Minisceongo Laser Regatta 83 Grassy Point Road, Stony Point, NY 10980 13 August, 2016 1 RULES - The regatta will be governed by the rules as defined in the Racing Rules of Sailing. 2 ELIGIBILITY All competitors must complete registration in person no later than 1230 on August 13, 2016. 3 NOTICE TO COMPETITORS - Notices to competitors will be posted on the front windows of the Minisceongo clubhouse. 4 CHANGES TO SAILING INSTRUCTIONS - Any changes to the sailing instructions will be posted at least 30 minutes prior to the first warning. Any changes to the schedule of races will be posed no later than 1900 on August 12, 2016. 5 SIGNALS MADE ASHORE 5.1 Signals made ashore will be displayed at the Minisceongo clubhouse. 5.2 When flag AP is displayed ashore, 1 minute is replaced with not less than 20 minutes in race signal AP. This changes Race Signals, AP. 6 SCHEDULE OF RACES 6.1 Competitors meeting is scheduled for 1230. First warning is scheduled for 1330. Up to six races are planned. 6.2 No Warning Signal will be made after 1700. 7 RACING AREA - The racing area is north of Minisceongo YC in Stony Point Bay. 8 COURSES - The Course Diagram and the identifying course letters are illustrated on the last page of these Sailing Instructions. 9 MARKS 9.1 Marks 1,and 2, will be orange inflatable tetrahedrons, other marks will be orange balls. Offset marks will be red balls. 9.2 New marks, as provided for in paragraph 11 will be red balls or tetrahedron inflatable marks. 9.3 The starting and finishing pin will be red. 10 THE START 10.1 Races will be started according to Appendix S (Sound-Signal Starting System). This changes rule 26. 10.2 The starting line will be between the hoist displaying the race committee flag on the signal boat and a nearby mark. 10.3 A boat starting later than 10 minutes after her starting signal will be scored DNS. This changes rule 35. 10.4 The Race Committee will attempt to hail the sail numbers of OCS boats after the starting signal. Failure to hear the hail shall not be grounds for granting redress. This changes RRS 62.1(a). 10.5 When the I flag is displayed prior to the warning signal, the Round-an-End Rule 30.1 will be in effect. This changes rule 26. 11 CHANGE OF THE POSITION OF THE NEXT MARK To change a leg of the course, the race committee will lay a new mark (or move the finishing line) and remove the original mark as soon as practicable. When in a subsequent change a new mark is replaced, it will be replaced by an original mark. 12 THE FINISH - The Finish line will be between the hoist displaying the blue flag on the signal boat and a nearby mark. 13 TIME LIMITS - Any boat that has not finished within 1 hour and 15 minutes of her start shall be scored DNF without a hearing. Boats failing to finish within 15 minutes after the first boat sails the course and finishes will be scored DNF without a hearing. This changes rules 35, A4, and A5. 14 PROTESTS AND REQUESTS FOR REDRESS 14.1 Protest forms are available at the Minisceongo clubhouse. Protests shall be delivered there within the protest time limit. 14.2 The time limit for protests and requests for redress shall be thirty minutes after the Race Committee Signal Boat reaches her mooring or slip. (This includes protests and requests for redress by the Race Committee). This changes rules 61.3 and 62.2. 14.3 Competitors intending to file a protest shall notify the Race Committee soon after their finish. 15 SCORING AND PENALTIES 15.1 The Low Point System will apply with the following change: OCS = Number of registrants. This changes A4.2. 15.2 One race constitutes a regatta. 15.3 When 5 or more races have been completed, a boat s score will be the total of her race scores excluding her worst score. 16 SAFETY 16.1 While on the water, all competitors must wear a USCG approved personal flotation device, except briefly while changing or adjusting clothing or personal equipment.
16.2 All boats intending to race shall check in with the Race Committee before their first race by sailing past the Race Committee on starboard tack, hailing their sail number and receiving verbal confirmation from the Race Committee. 16.3 A boat that retires from a race shall notify the race committee as soon a possible by sailing past and hailing the signal boat or mark boats. 17 DISCLAIMER OF LIABILITY Competitors participate entirely at their own risk. See rule 4, Decision to Race. The Organizing Authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the race.
