ASHE ESWP ASCE Sftball Hat Turnament Rules WAIVER OF LIABILITY GENERAL All participants must agree t the waiver f liability. All participants in the league assume the risk f injury. All vlunteers and emplyees f ASHE, ESWP and ASCE shall nt be liable fr injury t persn, lss r damage t persnal prperty arising frm r in any way resulting frm participatin in the league. SPORTSMANSHIP Unsprtsmanlike cnduct will nt be tlerated. Any behavir that is deemed vilent, harassing, and/r inapprpriate in any way, as witnessed by the umpire, referee, r ASHE, ESWP, & ASCE staff, will result in the actins utlined in PSL s Sprtsmanship Plicy (link belw). https://pittsburghsprtsleague.leagueapps.cm/pages/pslsprtsmanship A player wh is ejected frm a game must leave the premises immediately. Play will nt resume until the ejected player has left. Officials reserve the right t end a game at any pint if the verall sprtsmanship is ut f line. Captains are t be the team liaisn t discuss any call r rule with an fficial during game play. WEATHER POLICY The decisin t call a rainut will be made as early as pssible. We will endeavr t play in mildly inclement weather. Rainuts will nt be called unless cnditins n the sand are extremely pr r the weather is deemed dangerus. Umpires have the jurisdictin t call a game due t darkness r weather at the beginning r during a game. TEAMS Teams will randmly be selected the day befre the event by skill level; we will strive t keep teams as equally skilled as pssible. Teams will appear n a pster bard the day f the event at the registratin bth, where yu will pick up yur shirt and additinal infrmatin. Each team will have a maximum f 10 players. Page 1 f 6
Depending n gender rati, the maximum men allwed n the field will be 9; meaning, if yu have a 10M rster, nly 9 may take the field; if yu have 9M:1F r any ther rati, then yu may have all 10 play the field* N player wh is nt n yur rster and signed a waiver frm may play in the turnament. If a substitute player is needed, ne can be selected frm the waitlist. The designated team captain will cntact the turnament directr and/r umpire. *Wmen may chse any psitin and must nt be frced t play catcher r any ther psitin. Frcing a wman t play a psitin she des nt want t play will result in dismissal frm the team PLAYERS A team cnsists f 10 players. A team can cnsist f all females but nt all men. A team can start play with a minimum f 8 players. A team must have a minimum f 9 players by the start f the 2nd inning r they frfeit the game. N designated hitters are allwed. All players must bat and play in the field. A team may pick up a maximum f 2 players in the turnament t avid frfeit; players must be registered and apprved by ASHE, ESWP, & ASCE staff. If rstered players arrive late, they must be immediately inserted int lineup fr the substitute players. START TIME Game will start at its scheduled time. GAME SCHEDULE If a team des nt have enugh players t start the match by 10 minutes after the scheduled start time, they will frfeit the first game. If enugh players t start a game arrive between 10 and 15 minutes after the scheduled start time, the game will be fficiated and played as a scrimmage but will still be recrded as a frfeit. Once 15 minutes after the scheduled start time has passed, the game is recrded as a frfeit and the teams are allwed t use the remaining time t practice r rganize a pickup game. Officials are nt required t stay and fficiate. GAME LENGTH Regulatin games are 5 innings but will be extended t 7 innings if time allws. The Champinship Bracket game will cnsist f 7 innings regardless f time. Page 2 f 6
A game that is called ff by the umpire after 5 full innings f play shall be cnsidered a regulatin game and will nt be made up. The scre at the end f the last full inning shall determine the winner. A new inning shall nt be started if there are 15 r fewer minutes remaining befre the next game is suppsed t start Fr example, if the time is 7:40pm the current game shall be called final and the teams playing at 7:45pm may take the field. A 10-run rule will take effect after 5 innings, als knwn as the Mercy Rule. EXTRA INNINGS If during the 6th r 7th inning, the visiting team ges up by 10 r mre runs, the hme team still bats in the bttm f the inning. If the hme team ges up by 10 runs during the 6th r 7th inning, the game is ver. During champinship play, the Mercy Rule is extended t 15 runs. When the Mercy Rule cmes int effect, teams may chse t cntinue the game as a scrimmage, nting that the umpire will n lnger keep scre. Teams may use the field t scrimmage until 5 minutes prir t the next game time. There are n extra innings, and n ties fr regular play final scre. If the hme team is dwn during the last inning, they must scre enugh runs t win the game. Otherwise, the scre at the end f the previus full inning (if nt recrded as a tie) will be recrded. During the Champinship Bracket, additinal innings will be played until a winner is determined, hwever there will be n warm-ups between half innings. PLAYING FIELD The bases are set 60 feet apart. RULES The pitcher's mund is apprximately 45 feet frm hme plate. Pitchers may pitch frm either 45 r 50 feet, as lng as they are in line between hme plate and 2nd base and n mre than 3ft t the left r right f 2nd base. A strike mat behind hme plate will be used. Any legal pitch that lands n the strike mat and/r hme plate will be called a strike. Runners and fielders must tuch hme plate fr their run r ut t cunt. Tuching the strike mat des nt cunt. LINEUP A lineup must be submitted t the umpire befre the game begins and all teams must bat in the written rder. The umpire must apprve the lineup prir t play. The team lineup may be rejected if it is weighted in favr f the male batters. Teams may nt deviate frm their rtating lineup after the game has started. All players must have a spt in the batting rder. Teams may nt remve a player frm the game with the intentin f inserting a substitute player fr the remainder f the game. A player arriving late t the game may be added t the end f the lineup. If a player is injured r becmes ill and cannt cntinue participating in the game, the lineup will remain in the same frmatin. The injured and/r sick player will nt incur an ut when their spt in the lineup is reached. If a player is ejected frm a game, the lineup will remain in the same frmatin. The ejected player will incur an ut when their spt in the lineup is reached. PINCH RUNNERS Players needing a pinch runner must let the umpire knw befre their first at bat. Players may nt use a pinch runner if they advance past first base n a fairly batted ball. The exceptin t this is if a runner injures themselves running t a base; in this case a pinch runner may be awarded at the umpire's discretin. Once a player uses a pinch runner, that player must use a pinch runner fr the remainder f the game. The last player f the same gender wh has been called ut shall be the pinch runner. GAME PLAY If n player has been called ut, the player f the same gender farthest away frm the player needing a pinch runner in the batting rder will be used as the pinch runner. Fr example, if the first male batter in the batting rder needs a pinch runner, the male batting last wuld be his pinch runner. Pinch runners will likely change inning t inning based n the last player t be called ut. Only captains may discuss r clarify calls with the umpire. An utfield fence is in play. In mst cases a ball hit ver the fence is a hmerun; hwever yur umpire will g ver the grund rules f the field befre each game. Any ball that ges under an utfield fence will be ruled a dead ball and cnsidered a grund rule duble. Bunting, stealing, and/r advancing a base n a wild pitch is nt permitted. Base runners may nt leave their base until the ball is hit. Leaving the base befre the batter makes cntact with the ball is an ut. Page 4 f 6
Pitchers must pitch underhand, with an arc between 6-12 feet frm the grund. The infield fly rule is in effect. If the batter has tw strikes against and hits a ful ball, that ful will nt be cunted as strike three. If the batter hits a secnd ful ball, that ful will be cunted as strike three. If a batter thrws a bat n a fllw thrugh f their swing, he/she will receive a warning frm the umpire. The secnd time it ccurs, the batter will be ut. If a team chses t intentinally walk a batter, the pitcher may waive the pitches and the batter may advance directly t first base. A runner may nt slide beynd the base t break up a duble play. Runners wh slide t break up a play will be called ut. Shuld the runner at the prir base reach the base safely due t the duble play being brken up, he/she will als be called ut. N fielder may blck a base r baseline, including hme plate, unless he/she has pssessin f the ball r is in the act f fielding the ball. Fielders wh blck a base r baseline withut pssessin f the ball, r being in the act f fielding the ball, will be called fr bstructin. Runners must slide r surrender when a fielder has the ball and is waiting at the base t make the tag. Runners wh dn't slide r surrender will be called ut. Surrender will be defined as slwing dwn t the pint where the runner can hld the base withut cntacting the fielder cvering the base. N utfielder may step int the infield when a female is up t bat until she makes cntact with the ball. If an utfielder encraches int the infield befre cntact is made, but after the first pitch, the ball is immediately dead and the batter is awarded first base. Runners n base nly advance if they are frced. A player is called ut when: Their batted fair r ful fly ball is caught by a fielder in the field f play. The umpire calls a third strike n a batter. A batter hits a ful ball after using their curtesy ful. An infield fly is declared. A fairly hit ball tuches the batter befre tuching a fielder. A runner r base is tagged befre the runner reaches the base they are advancing t. A runner des nt slide r surrender. A runner ges utside f the baseline by mre than three (3) feet. Page 5 f 6
Exceptin: runners may g utside f the baseline t rund a base when attempting t advance t anther base. A batter is fund t be batting ut f turn after the first pitch has been thrwn. EQUIPMENT AND FACILITIES Sftballs, bases, and bats will be prvided by the ASHE, ESWP, & ASCE staff. Participants must bring their wn glves. Metal spikes/cleats are nt permitted. N fd r alchl is permitted n the fields at any time. Alchl must remain in the pavilin area at all times. Glass bttles are prhibited. Allegheny Cunty Parks Field Playability, Rulers and Regulatins: The permit hlder will decide if the field is playable. This persn will use cmmn sense and gd judgement in the decisin t play. The sil must be firm and free f bstacles that culd cause persnal injury r field damage befre play begins. Water can be brm-dried t remve puddles frm infield t expedite play. All persns, if given permissin t use a field, will abide by all and any directives frm the Cunty f Allegheny Plice and Parks Persnnel. All teams and individuals given permissin t use a field assume all respnsibilities in regards t injury and/r accident and all liabilities. Permits must be kept with team while using field at all times. Teams and individuals given permissin t use a field must use the field assigned. N exchanging f field permits with anther team r individual is allwed. N practice f any kind is allwed n fields during the mnths f February and March. Fields will be scheduled fr use (Weather Permitting). After all scheduling has been cmpleted, rganizatins may request additinal dates if available. Please call the Park Permit Office where the field request was submitted. All teams are respnsible t prvide bases and line their wn fields; yu must use Field White nly. Page 6 f 6
