Roosevelt Road Chicago, IL 60608 The UIC pool is a 50-meter, eight-lane pool. Short course competition occurs in the 25 yard, 8 lane crosslength with Keifer Advantage II Wave Eater non-turbulent lane lines in 16 feet of water depth. Starting blocks are located at the west end. A warm-up/cool-down pool is available for use under a coach s supervision. A Daktronics automatic timing system with touch pads, push-buttons and an 8 lane display board will be used. Seating capacity is 550. Parking is available directly across Roosevelt Road from the main entrance of the building for approximately $10 per day. The competition course has been certified in accordance with 104.2.2C(4). The copy of such certification is on file with USA Swimming. This is a closed inter-association YMCA championship meet that has been granted a YMCA sanction. The meet is open to all YMCA teams within the Town & Country District as part of the Illinois State championship series. The girls will compete in the morning and the boys in the afternoon per the following schedule (warm-up sessions will not begin before the listed time, but may begin later). SESSION WARM-UP START TIME MEET START TIME Girls 7:00 8:20 AM (may be split) 8:30 AM Boys 12:30 1:50 PM (may be split) 2:00 PM Time Trials Warm-up/Cool-down pool available at coaches discretion Immediately following boys session MEET RULES This meet will be conducted under current YMCA swimming rules as found in the Rules That Govern YMCA Competitive Sports, the YMCA Black Book, and the Illinois State Committee Rules & Bylaws and judged according to the current USA Swimming technical rules (blue pages). This meet has obtained a YMCA sanction and has been approved by Illinois Swimming. The following rules must be strictly observed: Flash photography is prohibited in the pool area when athletes are on the starting blocks. Smoking is not permitted within the facility. Use of audio or visual recording devices, including a cell phone, is not permitted in changing areas, rest rooms or locker rooms. Except where venue facilities require otherwise, changing into or out of swimsuits other than in locker rooms or other designated areas is not appropriate and is prohibited. ENTRIES Entries will be accepted by the entry chairperson beginning Saturday, February 14, 2015 at 8:00 AM. Final deadline for entries to be received is Tuesday, February 24, 2015. No additions, changes or time updates will be accepted after Tuesday, February 24, 2015. Hand delivered, phoned or faxed entries will NOT be accepted. E-mail is the preferred method of entry submission. Electronic entries must be submitted in a format compatible with Hy-Tek Meet Manager. A completed and signed Entry Summary Sheet (provided in this packet), a hard copy of entries and payment in full must be received by the Meet Entry Chair within 72 hours of receipt of your e-mailed entry. An authorized representative of the team must sign the enclosed waiver form. An entry is not complete until all necessary paperwork and fees are received. Current registration numbers, ages, first name, middle initial and last name must appear on all entry sheets, including relays. Express mailed entries should be delivered with no signature required. If you desire verification of entries received, include an e-mail address or a self-addressed stamped postcard with your entries. Entries may be reviewed online at www.brryall.com. ENTRY LIMITS Athletes may enter a maximum of 4 events; no more than 3 may be individual events. Each team may only enter 1 relay team per relay event. 1
ENTRY FEES $4.00 per individual events; $16.00 per relay team. Make checks payable to JCSA.LIGIBILITY The athlete s age as of December 1, 2014 will determine his/her age for the meet. Athletes must be full members of their respective YMCA as of November 26, 2014 per the 90 day eligibility rule found in the Rules That Govern. All athletes must have competed in at least 2 closed, inter-association YMCA meets; athletes who missed a portion of the season training and competing with their high school team are only required to have competed in 1 closed YMCA meet. As per the YMCA Black Book, all teams must be registered via the online YMCA registration system in order to compete in YMCA sanctioned competitions. DECK ACCESS OFFICIALS & TIMERS CHECK-IN BULLPEN SCRATCHES SPECIAL NEEDS ADMISSIONS CONCESSIONS AWARDS Access to the pool deck will be limited to athletes and properly credentialed coaches and officials, along with any other individuals working in an official capacity as part of the meet operations. All other individuals will not be permitted access to the pool deck. Coaches must be in current good standing with the Illinois State YMCA Swim Committee, must be registered via the online YMCA registration system and must hold current certifications in Coaches Safety, First Aid, CPR and Principles of YMCA Competitive Swimming as outlined in the YMCA Black Book. All coaches must display their YMCA deck pass at all times while on deck. This pass is either a current USA Swimming coach card that includes a Y marked on it or else a current coach credential card obtained from the YMCA Group Representative. There will be a need for officials. Anyone willing to work should contact the Officials Coordinator. Each team with 8 or more swimmers may be asked to provide timers. Your cooperation will be greatly appreciated. Your help will ensure a great meet for the swimmers. There will be an official s meeting at 8:00 AM in the hospitality area. A timer s meeting will follow at 8:15 AM on deck near the announcer s table. This will be a positive check-in meet. Athletes must check in at the Clerk of Course at least 45 minutes prior to the start of each session or the athlete will be scratched from the day s events. If a team representative or parent checks in an athlete, that person must sign and print their name on the check-in sheets. A bullpen will be provided for 8 & under athletes only. Heat sheets will be posted at both ends of the pool. Coaches may submit scratches to the Meet Entry Chair prior to the entry deadline. Athletes may also scratch an event with the Clerk of Course at positive check-in. If declaring a false start, the athlete must be in person making the declaration to the Meet Referee. In accordance with USA Swimming Rules, Articles 105 and 202.2.13, the Meet Referee has the authority to accommodate athletes with disabilities. It is the responsibility of the coaches or athletes to contact the Meet Referee prior to competition with specific requests. The cost of admissions will be $5 per day. Children ages 12 & under will be admitted free. A wide variety of food and drink will be available at concessions. Vendors will be selling swim gear, paraphernalia and bag tags on Sunday. Championship medals will be awarded for the top 12 finishers in each individual event, both for the District and Junior District divisions. An athlete competing in the Junior District division in a particular event will be awarded as a Junior District swimmer, even if he/she achieves a District time at the meet; likewise, an athlete competing in the District division who does not achieve a District time at the meet will still be awarded within the District division. Team trophies will be awarded to the top 3 scoring boy s teams, girl s teams and combined teams. Only the District division will be scored. Athletes entered into an event in which they have not achieved a District time standard will not be scored for that event. Each team is limited to the top 4 scoring swimmers per event. The 13-14 and 15-21 age groups will be seeded and swam as combined events, but will be awarded and scored separately. A representative from each team must pick up their awards at the completion of the meet. The host team will not be responsible for mailing awards. Other formats, including hard copy of results, may be available upon request. Open time trials will be offered immediately following the Boy s Championships for purposes of qualifying for YMCA Nationals or USA Swimming championship events. All YMCA National individual and relay events will be offered. Only one try per event will be allowed. Athletes may swim a maximum of 3 events. Entries will be $10 for individual events and $20 for relays. Athletes must provide their own timers and counters if needed. Girls and boys heats may be combined. The warm-up/cool-down pool will be available for warm-ups. 2
SUPERVISION Each team is responsible for the behavior of its athletes, parents and coaches in all areas of the facility. Lack of supervision my result in the team or individual being barred from further competition at the District or State Championship meets. We ask that everyone exhibit the YMCA core values of Caring, Honesty, Respect, and Responsibility. The behavior of all participants is very important, not only for the image that we project but more importantly for the safety of everyone within the facility. FIRST AID LIABILITY Emergency medical personnel will be available on deck during the meet. The Safety Director can be reached at the announcer s table. The B.R. Ryall YMCA Swim Team, the Town & Country District YMCA Swim Committee, the Illinois State Swim Committee, the YMCA of the USA, and the UIC Natatorium assume no liability for any injuries, damages, lost or stolen items except that which is caused by the negligence or reckless behavior of the above parties. 3

CONTROLLED MEET WARM-UP & SAFETY GUIDELINES General Warm-Up (first 30 minutes) 1. No diving allowed from the blocks or edge of the pool. Swimmers must enter the pool feet first, while maintaining contact with the deck with the body and a hand from the start end of the pool. 2. No sprinting or pace work allowed during this general warm-up session. All lanes are to be used for general warm-ups. 3. Entry into pool from starting end of pool only, unless noted otherwise by the meet director and meet referee. Specific Warm-Up (last 20 minutes) 1. Push/Pace lanes (1 & 8) - push off one or two lengths from the starting end. Circle swimming only. No Diving. 2. Diving lanes (2 & 7) - Sprint lanes for diving from blocks or for backstroke starts in specified lanes at designated times. One length, one way swimming only. 3. General warm-up lanes (3, 4, 5 & 6) - No diving. Circle Swimming only. 4. At approximately half way through diving and push/pace, additional lanes may be opened at the request of the coach. Coaches Responsibilities 1. Coaches shall instruct their swimmers regarding safety guidelines and warm-up procedures as they apply to conduct at meets and practices. 2. Coaches shall be on the deck during warm-ups and shall actively supervise their swimmers throughout the entire warm-up session. Coaches meetings will not be conducted during the warm-ups. Host Team Responsibilities 1. Marshaling: A minimum of two marshals, who report to and receive instructions from the Meet Referee, shall be on deck during the entire warm-up session. 2. Marshals shall be current members of USA Swimming. 3. Marshals shall have the authority to remove from the deck for the remainder of the warm-up session any swimmer or coach who is in violation of safety guidelines or warm-up procedures. 4. The host team shall provide signs for each lane at both ends of the pool, which indicates the designated use during specific warm-up. 5. Warm-up times and lane assignments shall be published in the meet information and posted at several locations around the pool area. The following statement shall appear in the information: Illinois Swimming, Inc. Safety Guidelines and Warm-up Procedures will be in affect at this meet. 6. An announcer shall be on duty for the entire warm-up session to announce lane and/or time changes and to assist with the conduct of the warm-up session. 7. Hazards in the locker room, on the pool deck area, or in areas used by coaches, swimmers, spectators, or officials shall be removed or clearly marked. Miscellaneous 1. Backstrokers shall ensure that they are not starting at the same time as a swimmer on the blocks. 2. Swimmers shall not step up on the blocks if there is a backstroker waiting to start. 3. Swimmers shall not jump or dive into the pool to stop another swimmer on a recalled start. 4. Swimmers are required to exit the pool upon the completion of their warm-up to allow other swimmers adequate warm-up time. The pool is not for visiting or playing during the warm-up session. 5. Warm-up procedures shall be enforced for any breaks scheduled during the meet. 6. The Referee may restrict use of bands, hand paddles, or fins during warm-up. The Referee shall have control over mitigation actions necessary to relieve situations deemed as dangerous or impairing the safety of other swimmers. NOTE: Host clubs may, with the consent of the Meet Director and Meet Referee, modify the warm-up time schedule or recommended lane assignments depending on pool configuration, number of swimmers or other consideration, so long as safety considerations are not compromised. Any such changes shall be announced, and/or posted prominently in the pool area. 6
