To: From: EUROPEAN FEDERATIONS RINK-H0CKEY EUROPEAN CLUBS EUROPEAN REFEREES CERH PRESIDENT Date: 2014, September 10 Subject: 2014/2015 EUROPEAN CLUB COMPETITIONS - ADDITIONAL INFORMATION ABOUT THE DRAW AND NEW PROCEDURES TO BE ACCOMPLISH BY THE PARTICIPATING CLUBS Dear friends: I ask your best attention for the following paragraphs, where you will find additional important information in what concerns all the European Club competitions to be held during the sporting season of 2014/2015. 1. ADDITIONAL INFORMATION ABOUT THE DRAW HELD ON 2014, SEPTEMBER 6 Taking into account the information submitted during the draw held last Saturday, September 6, at the premises of CERH in Lisbon, I call your attention to the corrections and additions now introduced. 1.1 EUROLEAGUE CORRECTION + RE-ORDER OF 2 MATCHES INVOLVING GENÈVE RHC 1.1.1 CORRECCTION DATE OF DAY 6 OF THE EUROLEAGUE GROUP PHASE I mistakenly mentioned the date of February 22, 2015 to perform the matches of day 6 of the Euroleague Group Phase. However, as stated in the calendar released by my Communication ref. FG- 003/2014, issued on March 8, 2014, the correct date for playing those matches is on February 7, 2015. 1.1.2 RE-ORDERING OF 2 GAMES OF RHC GENÈVE RHC Bearing in mind that the track used by GENÈVE RHC is not available on the date of journey 2 of Group B of the Euroleague, the CERH approved the following new order for the following 2 games: Match 18 01/11/2014 AD Valongo x Genève RHC Match 26 07/02/2015 Genève RHC x AD Valongo 1.2 FEMALE LEAGUE CHANGING OF THE ORDER OF RHC VORDEMWALD MATCHES + CORRECTION 1.2.1 PRELIMINARY TRIALS - CHANGING OF THE ORDER OF RHC VORDEMWALD MATCHES CERH wrongly changed the order of this club matches, contradicting the result of the draw and the request that the RHC VORDEMWALD had specifically requested. Consequently, the correct ordering of the two preliminary matches of RHC VORDEMWALD is now established as follows: Match 123 22/11/2014 RHC Vordemwald x US Coutras Match 127 13/12/2014 US Coutras x RHC Vordemwald 1.2.2 WRITE ERROR CORRECTION - FINAL GAME OF THE FEMALE LEAGUE CUP A writing error during the draw determined a wrong indication of the Final game of this competition, which is more precisely as follows: Match 139 15/03/2015 Winner of match 137 x Winner of match 138 Page 1 of 13 Página 1 de 13

1.3 CERS CUP MATCHES INVOLVING ALL THE AUSTRIAN CLUBS (2 nd. LEG OF 1/16 FINALS) The Austria national team will participate in the Male Senior B World Championship, to be held in Uruguay between 15 and November 22, 2014. Then and as reported by CERH during the draw, the Austria Federation sent a request to CERH for changing the date of the matches that the Austrian clubs need to play in the 2 nd leg of the 1/16 finals of the CERS Cup. Although CERH not opposed to that request, we asked the Austrian Federation about the possibility to maintain the originally scheduled date for the 3 matches in question. Today, CERH received a positive answer from the Austria Federation, which means that all the referred matches will be played according to the established calendar, as follows: Match 82 01/11/2014 RHC Villach x Reus Deportiu Match 84 01/11/2014 CGC Viareggio x RHC Dornbirn Match 86 01/11/2014 RHC Diessbach x RHC Wolfurt 1.4 PLAYERS WITH DISCIPLINARY SANCTIONS THAT ARE NOT TOTALLY ACCOMPLISHED 1.4.1 EUROLEAGUE HC QUÉVERT- CORENTIN TURLUER 4 MATCHES SUSPENSION FOR BOUND This rink-player can not participate in the first 4 matches of the 2014/2015 Euroleague, given the disciplinary sanction that has been established last sporting season by the CERS Justice and Disciplinary Commission. The use of this rink-player by HC QUEVERT can only be performed after the total accomplishment of the referred disciplinary sanction. 1.4.2 CERS CUP ERG ISERLOHN- PATRICK GLOWKA 4 MATCHES SUSPENSION FOR BOUND The goalkeeper can not be used by your club in 1/16 Finals and - if his team is qualified for its dispute - in the 1/8 Finals of the of the CERS Cup, given the disciplinary sanction that has been established last sporting season by the CERS Justice and Disciplinary Commission. The use of this goalkeeper by ERG ISERLOHN can only be performed after the total accomplishment of the referred disciplinary sanction. 2. NEW PROCEDURES TO BE ACCOMPLISH BY THE PARTICIPATING CLUBS IN THE EUROPEAN COMPETITIONS We ask the special attention of the National Federations and its affiliated clubs to the new procedures that CERH has decided to establish, starting on 2014, October 1. 2.2 EUROPEAN REFEREES NEW PROCEDURES TO BE FOLLOW BY THE CLUBS CONCERNING TRAVELS, TRANSPORTATION, ACCOMODATION AND MEALS From 2014, October 1, the following procedures must be complied: (1) All European referees will report to CERH by 2014, September 30, at most - any situations that are impeding their designation for the matches listed in calendar that is included as ANNEX of this Communication. (2) For each set of matches of the European competitions, the CERH General Secretary, Ricardo Oliveira, has to send to all the participating clubs with as much advance as possible the information about the names and origin of the designated Referees. (3) Concerning the designates Referees, all clubs that are playing at home will have to ensure: The food and the accommodation in a Hotel, in the period between their arrival and their departure from the location that was scheduled for the match; Page 2 of 13 Página 2 de 13

The booking and payment of traveling by plane and / or train tickets, whose tickets must be submitted by email to the designated referees with, at least, 6 working days prior to the date of the match. A copy of the email in question must always be sent to the CERH Secretary General (email office.cerh@cerh.eu) Important Note: If this deadline is not met, CERH will ensure the purchase of the required tickets for the travel of the designated Referees, whose costs will be charged to the club responsible for such a situation. (4) When necessary, the clubs concerned should contact the General Secretary of CERH, Ricardo Oliveira, to clarify any issues relating to the European Referees (direct contacts with the Referees must always be avoid) 2.2 NO ADMISSION OF PENDENT DUES DURING THE 2014/2015 SPORTING SEASON In the end of the 2013/2014 sporting season, CERH was confronted with outstanding debts of several clubs, a situation that can not be repeated anymore. Consequently an in accordance with the established deadlines, all clubs will have to be settled all invoices that will be issued to them by CERH. In case of default, CERH will strictly apply the provisions of paragraph 2 of Article 14 of the CERS Financial Regulation, below transcribed (...) 2. Not complying with the deadlines established by CERS and/or by any of its Technical Committees will imply the following consequences for the faulty entity, either an European Club or a National Federation: 2.1 A 10% surcharge on total payments that are more than thirty days late. 2.2 A 25% surcharge on total payments that are more than sixty days late 2.3. If the payment in question is more than 90 (ninety) days late, the following additional decisions can be made: 2.3.1 If the faulty entity is an European Club, the CERS Technical Committee concerned can deliberate its exclusion or its temporary suspension of all European competitions of the roller skating discipline, until the moment that the pendent due including surcharged contributions, in conformity with point 2 of this Article is totally paid. (...) 2.3 LIMITS FOR THE REGISTRATION OF PLAYERS AND OTHER REPRESENTATIVES When formalizing their participation in European competitions (by sending the Formulary 01), all clubs must ensure, within the deadline established for that purpose, the sending of the official registration formularies and photos of their representatives, having in mind the following procedures: of the following forms regarding the registration of their representatives: 2.3.1 REGISTRATION OF THE CLUB PLAYERS The registration of players (Formulary 02 + photos) obeys to the following constraints: Lower limit: 10 players, including 2 goalkeepers and 8 rink-players. Maximum limit: 16 players, including 3 goalkeepers and 13 rink-players. Until December 30 of each year, the clubs who have not opted for the maximum limit indicated above, may request additional registration of players, without being exceeded the maximum limit indicated above. However, the inclusion of an additional goalkeeper may be made at any time of the season - if not yet made - but the application may only be consented by CERH if occurs the impediment of the participation of any of the registered goalkeeper due to: A disciplinary sanction An injury or disabling disease, that must be proven by official certificate or medical report The goalkeeper who is enrolled under the conditions indicated above may not participate in any other games after the end of the impediment of the replaced goalkeeper, except if occurs a new impediment to any of the goalkeepers initially enrolled. 2.3.2 REGISTRATION OF THE CLUB OTHER REPRESENTATIVES The registration of the other representatives (Formulary 03) obeys to the following constraints: Lower limit: 1 Team Delegate + 1 Main Coach. The registration of any additional other representative may be made at any time of the season. 2.4 EVALUATION OF EUROPEAN REFEREES - MANDATORY PROCEDURES FOR FEDERATIONS AND CLUBS The experimental phase of the performance evaluation of the European referees was developed by CERH during the sporting season of 2013/2014, which was based on the contribution of: Reports made by the Technical Delegates appointed by CERH for observation of specific games Reports made by the Main Coaches of clubs or national teams, which took part in the different European matches If CERH has received an effective and important collaboration from the designated Technical Delegates, with regard to the majority of the club Main Coaches their cooperation was very low or even nil. Taking into account the regulatory bases that were presented by CERH to the General Assembly held on September 6, 2013, the formal process for the evaluation of the performance of Referees formally entered into force at the beginning of the current season of 2014/2015. Consequently, were established by CERH the following principles and procedures: 1. It is now compulsory the active participation and collaboration of all Federations and clubs in the process of evaluation of the performance of the European Referees, competing to them in particular: 1.1 The elaboration of the corresponding report for each one of European matches involving their representative teams. 1.2 The submission of reports to CERH should be provided via email - to send to the CERH member of the Refereeing Development Commission, Luis Rei (email: luisadrei@netcabo.pt) - which will have to be referred, as a limit, in the three subsequent days to the date of the game(s). 2. Evaluation reports from the Federations or clubs should be preferably elaborated by the Main Coach of the teams. 2.1 In the case of an eventual refusal from the Main Coach, the Delegate of the team will always ensure the preparation of the evaluation of the Referees that direct the match(es) in question. 2.2 In any case, it is recommended that the elaboration of any of the assessment reports about the Referees performance should be held shortly after the end of the game or, at the latest, in the immediate day... but always without recourse to analysis of videos or filming of the game(s). 3. CERH ensure - prior to the date of each game the sending to the Federations, Clubs and Technical Delegates of the forms that are necessary for the preparation of the assessment reports of the Referees assigned by CERH for each match. 3.1 All forms related with the observation and evaluation of the European Referees performance will be available in the CERH website (www.cerh.eu) Page 4 of 13 Página 4 de 13

3. CALENDÁRIO DE TODAS AS COMPETIÇÕES EUROPEIAS DE CLUBES DA ÉPOCA 2014/2015 In the ANNEX of this Communication is reproduced the global calendar of all the matches included in the European club competitions to be held during the sporting season of 2014/2015, calendar where are already included all the corrections mentioned in paragraphs 1.1 and 1.2 of this Communication.
