1 September 2018 RYBL Board Meeting Minutes Date time 9/20/2018 7:00 PM Location [Lions Club] I. Call to Order 7:04 pm II. Opening Prayer offered by Scott Sipes III. Previous Board Minutes Approval Agenda Items IV. Board Reports 1. Treasurer Report Jasen Hobson not present. Report presented by Scott Sipes. a. Current Bank Balance: $12, i. Invoices Owed: $960 to TMG for fall shirts; $175 to RGSL for 2018 mower gas; $50 to Russiaville Lions Club for calendar sponsorship; fall concession food invoices ($ to Waddells) ii. Accounts Receivable: 3 more weeks of fall concessions; additional sponsor collections for 2018 b. Tax filing update 990 form filed beginning of May. Waiting on IRS for re-instatement. Then must file state re-instatement forms. BMM bill paid. c. Sponsor Invoices i status 2. Secretary Report Vacant until October 3. President Report Scott Sipes a. Grounds maintenance i. Water line leaking; Austin Fivecoat to repair after fall ball. Water needs to be shut off at the meter except for Sundays during fall ball. ii. Sanitary sewer line broken south of concession stand 2 nd shift estimated $2400 to repair. No decision made yet on course of action. Need to get another quote iii. Concession stand working with softball to get quotes to re-side exterior of concession stand with metal siding to match pressbox and add 2 serving windows on back (west side); also looking at re-arranging interior of stand, replacing some cabinets with lumber shelfing, new countertops early planning stage at this time iv. Bathroom repairs needed women s faucet replace, women s stall doors, women s sink countertop b. Fields maintenance i. Mound and home plate areas need repairs, take down cage nets and sponsor signs, core aerate, overseed fields, winterize hoses, trash cans ii. Schedule Fall Field Day for Volunteers after Fall Ball and Fall Break - Saturday, October 27 iii. Greg Landrum is interested in mowing the fields and property in Softball is non-committal on whether they are interested. Agreed Scott Sipes will talk to Greg about mowing and weed control of property and propose yearly rate of $3000, for the entire growing season (April November). Will need board approval before entering into any agreement. c. Projects for 2019 Facility Improvements IDEAS for Projects/Fundraising
2 d. Trail project ongoing. Anticipate construction through September. i. Davidson Excavating will be re-grading the t-ball pasture area and re-seeding to smooth out roughness e. For 2019, organizational improvements needed: i. Grounds Maintenance Director and Crew needed Sipes to discuss with Brian Fuller ii. Sponsorship/Fundraiser Coordinator Needed iii. Look at Grant procurement opportunities related to the trail being on our property (restroom upgrades, landscaping, lighting,?) f. Board positions open in October (board elections at the October board meeting) President, 1 st VP, 2 nd VP, Treasurer, Secretary, Umpire in Chief, Player Agent i. Dawn Hyman remains as Equipment Manager ii. Tom Mashino has expressed interest to remain on the board as new President iii. Bryan Altmaier has expressed interest to remain on the board as either Treasurer or potentially continuing as Player Agent iv. Mike Smith has expressed interest in 1 st VP position, Jake Young has expressed interest in 2 nd VP position v. Other Candidates for Board positions Doug Edison Treasurer; (Maybe- Alaina Bradley) Secretary, (Maybe DeWayne Ewing) Umpire in Chief vi. Sipes asked those in attendance to consider a board position, talk to others who would make good candidates and notify the board in advance of the October board election meeting. Sipes also reminded meeting attendees that the new board member votes are open to all league active members in good standing who are present for the board election meeting in October, per the constitution. g. DISCUSS LEAGUE STRUCTURE FOR 2019 i. Presented at August board meeting. Re-present and discuss option 1 and option 2 (attachment 1) ii. Option 1 is status quo, option 2 would require a vote to implement no vote taken, lots of discussion; general feeling of board is to wait until after new board election when full board is present to make any decisions, numbers for 12U in 2019 forecast to be strong enough that current structure is ok for now; 2020 numbers of 11s will likely be low enough to warrant some change or risk losing a 12u team; overall goals with any change would be number of teams in 12U stable from year to year, possibly provide opportunity to have higher skill level players advance to 12U earlier, and to retain players in the league. One new proposal discussed was to have a major division and a 9-11 minor division, which would provide opportunities for higher skill level 10 year olds to play up and lower skill level 11 year olds to play at the lower level where skills may be better matched. This proposal would provide the ability to maintain major league number of teams consistently each year. It was suggested that if a change such as this were implemented that it not be implemented until the 2020 season to give parents and players advance notice of the change. With board elections in October, it was discussed that any changes would be further discussed at the November board meeting or later st Vice President Report Andy Vandenbosch - not present 5. 2 nd Vice President Report Tom Mashino a League Director Nominations (appointments made by Scott Sipes, board approval needed at future meeting no vote taken by oversight) i. 12U Director Mike Smith Page 2

T-ball Director No candidates yet b Spring Season Manager Nominations - Vote i. 12U Cary Mawbey, Craig Shoemaker, Pat Bookmiller, Ed Young, Mike Smith presented as manager candidates; each candidate voted on separately, with each Nomination by Scott Gaskins, and each Second by Bryan Altmaier; each manager voted was affirmed as manager unanimously 5-0 (Sipes, Mashino, Hyman, Gaskins, Altmaier); Josh Helmberger returning as manager of Lions Club. No other team assignments were voted on. ii. 10U -Bryan Miller, Seth Aaron, presented as manager candidates; each candidate voted on separately, with each Nomination by Scott Gaskins, and each Second by Bryan Altmaier; each manager voted was affirmed as manager unanimously 5-0 (Sipes, Mashino, Hyman, Gaskins, Altmaier); Bryan Altmaier presented as manager candidate, Nomination by Scott Gaskins, Second by Tom Mashino; Altmaier affirmed as manager unanimously 4-0 (Sipes, Mashino, Hyman, Gaskins) with Altmaier abstaining. Seth Aaron voted on to be manager of Bullpen as his child is a returning player of that team. One team manager vacancy still exists with potential manager candidates identified, but their interest in managing has not been confirmed. Kevin Pike and Chris Reed return as managers of Indiana Pest and Salsbery respectively. iii. 8U Travis Hamilton, Erik Huey, Aaron Hyman presented as manager candidates; each candidate voted on separately, with each Nomination by Scott Gaskins, and each Second by Bryan Altmaier; each manager voted was affirmed as manager unanimously 5-0 (Sipes, Mashino, Hyman, Gaskins, Altmaier); Ross Sullivan, Jake Young, DeWayne Ewing, and Chris Pavey return as managers of Reser, Herefords, White s Meat Market, First Farmers, and Hobson Insurance respectively. c. Advanced Play In Season Tournaments and Teams Coach nominations for 8s through 12s d. Update constitution and supplemental rules for changes made in 2018 Tom Mashino working on updating the documents for these adopted changes and clerical updates i. 8u Dead ball on pitch in dirt prior to catchers box ii. 10u Cal Ripken tournament pitch count rules adopted in a previous board meeting. (10u supplemental rules need to be updated to eliminate previous pitcher use rules). Also, changed for inning limit per week for 10u e. Fall baseball league for this fall i. Number of teams 8u 6 teams, 10u 3 teams, 12u 3 teams; 126 total kids 6. Player Agent Report Bryan Altmaier No Report 7. Equipment Manager Report Dawn Hyman a. 8u baseballs discuss resolved to try a different low seam baseball, buying 1 dozen for fall ball usage 8. Umpire in Chief Report Scott Gaskins No Report 9. Board Elections - Next RYBL Board Meeting is Thursday, October 25, 2018 at 7 pm at the Lions Club note that this is one week later than normal third Thursday, due to Fall Break falling on that week. Adjournment 9:07 pm In attendance Scott Sipes, Tom Mashino, Scott Gaskins, Bryan Altmaier, Dawn Hyman Board Members; Chris Pavey, Jake Young, Travis Hamilton, Mike Smith, Jed Hunt, Ed Young, Aaron Hyman, Doug Edison Option 1: Stay with 2018 Rules Attachment 1 (Discussed at August 16, 2018 Board Meeting) Options for Division Age Rules All 11 and 12 year olds play in 12U; All 9 and 10 year olds play in 10U, All 7 and 8 year olds play in 8U with 6 year olds eligible to try out and be drafted at managers discretion, Added a rule to allow parents of 5 year olds within one month of the cutoff to petition the board to allow to try out, and if allowed to try out can be drafted at managers discretion board consults with managers of 8u and t-ball director to determine if 5 year old player is advanced enough to be allowed to tryout, board decision to allow tryout, managers decision whether to draft 12U Main draft rules: Treated as two separate drafts. First distribute 12s to balance number of 12s on each team as much as possible. Second distribute 11s to balance total roster count as evenly as possible. No manager will select final pick. Final group of players will be placed in hat and drawn randomly to teams. A pick resulting in an automatic brother option will place the brother option in the 2nd round, if available, but if the 2nd round slot is already filled, the brother option will be placed at the next higher draft position available for that team. The manager option will be placed at the 3rd round pick. 12U supplemental draft of 10 year olds to ensure enough players each game in 12U: A supplemental draft will be held within approximately 2 weeks after the main draft to draft 3-10 year olds per team (if available). These players will have primary responsibility to play in 10u games, but can be pulled up when otherwise available, as needed. These players can be utilized at any position except pitcher during the season. These players may be available to use during the city tournament, including as pitcher (league presidents must vote to allow, except in case of making 9 players). Use of these players should be balanced between them. Use of these players should NOT supplant playing time for 11 and 12 year olds. Further definition of rules to follow. 10U Draft rules: Treated as two separate drafts. First distribute 10s to balance number of 10s on each team as much as possible. Second distribute 9s to balance total roster counts evenly. No manager will select final pick. Final group of players will be placed in hat and drawn randomly to teams. 8U Draft rules: Treated as two separate drafts. First distribute 8s to balance number of 8s on each team as much as possible. Second distribute 7s and 6s to balance total roster counts evenly. Must pick a minimum of two 6 year olds per team, maximum of three 6 year olds per team any round of 7 year old draft. Must take as brother option, if going to pick a brother. All available 6 year olds will be drafted. No manager will select final pick. Final group of players will be placed in hat and drawn randomly to teams. Page 4
5 Options for Division Age Rules Option 2: Set 12U at 6 teams with a minimum of 60 players and a maximum of 66 players, with each team having a minimum of 10 players and a maximum of 11 players, with each team having the same number of players at draft time (in other words all teams have exactly 10 players or all teams have exactly 11 players) All 11 and 12 year olds must play on a 12U team. 10 year olds are eligible to tryout and be drafted exclusively to a 12U team, with the number of 10 year olds to be drafted set by the player agent in consultation with the president, 1 st Vice President, and 2 nd Vice President, weighing the number of 11 and 12 year olds registered at draft time, the number of 10 year olds needed to make 60 or make 66 players, talent level of the prospective 10 year olds, and balancing the needs of the 10U division. 10 year olds must try out during the 12U tryouts AND 10U tryouts to be eligible to be drafted to a 12U team. 10 year olds must declare on their registration that they wish to try out for the 12U draft. Eligible 10 year olds may be drafted in any round of the 11 year old draft. The 12U draft will be held 1 week prior to the 10U and 8U draft. This is to allow for finding a replacement manager for a 10U team should a 10U manager s son be drafted to a 12U team. The 12U draft shall take place the day of try outs or one day later. The board may approve a parent of a 10 year old to manage a 12U team. The 10 year old child of the manager shall automatically be added to the parent s 12U team and placed into the draft matrix in the 11 year old draft as a 3 rd round pick.
