BBH Meeting Minutes - 12 OCT 2016 President Bakari Dale called the meeting to order at 6:05 PM. No guests or new members were identified. OFFICER REPORTS: Tournament Captain Brandon Sikes was unable to attend, so the President covered his items: We will hold League Shoots in Nov and Dec Sundays at 0900 and they will be on Nov 6, 13, 20, 27 and Dec 11 and 18. VP Greg Thompson added that Billy Robbett will run the shoots and Ethan Patterson will help, similar to last year. The President also reminded everyone that Belvoir is one of the Clubs holding the State Indoor Sectionals this year: 25 & 26 Feb. Also, Belvoir is planning on one of our 3D shoots being an IBO Qualifier, which will require purchase of additional 3D targets (more on that later). Vice President Greg Thompson was part of a team that reviewed the Club s Bylaws and Constitution previously, which found several items that need to be addressed. He handed out a summary of two items to membership: wording of Executive Board Term limits, and Club Awards, and further explained these items, with the plan being give membership an overview at this meeting, and then vote on these issues at the November meeting. The Executive Board Term limits, out of cycle to serve two full terms, which causes the Club to have to additional elections and search for volunteers to serve. The Club Annual Awards guidance such as criteria, timing, etc. is outlined in various documents held by various Club members but is not in the Club Constitution or Bylaws, which would serve to clarify and provide permanence to these awards. VP Greg Thompson reviewed the handout with the group and there was some discussion on a couple of items. Secretary/Treasurer Larry Readal reported that the Club has about $10,000 in the account right now, and 196 members. Also, the Club s license with the Army expires in December and he is working on our request to get it renewed. Publicity Director Rebecca Sikes was unable to attend, so VP Greg Thompson reminded everyone that he knew they were out hunting, and that the Club really enjoys seeing pictures and reading the stories about their hunt, so please SEND THEM IN to the Publicity Director! Activities Director Rich Vigue reminded the Club that our annual bus trip to the Great American Outdoor Show is on MONDAY, 6 FEB. Price will stay the same as last year: $55, which includes bus transportation to the show, a buffet breakfast on the way, and your show ticket. We will depart from the Backlick Park & Ride lot again. For future planning, our WILD GAME DINNER is SATURDAY, 22 APR out at Park West Lions Club in Manassas. Sgt-At-Arms Jerry Michonski was unable to attend, so Larry Readal covered his items: THANKS VERY MUCH to RON ANDERSON for handling the food for tonight s meeting! Also, Jerry will be out of town for the November Club meeting and needs a volunteer to cover it. Ron Anderson volunteered AGAIN to handle the food for November! Thanks, Ron! Walt Blackwell (Range Warden for 2017) discussed that the current two wooden indoor bow racks are inadequate and need repair, and that the Club discussed doing something with them for some time. He proposed the purchase of two 10 bow floor racks (BOWTREE brand). They have wheels so they can be moved, are very sturdy, and are the official bow racks for NASP, IBO, and NFAA. Stan Parmentier indicated he would like for MWR to purchase the bow racks and felt it was their responsibility. If not outright purchase, then we should at least see if MWR would give us some free shoots or offset some of our other costs. Gene Miska indicated we should consider that if we barter with MWR on the racks, they may claim ownership of them. There were a few other comments, then the item was tabled for discussion under New Business. Range Warden Walt Spaulding thanked Steve Richards, Walt Blackwell, Randy Saldivar, Ron Anderson, Bakari Dale, and several others for the fantastic work on the Broadhead Range during the Sep 25 working party. The range looks and functions MUCH better! Paul Vogel stated that the Club was supposed to vote for Kingsboro for the Spring 3D shoot but voted for a different Club and why did that happen? President Bakari Dale stated that s not what happened and he supported the Club that Belvoir had earlier agreed to. Someone stated that the minutes should show this but no one had the minutes available. There was some discussion back and forth between Bakari and Paul for a bit. Paul walked away out of the back of the meeting and stated something to the effect of he didn t need to be a member of a Club that won t vote right President Bakari Dale announced we need a Nominating Committee for the unfilled positions on the EB as well as a Committee Lead: Sgt-at-Arms and Tournament

Captain. ELECTIONS WILL BE HELD IN NOVEMBER, so we need a Nominating Committee. Also, we need a volunteer to follow-on behind Rick Atchison s archery instruction in support of Wounded Warriors. Bakari, with the help of VP Greg Thompson, gave a quick review of the EB positions and possible candidates: * Sgt-at-Arms: VACANT need a volunteer. Ira Joseph or Ron Anderson have stated they could possibly help out. * Tournament Captain: VACANT need a volunteer. Ira Joseph or Ron Anderson have stated they could possibly help out; Rodney Roberts may also be an option. * President: Bakari Dale * Vice President: Greg Thompson * Sec/Treas: Larry Readal * Activities Director: Rich Vigue * Range Warden: Walt Blackwell * Publicity Director: Randy Saldivar Bakari reinforced that now that we know what the status of each position is, we need some volunteers for a Nominating Committee to find volunteers to fill the vacant positions and confirm that the folks currently in positions will continue to serve. There was some discussion on this, with the results of FELIX LOPEZ volunteering to lead the committee, and RON BUZALSKI and KEITH MATHENY assisting. Thank you Felix, Ron, and Keith for volunteering! Bakari reminded membership to not forget about applying for VBA Big Game Awards a lot of members probably qualify but never submit for them. He also reminded folks that VDGIF made a change to regulations that states that fish that can be legally captured by bow and arrow will now be considered for state record recognition under a bow and arrow category. Finally, he reminded all members that Tracy Grevert in Woodbridge is a H4H donation drop-off site don t forget that when you donate a deer, you are entered in the huge H4H raffle! The Archery Level I Certification Course will be SUNDAY, 4 DEC at 0800. Sign up with Bakari Dale or Larry Readal. Cutoff for registration is SATURDAY, 19 NOV in order to allow ordering of course material. We ll pass the word on the cost as soon as we know it. OLD BUSINESS: Already covered with the Nominating Committee discussion. NEW BUSINESS: Sec/Treas Larry Readal and Activities Director Rich Vigue discussed with the group the need to authorize the funding for the WGD and H4H events now so that the Activities Director can take advantage of sales such as Black Friday as well as the Outdoor Show and start buying prizes, and proposed $8,500 to cover execution of both events (prizes, food, venue, rental, etc.) A motion was made, seconded, voted on, and approved. Activities Director Rich Vigue indicated he is starting to look at setting up the bus for the Outdoor Show and needs authorization for funding for the bus trip. A motion was made, seconded, voted on, and approved for $1,600 expenditure in support of the bus trip. We then discussed the bow rack purchase again, and came to the agreement that we would approve up to $700 for purchase of two bow racks, contingent upon asking MWR to purchase them or give us an equivalent discount on shoots or other areas. A motion was made, seconded, voted on, and approved for up to $700 for bow racks. PRESENTATION: Dianna Eiland gave a fantastic talk on her introduction into hunting, some of her initial trips, and how others might get their spouse or significant other more involved in hunting. Her talk was very well received, with a strong round of applause at the end. FOR THE GOOD OF THE ORDER: President Bakari Dale and VP Greg Thompson reminded membership that Kevin Walter is looking for a former or current female military member to go on an all-expense paid hunt in Spring 2017. The event is sponsored by a prominent turkey calling company and outdoor TV show on the Pursuit Channel. Robin Vogel indicated she knew a good candidate and discussed offline with Bakari and Greg. Vice President told the membership about Joel Lutkenhouse, who had been in Idaho bowhunting elk the week before Rich Vigue and Greg Thompson. Joel took a tumble down the mountain while returning to camp at night and got banged up pretty good several broken ribs, partially collapsed lung, broken or cracked collarbone, and multiple bruises and contusions. Despite Joel declaring he was fine and just a little bruised up, the outfitter drove him to the local hospital, who then flew him via helicopter to a larger hospital. Irene came out and watched over him for a few days and he is now back home. He s clearly as tough as an old boot! The meeting was adjourned at 7:45 PM.
