1.0 INTRODUCTION 1.1 PURPOSE The purpse f this handbk is t prvide infrmatin n minr baseball in St. Albert. An examinatin f the rganizatin, and its prgrams and plicies, will enable interested participants and bservers t functin mre prductively in helping the rganizatin t achieve its gals and bjectives. 1.2 REFERENCE DOCUMENTS It is assumed that users f this Guideline are aware f and have at their dispsal the relevant parts f the latest editin f the fllwing dcuments: Baseball Alberta Official Handbk S.A.M.B.A. By-Laws S.A.M.B.A. Guideline 96-01 - Hsting a Representative Team Turnament 2.0 THE ORGANIZATION 2.1 GENERAL 2.1.1 The rganizatin gverning minr baseball in St. Albert is knwn as the St. Albert Minr Baseball Assciatin (S.A.M.B.A.). S.A.M.B.A. was created in the 1970's. Since that time the dedicated effrts f many vlunteers have resulted in a minr baseball prgram that is well-respected thrughut the prvince fr the caliber f its rganizatin, facilities and teams. S.A.M.B.A. is affiliated with Baseball Alberta (B.A.). B.A. cnducts annual prvincial playffs in baseball, administers all applicable interprvincial playffs, and generally encurages and prmtes the grwth and develpment f amateur baseball in the prvince. general bjectives specific bjectives 2.1.2 The general bjectives f S.A.M.B.A are t prmte the ideals f gd sprtsmanship, hnesty, lyalty, curage and respect fr authrity t the yuth within the territrial jurisdictin f St. Albert and t help the yuth mature int respnsible, respectable, healthy and trustwrthy citizens. 2.1.3 SAMBA will prvide a cmprehensive prgram f recreatinal and cmpetitive baseball cnsistent with rules and plicies established frm time t time by Baseball Alberta. 3.0 THE PROGRAM exceptinal athletic skills and winning f games is SECONDARY. 3.1 GENERAL 3.1.1 S.A.M.B.A. administers a cmprehensive minr baseball prgram with the fllwing established divisins: DIVISION AGES???? 5 years ld by June 30 f the playing year T-Ball 6-7 years ld by DEC 31 f the playing year Rkie 8 & 9 years ld by DEC 31 f the playing year Msquit 10 & 11 years ld by DEC 31 f the playing year PeeWee 12 & 13 years ld by DEC 31 f the playing year Bantam 14 & 15 years ld by DEC 31 f the playing year Midget 16, 17, 18 years ld by DEC 31 f the playing year 3.1.2 The prgram has tw basic cmpnents: a) HOUSE LEAGUE TEAMS b) REPRESENTATIVE TEAMS. 3.1.3 S.A.M.B.A. als has a separate Midget prgram. 3.2 LEAGUE TEAMS 3.2.1 League is the largest and mst imprtant part f the S.A.M.B.A. baseball prgram. Each divisin cnsists f teams f 10 players. The number f teams in a divisin is dependent n the number f registered players. Sme huse league divisins are further brken dwn int A teams and B teams when numbers warrant. philsphy 3.2.2 All players must be registered with S.A.M.B.A. The huse league frms the cre f the minr baseball prgram in St. Albert. Huse league prvides the equal pprtunity fr participatin, recreatin, and skill develpment. The intent is t aid an individual in their develpment as a persn and as a ball player while enjying the FUN f playing a great game. Sprtsmanship and teamwrk are stressed. seasn length 3.2.3 Huse league begins play in late April and finishes the end f June. The seasn cnsists f league games, a midseasn turnament and play-ffs. Pririty is given t League Teams ver Rep Teams shuld a cnflict ccur in scheduling f dates, diamnds, etc.. evaluatins 3.2.4 All players frm Rkie t Bantam level are evaluated befre the start f the seasn. The exaluatins fr m the basis upn which balanced League Teams are frmed. Prvisins are in place t allw friends/neighbrs t play n the same team at the discretin f the divisin c-rdinatr. 3.3 REPRESENTATIVE 3.3.1 Starting with the Msquit divisin and cntinuing TEAMS thrugh the Bantam divisin each divisin has ne r mre representative r "REP" teams (see Appendix F). These teams participate in reginal play dwns leading t Prvincial, Western Canadian, and Natinal Champinships. philsphy 3.3.2 Representative teams are designed fr thse players with abve average ability and desire. The majr bjective will be player develpment, thrugh fair participatin by all players n the team. During Rund Rbin Playdwns, Prvincials, Natinals and Western champinships S.A.M.B.A. REP teams will play t win and all players may nt necessarily receive equal playing time. seasn length Rep seasn begins play in late April and finishes in July, August r September depending n the team's classificatin, i.e.: AAA, AA, A and the success f the team. The seasn cnsists f turnament and/r league games. Teams advancing t Prvincial r pst-prvincial Champinships will have the lngest seasns. All registered S.A.M.B.A. players are encuraged t try ut fr the rep teams in their divisin. 3.4 MIDGET TEAMS The Midget Prgram perates independently frm the huse league and the representative prgrams. The AAA, AA and A (when numbers warrant) teams participate in league play fllwed by reginal play dwns leading t Prvincials. philsphy seasn length The majr bjective f the Prgram is player develpment, thrugh fair participatin by all players n the team. The Midget teams demand a level f cmmitment f a minimum f five days per week fr practice and game schedule. The seasn begins play in late April and finishes in July, August r September depending n the team's classificatin, i.e.: AAA, AA and the success f the team. 4.0 THE COACHES Prvincial r pst-prvincial Champinships will have the lngest seasns. 4.1 GENERAL 4.1.1 This psitin is respnsible fr caching a league team r representative team in a given divisin under the rules, guidelines and philsphy f S.A.M.B.A. League team caches are slicited, selected and reprt t the Divisin C-Ordinatr. Representative team head caches submit a resume and are slicited and selected by the Rep Divisin Directr. The Head Caches reprt t the Rep Divisin Head. Respnsibilities and day-t-day duties f a huse league and representative caches are listed belw. Additinal respnsibilities have been listed fr representative caches in Appendix F. Assistant Caches and a Team Manager are selected by the Head Cach. REP TEAM HEAD COACH 4.1.2 T apply fr a Rep Head Cach s psitin with APPOINTMENT S.A.M.B.A. the prspective cach must submit a resume detailing which team he/she is applying t cach as well as past caching experience, certificatin histry and N.C.C.P. CC# t the Rep Divisin Directr. Caches must have the N.C.C.P certificatin level required by Baseball Alberta. The deadline fr applicatins is set by the Rep Divisin Directr fr that year s seasn. The Rep Divisin Directr reviews all resumes t ensure the necessary details have been included and recmmends the Head Cach fr each team in each divisin t the Executive. The Executive reviews the Rep Divisin Directr s recmmendatins and apprves the Head Cach fr each team in each divisin. When mre than ne applicatin has been received fr a head caching psitin, interviews are cnducted by an ad-hc cmmittee appinted by the Executive. The Rep Divisin Directr shall sit n this ad-hc cmmittee. MIDGET HEAD COACH APPOINTMENT 4.1.3 T apply fr a Midget Head Cach s psitin with S.A.M.B.A. the prspective cach must submit a resume detailing which team he/she is applying t cach as well as past caching experience, certificatin histry and N.C.C.P. CC# t the Directr f Midget Baseball Operatins. Caches must have the N.C.C.P. level required by Baseball Alberta.. The deadline fr applicatins is set by the Directr f Midget Baseball Operatins fr that year s seasn.. Page 6 f 11 S.A.M.B.A. Handbk 96-01

The Directr f Midget Baseball Operatins reviews all resumes t ensure the necessary details have been included and recmmends the Head Cach fr each team t the Executive. The Executive reviews the Directr f Midget Baseball Operatins recmmendatins and apprves the Head Cach fr each team. When mre than ne applicatin has been received fr a head caching psitin, interviews are cnducted by the Directr f Midget Baseball Operatins. The successful candidate must nt be a parent f a player n the same Midget club. Any exceptin, as recmmended by the Directr f Midget Baseball Opertains, must be apprved by the Executive. certificatin 4.1.4 Caches are encuraged t seek certificatin thrugh the Natinal Caches Certificatin Prgram (N.C.C.P.) and Baseball Alberta. Certificatin levels 1 and 2 are readily available. S.A.M.B.A. recmmends that caches cmplete the Level 1 Certificatin Prgram. T achieve a level in the N.C.C.P. prgram an individual must cmplete all three cmpnents, the Thery Curse, the Technical Clinic and prvide cnfirmatin f practical caching experience. Baseball Alberta requires Rep Team caches t have level certificatin specific t the Divisin they cach. Fr mre infrmatin regarding the N.C.C.P. prgram cntact a member f the S.A.M.B.A. executive. 4.2 LEAGUE TEAM 4.2.1 This psitin is respnsible fr caching a huse COACHES league team. The main duties include: Receives team rster and schedule frm the Divisin C- Ordinatr. Hlds parent meeting t discuss team gals and bjectives, caches philsphy, appints phning chairpersn & assistant caches and distributes cpy f team schedule player, parent r cach cnduct can be brught t the attentin f the S.A.M.B.A. executive Prepares practice schedule and arranges fr practice fields thrugh facilities scheduler fr weekly practice time. Receives and distributes team equipment and unifrms - gathers up and returns same at year end with the exceptin f hats and T-shirts. NO LATER THAN JULY 15. Arrive at games n later than 1/2 hur befre scheduled start time t set up field, put in bases (if hme team), make up rster and run thrugh warm-up with players Page 7 f 11 S.A.M.B.A. Handbk 96-01

Play players fairly with first view twards player develpment. Prvide player referrals t representative team caches upn request Set an example fr acceptable player cnduct n field thrugh refraining frm displaying frustratin and disappintments Schedule rained ut games using fields designated t applicable divisin thrugh Divisin C-Ordinatr and arrange UMPIRES thrugh Umpire C-Ordinatr. Schedule batting sessins at Legin Park batting cages thrugh the S.A.M.B.A. facility scheduler A cpy f all game sheets MUST be submitted t the Huse League Divisin Head. Remember yu are here t teach the players hw t play baseball which includes "HOW TO LOSE" alng with "HOW TO WIN" All caches t have fficial rule bk and pay strict attentin t their divisin's rules (the rule bk is nt allwed n the field r used during the game) Caches shuld carry Alberta Health Care Numbers fr all players t each game The caches and the parents are respnsible fr the players safety. Attend caches clinics r meetings as S.A.M.B.A. deems necessary. 4.3 REPRESENTATIVE 4.3.1 This psitin is respnsible fr caching a HEAD COACH representative team. The main duties are listed belw. Additinal duties are listed in Appendix F. Teams are made up by the Rep Head Cach. Receives team schedules fr playdwns frm Baseball Alberta. Appints 2 assistant caches, and/r a manager and is respnsibility t ensure that the Assistant Caches are qualified fr the playing level they will cach at. Hlds parent meeting t discuss team gals and bjectives, cach s philsphy, and slicits a parent vlunteer t be the team treasurer and any ther parent vlunteer psitins deemed necessary t the team. Exhibitin games are scheduled by the Cach and/r the manager. Exhibitin games umpires fr these exhibitin games are arranged by the Cach and/r the manager and paid by the team.. Prepares practice schedule and arranges fr Legin Park fields thrugh Facilities Directr. The practice times d nt Page 8 f 11 S.A.M.B.A. Handbk 96-01

take precedence ver scheduled League games during May & June. Cllects a unifrm depsit frm each player befre distributing team equipment and unifrms at the beginning f the seasn. Gathers up and returns team equipment and unifrms at the end f the seasn at which time the unifrm depsit is returned. NO LATER THAN SEPTEMBER 30. Arrives at games n later than 1 hur befre schedule start time t set up field, put in bases (if hme team), make up rster and runs thrugh warm-up with players Sets an example fr acceptable player cnduct n field thrugh refraining frm displaying frustratin and disappintments Schedules batting sessins at Legin Park batting cages thrugh the S.A.M.B.A. Facilities Directr. Arranges fr team pictures if agreeable t parents, as well as year end wind up party A cpy f the all game sheets MUST be submitted t the Rep Divisin Head until prvincial rund rbin begins. The caches and the parents are respnsible fr the players safety. Attend caches clinics r meetings as B.A. deems necessary 5.0 PARENTS AND VOLUNTEERS 5.1 GENERAL 5.1.1 As parents f registered players, we welcme yu as active members f the St. Albert Minr Baseball Assciatin which entitles yu t the full right and privileges f membership. parents vlunteers Baseball is a family sprt played utdrs and we encurage all parents t supprt yur children by being in attendance at all games. We can prvide the equipment and knwledge, but we can't prvide a substitute fr thse special mments bth yu and yur children will share by yur attendance. In additin, it prvides yu as parents a great pprtunity t make new friends and t becme mre aware f what's happening in yur cmmunity. S.A.M.B.A. is a self-supprting rganizatin made up f players, vlunteers and parents. In rder t raise funds t supprt the prgram, we depend n registratin fees, bing s, crprate spnsrships and miscellaneus fund raising prjects. a vlunteer, yur help is needed t keep scre, drive, phne, d bing s and as cmmittee members fr turnaments. Regardless f yur vcatin and experience in baseball, we can find an active rle fr yu in the prgram. If yu are hesitant t step frward, cntact yur child's cach and they in turn will prvide yu with the names and telephne numbers t call. REMEMBER IF THERE IS ONLY ONE THING YOU CAN GIVE, LET IT BE YOUR ATTENDANCE AT YOUR CHILDREN'S GAMES. 5.2 BINGO 5.2.1 S.A.M.B.A. participates in BINGO as a fund-raiser. Parents wh vlunteer t wrk a bing can als benefit by earning credits twards registratin fees. Bing registratin frms are filled ut at the time f baseball registratin r any time there after fr yur name t be added t the list. Parents will be called and given a few bing dates and they chse the mst suitable date (ONLY ONE). Families with mre than ne child registered in baseball will be called t wrk additinal bing s. All bing s are at the Grandin Bing Palace in the Grandin Mall. As the name implies, "REP" teams represent St. Albert in playff cmpetitins leading t the fllwing champinships: PROVINCIAL CHAMPIONSHIPS IN: Msquit "AAA", "AA" & "A", PeeWee "AAA", "AA" & "A" and Bantam "AAA", "AA" & "A" NATIONAL CHAMPIONSHIPS IN: PeeWee "AAA" Bantam "AAA" WESTERN CHAMPIONSHIPS IN: PeeWee "AAA" & "AA" Bantam "AAA" & "AA" 1.2 OBJECTIVE Representative teams are designed fr thse players with abve average ability and desire. The majr cmmitment is time and financial which may include fund raising. Rep teams typically utilize weekends fr practices, exhibitin games, and turnaments. Sme games are scheduled during the week depending n the divisin. Als, the rep teams play during July and August. The length f time depends n the success f the team as it advances alng the playff trail.
