THE THURSDAY wmmmmmmm BOWLNG GREEN STATE UNVERSTY FEBRUARY T, 1983 PUP Nursng home patents, teachers protest Celeste's spendng cuts COLUMBUS (AP) - Opposton mounted yesterday to Gov. Rchard Celeste's plan to rase ncome taxes by 90 percent and cut spendng to balance the state government's budget. Nursng home patents demonstrated at the Statebouse to protest spendng cuts whle a Republcan state senator unveled rado ads that wll be used to try to persuade lawmakers to vote aganst Celeste's plan. Tle House-passed bll, whch Celeste says s needed to onset a defct now estmated at $511 mllon by June 30, was attacked on several fronts as hearngs contnued n the Senate Fnance Commttee. Among them: - "Don't Balance the Budget on the Backs of the Elderly" read a sgn dsplayed at a Statebouse rally organzed by the Oho Academy of Nursng Homes, nc. Up to 300 nursng home resdents and employees from around the state lobbed ther legslators aganst proposed cuts n the Medcad program. "T WLL affect drect patent care... specfcally actvtes, socal servces and probably nurse assstance," Ed Martell, who operates nursng homes n Stark and Mahonng countes, - The Oho Hosptal Assocaton sad the "human mpact" of the health care cuts had been gnored and Kdeted that outpatent servces to poor would be curtaled as a result. "Ths s not a scare tactc, beleve me," Donald Newkrk, assocaton presdent, added. " would submt...that the threat of cuttng walkn servces to the sck poor n the mddle of wnter s unconsconable." - Sen. Paul Pfefer, R-Bucyrus, unveled a group of commercals whch hs new ant-tax group plans to sponsor on rado statons n the dstrcts of such targeted Democrats as Sens. Steve Maurer of Botkns, Tom Fres of Dayton and Thomas Carney of Grard. "Wthn days, a one-man majorty n the Oho state Senate, at the urgng of Gov. Celeste, plans to rase your ncome tax by 90 percent," the ad begns. Then t gves lsteners the telephone numbers of ther senator. - A coalton of teacher unons n Columbus, Akron, Cleveland, Toledo and Cncnnat backed the tax ncreases, but objected to a formula for mposng educaton spendng cuts. "WE ARGUE wth the dstrbuton of the cuts... that urban dstrcts are beng ht dsproportonately hard," Tom Mooney, presdent of the Cncnnat Federaton of Teachers, Despte the mountng crtcsm, Senate Presdent Harry Meshel, who along wth other legslatve leaders met prvately wth Celeste, sad there would be no change n the tax ncrease porton of the bll. Meshel, D-Youngstown, sad nursng home operators should not complan about the measure. Welfare Drector John Cuddy sad exstng law gave the department authorty to mpose cuts of $82 mllon to nursng homes and hosptals but that the admnstraton package was only $38.9 mllon n state and federal funds. Gas prces drop by the Assocated Press Prces charged by some Oho servce statons for gas have dropped below $1 a gallon for the frst tme n more than three years, but staton operators are not sure how long t wll last. "t's really dropped sharply n the past 60 days. Everyone was Eredactng t would be $2 a gallon y ths tune," Gene Sten, of the Central Oho Gasolne Dealers Assocaton, The contnung ol glut, combned wth reduced demand for gasolne, has caused a drop n ol prces the put sx months. Opened n 1914 Unversty changes over years by Greg Hadlr.y reporter One of the bggest changes snce the Unversty's openng n September 1914 has been the converson of the school from a two-year elementary school teacher's college to a state college. The Emmons-Hanna Act of 1929 changed the school's name from Bowlng Green State Normal College'to Bowlng Green State College. Ths act made the school nto a four-year nsttuton capable of gvng out degrees. n 1918, the frst student newspaper, called the Bee Gee, was publshed. However, the paper ded after one ssue. The next publcaton was the Bee Gee News, founded by a socal group called the Country Lfe Club n 1920. Ths began as a monthly newspaper wth 10 ssues a year. Bowlng Green's nckname of "The Normals" was replaced by "The Falcons" n 1927. The change was suggested by Doc Lake, a sports wrter for the Bowlng Green Sentnel-Trbune, and t was pcked up. n 1933, due to the Depresson, Bowlng Green College was n jeopardy of beng turned nto a mental hosptal. t was felt that t could be converted wth a mnmum of costs. THERE WERE an abundance of colleges at the tme and Bowlng Green was the smallest of the state nsttutons. However, ths proposal was defeated n 1934 because of a strong campagn made n support of the school. Bowlng Green College became Bowlng Green State Unversty on May 15,1935. Wth the change n the classfcaton, the Unversty fnally was recognzed as beng n the same class as Oho State. Mam, and other Oho unverstes. Money was authorzed for a Unversty Unon on Feb. 21,1941. After delays due to fnances, the Unon was completed n 1958. The frst student rot at the Unversty was n October 1949. The reasons for the rot were a lack of freedom of expresson n the BG News; restrctons on cars; the faculty domnaton of the Student Senate; and the strct rules on alcohol. Okantah, drector of the Afro-Amercan Cultural Center at Cleveland State Unversty, spent Tuesday talkng wth students n creatve wrtng classes and gave a poetry readng that nght. Okantah, author of three books of poetry, was drawn South as more and more black Amercans are, he "We bounced around the country lookng for the promsed land so long," Okantah "Now we're gong back, because the North s not me promsed land." BORN N New Jersey, Okantah went South to fnd "a sense of land." n Northern ctes where open land s scarce, people lack the apprecaton for land shared by Southerners, he n one poem, Okantah's persona tells of runnng barefoot as a chld and gettng blsters on feet accustomed to shoes. "You move South so you can experence the land as Afrcan people who receve vbratons from the earth," be "n the North, the earth s covered. You cant go barefoot on asphalt" Southerners have a naturalness and sncerty lackng n the north, Okantah Southern hosptalty doe* exst. "f they (Southerners) are classc racst red-necked folks, don't have to worry about seeng them," Okantah sad, addng that such a person would carefully avod any contact wth blacks. N THE NORTH, be sad, there s a pretense of lberalty and a myth that racsm exsts only n southern states. "We tend to know better," Okantah "There were no sgns n the Norm, but we knew what neghborhood we could go nto and whch neghborhood you went nto at your ownrsk." Whle n New York, Okantah was almost stabbed and thought often of death and dyng. Once whle sttng on a park bench he met a character who would later appear n a poem. 2 The BG Newa/February 17, 1983 THE BG NEWS OPNON Vol.63 Febnury 17,1983 ssue 79 -WP»»:*:*S*:^^^^ Solomon Amendment needs Unversty acton The Reagan admnstraton s now actvely enforcng the federal regulaton known as the Solomon Amendment. Ths s the law whch requres any male applyng for federal fnancal ad to show proof of regstraton for the draft. We oppose ths law because t represents a return to a system of dscrmnatory enforcement of draft regulatons. Durng the Vetnam War there were a large number of deferments avalable to the rch. The most famous of these were the student deferments and deferments for those classfed as havng a crtcal skll n a home front ndustry. Both of these deferment programs and many more were subject to abuses whch let anyone wth enough money and power avod the draft. The Solomon Amendment s (scrmnatory. Only those who have need of fnancal ad wll be requred to show proof of draft regstraton. Ths means that many mddle and lower class men who oppose the draft wll be forced to choose between regstraton and a college educaton. However, men from the upper class who have slpped through the other enforcement procedures wll be able to get an educaton. A number of unverstes have fled sut to block enforcement of the regulaton. We urge the Unversty admnstraton and Board of Trustees to begn efforts to name the Unversty as a plantff n ths sut. We further urge Presdent Olscamp to follow the lead of the presdents of Kent State and other unverstes by makng a publc statement on the Solomon Amendment. Placement Servce polces t s now 8:05 a.m. and have just returned from the Unversty ntervew sgn-ups offered through our Unversty funded offce. have been COMMENTARY by Thomas R. Schmuhl awake snce 4: S a.m. at whch tme lterally threw my clothes on. Sabbed a handful of my credental ns, and rushed over to the Student Servces Buldng. Upon arrval at Student Servces (about 4.35 a.m.) found just four other students watng. After vewng the four ndvduals notced no other fnance majors present except for myself. At ths tme became enthused knowng there exsted the very real possblty to sgn for two ntervews, Marathon Ol beng my frst choce and Mac tools second.-ths enthusasm was however extngushed wthn the hour when the doors of the Student Servces Buldng were opened and no company lnes had been posted. Though two ntervews would have been nce would be happy to get one, now however would be qute lucky to get one ntervew. suppose should explan how these company lnes work before go any further. On the nsde walls of the Student Servces Buldng foyer (the lobby the bookstore uses at the begnnng of each semester to house the long lne of book-buyng students) are posted peces of paper wth the recrutng company's names and the postons they are seekng to fll. Under these sgns form lnes of students wshng to ntervew wth that respectve company. These lnes are scattered randomly throughout the lobby to releve pressure. At 7:30 a proctor appears and takes the students names prortzed by the order the students are standng n. t s very dffcult to trace the evoluton of the rules that govern sgn-up prorty for the smple fact that these rules change every week, but wll gve t a try. Last semester doors were opened by 8 p.m. the nght before and all company sgns were posted so that as Mtor t«d,y trocht Monoglno Edtor Julo Thornton Aut. Monoono Edtor Morcla Sloon Now«Edtor Koran Sondttrom Edllorol Edtor Rchard. For *" MHor Androa Sooner Fooh.ro Edtor Nancy Sooth THE BO news students fled n they could lne up under the company they wshed to sgn wth. Ths system worked farly well though t dd cut nto students' sleep tme. As a remedy to ths nconvenece to the students, Mr. James Galloway, Drector of Placement, mandated doors not to be opened untl 6 a.m. the mornng of sgn-ups. Meant to decrease the number of students who lose sleep and study tme, ths rule has n fact not worked at all and has nstead merely shfted responsblty from the admnstraton to the students. The Unversty no longer needs to keep an eye on the students and buldng. Ths rule mplemented after the frst week of ths semester never has been followed. One week doors opened at 5 a.m., anther week at 4:46 a.m., and ths week at 5:35 a.m. Essentally wth ths nconsstency how could a student know when the doors open? Once ths rule, wth all ts nconsstency, was mplemented the Placement offce began tnkerng wth the element that prompted ths letter. Orgnally all company sgns were posted before or rght after doors were opened so that those students who were n the front of the lne could then fle n and get n the front of the lne for ther. respectve company. Ths method worked under the "greatest desre" prncple. A student who really wanted a partcular ntervew had to have the desre to be one of the frst n hs/her feld to get n that company lne, a frst come, frst served bass f you wll. The new drectons from Mr. Galloway s that company sgns and consequently lnes would not be up untl 7 a.m.; one half hour before sgn-ups begn. What ths meant s that no matter how much desre or need you had for a partcular ntervew you could not guarantee a spot by showng more ambton and gettng to sgn-ups before your peers. nstead, and ths s the joke of the whole rule, the prorty for sgn-ups s physcal proxmty. The student who s closest to where a company sgn s hung s bestowed the frst choce to sgn-up for an ntervew. As you can well magne ths would cause a mass scramble of career thrsty senors velng for a lmted number of ntervew slots. Ths s precsely what happened Copy Edtor Vckl K.nhor- Ant. Barbe tral wll teach of the past At some pont n the comng year the French wll have another Adolf Echmann tral on ther hands. Wth the extradton of Klaus Barbe by COMMENTARY by Max Lerner..^^^^^uJ.;.l;Mv^^^^^!.^^^!.!^!.!^^^^!.!^^^^!.^!A^^^^^^^^^^ m^m^:fe::s:«:vmv;;>v-' :*:-:*»: Bolva they have taken on a task whch may grow to rhnocerous-sze and become the great moral tral of the '80s, as Echmann's was for the '60s. As Gestapo chef n Lyons from 1942 to 1944 the French hold Barbe responsble for the death of thousands of underground fghters, ncludng Jean Houln the hero of the Resstance. He handed some 11,000 French Jews, ncludng young chldren, over to the Nazs for the death camps. The trackng-down story s a lttle classc n tself. n 1948 Amercan ntellgence seems to have used Barbe as an nformant to help locate hgher Nazs, and pad hs way to Bolva, where he lved for 32 years, dealng n drugs and tmber, buldng a fortune, sharng t wth Bolvan offcals. The French last hope of ever fndng hm. But 11 years ago a husband-wfe team of Naz-hunters Serge and Beate Klarfeld dentfed hm. Twce they tred n van to get hm extradted to France. Fnally a new Bolvan government came to power and cancelled hs fraudulent ctzenshp, and be s back at the Montluc Prson where he had lorded t over hs lttle doman of torture and death. There s a great and mountng anger n France where the famles of so many of Barbe's vctms remember hm as "The Butcher of Lyons." But the French authortes wll have a long and hard road to try Barbe under a new law for "crmes aganst humanty," the statute of lmtatons _ create sgn-up lne anarchy yesterday. Though was frst n lne orgnally, was pushed back to number 10 because guessed the wrong spot the Marathon sgn-up sheet would be at. On ths partcular sheet there were just 12 slots. Essentally just made t; not to menton the fact got the last ntervew of the day whch, dependng on who you talk to, s the worst tme slot to have. dd however get an ntervew whch s why ths letter s not to patronze my poston but that of those who were unable to get an ntervew yesterday. After sgn-ups talked wth Mr. Galloway and he nformed me that "ths s what the students wll want." Well, got news for you Mr. Galloway. am one student who does not want your drectve. thnk t's shortsghted and unfar. t's obvous to me that the students, n ths case, were not consdered. The result, though cannot say for sure, s a large percentage of these students are not happy and do not want ths new system for sgn-ups. Alternatvely propose movng back to the postng of company sgns before the doors are opened and then you can open those doors whenever you wsh, be t 8 p.m. or 6 a.m. Realstcally the placement offce wll never get anxous students to stay home untl 15 mnutes before sgn-ups - evdence ths mornng. nstead a realzaton of long lnes seems most approprate. Hell, long lnes are a part of college lfe; try to pck up a hockey tcket, buy books or add a class, youll see. Ths alternatve may have small repercussons but nothng compared to the shock waves of your new drectve. t has also been brought to my attenton that the proctors (those persons who brng the sgn-up schedules for varous companes) have, f students, the prorty to sgn-up for two ntervews before the schedules are gven to the other students. Essen- Bally prorty for knowng someone nsde. really can not see how ths can be Justfed. Ths mornng a frend of a frend of mne was bumped from the last open poston on a schedule because a procter had sgned hs name before the schedule had even reached the students. S THS FAR?! Although the Placement offce does provde a tremendous servce to the students the nconsstency and shortsghtedness n regard to those students, results n tantng ther reputaton. Very smply, the system needs more feedback from the students. What propose s that we as students provde Mr. Galloway and the Placement offce wth that feedback. suggest a barrage of telephone calls, letters and even personal offce calls. The message need not be long just smply tell them you don't feel present polcy s adequate. You can gve them new alternatves or just tell them " agree wth Tom." Serously, WE ARE the ones who wll force the change!!! When you're sendng n those messages remember those students who were shut out of ntervews whle realzng the next tme t may be you who mused that ntervew and possbly that job... havng run out aganst the old charges. t s temptng to compare Barbe's comng tral wth Echmann's. Hannah Arendt, who was recognzed for her nsght nto the totaltaran mnd, covered the Echmann tral n 1961 for the New Yorker. She startled the world when she subttled her book, "Echmann n Jerusalem," as "*- Report on the Banalty of Evl." She ddn't mean that there s somethng of the Echmann n each of us. What she meant - n the tortured way of a "phlosopher's phlosopher" - was that Echmann was hmself a flat and empty character, wthout dmen- j son, ncapable of understandng the enormty of what be had done snce for hm as bureaucrat t was a smple case of obeyng the mandate of Htler. One must see Htler's evl as anythng but banal. t was radcal and absolute. Nor was Barbe's evl banal. He s sad to have had a hand hmself n the torturng, perhaps even to have taken Seasure n t. Yet vndctveness n lelf s not the answer. A great research s gong on around us - a research nto a past that started wth Htter's power system 50 years ago, when all the tradtonal moral norms crumbled n Europe and mor- alty became a relatve matter, dependent on what a Htler or Staln had as hs poltcal purpose. We are only now startng to ask searchngly whether there s a contnung and permanent base for judgng human moralty and evl. The Barbe tral wll be part of that search. Fortunately t won't be held n Jerusalem nor under Jewsh auspces, as the Echmann tral was. Snce the Jews were so nvolved as vctms t s better for others to wear the robes of judges and for manknd as a whole to delver the verdct. Max Lerner wrtes for the Los Angeles Tmes Syndcate. > lllt..v.v.v,-.-. Jordan lecture marred by audence behavor The worlds of academa and busness both requre that those ndvduals wshng to gan admttance, or further advancement must posess certan prerequstes. For example, numerous employment ads n the Wall Street Journal requre that applcants must have a specfed academc background wth some type of related practcal experence. Lkewse, the accountng/management nformaton systems department requres that all students regsterng for ntermedate accountng courses must have attaned at least a 2.00 average n the two ntroductory accountng courses. After the performance of the unversty communty at the Hamlton Jordan lecture on Tuesday, January 31, we would lke to suggest the followng courses as prerequstes for all ndvduals attendng UAO lectures: UAO 101 LECTURE COURTESY: The Forgotten Art UAO 102 The Art of Pognant and Cogent Questonng For those ndvduals not n attendance, Hamlton Jordan was treated wth the same amount of courtesy and respect that we usually reserve for the beloved members of that so called unversty to the north. Throughout hs lecture and subsequent queston and answer sesson, numerous ndvduals (20 to 25 percent of the ntal audence) showed ther apprecaton for Mr. Jordan's efforts by walkng out of the UAO sponsored event. Havng gven a number of lectures ourselves, we can testfy that there s nothng more demoralzng than to have a number of people leave whle speakng, let alone havng a quarter of one's ntal audence dsappear. Not only are such premature departures dsheartenng to the speaker, they are extremely annoyng to those of us who reman. Numerous tmes durng the lecture, we found ourselves stranng to hear the words of Hamlton Jordan over the dn of sldng chars and shufflng feet As f the aforementoned actvtes were not enough, a number of questons posed by the audence were not nqures that probed ether the thnkng or belefs of the speaker. Rather, the questons bordered on the verge of beng self-servng datrbes to the nqustor's own ego. Those queres Jasper TM,l>b >**M,sxe- (/OOHWCTHAT TtoNfe AftCK/r TMtS Cot»*Nce.- T«l*a*«sns1 MEWrO"6AlM3CT l»*»jt»j&-! CA^cfuaa.? SAVC MOHTY. The ntent of most ndvduals attendng a lecture s to lsten to the deas and belefs of the speaker, not what appeared to be the unnformed bases of certan members of the audence. To crtcze wthout presentng possble solutons, s consdered by most to be merely an exercse n mental masturbaton. As a result, we suggest the followng: 1) That UAO establsh a secton n ether the rear of the Grand Ballroom, or n the balcony seatng to accomodate those ndvduals who want to attend the lecture porton of the event but do no want to reman for the subsequent queston and answer sesson. 2) That UAO make a publc appeal to all persons attendng lectures encouragng them to reman for the entre event out of respect for the speaker. n addton, ths appeal should emphasze that f an early departure s requred, that such ndvduals should st n the rear or balcony area as desgnated by UAO. 3) That UAO establsh a one mnute lmt on all ntal questons. Ths would requre those persons askng questons to formulate ther queres a an organzed and succnct form. Mark D. Oattlng nstructor Accountlng/MS Ann L. The duo has also moved away from the dependence on a "dance-orented" sound (a la Yaz), nstead nfusng a keen sense of melody, muscalty, varety and dynamcs. Certanly, they could have run a three-rng crcus wth less confuson than they encountered n BG's 74-65 wn over the Golden Flashes before 4,- 471 rate fans n Kent's Memoral Gym. Wrtz was all alone at center stage after makng a questonable blockng foul on KSU's Anthony Grer wth 15:21 left n the contest. The foul, Grer's ffth of the game, brought on an ugly 10-mnute confrontaton between Wrtz and several fans, ncludng one who marched onto the court to voce hs opnon. When Wrtz nssted upon havng the man removed from the gym by arena polce offcers, several more fans joned n on the ruckus. Eventually, 20 fans followed the ejected fan out of the buldng n protest of the unfortunate stuaton. "t's a shame that t had to happen," KSU coach Jm McDonald " understand that the fan was upset but t doesnt do Kent State Unversty any good to have that knd of thng happen." WRTZ'S provokng call came when BG's Davd Jenkns took a pass from Keth Taylor and collded wth Grer as he was makng a lay-up. Kent's Dave Zegler, and a multtude of others, thought Wrtz should have called a chargng foul on Jenkns. Zegler, apparently let Whz know what he thought and was quckly slapped wth a techncal foul. Jenkns made both free throws to extend the BG lead to 48-34. But BG later regressed nto a shell and went scoreless for a stretch of 5:22 - the remander of the game was not nearly as close as the fnal score ndcated. BG's wn, coupled wth Oho's surprsng loss to MAC cellar-dweller Western Mchgan at Kalamazoo, Mch., left the Falcons all alone at the top of the MAC wth a conference record of 10-3. A Reds spokesman sad the club offered $150,000; Bereny asked $229,000. He made $75,000 n 1982, the club Bereny sad he was dsapponted but ddn't want to elaborate because be wanted "nothng negatve" to be reported that mght jeopardze hs relatonshp wth the Reds. However, hs agent, Justn Hrsch, was rate and vocal. He called the Reds "the most decetful, untruthful organzaton n baseball." Bereny had a 9-18 record last season, a 3.36 earned run average and 157 strkeouts. Hrsch, a Mam lawyer, had argued that Bereny's won-loss record wouldn't have been so bad f the Reds had been able to score more runs.
