TITLE AND NATURE OF EVENT The event shall be known as The Kellevie 300 (hereinafter called the event) and will be a Multi Club Short Course Off Road event conducted on private property at Kellevie near Copping in Southern Tasmania on Saturday 17 th & 18 th September 2016. The event will be Round 3 of the Tasmanian Off Road State Series. AUTHORITY AND PERMIT The event will be conducted under the International Sporting Code of the FIA, the NCR s of CAMS, the Standing Regulations for Short Course Off Road Events, these Supplementary Regulations and any further instructions which may be issued. The CAMS Permit Number for the event is: 716/1809/01 The event will be conducted under & in accordance with CAMS OH&S and Risk Management Policies, which can be found on the CAMS website at www.cams.com.au Target Risk Assessment (TRA) forms are available for anyone who sees a risk. ENTRY DETAILS Entries open Upon Publication of these Regulations and will close on Saturday the 17 th Sept 2016. An early bird entry fee of $180 (plus transponder hire fee if applicable) is payable for entries received by Tuesday 6 th Sept 2016. Anyone that can provide a flag marshal for the event will receive $20.00 off entry fee For entries received and accepted between the 7th and the 18th of Sept 2016, the entry fee will be $220. Late Entry Fee will be enforced. A minimum of 8 cars & a maximum of 40 will apply to the even, accepted in order of payment. Entries may be refused in accordance with NCR 83 of the current CAMS Manual. Entry forms must be lodged with the Event Secretary at: 1 Mongana Street Claremont 7011 to confirm your entry. Cheques or Money Orders should be made payable to the Southern Off Road Racing Association Do not send cash in the mail. Full payment preferred at time of submitting the entry form, however payment on the day will be accepted by cheque, money order or correct cash tender only. NO CHANGE is available for incorrect cash tender on the day. The organizers reserve the right to refuse any entry without assigning a reason NCR 83. Competitors wishing to withdraw from the event may apply for a partial refund up until the close of scrutiny. All withdrawals must be directed to the Event Secretary/ Clerk of Course. For Direct Debit Bank CBA BSB: 06 7101 Account No: 28022432 RUNNING DETAILS General The venue for the event is Kellevie Off Road Park, Kellevie in Southern Tasmania. The Event will be approx. 300 km s in total over an approximate 3.0km track. Saturday 17 th Sept. Prologue will commence at 10.00am Heat 1 will start at approx. 11.00am. Will be 10 laps of the 3km course. Heat 2 will start at approx. 12:30pm. Will be 10 laps of the 3km course. Followed by a 50 min service break/ lunch break Heat 3 will start at approx.2.00pm. Will be 10 laps of the 3km course. Heat 4 will start at approx. 3:00pm. Will be 10 laps of the 3km course. Sunday 18 th Sept. Heat 5 will start at approx. 10.00 am. Will be 10 laps of the 3km course. Heat 6 will start at approx. 11:00am. Will be 10 laps of the 3km course. Heat 7 will start at approx. 12:00pm. Will be 10 laps of the 3km course. Followed by a 1 hour lunch/ service break Heat 8 will start at approx. 1.30 pm. Will be 10 laps of the 3km Course Heat 9 will start at approx. 2:30pm. Will be 10 laps of the 3km course 3.

Practice There will be NO practice prior to any competition. Failure to conform to this rule will result in exclusion from event.. Reconnaissance At approx. 9.15 am on Sat 17 th Sept 2016 there will be a ONE lap course reconnaissance prior to the commencement of the prologue. This is non-compulsory. Starting Order The starting order will be determined by the time elapsed in the prologue; commencing at 10.00am. Vehicles will compete in prologue in order of ballot at drivers briefing. The prologue will comprise of two laps of the 2.5km prologue circuit with a standing start. Competitors not finishing prologue may apply to be seeded using the official form available from race control and must be lodged with event secretary. Any vehicle not attempting the prologue will risk exclusion from the race or start from rear of field. The starting order of the second, third and fourth section will be determined by the finishing order of the section immediately preceding it. Fuel & Refueling Refueling will be carried out in the Pit Area. Fuel shall be in accordance with Schedule G of the current CAMS Manual. Smoking is strictly prohibited. Anyone found breaching this rule will be penalized. The fuel filler cap/s of the vehicle and the caps/covers/plugs of the refueling containers must remain securely in place until after all occupants have vacated the vehicle and disconnected themselves from it, and the engine has been switched off. It is not permitted either to switch on the engine, or for any person to enter the vehicle, until after the filler cap has been replaced on the vehicle, and the refueling containers have been either reclosed or removed from the vicinity of the vehicle. All persons involved in refueling operations, or within two meters of refueling or venting points whilst the vehicle is being refueled, are to be attired in at least shoes and socks, and non-flammable clothing from wrist to neck to ankle. Refer: Off Road Standing Regulations 4.6 Competition Numbers Competition numbers must be in place on competing vehicles before scrutiny. CAMS permanent competition numbers take precedence over club numbers. Numbered roof fins are compulsory at this event and must comply with the display requirements detailed in the current CAMS Manual GR29. Course Marking The course will be marked by distinctive markers, which will be displayed at Drivers Briefing. Flags will be run per NCR rule. Timing Timing will be done by the My laps electronic timing. Transponders: 4

Timing Transponders are mandatory in this event, all competition cars will be required to have a MY Laps mx style (orange) transponder fitted and presented at scrutineering. Transponders should be fitted to the upper secti Competitors without a transponder will have the option to hire one from SORRA for this event only @ a cost of $50.00. Competitors requiring to hire transponders must have their entry lodged before the closing of early bird entries and have completed the section on entry form requesting to hire a transponder. The transponder will be issued at scrutineering and must be returned at event end to the secretary where the competitors log book will be returned. Competitors using their own transponder need to ensure their transponder number is on the entry form and that the transponder is fully charged prior to the commencement of scrutineering. Finishers To qualify as a finisher for the event, a competitor must complete a minimum of 50% of the race leader s race distance. Impounding The Organizers reserve the right to impound any vehicle after the Event in order to verify its compliance with the declared specifications. Any costs incurred by such examination shall be the liability of the entrant concerned. BRIEFING ALL nominated competing crew members MUST attend a compulsory drivers briefing which will be held at 9.00am on Saturday 17 th Sept 2016, in the Scrutineering Bay. An attendance register to verify attendance must be signed by all competitors. CREW ELIGIBILITY Persons Eligible Financial members of a CAMS affiliated club are invited to compete. Drivers must be 14 years of age or over. License Requirements All entrants, drivers, co-drivers and navigators must be holders of a current CAMS Off Road Competition License (NO/NON) relevant to the role the competitor intends to take in the event. Crew and Crew Changes A maximum of four competing crew members is allowed per two seater competition vehicles. Driver No.1 and co-driver. Driver No1 must start the race and complete at least 50% of the race to be eligible to gain points. The third and fourth nominated crewmembers (navigator 1 & 2) are not permitted to drive the vehicle. Single seat vehicles may have a maximum of two competing crewmembers. Changes to the nominated crew detailed on the entry form is allowed but DISCOURAGED up to close of scrutiny on Saturday 17 th Sept 2016 upon notification in writing to the Clerk of Course. Changes thereafter will only be permitted with the written approval of the stewards (if at all). Parental Consent If any competitor or entrant is under 18 years of age, the consent of his/her parent or guardian must appear on the entry form. VEHICLE ELIGIBILITY AND CLASSES All vehicles must comply with the requirements of Section 12 Off Road Vehicles. Vehicles must enter in appropriate class. SAFETY Competitors & Vehicles Vehicles should comply with the Off Road Standing Regulations of the current CAMS Manual of Motor Sport. Safety equipment shall be in accordance with Schedule D of the Current CAMS Manual of Motor Sport. 5

Special Note: SCRUTINY Scrutiny will take place at 8.00am at Event HQ on Saturday 17 th Sept 2016. All competing vehicles must be inspected. CAMS Competition License, a current CAMS-Affiliated Car Club Membership, Vehicle log books and apparel must be presented. Vehicle log books shall be held by the Chief Scrutineer until the completion of the vehicle s competition. All competitors must be registered before their vehicles are scrutineered. Registration closes at 9.00am and all vehicles must be registered by this time. A penalty may apply to any entry who does not comply. OUTSIDE SERVICING (i) Servicing of a competing vehicle during a TORRS event other than in the designated pits is prohibited. This prohibition shall not apply where such servicing; (a) is carried out only by a Crew member of a vehicle which started in the competition (that section), whether it be the vehicle in question or another competing vehicle, (b) uses no parts or equipment other than those which have been carried from the pits, after the start of the event, in a vehicle which started the event (in either the vehicle in question or another competing vehicle), or which have been carried from the pits by a Crew member of the vehicle in question, on foot, without any assistance outside the pit/paddock area, (c) uses any article or material which might normally be found in the region, eg water, fencing wire, string and the like, (other than as provided for above this does not apply to automotive components or tools) and/or (d) is rendered by an official recovery crew, with that Crew s agreement, and which takes the form of: (ii) Notwithstanding the provisions of Article A5.5(i) of the State Regulations, the Clerk of the Course, or his nominated deputy, may provide written permission for pit crews to provide assistance at a passage control or recovery point, or for Crews to be carried from the course to the pits and back again; this permission being valid for one instance only. PENALTIES The following are offences against these regulations, and are to result in the imposition of the specified penalties: (a) Failure to comply with specified control procedure: time penalty of 30 minutes (b) Shortcutting or other deviation from the course: 6 time penalty of 30 minutes exclusion* breach during the prologue time penalty of 3 minutes per instance (c) Causing damage to property, deemed by the Clerk of the Course to have been deliberate: exclusion*, plus any additional penalty which may be imposed by the Stewards (d) Refuelling whilst the vehicle engine is not switched off exclusion* or

whilst any person is inside the vehicle exclusion* or whilst the vehicle is not totally inside any designated refuelling area exclusion* (e) Breach of parc fermé regulations time penalty of 100 minutes (f) False Start / Jumping the Start time penalty of 1 minute time penalty of 5 minutes (g) Receiving outside servicing, other than as provided for in Article 5.5 of these regulations exclusion* (i) Any time penalties imposed are to be imposed at the conclusion of the prologue/section in which the infringement was committed as applicable. (ii) Other Penalties may only be imposed by the Stewards (h) Dislodging a marker in order to short cut the course minimum of 1 lap penalty. (i) Blatantly striking a course marker 1 lap penalty. (j) DANGEROUS DRIVING immediate exclusion and any additional penalty the stewards deem appropriate (k) Deliberate interference with or impeding another competitor possible exclusion at Stewards discretion. (l) Disobeying flag signals will incur a severe penalty as determined by the Stewards. Disobeying the yellow flag will incur a minimum 3 lap penalty by the Stewards. * Under the provisions of NCR 192 a penalty of exclusion may only be imposed by the Stewards PROTEST & JUDGES OF FACT Protests, if any, must be lodged in accordance with Part XII of the NCR s of CAMS. All listed officials shall be deemed Judges of Fact in respect to timing, scrutiny and penalties imposed. Competitors are reminded there is NO right of appeal against a decision of a Judge of Fact (NCR 205). ABANDONMENT, POSTPONEMENT OR CANCELLATION The event may be cancelled, altered, postponed or abandoned in accordance with the National Competition Regulations of CAMS NCR 59. INSURANCE Certain public, property, professional indemnity and personal accident insurance is provided by CAMS in relation to the event. Further details can be found in the CAMS Insurance Handbook, available at www.cams.com.au. ALCOHOL, DRUGS AND OTHER SUBSTANCES Any holder of a CAMS Competition or Officials licence (or equivalent licence issued by another ASN) may be tested for the presence of drugs (or other banned substances) and subject to a penalty(ies) for a breach in accordance with the CAMS Anti-Doping Policy and/or the CAMS Illicit Drugs in Sport (Safety Testing) Policy as published on the CAMS website. Consumption of alcohol in the paddock, pits or any section of the competition venue/course under the control of the Officials is forbidden until all competition is concluded each day. Accordingly, any holder of a CAMS Competition or Officials licence (or equivalent licence issued by another ASN) may also be tested for the presence of alcohol by a CAMS Accredited Testing Official (CATO) in accordance with the CAMS Standard Operating Procedure for Breath Alcohol Testing. 7

PIT AND HOT WORK AREA Only officials, competitors and crew are allowed in pit area, all crew must be signed on to competitor s entry form and all personnel in pit area must have a wrist band issued by event secretary. We will be enforcing the passes. There will be a designated pit area. Smoking and or consumption of alcohol is not permitted in the area. Within this pit area a hot work area will be set aside exclusively for welding, grinding and other similar hazardous activities. Such activities are prohibited outside this designated area. Failure to adhere to this will have severe penalties. Competitors are allowed ONE support vehicle in the pit area but please ensure it is parked to the perimeter of the pit and does not in any way block the thoroughfare for race vehicles entering and exiting. A speed limit of 10km/h must be observed on the complex whilst not competing, any competitor or crew member found guilty by the stewards of speeding will incur further penalties. AWARDS & TROPHY PRESENTATION Trophies will be awarded for each class winner, First Second and Third place getters, provided there are sufficient entries to form a class, and to the Navigator who has travelled the most distance, also an Outright Winners Trophy. These will be presented trackside on Sunday afternoon.. NOTE: All positions are provisional, pending final checks of lap sheets. BREAKDOWN AND VEHICLE RECOVERY. TOW VEHICLES: Only the designated tow vehicles will be used to recover vehicles that have broken down on the course. Remember Towing of your vehicles is a privilege not a right. GENERAL Any competition vehicle that wishes to use the track after racing has concluded may only do so with the approval of the Clerk of Course. Failure to obtain permission will result in exclusion from the event. FLAGS Flags being used during the event will be: Green flag Start the race Red flag Vehicle required to stop Chequered Flag End of race Yellow flag Caution, slow Blue flag Someone waiting to overtake Black flag Return to pits & see C of C 8
