Golf North Queensland Men s Open (2017) CONDITIONS OF PLAY 1. The NQ Open Golf Championship will be conducted over 36 holes on: Saturday, 6 th and Sunday, 7 th May 2017 at Mackay Golf Club. 2. Event Details NQ Open Grades: A Grade up to 6 A1 Grade 7 to 12 B Grade 12 to 19 C Grade 20 to 36 All grades are determined by the Daily Handicap not the GA handicap. B and C Grades may be required to play a stableford competition. Prizes will be allocated as listed: Open Champion - Gross (36 holes) Closed Champion - Gross (36 holes) Open Champion - Runner up (36 holes) A1 Grade Winner Gross (36 holes) & A1 Grade Runner Up Gross (36 holes) B Grade Winner Gross (36 holes) & B Grade Runner Up Gross (36 holes) C Grade Winner Gross (36 holes) & C Grade Runner Up Gross (36 holes) A Grade Winner Nett (36 holes) & A Grade Runner Up Nett (36 holes) A1 Grade Winner Nett (36 holes) & A1 Grade Runner Up Nett (36 holes) B Grade Winner Nett (36 holes) & B Grade Runner Up Nett (36 holes) C Grade Winner Nett (36 holes) & C Grade Runner Up Nett (36 holes) Daily Nett events may be in place in Grades A player may only win one (1) major trophy (36 hole) plus one minor (18 hole) event, the Senior and Junior Championships are excluded from this restriction. 3. Match Committee The NQ Match Committee will have control of the event in conjunction with Mackay Golf Club Match Committee and Golf QLD. The Match committee reserves the right to: (a) (b) (c) (d) fix and /or alter starting times in the event of bad weather or for any other reason either shorten the contest or fix another day/venue, vary any condition should they deem it advisable, reject any entry without assigning any reason therefore. The decision of the Match Committee will be final in all matters and in the absence of a full committee, such members as may be present at the time may give a decision and any decision so given shall be deemed to be the decision of the full Match Committee. 4. The NQ Open is open to all male golfers who are current members of a golf club affiliated through their District Golf Association with Golf Queensland or other State/National Associations and are classed as an Amateur Golfer under the Rules of Golf. 5. Nominations Nominations must be received via the Golf Queensland web site (credit card only) or at the Mackay Golf Club office (credit card/cash) by Monday, 1 st May 2017 (5pm). 6. Entries must include the players Golflink Number. 7. Dress Regulations It is a requirement of this tournament that all players must comply with the dress regulations of the Host Club. 8. Rules The Rules of Golf as adopted by the R&A Rules Limited will apply together with additional Local Rules as are approved by the Match Committee. 10. Draw and Starting Times A draw for each days play will be published on the Golf NQ web site, Golf NQ Facebook page and the Mackay Golf Club website. Players shall start at the time and in the order arranged by the committee (Rule 6-3 applies). 11. Motorised Buggies Players may use motorised Buggies in this Championship. 12. Pace of Play Rule 6-7 will be strictly enforced. 13. Mobile Phones The use of mobile phones by Players and/or Caddies during the play of any competition round is prohibited. Serious breaches of etiquette may result in disqualification. Golf North Queensland Men s Open (2017) Page 2

14. Ties Gross Ties will be decided by a play-off. Such Play Off Holes to be decided on the day. Nett Ties will be decided by standard count back rules. 15. Code of Conduct All entrants are bound by the Golf North Queensland - Code of Conduct; such code is attached to the end of this document or can be viewed on Golf North Queensland s website www.golfnq.org.au. 16. Protests Protests must be lodged in writing to the Match Committee no later than 10 minutes after the player s round each day. 17. Results Cards must be submitted within 10 minutes after the player s round each day. 18. The Gross winner (Open) will be eligible for exemption into the Isuzu Queensland Open event provided he has a Golf Australia Handicap of 4.4 or less. This Exemption is not transferable. 19. The Closed Champion will be eligible to play in the QLD Men s Stroke Play Championship provided his GA is 4.4 or less with expenses to $1,000. 20. The Senior Closed Champion will be eligible to play in the Queensland Senior Men s Amateur Championship provided his GA is 18.4 or less with expenses to $1,000. 21. The Junior Closed Champion will be eligible to play n the School Boys Championship provided his GA handicap is 12.4 or less with expenses to $1,500. 22. In The event of the winners of 18, 19 or 20 being unable to attend or ineligible the specified competitions the next best score will apply. 23. Golf North Queensland CODE OF CONDUCT To ensure proper standards of behaviour both on and off the course a player or official (Club or District) who commits an offence under this code will face disciplinary proceedings. Accused player or official is the player or official accused of a breach of this code. Code is code of conduct. DEFINITIONS Complainant is the person reporting an alleged breach of this code. Disciplinary Committee is the Golf NQ Match Committee. Committee is the Golf NQ Management Committee. Competition is an event or activity sanctioned by Golf NQ. Complaint is any written statement by a complainant. Notice of Breach is written advice from Association official. OFFENCES A player or official is guilty of an offence under this code if a player or official is proven to: Physically attack or abuse, in any way, another player, an official or other person during or in relation to a Golf NQ sanctioned event. Verbally threaten, use abusive or profane language towards another player, or other person during or in relation to a Golf NQ sanctioned event. Throw or deliberately in anger break or damage any golf equipment (including golf balls). Deliberately damage the facilities, including all of the course and buildings, and any accommodation provided (when applicable) while participating in a Golf NQ sanctioned event. Deliberately infringe dress regulations of a Golf NQ sanctioned event. Wrongfully remove or damage property belonging to any golf Club, place of accommodation, an official, another player or other person associated with the Golf NQ sanctioned event. Deliberately break the rules of golf. Consume excessive alcohol, or use a prohibited substance (as set out in the GOLF AUSTRALIA Doping Policy) at any Golf NQ sanctioned event. Engage in any other conduct that may bring the sport of Golf into disrepute. Criticise either directly or indirectly the Golf NQ Executive or its members. Any matter not specifically covered in the above points, the Golf NQ Management Committee has the power to decide on the issue. Note: The use of any narcotic or other such substance may constitute an offence under the Doping Policy of Golf Australia, and all players should make themselves familiar with that Policy. OFFENCES RELATING TO COMPETITION The following items should be used as a guide to the type of actions that may result in an offence being committed under this code but are not restricted to: Public criticism of the host golf course, the competition itself, the sponsors of the event, or any official supervising or organising the competition during the competition. Failure to co-operate with any investigation of any player s conduct. Deliberate failure to comply with the rules of golf (including etiquette) including any local rules of the competition. Failure to comply with other rules, bylaws, directions or instructions including dress regulations as specified by the host Club and or Golf NQ. Continually fails to play without undue delay. Commits any act to deliberately cause disqualification to himself or any other player. Withdraws from the competition before completion of that competition without good reason. THE PLAYER OR OFFICIAL AGREES To comply with all reasonable directions of the Team Manager or Golf NQ official. To wear when required the team uniform. To play golf to the best of his ability. To provide a certificate of medical fitness if required by Golf NQ. To not make misleading, inflammatory, comments to media, Clubs or members of the public in general. To not coerce, coach or use third parties to do the same. Before making any comment on Golf NQ events, administration and management, they seek confirmation of any content, information or to be used from the Golf NQ beforehand. Not to bring the good name and reputation of Golf NQ or Australian Golf into disrepute. To abide by the Doping Policy of the GOLF AUSTRALIA. The consumption of excess alcohol, the possession of illicit drugs or contraband items is prohibited and if required by Golf NQ to submit to doping controls examinations in accordance with GOLF AUSTRALIA Doping Policy or other applicable doping guidelines. That the results of any drug control examinations may be communicated to Golf NQ and the player releases Golf NQ from any claim, cause of action, suit, demand, or liability, in respect of so communicating those results. Golf NQ may charge a player or official with breach s of this Code of Conduct outside the time lines or not directly related to any particular event as or when required. NON GOLFING EVENT RELATED A complainant may report any individual for an alleged breach of the Golf NQ Code of Conduct by lodging a written complaint with the Golf NQ Committee. The complaint must contain all of the material that the complainant relies upon to support the complaint. The complaint should also include ALL corroborating information from all persons that may be relevant. The Golf NQ Committee may also directly breach a player, member or official. The Golf NQ Committee will then decide on whether to deal directly with any complaint received or if it has breached a player, member or official from any Golf NQ Member Club or to appoint a person to do so with that said person then making recommendations at the investigation completion as to what action needs to take place thereafter (if any). THE GNQ CODE OF CONDUCT DISCIPLINARY PROCEDURES REPORTING AND INVESTIGATION A complainant may report any individual for an alleged breach of the Code of Conduct by lodging a written complaint with the Match Committee of the day, or directly with Golf NQ no later than 2 days after the completion of the said event. The complaint must contain all of the material that the complainant relies upon to support the complaint. The complaint should also include ALL corroborating information from all persons that may be relevant. A Golf NQ representative at the event where any complaint has been made may take the written details from the complainant. If no Golf NQ representatives are available at the event when the complaint is made, then that complaint should be handed to an official of the Host Club. The complainant must then notify the Secretary of Golf NQ that a complaint has been made and a copy of the complaint shall be forwarded to the Secretary of Golf NQ within two (2) working days of the event in question. The Golf NQ Disciplinary Committee during Golf NQ run events is the Golf NQ Match Committee of the day. The Golf North Queensland Match Committee may decide to engage the appointed complaints investigation officer to handle the complaint or breach of the code of conduct. THE GNQ DISCIPLINARY COMMITTEE PROCEDURE Upon receiving a written complaint or notice of breach, the Golf NQ Match Committee shall determine what action should be taken. Their decision shall be final in this matter. They will determine whether to take immediate and appropriate action to dismiss the complaint in part or full, rule on the complaint in the first instance, convene a hearing regarding the said complaint should it deem it necessary. Once a complaint has been made/breach notice lodged, and the Match / Disciplinary Committee of the day considers that it is a valid complaint/breach, Golf NQ shall notify the accused player, and also communicate the details of the complaint to the Manager / Captain of the accused person s home Club that a decision on the offence is to be made within 14 days if it is not dealt with on the day in question. If the Golf NQ Disciplinary Committee decides to convene a hearing, it will be done so at a time and place of Golf NQ s choosing, it shall forward by email / Australia Post a written notice to the accused player, the complainant and their respective Clubs: The time and place set down for the hearing. The details of the code and or competition conditions that the accused player is alleged to have breached. Full details of the complaint that has been made. Regardless of where any offence or breach occurs, the player is responsible and if they are found guilty then the punishment whether it is against a person or Club shall be final. If a Club or team is penalised there is no channel for appeal, only the player or official found guilty may appeal subject to the conditions as set out in this document. It is a Clubs responsibility to clearly outline to its officials, members and players their responsibilities. GOLF NQ DISCIPLINARY COMMITTEE HEARINGS On the date and at the place specified the Golf NQ committee shall convene to hear the complaint and if necessary determine the disciplinary proceedings against the accused player: At the commencement of the hearing the Chairperson of the committee shall read out the complaint and the provision of the code that the accused player is alleged to have breached. The chairperson shall ask the accused player whether he wishes to admit the alleged breach or deny any breach. If the accused player admits to the breach, he may address the committee on the question of penalty. The committee will then deliberate in private, determine the penalty, and reconvene to announce to the player the penalty to be imposed. If the player denies any breach of the code, the chairperson shall ask the complainant the facts of the complaint and may tender any witness statements in support of the complaint. The accused player may give evidence about the complaint and tender any witness statements of their own. The complainant shall have the right to question the accused. The committee members may question any person present at the hearing. After the presentation of evidence, the chairperson shall ask for any final submission by either the accused or the complainant. The committee will deliberate in private to determine whether the alleged breach of this code is sustained, the penalty and reconvene to announce to the player their decision and the penalty, if any, to be imposed. Golf NQ shall advise the accused Club Manager. In certain circumstances, Clubs, its members, officials or players may be liable for costs associated in any matter. APPEALS A player aggrieved of a decision of the Disciplinary Committee may appeal the decision by giving written notice to Golf NQ within seven days of the decision being handed down at the Disciplinary hearing. The lodgement of an appeal does not act as a stay of the original decision. In the event of an appeal the Golf NQ management committee will re-hear the complaint only on the basis that new evidence not available at the time of the original disciplinary meeting is presented. The Golf NQ Committee may affirm, vary or substitute the original decision, as it may deem appropriate. In any hearing, appeal, meeting or review under the control of the Golf NQ, no legal representation will be permitted on behalf of any party.
