1 Lake City/Columbia County Youth Baseball 2014 Local League Rules 1. All Babe Ruth Baseball rules will be followed as outlined in the respective rule book unless specifically pointed out in Local League Rules. All managers and umpires are expected to be familiar with rules applicable to their league. In a few instances, these Local League Rules merely repeat portions of the rule books to emphasize the importance of a particular rule; but in most instances these local rules supplement the larger set of rules found in the rule book. Any rule stated herein which does not specify a penalty for violation will be handled on a case by case basis by the Board. 2. Practices will be unlimited at the manager's discretion, except for Wednesdays and Sundays. There will be no practices on these two (2) days. A practice is defined as three (3) or more players from the same team participating in baseball activity with either their coach or assistant coaches. If this rule is violated without reasonable justification, disciplinary action by the Board for the first offense will be a warning; a second offense may result in possible suspension of the coach or assistant coach, at the discretion of the Board. 3. All teams are required to meet a minimum of three (3) times each week (games and practices included); if this rule is violated without reasonable justification, disciplinary action by the Board for the first offense will be a warning; a second offense may result in suspension of the coach or assistant coaches, at the discretion of the Board. The purpose of this rule is to insure that each player receives instruction in baseball during the course of the season. 4. Each player is required to attend a minimum of two (2) practices a week (provided the team has at least two practices); if this requirement is not met, the player may be prohibited from playing in the next scheduled game he attends, based on the coach and assistant coaches discretions and the reason for the player's absence. The absence of a player on holiday practices will not be held against him. 5. All players will return to the same team, if playing in the same age group, from the previous year. Exceptions to this rule are outlined in the Player Selection Rules. 6. Any player desirous of playing in the next league above their age classification must evaluate and receive all A s in their designated age division and then petition the Board. 7. Each manager and his coaches will be responsible for the attitude of their players and their players' parents on the field and in the immediate area of the game. 8. A team must start a game with nine (9) players. If the number of able players (to be interpreted as not under disciplinary action, injured or suffering from a physical illness) drops below nine (9), the game will be forfeited at that time. 9. In the event of a forfeited game, the teams will be allowed to use the fields for a practice game during their regular scheduled time. The umpire will not remain and call the game. 10. Face protection attached to the batting helmet is optional, although the LCCCYB Board members encourage the use of a face mask on the player s helmet. 11. No person or player shall have any tobacco products on the field or in the dugouts during a game. 12. There will be no batting practice into the game field fences or backstops. 13. All pre-game warm-ups must be completed five (5) minutes before the scheduled game time. 14. Manager from each team will be required to meet with the home plate umpire five (5) minutes before game time.

2 15. The on-deck batter will be allowed to occupy either of two (2) on-deck circles. The appropriate ondeck circle is defined as being near the fence in foul ground between home plate and the dugout that is directly behind the batter at the plate. 16. A game delayed due to rain, darkness or any other reason before it becomes a regulation game shall be resumed from the point of termination. However, under these conditions either four complete innings, or if the home team is ahead after three and a half innings, shall be considered a regulation game. 17. Rain delay during the first game will not affect the next scheduled game. Starting time for the next scheduled game will remain the same. The affected game should be rescheduled by the Player Agent for the following Wednesday or the first open time slot. 18. A game shall be considered a regulation game if a team is ahead by ten runs after four innings, or if the home team is ahead by ten runs after three and one-half innings. In addition for the age group, a game is also considered a regulation game if a team is ahead by fifteen (15) runs after three innings. As for Babe Ruth age group, a game shall be considered a regulation game if a team is ahead by ten (10) runs after five innings, or if the home team is ahead by ten (10) runs after four and one-half innings. 19. All protests concerning an umpire's decision on rules violations shall be as described in the "Official Baseball Rules", i.e. whenever a manager protests a game because of alleged misapplication of the rules, the protest will not be recognized unless the umpires are notified at the time the play under protest occurs and before the next pitch is made or a runner is retired. A protest arising on a game ending play may be filed until noon the next day. And in any event, any grievance must be communicated verbally either to the Player Agent, president or grievance committee chairman within forty-eight (48) hours and written and filed within five (5) days. After receiving the written request for action, the president in coordination with the two (2) board members of his choice will determine the appropriate disposition. 20. Games may be rescheduled if a team has three or more players who will be absent because of a school or church related activity. It will be the manager's responsibility to turn in a request to his Player Agent at least one week prior to the affected game. 21. Teams will remain in one division unless the number of teams exceeds the maximum number of teams allowable in a division according to Babe Ruth/Cal Ripken rules. 22. If more than one division is required, and there are an odd number of teams, they will be divided in the following manner. The most teams will be in the first division. Example: 11 teams, Division I-6 teams, Division II-5 teams. 23. The winner of each division will be determined by the team with the best record within the division play. 24. Any teams within a division with identical records at the end of regular season shall play a game to determine the division winner. 25. No manager, coach, player or parent is allowed to approach any sponsor for additional money requests. 26. All sponsors will be assigned by the sponsor coordinator (as designated by the Board) during the draft.

3 4-5-6 Supplemental Rules 1. Each team may have up to 3 coaches in addition to a dug out assistant and 2 base assistants. 2. There will be a 1 hour and 15 minute time limit for each game. This is interpreted that no new inning will start after the 1 hour and 15 minutes has expired. The home plate umpire will note in the official score book the time play starts and shall be responsible for the enforcement of this rule. 3. When the 7 th run is scored in any inning, the inning shall be considered to be over, even if the team at bat has no outs assessed against them. 4. The offensive team must have one of their coaches pitch to their players and another coach at home plate (referred to as a hitting coach). The hitting coach will be responsible for speeding up play, helping batters in the box, and gathering balls. A line will be placed at 15 feet from home plate; the coach will pitch overhand from his knees behind that line (coaches determination how far behind the line he must be). He will pitch a maximum of 3 pitches to each batter. The first fair ball hit is live and the rules of baseball apply. If no ball is hit fair after 3 pitches, regardless of foul balls, the batter will get 2 attempts to hit a ball off a tee. The pitching coach must be in foul territory when the batter is hitting off the tee. The tee height may be adjusted by the hitting coach for each batter. 5. The first fair ball hit off the tee that reaches the grass on the infield regardless if the player hits the tee and the ball, is live and the rules of baseball apply. If the batter only hits the tee (umpire s judgment), no matter where the balls goes, it is played like a strike. If the batter does not hit the ball fair after 3 pitched pitches and 2 attempts off the tee, he is out. 6. All runners (umpire s judgment) that are over halfway to the next base when the ball is controlled by a defensive player in the infield will be awarded the next base. If the runner(s) are less than halfway, they will be sent back to the base they came from. 7. If a ball is hit fair and it goes into the outfield, there is only one way to stop the play. The player that retrieves the ball must throw the ball back into the infield. Once the ball is controlled by a defensive player in the infield, the play is over. 8. If a ball is thrown into foul ground or the outfield, there are 2 ways to stop the play. The player that retrieves the ball may either run the ball back into the infield or throw the ball back into the infield to stop the play. As soon as the feet of the defensive player who has control of the ball hit the clay or any part of the infield fair, the play is over. On a thrown ball, the play is over once the ball is controlled by a defensive player in the infield. 9. Unless the live ball has gone more than half the distance to 1 st base the defensive player MUST throw to the 1 st base player. The defensive player may only run down the batter if the ball is hit live and is more than half the distance to 1 st base.

All able players (to be interpreted as not under disciplinary action, injured or suffering from a physical illness) present before the umpire signals to play ball shall be placed in the batting order. Players arriving after the start of the game will be placed last in the batting order upon arrival. A team will not be assessed an automatic out for absent or non-able players as long as the team has nine (9) able players. Each player will bat in this order for the entire game. It is the manager's responsibility to ensure compliance with this rule. Failure to comply will result in the forfeiture of all games in which the violation occurred. 2. At the start of each game, the manager will give a complete list of players (both absent and present) to the official scorekeeper. Player names will include both first and last name. Any able player arriving before the game ends shall be eligible to play. If a player becomes unable to play during a game, it is the manager's responsibility to notify the umpire of the reason. The scorekeeper would then be responsible for making note of it in the official score book. 3. All able players at the game before the team's third defensive time in the field must play at least six (6) defensive outs within the first four (4) innings and nine (9) defensive outs within six (6) complete innings. It is the manager's responsibility to ensure compliance with this rule. Failure to comply will result in the forfeiture of all games in which the violation occurred. 4. There will be a one hour and thirty minute time limit for each game. This is interpreted that no new inning will start after the one hour and thirty minute time limit has expired. The home plate umpire will note in the official score book the time play starts and shall be responsible for the enforcement of this rule. 5. When the 7 th run is scored in any inning, the inning shall be considered to be over, even if the team at bat has no outs assessed against them. 6. Ten (10) players will be allowed on the defensive field, the tenth being an outfielder only. 7. Two (2) defensive coaches will be allowed on the field. One (1) down each foul line staying in foul territory on the grass to the home run fence. 8. There will be no balls and no walks. 9. Each batter will receive a maximum of five (5) pitches or three (3) swinging strikes. If the batter fouls the fifth pitch, the batter will receive pitches as long as the batter continues to foul the pitch and as long as the batter is not bunting. If the batter bunts the last pitch foul, the batter is out. 10. There will be no stealing. All base runners must be in contact with the base until the pitch is hit. The defensive pitcher will stand on either side of the clay mound within the pitching circle. During bunt attempts, first and third base may charge; the pitcher may charge when the ball is dropped. 11. If a batted ball strikes the umpire or the pitching machine, the play will become dead. The batter will be awarded first base and all runners will advance only if forced to advance. If a thrown ball hits the umpire and/or the pitching machine, the ball is alive and in play. 12. There will be no infield fly rule. 13. No metal cleats. 14. There will be one (1) offensive time out per inning and two (2) defensive time outs per inning.
