Shri Satpal Sehgal, Secretary General, All India ESIC Employees' Federation At the outset, Shri Sunil Taneja, JD-II, Secretary, Central Sports Control Board welcomed all the members to the meeting of the CSCB. With a view to acquaint the members with the history of the sports in the Corporation & agenda of the meeting, slides were shown. With the approval of the chair, it was decided to take up agenda items for discussion and every body was invited to speak their views. l.holdinq of Zonal and Central Sports Meet- Venue-time period - It was decided after discussion that the Zonal Sports Meet should be scheduled in the month of Sept, Oct, & Nov. 2011 followed by Central Sports Meet in December 2011. The Director General has desired that concerned Zonal Sports Control Board may decide the venue & date of the meets in their meeting before forthcoming Regional Directors Conference to be held at Indore otherwise the venue & date would be decided in that conference. With regard to Central Sports meet it was decided that the possibilities may be explored to hold the Central Sports Meet in Lucknow, Cuttack & Delhi.
2. iii. that the new kits & equipments are provided for Central Sports Meet only if it held after 6 months of Zonal Sports Meet. 3. Per Participant expenditure- The Committee recommended a ceiling of Rs.1200 for metro cities and Rs. 1000 for other cities per participants per day expenditure of all expenses for holding the Zonal! Central Sports Meeting (including boarding and lodging). However, it was decided to fix uniform ceiling of Rs.1200/- for all cities. 4. Train fare - It was decided that Contingent may allowed to travel only by AC-III tier by train and in any case no relaxation would be admissible. 5. Transfer of Funds :- It was informed that presently additional funds for holding the Sports meet were allotted in the "amenities" under Contingency Head, whereas no sports meet has been conducted during this financial year, as such the fund allotted to pre-decided Host units for holding sports may be kept in savings in the accounts and reflected accordingly. 6. Purchase procedure: It was also reiterated that the RDs etc. may be advised that every purchase/hiring of transportation service etc. may be done after following GFR. 7. Participation of team- With regard to participation of teams in Zonal Sports Meet representing RO, SRO, Hospital basis was discussed and the following were decided: 1. One combined team would represent all offices situated in adjoining area in the same state i.e RO, SRO, SMC Office, Hospital etc. and the team has to be selected by the Regional Director, Jt. Director Incharge, Medical Supdt, State Medical Commissioner jointly. For Example RO, Faridabad, SRO Gurgaon, ESIH Gurgaon has to participate as one team, RO-Bangaluru, SRO Peenya, SRO Bomsandra, ESIH Rajaji Nagar has to participate as one team, SRO Barrackpore will participate with RO Kolkata team only. 2. In case of Delhi three teams would participate separately viz. RO Delhi (including SROs), Hqrs. Office & D(M)D (including Hospitals/ Dispensaries). 3. SROs on too far distance are allowed to participate separately provided the sanctioned strength of SRO is more than 100 otherwise the players of that SRO has to be participate as one team with their parent RO/SRO (from where the SRO was curved out). In that case the team would be selected jointly by the both incharges of SRO/ Regional Director. S. Trophies- 4
It was discussed and decided that henceforth practice of "running trophy" has to be dispensed with. Now in Zonal/Central Sports Meet, new trophies would be given marking the details of winner/runner, sports meet, year, venue etc. 9. ESIC Logo & Diamond Jubilee Logo.- It was decided in the meeting that ESIC logo & ESIC Diamond jubilee Logo must be printed on the player,s kits Le. T-Shirt, Shorts, Lower, cap, Tracksuit, kit bag, blazer. 10. Medical attendance to officials injured during SPOrts Meet- It was proposed that the reimbursement of medical expenditure should be made as per MA/CGHS rates. However, it was discussed and decided that it is not adequate to impose the responsibility on official participating in the meet to meet out the expenditure and then claim the said amount on restricted rates. It is, therefore, decided that the full medical care arrangements should be made during the Sports Meet Le. arrangement of first aid facility at grounds/ stay arrangements, ambulance, tie-up with nearby reputed hospitals by the Host units, for this it was further decided that Medical Commissioner may issue guidelines to the respective SSMCfor making above arrangements during the sports meet by utilizing properly ESIC Medical care arrangement in that area.
