OFFICIAL Eau Claire Football Fest 7-on-7 TOURNAMENT RULES WEDNESDAY, June 13 th MOUTH PIECES: It is recommended that mouthpieces be worn! 1. Field Dimensions: A. Field Length--40 yards long with 10 yard end zone B. First downs are made by crossing the 25 yard line and the 10 yard line C. Field Width--160 feet (60 feet to hash mark, 40 feet between) D. End Zone--10 yards deep 2. Starting the game: A. A central timekeeper will be designated. All games will begin and end on this persons instructions. He will also announce the time remaining at the 10, 5, and 2-minute mark B. A coin flip will be made to determine which team starts on offense and which team starts on defense (official will do this) C. No team will be allowed to participate without shirts D. All teams should wear one color (everyone should have same color jersey to distinguish teams) E. Visitors will always align their team on the right sideline facing the end zone. Home will always align their team on the left sideline facing the end zone F. Ball is always placed on the right hash mark when at the 40 yard line G. Referee will announce/post score before each offensive possession begins 3. Moving the ball: A. Offensive plays must all be passes! (No Kicking/Punting) B. Each team will use their OWN FOOTBALL. The center will be responsible to get the ball onto and off the field between possessions C. Possession always begins at the 40 yard line at the right hash mark. Officials, in accordance with WIAA rules, must enforce hash mark placement of the ball once the ball has been advanced D. No penalty will be assessed in excess of the 40 yd line. On an unsuccessful or successful offensive play from the 40 yard line resulting in an offensive penalty: The ball will be returned to the 40 yard line and 1 st down will become 2 nd down; 2 nd down will become 3 rd down; and 3 rd down will result in a turnover E. Offenses always move in the same direction F. All passes must be forward. A pass caught behind the line of scrimmage must be a forward pass. G. Once a forward pass has been thrown, a backward pass (lateral) is allowed H. Teams only get 3 downs to make a first down; even inside the 10 yard line the defense scores 2 points if the ball is turned over on downs 4. Special Rules: A. No blocking. B. Receiver/Ball carrier is legally down when touched with one or both hands 1. Responsibility to avoid contact is with the defense 2. Excessive force by shoving, pushing, or striking a blow will be penalized by automatic first down and 5 yards

3. There will be NO chucking, deliberate bumping, or grabbing. These actions will result in a "tack on" penalty at the end of the play (5 yard penalty) 4. A player is removed from the tournament if a player(s) is ruled unsportsmanlike & flagrant. C. Fumbles are dead balls at the spot with the last team retaining possession. A muffed snap is not a fumble/dead ball. The 4.0 second count remains in effect on snaps D. Each team will have 25 seconds to snap the ball once it has been marked ready for play. Two delay of game penalties in the same possession results in a turnover. A delay of game penalty on the extra point try results in a turnover E. The QB is allowed 4.0 seconds to throw the ball. The Official timekeeper starts a stopwatch on the snap of the ball from center and stops the watch as soon as the QB releases the ball. 1. If release is under 4.0 seconds, the play goes on. 2. If the timekeeper sees that the clock has exceeded 4.0 seconds, he waits until the play is over (the play is not blown dead), then brings the ball back to the original line of scrimmage with loss of down. (The timekeeper will be the official) 3. The only infractions possible when a 4 second count is called are unsportsmanlike acts. F. Interceptions MAY NOT be returned Defense gets 3 points and the ball G. Offensive team is responsible for retrieving and returning the ball to the previous spot or the new scrimmage spot in a timely fashion. Failure to do so can result in a delay of game penalty. H. The offensive center is not an eligible receiver (teams must have a center). The ball must be snapped from the ground between the snapper's legs. (Mirror the game of football) I. The center will be responsible for setting or re-positioning the Referee's beanbag at the line of scrimmage. On change of possession, the team moving to offense will ensure the beanbag gets to the new scrimmage line. (Centers on both teams responsible) J. The offense must gain at least 15 yards in 3 or less plays or the defense takes over and gets two points. (There is no kicking) 5. Penalties: 6. Scoring: A. Pass interference 1. Defensive Pass Interference will be a spot foul (1 st down at the spot) 2. Offense pass interference = Previous spot and loss of down B. Defensive holding = Automatic first down and 5 yards from original line of scrimmage C. Illegal procedure (offense) = Loss of down D. Defensive offsides = 5 yard penalty E. Delay of game = Loss of down and clock stops in final 1:00. F. Fighting / unsportsmanlike conduct 1. 1st offense = ejection from game 2. 2nd offense = ejection from tournament 3. Fighting / unsportsmanlike conduct (team): if any player leaves the sideline to participate in an onfield fight, the ENTIRE TEAM WILL BE EJECTED FROM THE TOURNAMENT G. No taunting or "trash talking" (5-yard penalty & expulsion if flagrant) H. Personal Foul: Offense = loss of down and 5 yards from original line of scrimmage. Defense = 1st down and 5 yards from original line of scrimmage I. In the event there is defensive holding and a sack on the same play, the defense will be penalized according to the above and the sack will be ignored J. No penalty will be assessed in excess of the 40 yard line. On an offensive penalty that would exceed the 40 yd line, the ball will be placed on the 40 and it will be a loss of down A. Touchdown - 6 points

B. Interception - 3 points (no points for INT on PAT) C. Turnover on downs - 2 points D. PAT - 1 point (may opt for 2 in OT) 1. PAT snaps are at the 5 yard line, offensive choice of hash 2. No 2 point conversions allowed in pool play 3. 2 point conversions will be from 10 yard line with choice of hash in tournament play (if chosen) 4. A delay of game penalty on a PAT will result in a change of possession E. Should a swing pass not cross the LOS and before the 4-second count has expired, a defensive player tags the ball carrier behind the 40-yard line, it is a SAFETY 2 Points F. Official score is kept by field referee AND the scorekeeper 7. Tie Breaker: 8. Time: A. After coin flip to determine first possession, teams will alternate 4 down series from the 15-yard line. B. A winner is determined when one team scores during its possession and the other does not. C. If a second overtime period is necessary, each team must then go for two points on the conversion attempts. A. Games are 35 minutes long. The clock runs continuous during the 1st 34 minutes & stops according to rules during the final minute. B. There is no overtime in pool play. C. No time outs. (Exception: Injuries. Both games on the field will halt until player(s) can be removed as soon as safety dictates). D. No Half Time E. Teams must be on site and ready to play when scheduled. F. If a team(s) is late and cannot start when the tournament officially starts, they will begin play with whatever time is left on the tournament clock G. Forfeit will occur if a team is not present after 10 minutes of the start time of the game H. Mercy Rule: If the margin of score between the two teams is 21 points or greater at the end of the 1st 20 minutes, the clock will continue to run continuously for the remainder of the game; regardless if the margin of score becomes less than 21 points. I. Overtime in tournament play consists of 3 plays from 10 yard line. Each team has an attempt to score in each overtime period. Starting with the 2nd and any subsequent overtimes, all PAT s must be 2 point attempts from the 10 yard line. Overtime periods are not timed. A coin flip will determine who starts on offense for the first OT this will rotate for each subsequent OT period. J. One time-out per team per game - One additional time-out per overtime. 9. Secondary Coverages: A. Coverage will be the choice of each participating team. B. 7 defenders (may not line up 8 & drop one before snap Penalty Illegal Participation 15 yards) 10. Squad Members/Tournament Fees: A. Players: Maximum of 20 players per team. This rule will be strictly enforced in all qualifying Tournaments! B. Squad members must be from same school. (No Select Teams) C. All participants must have at least one year remaining of high school eligibility. D. Cost is $250 per team

11. Officials: (2)--Referee; Field Judge, Back Judge: A. Timekeeper: A designated official will keep the 4-second clock. B. Will use 2 officials for all games. 12. Coaches: A. No high school coach may serve as a coach or stand with the team on the sideline B. Each team must have a coach accompany it to any/all events to serve as a school administrator on duty for their particular team(s). This individual is responsible for the action of those representing his school C. All high school coaches present must sit in the end zone. No high school coaches are allowed on the sideline D. All team coaches will wear an identifying tag for clarification purposes. A team may not have more than four (4) coaches on the sideline E. Head Coaches or his designee is the Tournament Director 13. Team Area: A. No team shall have additional athletes on the sideline or in the team tent partially dressed in a team uniform. (Exceeding the maximum of 20) 14. Tournament Tie Breakers: A. Head-to-Head, Points Scored (total points for first three games for 3 team pools), Points Allowed (total points for first three games for 3 team pools) will determine the pool winners or teams to advance. B. In a three-way tie, only the scores of games between teams in the tie will be counted. Once a winner has been declared, the remaining two teams will go back to head-to-head to break the remaining tie. C. A forfeit will be treated the same as a qualifying team in a bracket. The team forfeiting or the team that has qualified will not count in the tiebreaker scenario when determining head to head, points scored or points allowed. In essence, a bracket with a qualifying or forfeiting team becomes a three-team bracket! 15. Selection of Wild Card Team(s) (If less than 32 teams participate): A. If needed all teams that do not win their pool will be eligible to be a Wild Card team regardless of which Pool they are from. The (# of teams TBD before event) team(s) with the most points scored are in the championship round. In the event of a tie, the team with the fewest points allowed will be eligible. If teams are still tied, Wild Card team will be determined by a coin flip. 16. Common Sense: A. Fans may sit behind their team when they are playing. However, after the contest, they must relinquish their position to the fans of the team scheduled to play next B. Fans may not sit behind someone else s team during a contest
