall score in every established Division. 14.3 The Price Giving will take place once after the overall results have been posted on Saturday July,19th 2014. 15. BERTHS Participating boats will be provided with a free berth at the RCNB from July, 1st to July, 31st 2014. Berths will be free of charge during these dates and will be taken under the entire responsibility of the Owner or the Skipper of each participating boat. Supporting boats who wish to moor at the RCNB must pay in accordance of the RCNB s rates and should previously ask for availability. 16. IMAGE RIGHTS The image rights of the regatta belong to RCNB and, any advertising without express permission of the RCNB and is forbidden. 17. LIABILITY All those who participate in this Regatta do so at their own risk. The Organizing Committee and any person or entity involved in the Organization, decline all responsibility for losses, damages, injuries or inconveniences that might affect people or property both on land and at the sea, as a result of their participation in any of the races included in this Notice of Race. Competitors are reminded of the Fundamental Rule 4, THE DECISSION TO RACE in part 1 that stipulates: The responsibility for a boat s decision to participate in a race or to continue racing is hers alone.
