Archery Australia Inc 3 NATIONA HAMPIONSHIPS POIY 1. INTODUTION Archery Australia National Archery hampionships is hosted by an GB, lub or Organisation (hereafter referred to as the Organising ommittee [O]) on behalf of Archery Australia and conducted under this current document and Archery Australia and World Archery ompetition Shooting ules and egulations. 2. EXPESSION OF INTEEST The Archery Australia Board regularly calls on GBs and lubs to consider hosting National hampionships. Interested parties should firstly submit an expression of interest which details: Proposed Dates Proposed Program Organising ommittee structure Any other details and information the O feels necessary to support the application. Ideally this expression of interest should be submitted no less than two (2) years prior to the planned championships but we understand this is not always possible. The Archery Australia Board considers all applications and shall allocate the championships to the successful applicant. 3. OGANISING OMMITTEE All championships shall be conducted by an O approved by Archery Australia. The O must be a incorporated entity, such as GB, lub or registered business. The O shall be totally accountable to Archery Australia for the conduct of the championships. The O will be totally accountable for all costs and expenses incurred to conduct the championships. The O shall be totally responsible for the organisation and conduct of the championships ensuring compliance with this document, MOU, Archery Australia Board s direction and current Archery Australia and World Archery rules. The O shall keep minutes of all meetings and shall provide the Archery Australia hief Executive Officer with a copy of all such minutes within fourteen (14) days of each meeting. 4. MOU Archery Australia and the O shall enter into a Memorandum of Understanding on the management of the championships which shall be developed in line with this manual and the Archery Australia and WA onstitution & Shooting ules. The host shall comply with all conditions laid out in the MOU. Failure to comply may result in the hosts being excluded from hosting other AA events for a period of up to five years. 5. UES AND POIIES hampionships will be conducted strictly according to this document, the Archery Australia and World Archery Shooting ules and related Archery Australia Policies and procedures Page 3
4 The O may request amendments or variations to this document, the Archery Australia and World Archery Shooting ules and related Archery Australia Policies and procedures. Such proposed changes shall be presented in writing to the Archery Australia Board through the Archery Australia hief Executive Officer not less than one month prior to close of entries for the championships. The Archery Australia Board shall have final approval of such changes. The O will comply with all AA Policies and Procedures, 6. ISK ASSESSMENT Prior to the AA Board allocating a championships either the EO or appointed Technical Delegate shall meet with the O to review all safety and risk aspects of the venue/s and facilities. Prior to such meeting the O shall undertake a isk Assessment of the venue/s and facilities. Any changes to the venue and facilities must be conveyed to the EO or appointed Technical Delegate along with a revised isk Assessment. 7. ENTY FOM Entries shall only be accepted by the O electronically using the IMG system. THE O will use the IMG redit/debit ard facility or may offer direct debit or payments by cheques. The Archery Australia IT ommittee will be consulted when developing the online entry. The O shall provide the link to the online entry form to the Archery Australia EO who will arrange to have the information published and distributed. The Entry Form will be distributed not less than 5 months prior to close of entries. The Entry Form shall be accompanied by an Information Sheet, which shall contain all relevant information relating to the championships such as; dates, location, program, fees, special conditions, merchandise etc. The Entry Form shall also include tick box/es and information for the following 1. ode of onduct and ondition of Entry. 2. Photographic/Media onsent Form. 3. Medical consent form (unaccompanied minors). Entry Form Procedure: 1) The O shall call for a close to entries no more than two months and no less than two weeks prior to the Official Opening of the hampionships. 2) Entries shall be submitted direct to the O. 3) The O shall ensure each athlete provides their Archery Australia membership number on the Entry Form and has agreed to the ode of onduct, Photographic/Media onsent Form and Medical onsent Form. AA must be advised of any person who has not agreed to the ode of onduct, Photographic/Media onsent Form and Medical onsent Form and their reasons for not consenting. AA will decide if such entries may be accepted or rejected. 4) Upon receipt of the entries the O shall: eceive and process entries. oad names into Archers Diary. Distribute acknowledgement letter, receipt and general information to each entrant; this may be done by mail or email. Page 4
5 Using the Archery Australia Membership Database, confirm entrants are financial members for the period of the hampionships. Allocate targets for the championships and provide the Archery Australia EO with a list of target allocations for inclusion on the AA website no less than 14 days prior to the championships. 8. ENTY FEE 5) The O shall develop and include on the Information Sheet a ate Entry policy. This policy will cover the acceptance of late entries received after the closing date upon payment of an advertised ate Entry Fee which shall not be greater then 50% of the entry fee. Alternatively the advertised Entry Fee may be inflated and include a discount if paid by the due date or develop their own method of determining an entry fee process. 6) The O shall utilise the Archery Australia Withdrawal and Entry ancellation Policy and this shall be imposed on all entrants who enter into the championships. The entry fees to be charged by the O shall be determined following the development of a budget for the championships. The proposed fees shall be submitted to the Archery Australia Board for approval prior to distribution of the entry fee. In addition, the Entry Fee for each event shall include an additional levy of $10.00 for Target (Match Play if included), $10.00 for Field $5.00 for lout. This levy is to be paid to Archery Australia within 28 days of the championships for each entrant based upon entry numbers as at the close of entries. This levy will be included in the entry fee and shall not be listed separately. If an entry is received but the archer fails to attend the championships and a refund has not been requested or issued in line with the Withdrawal and Entry ancellation Policy the Archery Australia levy is still payable. 9. MEDAS and AWADS 1) Archery Australia Medals shall be awarded in line with Archery Australia Inc rules 7.12.6 and 7.12.7, 7.12.6 An event may take place with one competitor and 7.12.7 The following shall be the minimum requirement for place awards: Medals will be awarded to all place getters irrespective of entry numbers 2) Only members of Archery Australia will be awarded National hampionships Medals. 3) Entries from visitors will be accepted. A visitors medal will be awarded for all visitor place getters. If a visitors medal is awarded this will be in addition to the Association Medallions awarded to Association members. 4) If an athlete is not able to be in attendance for the presentation of medals/awards they should advise the O, who shall make appropriate arrangements for delivery of the medal. Medals will not be passed onto any person on behalf of the athlete. If the O is not advised the medal/award will be sent to the competitor s GB for distribution. Page 5
6 5) The O shall be responsible for the purchase and engraving of all championships medals to be used during the hampionships. Medals will be purchased from the Archery Australia Awards ommittee. 6) All championship medals shall be identified with the name of the event, date and category of the award. The cost of such identification shall be the responsibility of the O. The cost of these medals shall be included in the National hampionship budget and cost recovered within the entry fees charged. 7) The Organising ommittee shall ensure written orders for medals are placed with the Tournament and ecords ommittee no less than one (1) month prior to the championships. Any medals not used and not identified (engraved) may be returned for a full refund or credit, but must be returned to the AA Office within thirty (30) days of the championships. 8) The O shall provide a memento award (Plaque) for all perpetual awards; National hampionships Team hampionships 1) There will be a ecurve Team and a ompound Team competition. (ecurve includes Barebow ecurve and ongbow; ompound includes Barebow ompound.) 2) The composition of each team shall be no more than eight persons, comprising up to four Men and up to four Women competing in any lass at the hampionships. 3) Each team may be accompanied by up to two Team Officials who will be accredited for entry to the Field of Play. 4) Only one team in each Division of ecurve and ompound shall be entered by each GB. 5) Nominations shall be submitted in writing to the Organising ommittee by 3.00 pm on Day One (egistration). 6) Teams will compete in Target and Field Events with the results being the total of the best three Men s scores, expressed as ratings, plus the best three Women s scores, expressed as ratings, shot for each event. 7) The ratings will be determined using the official calculator developed for the purpose. 8) In the event of a tie and to decide the final Team result, one man and one woman from each tied team will shoot one arrow each on the Field of Play at 60 metres on an 80 cm field face. To determine the shooting of the first arrow, a coin toss will be employed. The team that wins the toss may elect to shoot first or second. Shooting of the arrows shall then alternate. The winning team will be determined by the arrow that is closest to the centre. In the event that the closest arrow for each team is the same distance (within 1 mm) from the centre, the distance from the centre of the teams second arrow will be used to determine the winning team National Youth hampionships 1) There will be a Youth ecurve Team and a Youth ompound Team. 2) Team members may be from any ategory (lass and Division). The composition of each team shall be ten athletes. 3) Each team may be accompanied by up to two Team Officials who will be accredited for entry to the Field of Play. 4) Only one team shall be entered by an GB in each Division of ecurve and ompound. 5) Nominations shall be submitted in writing to the Organising ommittee by 3.00 pm on Day One (egistration and Official Practice) 6) Teams will compete in Target, Field and lout events with the results being the total of the best four scores shot for each event. Best all ound Individual and Team Awards 7 1. National hampionships Open Event There will be a Best All ound Athlete Award presented in Open ecurve and Open ompound in the Men s and Women s ategories. esults shall be determined by the aggregate score of the Target Events and Field events. Masters Event There will be a Best All ound Athlete Award presented in Master ecurve and Master ompound in the Men s and Women s ategories. esults shall be determined by the aggregate scores of the Target Events, Field and lout events. Veteran Event There will be a Best All ound Athlete Award presented in Veteran ecurve and Veteran ompound in the Men s and Women s ategories. esults shall be determined by the aggregate score of the Target Events, Field and lout Archery events. 2. National Youth hampionships There will be a Best All ound Athlete Award presented to each of the top male and female ecurve and top male and female ompound Division athletes. esults shall be determined by the highest aggregate score of the Target, Field and lout Archery events taken from all age groups. 10. OPENING EEMONY 1) An Opening eremony will be conducted on the first day at a time and format to be arranged by the O. 2) The O shall ensure the Opening eremony includes the following: Welcoming speeches, including a speech by the Archery Australia President or his/her representative. March out or presentation of Teams Acknowledgment of traditional owners The playing of the Australian National Anthem and raising of the Australian, Aboriginal and Archery Australia flags. Acknowledgement of any Archery Australia officials and distinguished persons in attendance. Presentation of any awards as designated by the Archery Australia Board. Display logos of Archery Australia sponsors and ensure verbal acknowledgement of sponsors is made during ceremony. The O may invite any person(s) they see fit, but shall issue invitations to Archery Australia President Archery Australia Vice President Archery Australia Board Archery Australia hief Executive Officer ife Members Technical Officials (i.e. Tournament Judge ommission, Director of Shooting, Technical Delegate) Page 7
Designated Archery Australia sponsors. 8 3) The Opening eremony shall take no more then 20 minutes and may include refreshments for invited guests following the opening. 11. PUHASE OF EQUIPMENT 1) The O shall purchase all equipment and consumable items necessary for the conduct of the championships, and shall be financially responsible for the payment for such items. 2) To be fair and equitable to all parties and to ensure compliance with Fair Trading laws, the O shall openly seek a reasonable number of quotations for all equipment and consumables. 12. SPONSOSHIP 1) The O has the right to arrange sponsorship but details of all sponsors must be presented to the Archery Australia Board to ensure there is no conflict with current sponsors. The Archery Australia Board has the right to reject any sponsorship that is in conflict with current sponsors, AA policies and principles or good governance practices. 2) The O shall assist Archery Australia in providing current sponsors with promotions during the hampionships in the form of: Inclusion of logos and advertising in the Official Program (material to be provided by Archery Australia or the sponsor). Inclusion of logos and advertising on documents and official publications (material to be provided by Archery Australia or the sponsor). Inclusion of logos and advertising in the Official esults (material to be provided by Archery Australia or the sponsor). Inclusion on the Field of Play of advertising in the form of logos and banners (provided by Archery Australia or the sponsor). 13. WEBSITE 14. SOEADS 1) To ensure consistency the O shall at all times utilise the Archery Australia website and Facebook and Twitter pages for all entry forms and information. 1) Only Archery Australia approved scorecards shall be used for the championships. 2) Scorecards printed on waterproof paper are to be used for National hampionships. 3) Archers Diary Iscored.today will be used along with a single paper scorecard for all National hampionships. 4) A copy of all scorecards shall be sent to the Archery Australia Tournament and ecords ommittee within twenty one (21) days of the completion of the championships. 15. EVENT TIMING 1) For the Target, lout and if having Match Play the O shall use the Archery Australia Timing Equipment unless permission is obtained to use an alternative system acceptable to Archery Australia. ESUTS MANAGEMENT 1) Archers Diary Iscored.today will be used for all National hampionships. 2) The O will establish a esults Management Team to manage data entry and results prior to and during the championships. The O may choose one of two options for the esults Management Team. a. The O may create their own esults Management Team who will be solely responsible for managing Archers Diary Iscored.today. b. The O may request Archery Australia to provide a esults Management Team or provide staffing support to the O esults Management Team. If so, the O will arrange for travel, meals and accommodation costs for the esults Team for the duration of the championships and factor these costs into the entry fee. 3) The esults Management Team will be responsible for - a. Setting up the tournament in Archers Diary b. Imputing competitors into Archers Diary c. Being in attendance at egistration to manage registration changes d. onduct a scoring briefing with scorers prior to the start of each event e. Manage Archers Diary and the input of scores during the championships f. Manage the esults Desk g. At the completion of each event verify each scorecard against Archers Diary h. Make changes and updates to the results as required. 4) Prior to the start of Official Practice or during Muster (Field event) a representative from the esults Management Team will address competitors on the use of Archers Diary Iscored.today. During this meeting the following information will be passed on - a. Procedures and process to be followed for the day b. Event Password c. Process for requesting help during the event d. Answer questions e. Process for end of day 5) At the end of the event the scorers will check each scorecard total score, 10's and X's (or 9's for indoor or 6's and 5's for field) against the results in Archers Diary. At the end of shooting the scores will check scorecards with the electronic scores to ensure they match. If they do then sync electronic scores and sign out of Archers Diary. This must be done before scorecards are presented to the esults Desk. Each competitor will then personally present their fully completed and signed scorecard to the esults Desk. The esults Management Team shall then check each scorecard to ensure they have been fully completed in particular - signed by the archer and another archers shooting on the same target final score 10's and X's (6's and 5's for field or 10's and 9's for indoor) The esults Management Team will then check the scorecard against the results in Archers Diary. 10 If confirmed correct the scorecard will be stamped OK using stamp and signed by the esults Management Team member. Stamp - available from Archery Australia Target, lout and Indoor Scorecard/s shall be signed by the scorer and the athlete, indicating that the athlete agrees with the value of each arrow, the sum total, the number of 10 s and the number of X s (or 9's for indoors). If the scorer is participating in the shooting, his scorecard shall be signed by another athlete on the same target butt. NOTE - Each target will have two scorecards one of which may be electronic. If there is a discrepancy in the arrow values between an electronic and a paper score card, the paper card will take precedence. The organisers are not required to accept or record scorecards that have not been signed, and/or do not contain the sum total, and/or the number of 10's and/or the number of X's (or 9s for indoor) and/or which contain mathematical errors. The organisers or officials are not required to verify the accuracy of any submitted scorecard, however if the organisers or the officials note an error at the time of submission, they will ask the athletes concerned to correct such error and the result as corrected will stand. Should a discrepancy be found in the sum total where: One paper scorecard and one electronic scorecard are used, the total of the electronic scorecard will be used for total score, 10s and Xs on the following conditions: Field A total score has been entered on the manual scorecard so verification is possible; In case no 10s and Xs (9s for indoor) are entered on the manual scorecard, no 10s and Xs (9s for indoor) are registered; in case no total score is entered on the manual scorecard when it is submitted to the results team, then the athlete shall be disqualified (individual/team and mixed team where applicable). Scorecards shall be signed by the scorer and the athlete, denoting that the athlete agrees with the value of each arrow, the sum total (identical on both scorecards), the number of 5's and 6's in the case of Field rounds. The scorer's scorecard shall be signed by another athlete of the same group. NOTE - Each target will have two scorecards one of which may be electronic. If there is a discrepancy in the arrow values between an electronic and a paper score card, the paper card will take precedence. The organisers are not required to accept or record scorecards that have not been signed, do not contain the sum total, the number of 5's or 6's in the case of Field rounds or which contain mathematical errors. The organisers or officials are not required to verify the accuracy of any submitted scorecard, however if the organisers or the officials note an error at the time of submission, they will ask the athletes concerned to correct such error and the result as corrected will stand Page 10
11 Should a discrepancy be found in the sum total, the sum total of the lowest arrow scores shall be used for the final result. If the scorecard does not match Archers Diary the archer will have the opportunity to check and correct the scorecard. If after checking the scorecard and the score is lower or higher than that listed in Archers Diary the esults Management Team will amend Archers Diary to match the scorecard. 6) A copy of scorecards shall be sent to the athlete s GB for distribution to the athlete. 17. PESENTATIONS 1) Once all scores have been confirmed as being correct and entered into Archers Diary, an announcement will be made to this effect. Following a period of no mare than 10 minutes to allow for the final scores to be viewed in Archers Diary and the lodgment of any protests with the Jury of Appeal the presentation of awards will take place. 2) If there is a protest received with the Jury of Appeal relating to scores or placing's medals will not be presented until the protest is resolved. 3) A dais will be used for the presentation of medals with Gold in the center, Silver to the left and Bronze to the right. 4) The format to be followed for all presentations shall be: The order of presentation of all medals shall be: 3 rd - Bronze - present bronze medal Break 2 nd - Silver - present silver medal Break 1 st - Gold - present gold medal. Visitors winning medals will also be called to the dais and shall be presented with their medals along with Association medal winners. Presentation process - Announce the athletes place, name, GB. If necessary other achievements such as records obtained during the event should also be announced. The dignitaries presenting medals will be announced prior to the presentation of medals. 5) Medals should, whenever possible, be presented by a dignitary from either Archery Australia, a member of the O or a dignitary arranged by the O. Medals should be presented on a tray or pillow and brought out by a host accompanying the dignitary. 6) Medals shall be provided with ribbons to allow them to be hung around the recipient s neck, Green and Gold ribbons are available from Archery Australia. 18. GENEA 1) The field of play shall be set up in such a manner as to provide a safe environment ensuring there are no identified hazards. The O shall carry out a isk Analysis using Archery Australia 1022 isk Management Policy, to ensure all hazards have been identified and appropriate action taken. A copy of the isk Analysis will be sent to the AA Office not less than 14 days prior to the start of the hampionships. Page 11
2) The O shall consult the Archery Australia 1018 Safety Guidelines and the Technical Delegate to ensure the safe conduct of the championships. 3) At all times the Field of Play must be set up in accordance with World Archery and Archery Australia rules (refer World Archery and Archery Australia rules or consult with Technical Delegate). 4) For the duration of the championships the O shall fly the Australian Flag, Aboriginal, Archery Australia Flag and World Archery Flag on all venues. State and visiting countries flags may also be flown. 5) Archery Australia will provide signage promoting Archery Australia and sponsors, which shall be displayed at all times during the championships. 19. TEHNIA OFFIIAS (National Judges and Director of Shooting DOS) The Archery Australia Officials ommittee shall appoint the Judges and DoS. 1) The O shall provide at their expense (included in the National hampionship budget) the following for the interstate or non-local Technical Officials (Judges and Director of Shooting) nominated by Archery Australia for the hampionships: a. Twin share accommodation at a Motel/Hotel or similar close to the venue. Billeting is permitted only with the agreement of each appointed Judge. b. Transport to and from the first point of arrival in the state, to the accommodation. c. Transport to and from their accommodation and the venue/s each day of the competition and official practice and Presentation function. 2) The O shall provide the following to all Technical Officials (Judges and Director of Shooting) nominated by Archery Australia for the hampionships: a. Invitation to the VIP area for the Opening eremony. b. unch for each day of competition and Official Practice. c. Water as required. d. A complete list of competitors, target allocations and Equipment Inspection ist prior to the start of Official Practice. The Equipment Inspection list is to be by GB, not alphabetical. e. Access to all venues and associated equipment no less then 24 hours prior to the start of competition (including Official Practice) to carry out inspections. f. A room, tent or area where Judges can conduct meetings, eat lunch, rest and where Equipment Inspection can be conducted. Preferably private and situated away from the ompetitors Area. g. A program for the hampionships. h. A map of the field course. i. ist of the Field ourse target distances and target face sizes against target numbers. j. Two 90m measuring tapes or a digital range finder for distance checks. 12 Page 12
20. JUY OF APPEA 13 1) The O shall appoint a Jury of Appeal for the duration of the championships. The Jury of Appeal shall be called upon to settle any disputes, protests or appeals. 2) The Jury of Appeal must be in attendance all day on each day of the competition, they shall not be: Involved in the organisation of the hampionships. A Judge or official at the hampionships. elated to or have any association with any competitor or team who is involved with the dispute, protest or appeal. 3) The O may appoint a number of members to the Jury of Appeal who can operate on a roster system. If this is done, the names of the roistered members of the Jury shall be made public each day 30 minutes prior to the start of practice. 4) The O shall make available appropriate forms to apply for a Dispute, Protest or Appeal. 5) A $50.00 (Australian currency) fee for Disputes, Protests or Appeals shall apply and is refundable if the appeal is successful. The fee for an unsuccessful Appeal will be paid to Archery Australia. 21. MEMBE POTETION 1) The O shall ensure that the rights of each athlete participating in the championships are protected. 2) There shall be no smoking at any time on the Field of Play by any person. Smoking is permitted only in designated areas determined by the O (refer Archery Australia 1045 Smoke Free Policy). 3) The O shall provide facilities for the purpose of taking samples to be used by the Australian Sport Anti-Doping Agency (ASADA) for anti-doping purposes. In line with current practice no notice of ASADA attendance will be issued in advance (refer Archery Australia 1009 Anti Doping Policy or ASADA website). 22. TIME INE OVEVIEW Where time permits the Organising ommittee wishing to conduct a National hampionships will submit an expression of interest to host a championship to the Archery Australia Board through the Archery Australia hief Executive Officer no less than two (2) years prior to the planned event. The Archery Australia Board shall either support or reject the application. No less than one year before the championships the O shall submit the following to the Archery Australia Board for approval, through the Archery Australia hief Executive Officer: The names of the Organising ommittee responsible for the event. An overview of the planned event such as program, venue/s, general planning and any proposed changes to the program and events as detailed in the Archery Australia ompetition egulations. The Archery Australia Board shall appoint at this time a suitably qualified person to act as Technical Delegate who shall carry out a minimum of two inspections of the venues and facilities (one no less than ten (10) months before the championships and one two (2) months before the championships); and who shall advise the O on rules and any issues or problems that may arise with the planning of the championships. At this time the initial isk Assessment of venue and facilities will be conducted. Page 13
14 The full expenses for the 2 preliminary inspections (travel, accommodation and meals) shall be the responsibility of Archery Australia. The Technical Delegate shall also attend the hampionships when local transport and accommodation will be at the O s expense. Should the Technical Delegate be appointed as a Technical Official, the expenses will be adjusted accordingly. Members of the Archery Australia Board shall not be appointed as a Technical Delegate for any championships. No less than nine (9) months before the championships the O shall submit a progress report to the Archery Australia Board through the Archery Australia hief Executive Officer. At this time the O shall also submit the proposed Budget and Entry Form and proposed competition information package for approval. No less than six (6) months before the championships the Organising ommittee shall submit a second progress report to the Archery Australia Board through the Archery Australia hief Executive Officer. Also at this time the Organising ommittee shall advise the Tournament and ecords ommittee of the approximate number of medals they will require and a proposed delivery date (see Appendix 3). Six months before the championships the hair of the Archery Australia Officials ommittee shall call for nominations from National Judges and National Judge andidates, to enable the Tournament Judge ommission and a Director of Shooting to be appointed. No less than five (5) months before the close of entries the O shall provide Archery Australia with a link to the Entry Form. No less than three (3) months before the event the Organising ommittee shall submit a third progress report. No greater than two (2) months and not less than fourteen (14) days before the championships, entries shall close with the Organising ommittee. ate entries are permitted in line with Withdrawal and Entry ancellation Policy. One (1) month before the championships: Final written orders for medals shall be placed with the Tournament and ecords ommittee in line with Archery Australia rules (see Appendix 3). Fourteen (14) days before the championships: The Organising ommittee shall distribute a complete list of entries to the Archery Australia EO to allow for inclusion on the Archery Australia website. The Organising ommittee shall distribute a complete list of entries and target allocations to the Archery Australia hief Executive Officer for inclusion on the AA website, or alternatively shall place a list of entries and target allocations on their website. A map/plan of the Field layout, including Targets faces, distances and exit points is to be provided to the hairman of the Tournament Judge ommission to ensure it is a legal field layout. The day prior to the championships, the Organising ommittee shall meet with the Archery Australia Board (appointed representative), the Technical Delegate and the hairman of the Tournament Judges ommission, to submit a final report for approval.
