Our History 1949 Horace Godfrey, District Ranger in Seeley Lake had the vision 1973 Several Outfitter Associations / Organizations were established Treasure State Outfitters, Montana Outfitters and Dude Ranchers Association, Broadwater and Meager County Outfitters, Western Montana Outfitters Association, Bitterroot Outfitters and Wilderness Outfitters Association 1973 Duane Neal and others drew-up an agreement among the Associations to creat the Montana Outfitters and Guides Association First Winter Convention held in Livingston Bob Hart served as MOGA s first president First Executive Director was Henry Barron, Followed by Jean Johnson, Russ Copeland and Mac Minard 2016 MOGA is 67 years old and going STRONG! 11 Member Board of Directors 250 Members 2
Our Mission The Montana Outfitters and Guides Association is a nonprofit, 501-C(6) organization dedicated to providing leadership in: 1) High quality, ethical, and viable Montana outfitting industry 2) Ensuring opportunity for the public to experience, enjoy, and learn about Montana and its natural resources 3) Promoting conservation and steward of Montana s natural resources and cultural heritage for future generations Conservation Tourism Service 3

2015 Accomplishments Passed HB 204 the Montana Recreation Providers Protection Act. This landmark legislation cleared the path for the legal use of Release and Waiver documents within the outfitting industry. Passed SB 274 the Paperwork Reduction Act significantly reducing unnecessary paper work for Outfitters and reduced administrative cost. Proposed rules at the MBO level to Amended 24.171.408 making it mandatory that a warden or LEO must have written permission from outfitter and/or warrant to access records at any time. Prior to this they could show up unannounced and access anything without demonstrated probable cause Amended 24.171.520 removing requirement to send in copies or permits, licenses, leases and L1s, replaced with submitting an outfitter generated Operations Plan. Once submitted, no need to continue to update unless there is changes Streamlined rules allowing nonresident outfitters to get a license by demonstrating like kind experience versus having to guide in MT first 11
2015 Accomplishments cont. Passed Senate Confirmation of Board of Outfitter Appointees Clarified the policy toward non-resident hunters, moving from a highly negative stance to a positive one Continued to lead on Sage Grouse management as part of an 11 State coalition to mitigate the impacts that will affect ranching, outfitting and responsible development. Reviewed and diligently participated in FWP Commission tentative process for the 2016 season setting. Of particular note was opposition to changes in HD 313 and HD 390. Improved customer service by allowing split off a portion of the combination licenses for a refund should they be unsuccessful in special permit drawings 12
2015 Accomplishments cont. Supported the Defunding of the Executive Order on Wage and Hour for Outfitting Provided leadership in passage to the Heritage Act which was one of the most significant bi-partisan conservation legislation of our time. MOGA was part of the lawsuit that successfully challenged the FWP Commission closure of HD outside Yellowstone to wolf hunting AND WE WON! Reduced significantly the workers compensation payments required by small businesses Operated for the 8 th year Big Hearts under the Big Sky, a nationally recognized charity. 13
