Louisiana State Cup Youth Indoor Soccer Championship Tournament Series August 2013 at Premier Soccer Center, St Gabriel, LA Dear team coach/manager This letter is to cordially invite your team to take part in the Louisiana State Cup Youth Indoor Soccer Tournament Series to be held in the beautiful new Premier Indoor Soccer Center in St Gabriel LA. The Louisiana State Cup Youth Indoor Soccer Tournament Series will be the first ever youth Indoor Soccer State Cup Tournament ever held in LA. It will be a great way for your teams to get some early competition prior to the start of LSA s fall competitive outdoor season in a format that all of the players will enjoy while competing for a state title. The facility is climate controlled and state of the art no chance of rainouts or other problems that could normally be associated with tournament play. Individual state tournaments will be held for U11, U12, u13 boys and girls teams. The Louisiana State Youth Indoor Soccer Championship Tournament Series is fully sanctioned by the United States Indoor Soccer Association as the official Indoor State Cup for Louisiana, and state champions from this tournament will be able to move on to regional and national competition. Age groups will be determined by using United States Youth Soccer Association guidelines for the teams/players age classification during the 2011-12 playing year. THIS IS A UNITED STATES INDOOR SOCCER SANCTIONED EVENT AND IS NOT GOVERNED BY LSA-meaning that teams do not have to comply with LSA registration/roster restrictions to take part. Currently rostered LSA teams, however, will receive first priority in acceptance to the tournament series. PROOF OF AGE WILL BE REQUIRED. FORMAT Teams will be guaranteed 3 games-each 2 x 20 minute halves. On field format is 6v6 5 players on the field plus a GK. Individual brackets of four teams will be created, with a maximum of 16 teams per age and gender. Depending on format, 4 teams will advance to semifinals, with a final for the semifinal winners. Games will start at 6:00 PM on Friday (if necessary), 7:00 AM on both Sat and Sunday, and will be played all day. We intend to have a rules clinic/early check in session, followed by some hospitality on each Friday evening. Trophies will be presented to the tournament champion and runner up, and players on each of these teams will receive medals. ROSTERS Roster minimum is 9 players, roster maximum is 18 players. Current LSA teams are encouraged to split their rosters into 2 teams, with ability to add players as guests being very open. Teams will need to verify the ages of the players on their rosters. ACCEPTABLE MEANS OF AGE VERIFICATION BIRTH CERTIFICATE, SHOT OR BAPTISIMAL RECORD, LA ID CARD, OR CURRENT LSA ROSTER OF EACH PLAYER. Players do NOT have to be currently registered LSA members to participate. All players will be required to sign a liability waiver in order to participate. Waivers must be presented at check-in. Players can only play for one team during the tournament. Once a player has been assigned to a roster at check-in, he is locked onto that roster for the duration of the tournament. Upon acceptance, a team roster form and player waiver will be emailed to coaches to fill out and present at check-in. COST Entry fee is $325 per team. Teams will not be accepted until entry fees have been received. After july 2oth, all entry fees will be non refundable. Rules: All games will be governed by the FIFA laws of the game with the following modifications: 1. Games will be two twenty minute halves with a 1 minute halftime 2. Substitutions will be unlimited and on the fly, meaning players may enter and leave the field at anytime. Players exiting the field must be with 10 feet of the bench area before another player can come on. 3. The ball will constantly be in play unless it is a) kicked over the dasher boards, b) hits the netting above the dasher boards on either end of the playing area, or c) hits the overhead netting. In cases a) and b), the non-offending team will be awarded an indirect kick from the point the ball crossed over the dashers, or in the case of a shot on goal between the two corner markers, either a goal kick from inside the penalty area or a corner kick from the red corner marker depending on what team touched the ball last. In case c) above, the non- offending team will be awarded an indirect free kick from a position directly beneath the point the ball hit the netting. 4. Teams defending a free kick must be a minimum of 10 feet from the point of the kick 5. There will be no going to the ground to tackle i.e. slide tackling. Any player going to the ground to tackle will be given a yellow card AND a 2 minute penalty 6. All game time will be kept on the facility clock. The referee DOES have the right to stop the clock for SERIOUS injury, but all games will be played with a running clock no stoppages. 7. There is no offside. However, there are three lines on the field a center line and two lines that delineate each team s defensive third of the field. No player may play the ball from their own third of the field directly across all three lines in the air. The ball may be played on the ground across all three lines, may be played off the wall before crossing all three lines, and may be played by a player before crossing all three lines. If a ball is played across all three lines, a three line pass penalty will be called, and the opposite team awarded an indirect free kick from the point the ball crossed the first line. 8. Any player who deliberately plays the ball anywhere out of bounds from within his own defensive third of the field will be shown a blue card, assessed a two minute penalty and his team will play a man down. The referee will be responsible for making the determination as to the deliberateness of the out of bounds play. 9. Other major fouls can be assessed a 2 minute penalty at the discretion of the match official, who will show a blue card. All yellow cards offenses will result in a two minute penalty. 10. 2 blue cards will be equivalent to a yellow card. Two yellow cards will result in an ejection. 11. In the case of a team playing a man down due to penalty, the penalty will be nullified upon the team a man up scoring a goal during the penalty period. Only one penalty can be nullified per goal, so if a team is playing 2 men down, only one man can return per goal scored. In the event that the team a man down scores a shorthanded goal, all penalties will stay in effect. 12. Teams can only be reduced to three field players. Any subsequent penalty infractions will be served by players on the bench, and will those penalties will be the first ones nullified in the case of a goal by the team with the advantage.
13. Any penalty that is awarded in the first half but isn t completed by halftime will carry over into the second half. 14. All teams MUST wear identically colored uniforms, and must have # s on all uniforms with no duplicates. 15. Teams must maintain and properly close and secure the entrance door to the field. Teams who don t secure the entrance door within 5 seconds of a substitution will be issued a verbal warning on the first offense, and will receive a blue card penalty on all subsequent infractions, and play a man down. All blue card penalties for not securing the door will be served by the last player to enter the field from the offending team. 16. Any red card will result in a TWO MATCH BAN for the player or coach. Any player who is ejected for fighting will be banned from the remainder of the tournament. Point system: 3 points for a win 1 point for a tie 0 points for a loss 1 bonus point for a shutout Bracket Tiebreaker criteria 1) Head to head result 2) Goal differential (goals for minus goals against-5 goals per game maximum) 3) Least goals against (5 goals per game maximum) 4) Most Goals for unlimited 5) Coin flip Semifinals and finals: If after full time, the teams are tied: 1) Teams will play alternating 5 minute OT periods GOLDEN GOAL Protests there will be no protests.
