ISU Figure Skating Championships 2019 Minimum Total Element Scores The Council considered proposed new Minimum Total Element Scores necessary for participation in the 2019 ISU Figure Skating Championships and earned at competitions in season 2017/18 and in season 2018/19. In order to keep the number of entries manageable at the various Championships and to balance the difference in the Rules from the 2017/18 and 2018/19 seasons, the required minimum scores to enter the 2019 Championships have been adjusted separately for scores reached in the 2017/18 and the 2018/19 season. The Council therefore determined that Skaters/couples participating in the ISU Championships 2019 must have reached the following Minimum Total Elements Scores: ISU World Figure Skating Championships 2019: SP/SD 2017/18 FS/FD 2017/18 SP/RD FS/FD 2018/19 2018/19 MEN 36.00 66.00 34.00 64.00 LADIES 29.00 49.00 29.00 49.00 PAIR SKATING 27.00 46.00 27.00 44.00 ICE DANCE 30.00 43.00 31.00 45.00 ISU European, ISU Four Continents Figure Skating Championships 2019: SP/SD 2017/18 FS/FD 2017/18 SP/RD FS/FD 2018/19 2018/19 MEN 28.00 48.00 28.00 46.00 LADIES 22.00 39.00 23.00 40.00 PAIR SKATING 25.00 44.00 25.00 42.00 ICE DANCE 25.00 38.00 26.00 42.00 ISU World Junior Figure Skating Championships 2019: SP/SD FS/FD 2017/18 SP/RD FS/FD 2018/19 2017/18 2018/19 JUNIOR MEN 23.00 44.00 23.00 42.00 JUNIOR LADIES 21.00 36.00 23.00 38.00 JUNIOR PAIR 23.00 35.00 23.00 34.00 SKATING JUNIOR ICE DANCE 20.00 30.00 22.00 35.00 4

The required Minimum Technical Elements Score for the Short Program/Short (Rhythm) Dance and the Free Skating/Free Dance to participate in Senior ISU Championships (ISU European Figure Skating Championships, ISU Four Continents Figure Skating Championships and ISU World Figure Skating Championships) can only be obtained in Senior International Competitions. Likewise, the required Minimum Technical Elements Score for the Short Program/Short (Rhythm) Dance and the Free Skating/Free Dance segment to participate in the ISU World Junior Figure Skating Championships can only be obtained in International Junior Competitions. The Minimum Technical Elements Score (not including Component Scores) is a Technical Score and must have been reached in an ISU recognized International Competition (as per Article 39, paragraph 7 of the ISU Constitution and Rule 107, paragraphs 1 to 10 of the ISU General Regulations) during the ongoing or immediately preceding season in both segments, Short Program/Short (Rhythm) Dance and Free Skating/Free Dance (See ISU Special Regulations Single & Pair Skating Ice Dance, Rule 378, paragraph 3). While the Minimum Technical Elements Score must be reached separately in each segment (not a total of the two segments), the Minimum Technical Elements Score for each segment may be reached at different competitions. The Minimum Technical Elements Score must be reached 21 (twenty-one) days before the first day (first official practice day) of the Championships concerned (same as entry deadline). If it would become evident that the number of entries based on the Minimum Technical Elements Scores listed above would be significantly higher or lower than expected, the ISU Council reserves the right to adjust the Minimum Technical Elements Scores in order to achieve the above-mentioned objective. ISU Members would be informed latest 45 days prior to the entry deadline of the respective Championships if the announced required minimum Technical Score would be adjusted or remain as announced. In case of the continental Championships the announcement for both European and Four Continents Championships would be made 45 days prior to the entry deadline of the earlier Championships in this case the European Championships. 14. ISU Challenger Series 2019/20 Based on the experience of the current season, the Council decided that for the ISU Challenger Series season 2019/20 onwards, the Council will annually select only a limited number of events to include Pair Skating, i.e. five of the ten Challenger Series competitions will have Pair Skating. 15. ISU Development Program An ISU E-Learning Coordinator, Ms. Elizabeth Donnelly, has been appointed, starting on October 1, 2018. She is based in Canada and will work with an appointed E-Learning Project Group to put in place a pilot system, with the first modules to be available at the end of 2018. On the basis of this experience and feedback from ISU Members, a decision will be made on the choice of a longer-term Learning Management System, the learning structure will be finalized, a plan of work established and further content created. Information about content and access will be provided to ISU Members in due course on the Development page of the ISU website at https://www.isu.org/isu-development-program. An ISU Centres of Excellence survey was initiated in May 2018. Due to the larger than expected number of expressions of interest from various bodies, and the variety of the responses, the review and assessment process will be extended and feedback will most likely be available in early 2019. 5
