CRFQ: 1000267628 DATED 28/10/16) You are invited to submit your offer in two parts online bid (BQC, Techno - Commercial & Price bid) for supply of about 53,300 Liquid Off Take (LOT) Valves for LPg Cyilnders as per the Technical Specification enclosed herewith. The entire quantity needs to be supplied on freight prepaid door delivery basis to LPG Bottling Plants mentioned in Tender Document. BID QUALIFICATION CRITERIA 1. Capability Criteria Ability To Manufacture or Supply : Vendor should have PESO Approval / License / NOC for manufacturing or supply of Liquid Off Take Valves as on bid submission date. Documents to be submitted a) PESO Approval / License / NOC for manufacturing or supplying LOT Valves. b) In case Approval / License is expired, proof of application for renewal of license to be submitted along with an undertaking from bidder saying that bidder will obtain renewed copy of license from PESO within 45 days from the date of contract. In case bidder failed to obtain the renewed license, EMD / SD submitted by bidder will be forfeited and order will be placed to next lowest quoted bidder. 2. Capacity Criteria Proven Track Record The vendor should have supplied at least 5330 Liquid Off Take Valves during last 7 years period reckoned from the bid submission date. Document to be submitted a) Purchase order and invoice copies indicating supply of at least 5330 Liquid Off Take Valves to Oil Marketing Companies (BPC / HPC / IOC). 3. Financial Turn Over Criteria : The vendor should have a min average annual turnover of Rs 122.18 lakhs during last 3 financial years. Document to be submitted Audited balance sheets and Profit & Loss account statement for last 3 financial years. 4. Financial Profitable Operation Criteria : The net worth of the vendor should be positive as per the last available audited financial statement. Document to be submitted Audited balance sheets and Profit & Loss account statement for last 3 financial years.

TECHNICAL SPECIFICATIONS OF LIQUID OFF TAKE VALVES (LOT) FOR LPG CYLINDERS A. Specifications In an LPG Cylinder, LPG exists in dual phase under equilibrium i.e. Vapour phase and Liquid phase. Normally, during usage, LPG is withdrawn in the vapour phase through the Self Closing (SC) Valve fitted on LPG Cylinder. This SC valve is made of brass and is designed as per IS-8737. The Liquid Off Take Valve (LOT) is to facilitate the withdrawal of LPG from cylinder (up to water capacity of 111 liters) in liquid phase. LOT Valve can be either of: a) Model No. D-V6-CH 15 of SCG, Thailand make or b) Model No. 9107K8A of Rego, ECII, USA make or c) Any other equivalent model and make duly approved by PESO, Nagpur (India) The desired specifications are as under: Item Detail Inlet (Cylinder/tank) connection Specification ¾ 14 NGT, taper 1 in 16 thread of ANSI/CSA/CGA Standard V-1-1987. Outlet Connection 1-1/4 5 ACME 2 G-H / CGA 790 V-1 Built in Safety Relief Valve Set Pressure 20 kg/cm 2 Fitted with Excess Flow Check Valve Closing at 7.5 LPM +10/-20% (Material Brass) HDPE Tube Length 44 (1100mm) material HDPE Testing Pressure 19 kg/cm 2 Relief Valve Flow Capacity 6 m 3 /min (approx), Filling Rate Minimum 20 LPM (approx) Identification Mark Drawing In case of the imported valves, the valves shall be UL (Underwriters Laboratories, Inc) approved. Each valve shall bear UL mark on the body. In case of Indigenous make, the valves shall be embossed with TPIA Mark on the body Drawing should be PESO approved

B. Design Features LOT Valve shall have the following features: a) Body: Body of valve shall be made of brass. However, tenderer can specify the grade of material & its physical properties. Body of valve shall be such that it can be fitted easily on the cylinder bung and is not fouling with the VP ring & stay plate (refer drawing at the end of this annexure) provided for protection of valve. The inlet connection of valve ( fitted to the Cylinder) shall have external threading to match with the existing internal bung thread on cylinder i.e. ¾ 14 NGT, taper 1 in16, thread of ANSI/CSA/CGA Standard V-1-1987. The outlet connection shall be an integral part of the valve with the external threads of the specification 1-1/4 5ACME 2 G-H / CGA 790 V-1. b) Hand Wheel: Hand wheel is required to regulate the flow rate of liquid LPG. It shall be secured to the stem by a self-tapping screw, such that it does not come out in transportation or during handling. c) Pressure Relief valve (PRV): A Pressure Relief Valve is required on LOT Valve as the latter is intended for liquid off take. PRV shall be set at max 20 kg/cm 2 and shall be self-setting spring loaded type and should be an integral part of the LOT. d) Excess Flow Check Valve (EFCV): Excess flow check valve is required at the bottom inlet side of LOT valve (which would also be the top of liquid withdrawal tube) such that it would be within the LPG cylinder when LOT volve is fixed on it. e) Outlet Connection shall be an integral part of valve and be of a design & construction that shall ensure leak proof connection when a flexible-hoseadaptor is fixed on it. f) Auxiliary Check Valve in Outlet Connection (refer (e) above) this is an optional feature with an integrated arrangement that would not allow any product flow from LOT unless the flexible-hose-adaptor is properly fitted on the outlet connection. Models with this feature shall be preferred over others. g) Liquid Withdrawal (Eduction) Tube: In order to facilitate direct removal of liquid LPG from the cylinder, LOT is to be provided with a tube that shall go right up to the bottom of the LPG cylinder when LOT is screwed on to it. h) Safety Cap: The LOT Valve shall have a Plastic Safety Cap with Rubber Ring and Tether for LOT Valve outlet. The Cap shall also be provided with 2 numbers of lugs with hole so that it can be used by the filling plant to tie it to the valve body by soft twin nylon chords of minimum length 300 mm(double cord of combined dia 2.0 mm (Ø1mm X2 NOS of length 300mm (+/-3) from knot to knot. The Cap should withstand a minimum Pneumatic Pressure of 17 kg/cm 2. i) Notwithstanding the above requirements, the model offered shall be in conformance to clause 4: design and specification of ISO 15995:2006 in general and should be tested for conformity to and should pass all the type

tests as specified in clause 5 of ISO 15995: 2006. The certificate of conformity issued by a TPIA, in respect of the model of the valve being offered, certifying having witnessed all the tests should be submitted. The date of issue of the certificate shall not be more than 2 (two) years older from the date of issue of this tender. Deviations if any should be clearly spelt out and submitted separately along with the Bid document. C. Third Party Inspection: All LOT Valves shall be dispatched only on certification and final clearance by the PESO approved third party Inspection Agency. Inspection will be regarded as a checkup and shall not relieve the vendor of any contractual obligations and performance guarantee. The third party inspection charges shall be inclusive in the offer. Note: TPIA can be any one of the reputed agency viz. M/s Bureau Veritas (BV)/ M/s Lloyd Register of shipping/ M/s Det Noerske Veritas (DNV)/ PDIL/ RITES, etc as mentioned in PESO Approval conditions. Following shall be in the scope of third party inspection agency: 1. Verification of materials test certificates and manufacturing test certificates. 2. Sample checking with one valve from a lot of 500 valves. Performance check to be carried out by Vendor / TPIA for : a) Cylinder Filling Rate in Liter/Min for Pressure drop of 10 PSIG, 25 PSIG, 50 PSIG, and 100 PSIG across the Valve. b) Flow rate characteristic curve for withdrawal from cylinder for reduction in vapour pressure inside the cylinder from 8 kg/cm sq to 1.5 Kg/cm sq, due to withdrawal of LPG. c) Checking of Operation and setting of Pressure Relief valve d) Checking for Operation and setting of excess Flow check valve e) Checking of fitment of valve on LPG Cylinder f) Dimension checking. The successful tenderer shall prepare Test Certificate / Inspection & Clearance Certificate duly signed by PESO approved TPIA.

D. Mandatory Requirements /Documents 1. Drawings and Data Requirements to be submitted by the vendor for LOT Valve along with Technical Bid. The following documents shall be submitted by vendor along with the Technical Bid. a) Cross Section Drawing and parts list of all Equipment. b) Product catalogue with Technical specifications, material specifications & complete data sheet. c) Certified data for : i. Cylinder filling rate in lpm for Pressure drop of 10 PSIG, 25 PSIG, 50 PSIG & 100 PSIG across the valve. ii. Flow rate characteristics curves for withdrawal from cylinder for reducing vapour pressure inside the cylinder from 8kg/cm 2 to 1.5 kg/cm 2 d) CCOE Approval for Design. e) The results of the following type tests should be submitted long with technical bid. i. Vibration test. ii. Endurance test iii. Dismantle test iv. Impact test. v. Test of resistance to the flame at 1000 0 C 2. Performance Guarantee: LOT valve and all its components shall be guaranteed by the vendor against defective material, design and workmanship for a period of 24 months from the date of delivery. In Case of any defects that develop within the guaranteed warrantee period the same shall be replaced or the goods shall be replaced free of charge. All the expense incurred including those of transportation shall be borne by the vendor. 3. Approval of Drawings: The vendors, on placement of order, shall be fully responsible to get all arrangement drawings approved from BPCL before supply. Approval of Drawings by BPCL does not relieve the vendor from his responsibility of performance guarantee of Plant and Equipment covered under this tender.

4. Minimum Assured Spares: The Vendor shall supply the following minimum Spares along with each LOT Valve supplied at the location. The quoted rates shall be inclusive of the minimum Spares mentioned below 1) Two sets of external O-rings for sealing of LOT valve outlet with outlet adapter for each LOT Valves supplied with every consignment. 2) A complete set of Internal Rubber O-Rings & Gaskets for each valve supplied with every consignment. 3) Two numbers of additional LOT Valves Caps per LOT Valve shall be provided with each consignment The above set of Spares shall be supplied over and above the LOT Valve Assembly Set which should be complete with all the required O-Rings in all aspects and ready for use after receiving at location. These spares should be supplied directly to the LPG plants as listed in schedule of quantities attached to this tender. VENDORS ARE REQUESTED TO QUOTE THE RATE AS PER TECHNICAL SPECIFICATION GIVEN ABOVE. Quality Assurance Plan : In case of any failure observed during the testing at LERC / Plant Operation following actions will be taken against Sucessful Bidder : 1. First failure: The entire lot shall be rejected and the cost will be recovered / vendor has to replace defective valves at their own risk & cost. The warning letter will be issued. 2.
