U.S. Cellular Cmmunity Park (USCCP) Spring / Summer Yuth Baseball Turnament Rules, Prcedures and Guidelines (Revised March 2016) Registratin Turnament fees are due n later than by 5 p.m. Friday prir t the week f the event. All turnament fees are nn-refundable after this date/time. Turnaments may fill prir t this date. Calling, mailing r emailing the Turnament Directr des nt "hld" a team spt. Only payment reserves a team's spt in the turnament. Rules NFHS rules (except curtesy runner stipulatins) gvern play unless mdified by this dcument, r by the Turnament Directr. The Turnament Directr reserves the right t alter Turnament Rules with advance ntice t teams. Age Requirements and Age Verificatin Age divisins are based upn player s age as f April 30, year 2016. Example 12U players cannt turn 13 prir t April 30, 2016 and play in the 12U divisin. Each team must present a team rster and be prepared t present birth certificates (r valid dcumentatin) t the turnament directr. If a player des nt have acceptable identificatin prving a date f birth, they will nt be able t participate in the turnament until the players age can be verified by the Turnament Directr. Valid prf f age will be determined at the discretin f the Turnament Directr. Rsters Each team is required t submit this rster/liability waiver frm with parent signatures befre the start f their first turnament game. T save time in reviewing, teams are encuraged t email cmpleted rsters t chuck.hansn@cityfmedfrd.rg prir t the day f the turnament. Rsters are frzen after pl play. Players shall nly physically play fr ne (1) team per turnament per weekend regardless f age divisin. Park Admissin Fees Park admissin fees are $3 per day; $5 fr a turnament pass. (Memrial Day turnament pass fee is higher.) Children under 18, players and caches admitted free. Prhibited at USCCP/Park Rules (nt a cmplete list) NO METAL CLEATS. NO SUNFLOWER SEEDS r TOBACCO prducts. NO animals (exceptin: service animals). NO alchl. NO pen flames (including BBQ grills). NO vernight RV parking. Scheduling Turnament schedule and brackets will be psted nline and emailed t the individual wh registered the team by 5 p.m. Wednesday, the week f the event. Age divisins that d nt have at least three paid participants at the registratin deadline will be cancelled. Refunds will be issued t any participants that submitted turnament fees and d nt wish t play in a higher age divisin.
Scheduling requests will be cnsidered by the Turnament Directr but are nt guaranteed. Once the schedules are psted t the public, the turnament schedule may nt be changed. Start times are apprximate. Teams shuld be prepared fr early r late starts in turnament play. A cin flip determines hme team in pl play. The higher seed determines hme team in bracket play games. Lineups and Substitutin Lineups must be declared at the plate cnference and used fr the entire game. Teams may use 9-player r cntinuus line-ups. A "DH" (designated hitter) is nt permitted. Examples f mst cmmnly used lineups are: A 9-persn lineup with subs. Subs have ne re-entry int the same lineup psitin. Cntinuus lineup All players bat; any 9 may play defense. Injured Players Any injured player n base with n subs available will be called ut and scratched frm the lineup. Any injured player wh cannt bat with n available subs will be called ut the next time his spt cmes up in the lineup. If a player is remved frm the lineup due t injury, that spt in the batting rder is cnsidered an ut the next time his spt cmes up in the lineup if the team pted t use a cntinuus batting rder. Speed-Up Rule: At any time, the team at bat may use curtesy runners fr the pitcher and/r the catcher ONLY. The curtesy runner must be the last recrded ut. The Speed-Up Rule applies t any type f batting lineup. Hme team is respnsible fr keeping an fficial screbk and perating the screbard. The hme team may elect t have a representative f the visiting team keep the fficial bk and perate the screbard. Mercy rules and time limits apply t all turnament games, including the champinship. A new inning begins at the mment the third ut is recrded in the bttm f an inning. 2 hurs Innings in prgress when cuntdwn clck expires will be cmpleted unless the Mercy Rule is triggered. In pl play, the Turnament Directr reserves the right t nt allw a new inning t start when any f the fllwing circumstances ccur: 1. The turnament is running behind schedule. 2. Less than five minutes remain n the cuntdwn clck. 3. The visiting team is leading by at least six runs.
Tie Game Reslutin Prcedure In pl play, if a game is tied and the time limit has been reached, there will be ne additinal inning allwed gverned by mdified turnament extra-inning rules: The last player t have an at bat that resulted in the final ut f the team s last ffensive half inning will becme a base runner at secnd base. Each half inning will begin with 1 ut. Extra innings are cunted twards pitchers ttal innings pitched. If a game has cmpleted regulatin innings and has nt exceeded the time limit, the game will cntinue int regular extra innings withut mdified turnament extra innings rules until time limit rules are enfrced. Mdified turnament extra innings rules are nt enfrced during an inning that started befre the cuntdwn clck expired. If a winner cannt be determined after the mdified turnament extra inning, the game is recrded as a tie. A tie is cnsidered a half-win and a half-lss in the standings. In bracket play, tiebreaker inning(s), if needed, will be played t determine the winning team. Extra innings are cunted as innings pitched. Starting with the secnd extra inning (if needed), the turnament tiebreaker methd listed abve will be used. Time limit and run rules will be enfrced. If a game is called due t inclement weather r unsafe cnditins, the team leading after the last full inning cmpleted is deemed the winner r the scre f the game if the hme team was ahead when the game was called. If the game was tied upn cnclusin f the last full inning cmpleted r if the game was tied in the bttm half f the inning, the game is deemed a tie. Pl Play Standings and Bracket Placement Pl play standings determine bracket placement. In the event f a tie in pl play standings, the fllwing criteria determine seeding: 1. Winning percentage 2. Head-t-Head Outcmes 3. Recrd vs. Cmmn Oppnents 4. Ttal runs allwed 5. Cin flip If tw teams with the same seed meet in bracket play a cin-flip will determine the hme team. The Turnament Directr determines bracket structure and reserves the right t alter seeding fr (rare) extenuating circumstances. USCCP Yuth Turnament Innings Pitched Restrictins (Limitatins f pitching are based upn recrded uts while the pitcher is n the mund.) Pitching Cnversin (Outs t Innings) Outs Inning 1 1/3 inning 2 2/3 inning 3 1 inning U10-U12: Maximum f 6 innings in ne day; Maximum f 8 innings during a three-day perid. U13-U14: Maximum f 7 innings in ne day; Maximum f 9 innings during a three-day perid. At the beginning f each game, each team must submit a line-up card t the umpire. Umpires must be ntified f pitching and substitutin changes. Umpires will ntate pitching changes/substitutins and submit lineup cards t be recrded by the Turnament Directr(s). If it is discvered that a player has exceeded the pitching limitatins, the ppsing team must file a prtest with the Turnament Directr. A team that is fund t be in vilatin f innings pitched restrictins will frfeit the game in which the vilatin is discvered and will nt be allwed t advance in the champinship bracket. Apprved Bats & Equipment Fr U10-U14 age divisins, Medfrd Parks and Recreatin requires all baseball bats meet the traditinal 1.15 BPF (Bat Perfrmance Factr) and maximum 2 3/4" bat barrel size standards. All bats must be stamped with the 1.15 BPF r "BBCOR" mark t be used in games r warm-ups at USCCP. Bats are subject t inspectin at any time by umpires r turnament fficials while participants are n City prperty. USSSA-stamped bats are permitted in U14 age grup games. Nn-cnfrming bats, damaged r defective bats, r bats suspected t be altered, as determined by umpires r turnament fficials, will be impunded, tagged and returned t the bat wner upn cnclusin f the turnament. If a team is discvered using an illegal bat r a bat that has been altered t exceed BPF and bat barrel standards, whether knwingly r unknwingly, the team's head cach will be autmatically ejected frm the game and the team may be disqualified frm turnament play at the Turnament Directr's discretin. Caches are nt subject t ejectin if an illegal r nn-cnfrming bat is discvered during pre-game inspectins. Prtests All n-field cmplaints, questins, r prtests must first be handled by the field umpire, r the Umpire-in-Chief. The Turnament Directr des nt verride, adjust, r change umpire judgment calls. Prtests invlving player eligibility must be presented t the field umpire r Umpire-in-Chief and Turnament Directr. Once a game has ended and umpires have stepped ff f the field f play, prtests will nt be cnsidered. Any player, parent, r cach exhibiting physically threatening, malicius behavir r verbal harassment twards turnament fficials, umpires, participants r spectatrs may be asked t leave USCCP fr the remainder f the turnament, and may be subject t plice actin. Any parent r cach ejected frm a game must immediately leave U.S. Cellular Cmmunity Park and may nt return t the cmplex fr the remainder f the game. The Turnament Directr and Umpire-in-Chief will decide whether an ejected parent, player, r cach may return fr subsequent games r turnament days at USCCP.
