NEW GUINEA CADET PATROL OFFICERS 1925 1941 1 The position of Cadet Patrol Officer had its origins in the 1920s. 2 When in 1920 Australia became responsible for the former German New Guinea, an administrative service had to be recruited virtually from nothing. The urgent question of recruitment was considered by the 1920 Royal Commission on Late German New Guinea. The Commission stressed the need for carefully chosen staff and recommended a cadet system similar to that adopted by Britain for its colonial service: recruitment of young men of good education, prepared to enter the Service as a career for life, on a probationary basis to undergo training on the job by working with experienced staff for at least a year before being intrusted [sic] with direct and independent control of police parties. 3 This had to be an improvement to the necessary expedient of hiring any likely fellow and pitching him into the job without any background in the manner described by Kassa Townsend when he joined the New Guinea Service in 1921. 4 In January 1925 Pearce announced that approval had been given to a cadet scheme. However, there were still loose ends, including how long the cadets should serve in New Guinea. At this stage Keith Officer, a former British Colonial Service officer in Nigeria, 5 commenting on the Minister s announcement, recommended a higher age of recruitment and pre-service training. Suddenly [the Administrator, Brigadier] Wisdom 6 had his guidelines, and produced a syllabus of training for nine months in Rabaul, combining lectures with placement work in the various departments of the administration. 7 The announcement of the appointment of the first four Cadets was made on 8 October 1925, three from Victoria and one from Tasmania. 8 It had originally been intended to appoint only two Cadets, but because the response to the advertisement calling for applications had proved so satisfactory, the Minister for Home and Territories, Sir George Pearce, 9 decided to make six appointment. It was intended that the other two Cadets would come from different States. The original Cadets were Edward Colin McDonald (Victoria), Albert Alan Roberts (Victoria), Alan Ross (Victoria), and Donald Vertigan (Tasmania). Kenneth Carlisle McMullen (from NSW) and Percy Murray Penhalluriack (a Victorian) were appointed in December 1925. 1 The list below does not include applicants for appointment as Cadet who withdrew between their being selected and the appointment being gazetted. 2 For the establishment of the Cadet scheme, see I.C.
