Notice of Race Midwest Women s Championship ( Regatta ) Organizing Authority ( OA ): Wayzata Yacht Club ( WYC ) September 14, 15 & 16, 1. Rules. 1.1 In accordance with SBL B 7.00, Regatta will be governed by the rules as defined in Racing Rules of Sailing (RRS). 1.2 [DP] and [NP]. 1.2.1 The notation [DP] in a rule in the NOR or SIs means that the penalty for a breach of that rule may, at the discretion of the Protest Committee (PC), be less than disqualification. This changes RRS Rule 64.1. 1.2.2 The notation [NP] in a rule in the NOR or SIs means this rule may not be protested by a boat. This changes RRS Rule 60.1(a). 1.3 Except as described herein, all Sonars and competitors must comply with all applicable Sonar class rules (SCR) and Sonar bylaws (SBL) including without limitation those specified in Attachment B hereto. [DP] Notwithstanding the foregoing, the following changes to SCR and SBL will apply: 1.3.1 While all boats must conform to SCR specifications, no valid measurement certificates will be required. This changes SCR B.1.1(a) or SBL B 4.00. 1.3.2 While we encourage everyone to join the Sonar Class Association at sonar.org, no skipper, crew or owner must be a registered, paid or active member of Sonar Class Association to participate in this Regatta. This changes SCR B.1.1(b) & B.3.1. and SBL B 12.00. 1.3.3 No SCA Membership sticker or hull certification mark must be affixed to a boat s hull. This changes SCR B.1.1(c), C.5.1(a) and C.5.1(b) and SBL B 4.02. 1.3.4 A new set of sails may be purchased and used for this Regatta. This changes SCR C.8.4(c). 1.3.5 Responsibility for compliance of a Sonar to the By-Laws and Class rules rests with the competitors participating in the Regatta. This changes SBL B 5.01. [DP] 1.4 For purposes of clarification, the following rules do NOT apply: 1.4.1 WYC Sonar Fleet 5 Fleet Special Rules do NOT apply. 1.4.2 SCA Appendix B Alternative Rules do NOT apply. 1.5 OA intends not to start a race when winds exceed an average of 18 mph or gust in excess of 24 mph. [NP] 1.6 All boats must carry an operating VHF radio. [NP][DP] 2. Advertising. Boats may be required to display bow numbers and/or sponsors advertising chosen and supplied by OA. [NP][DP] 3. Eligibility and Entry. Regatta will be open only to: (i) skippers and crew that are female; and (ii) Sonar boats that meet all Sonar class rules, except as expressly described in this NOR. An entry will not be final until entry form is completed, fees are paid and all required forms (including waivers) are accepted by OA. 4. Fees. The entry fee is $200 per boat, if paid by August 15,. After August 15,, the entry fee per boat will be $250. Entry fee includes social activities for four skipper/crew. Additional social ticket packages are available for purchase. 6. Measurement. All boats must conform to the measurement rules of the Sonar class, except as expressly described in this NOR. All sails and boats may be inspected and/or measured at any time during the Regatta in order to confirm compliance with Sonar class rules including without limitation conditions for racing, weight, measurement, and safety equipment. 7. Sailing Instructions (SIs). SIs will be made available at registration. 8. Venue. Regatta venue will be at Wayzata Yacht Club in Wayzata, MN. Racing venue will be Lake Minnetonka, MN, either on the main lake or in Wayzata Bay. 9. Courses. Windward-leeward courses (with or without an offset or gate) are planned for this Regatta. 10. Penalty System. Appendix T will apply. 12. Scoring. 12.1 In accordance with SBL 10.00, the Low Point Scoring System specified in RRS A4 will apply. 12.2 Up to 7 races are scheduled for the Regatta. 12.3 One (1) race is required to be completed to constitute a series. This changes SBL B 10.01. 12.4 When fewer than 5 races have been completed, a boat s score will be the total of her race scores. When 5 or more races have been completed, a boat s score will be the total of her scores excluding her worst score. This changes RRS Rule A2.1 and SB B 10.02. 13. Haul-Out Restrictions. No boat may be hauled out by trailer or crane from 0900 on Saturday, September 15, through end of the Regatta except with and according to the terms of prior written permission of the PC. [DP] 14. Prizes. Prizes will be awarded to top 4 finishers. Other awards may be given at OA s discretion. 19. DISCLAIMER OF LIABILITY & RELEASE. Sailing is an activity that has an inherent risk of damage and injury (including without limitation bodily injury, permanent disability and death). Each person participates in each race entirely at his/her own risk. See RRS Rule 4, Decision to Race. PARTICIPANT FURTHER RELEASES ALL RACE ORGANIZERS FROM ANY DAMAGES WHATSOEVER ON ACCOUNT OF ANY OF THEM GIVING ASSISTANCE, AID, CARE, ADVICE, RESCUE, FIRST AID, TREATMENT OR SERVICES. 20. Insurance. Each boat must be insured with valid third-party liability insurance not less than $300,000. Each boat will present proof of insurance upon OA s request. 21. Governmental Rules. Each boat must comply with all applicable local governmental laws, rules and regulations (including having a type-iv throwable onboard their boat). [DP] 22. Publicity & Photographer s Rights. As a condition of participation, each participant (on behalf of him/herself and their children/minors) grant OA, fleet, sponsors and their designated photographers the perpetual, irrevocable right, license and permission to use, publish and distribute the participant s name, photos, video, images, finishes, results, and statements of them and their boat and crew in all forms and media worldwide (including without limitation Internet) for any purposes whatsoever (including without limitation advertisements, promotions, public sale of pictures, etc.) without compensation or further permission. 23. Amendment. OA may amend this NOR at any time upon posting online or on WYC s Official Notice Board at WYC s clubhouse. 21. Housing: Our goal is to provide housing to all out of town boats that wish to stay at a home and can indicated on the online registration form. Hotels are also available nearby in Wayzata and Minnetonka. 22. Further Information. Organizing Authority and host club is Wayzata Yacht Club, located at 1100 East County Road 16, Wayzata MN 55391. ATTACHMENT B HIGHLIGHTS of SONAR CLASS RULES AND SONAR BYLAWS As a reference to potential competitors, the following are some of the Sonar class rules (as of February 12, ) that apply when racing a Sonar: SONAR CLASS RULES REQUIRE: C.2.1(a) During a regatta the crew shall consist of a minimum of three persons and the number shall not change. C.2.1(b) A crew member shall not be substituted during a sanctioned event without the prior consent of the jury. C.2.1(c) A crew member shall be seated inboard of the toe rail (including legs) but the upper body may lean outboard. C.2.1(d) A crew member shall not use standing rigging for the purpose of accentuating a tack or jibe. C.2.1(e) A crew member shall not be permitted below decks except to temporarily retrieve or stow equipment or to facilitate repairs. C.8.4(a) Not more than one mainsail, two jibs and two spinnakers shall be carried aboard while racing. C.8.4(b) Not more than one mainsail, two jibs and two spinnakers shall be used during a sanctioned event, except when a sail has been lost or damaged beyond repair.
