3 INTRODUCTION The purpose of the Lake Orion Youth Baseball League is to provide the opportunity for all children, ages 5-18, to play organized baseball in a fun, learning environment. However, to make this happen, we need volunteers to become Board of Director members to assist with policy making and the overall running of the league. Even if you are not interested in becoming a Board member, we always need volunteers to assist with field work, fund-raisers and coaching, to name just a few of the many functions we perform. If you are interested in becoming a Board member, the only requirements are as follows: Attend the monthly Board meetings the second Tuesday of each month. These meetings begin at 7:30 PM and last approximately two hours. Contact a current Board member or refer to our website at to find the location of the current meetings as locations may vary. Volunteer to work on a committee. Currently our many committees are responsible for the following functions: Purchasing Field Maintenance Registration & Draft Sponsors Umpires All-Star Tournament & Picnic Rules Trophies Equipment Public Relations Field Scheduling Pictures Scholarships Coaches Training Fund-raising Education The time you spend volunteering in the League gives you a tremendous sense of pride and accomplishment. In addition, you are helping your child, as well as many others in the community, have the opportunity to play organized baseball. This League cannot survive without the dedicated volunteers who so generously give time to the League. If you have some time and want to give back to the Community, WE NEED YOU!!! 6 LOYBL WELCOME LETTER Dear, I am excited to inform you that our team has drafted you for the upcoming 2014 baseball season. My name is. I will be your manager/coach and is our assistant coach. Practices will begin the first of April (weather permitting). A practice schedule will be sent to you as soon as possible. Until then, you can get into shape by doing exercises and playing some catch. Additional information will be sent to you regarding the game schedule, rosters, picture day, fundraising events, and the League Picnic. I would also like to make a request to parents that additional help is needed in assisting at practices, games, and snacks. Upon receipt of this letter, please call me and let me know in what capacity your parents can help. 7 SCHOLARSHIPS The Lake Orion Youth Baseball League offers up to 4 scholarships, of up to $1,000 each, to eligible youth in the community. The criteria for a prospective candidate are as follows: The nominee must have, at one time, participated in the League. The nominee must have applied and been accepted to a college. Applications are available on our web site Click About; then, Handouts & Forms. Any interested parties may contact Eric Kuster at (248) , or contact the counseling offices at Lake Orion High School. Applications require writing a 500-word minimum essay on a sportsmanship-related topic. SPONSORSHIPS LOYBL is a non-profit organization that depends on the generous donations of your time and energy as well as financial support from many local area businesses. To ensure this continued support, coaches are expected to contact, involve, and help make our sponsors feel connected to our league by: 1. Inviting them to team picture day, to be included in the photo. 2. Inviting them to a game or practice to meet the players. Supply them with a game schedule. 3. MAKE SURE that they receive their commemorative plaque for the season by presenting the plaque to them in a reasonable time frame.. 4. You may also help the league remain strong by soliciting additional sponsors for our upcoming seasons. 7

GENERAL 2014 RULES AND REGULATIONS The official High School Baseball Rulebook will serve as the playing rules for the Lake Orion Youth Baseball League except as amended by the League General Rules or herein by the Board of Directors. If a rule is not covered in the High School Rulebook, the Official Baseball Rules will apply. THE RULES COMMITTEE SHALL SETTLE ALL RULE DISPUTES. THEIR JUDGEMENT SHALL BE FINAL. 1. The action of all players, coaches, managers, umpires, and parents must be above reproach. ANY person, in opinion of the umpire, not acting in the best interest of the League, will be required to leave the area. Further, if, in the opinion of the umpire, any relative of a player is not acting in the best interest of the League, not only will he be requested to leave the playing area, but that player may be ejected from the game by the umpire. Failure to comply with the umpire s ruling may result in forfeiture of the game by the offending team. The umpire should make a full written report of the incident available to the division commissioner within 24 hours of the game. Further disciplinary actions may be taken by the Board, including, but not limited to, revocation of the manager s team. 2. Only uniformed players, managers, coaches, and umpires are permitted within the confines of the playing field prior to and during the game. Except for the batter, the ondeck batter, base coaches, and base runners, all team members must remain in their dugout while their team is at bat. When a team is on defense, all extra players must remain in the dugout, with the exception that pitchers may warm up outside the playing area. 3. The use of hitting sticks and/or other similar training apparatus is prohibited once a game starts. This rule applies not only to the actual playing field, but to all surrounding area in foul territory, behind or near the benches, behind the backstops, bleachers, etc. If using a hitting stick or similar training apparatus as part of a pre-game activity it must take place within the confines of the game field fencing. 4. Only managers, coaches, assistant coaches, or players on the roster are allowed to coach the bases. The only exception is that, if there are an insufficient number of coaches in any given game, the manager may appoint a substitute coach for that game. 5. A manager or coach may not leave the vicinity of his bench except to confer with an umpire or one of his players or to serve as a base coach. 9

10 6. No tobacco, illegal drugs, or alcoholic beverages are permitted on the playing field or dugout areas. Spectators should also refrain from the use of these substances while watching the game. 7. Prior to draft each team is allowed one manager and two designated coaches. If a new manager or designated coach is named, the son of the original manager or coach must leave that team, unless the son of the new manager or coach is already on that team. 8. The winning manager must report or call in the score of the game to their division commissioner as soon as possible after the game. Along with the score, he shall provide upon request, the commissioner with the names of every pitcher that was used by both teams and the number of innings that each pitcher pitched. Each team will have an official scorekeeper. The scorekeepers will compare scores at the end of each half inning, and keep the number of innings pitched by each pitcher. 9. If a team loses a player for the remainder of the season, a new player may be added to that team s roster, with the approval of the division commissioner. The new player pays a full registration fee. At the discretion of the Board, the new player s registration fee, and the refund to the player lost, may be pro-rated. 10. A manager has the right to recommend to the Board of Directors that any player on his team be removed or suspended by presenting evidence of just cause. 11. A player may elect to play in an upper division (e.g., a 10 year-old chooses to play in the Intermediate Division, the division for 11 and 12 year-olds). Once drafted, a player electing to play in an upper division must remain in that division. 12. Players in school ball governed by the MHSAA cannot practice or play in games until the school season is complete. Violation of this rule will result in forfeiture of all games in which that player participated. II. PLAYING MINIMUMS, PLAYERS, AND INNINGS 1. All team members present in uniform that are ready, willing, and able to play, shall bat in a continuous batting order and play at least three innings defensively. Additionally, each player shall play a minimum of one inning within the first three innings of the game. If a team member is present in uniform but unable to play, the manager must inform the opposing manager prior to the start of the game, and that player shall be deemed ineligible to play that game. In the event a player arrives after the game has begun he will be placed at the end of the batting order. In order to enter the game, the player must be available to play the three innings defensively. In the event of a Mercy Rule, the playing minimums will not apply for that game. Violations of this rule will result in forfeiture of the game in which the infraction took place. 10

11 2. T-Ball, Clinic, Junior, and Intermediate Division line-ups will consist of ten defensive players, four of which will be outfielders. Senior Division line-ups will consist of nine fielders. All teams must field a pitcher and a catcher, regardless of player minimums. 3. A game shall consist of seven innings in the Senior and Intermediate Divisions, and six innings in the Junior and Clinic Divisions. An abbreviated game shall be counted as official if four innings have been played (3 ½ with the home team ahead) in the Major, Senior and Intermediate Divisions. An abbreviated game shall be counted as official if three innings (2 ½ with the home team ahead) have been played in the Junior and Clinic Divisions. A game with less than the minimum innings played will continue from the point of suspension if called due to reasons such as rain or darkness. No game will start over from the beginning. III. PROTEST 1. The proper protest procedure is for the manager or coach to inform the umpire that the game is being played under protest. THIS MUST BE DONE AT THE POINT THE ALLEGED VIOLATION OCCURS. After one pitch has been made the protest cannot be accepted. A written summary of the protest must be submitted to the division commissioner within twenty-four hours of the game s conclusion. The umpire will note the game conclusion time on the winning team s scorecard and the official game summary sheet. 2. Judgment calls cannot be protested. 3. All protests shall be decided by a majority vote of the Executive Board. IV. STARTING TIMES, FORFEITURES, DELAYED GAMES, AND MERCY RULES 1. Starting times: thirty minutes prior to starting time, the visiting team shall have the field for practice purposes. Fifteen minutes prior to starting time, the home team shall have the field for practice. Game starting times will be determined by the Scheduling Committee. Games are scheduled for one hour and fifty minutes, with no inning starting after the one hour and fifty minute time limit; all started innings should be completed. For purposes of this rule, an inning starts at the moment that the third out from the previous inning is made. In the case of a tie, ONE extra inning will be played if the inning begins within the time limit or no game follows. All decisions made under this rule are within the umpire s sole discretion. 2. All players must show up at the field even when it is raining unless otherwise notified by the manager. The other exception is if the tornado siren is blowing. 3. A rain-out will not be considered if one of the teams cannot provide at least seven players within fifteen minutes after the starting time. In this instance, a forfeit will be declared. 11

12 4. The home team shall have the responsibility of having the field ready for play by game time and to clean up the field immediately following the game (e.g., remove and store bases, machines, pitching rubbers, etc.). Each team is responsible to clean up its respective dugout area following the game. 5. Each team must have a minimum of seven players to start and finish a game. Fifteen minutes grace time is allowed before a forfeit is called. The game time limits are in effect from the scheduled game time. The exception is that after the grace period has expired, the visiting team may take its first at-bat with less than seven players. If seven players are not present by the time all present team members have batted or in time to take the field, the game is forfeited. If any game is started with seven players, outs are awarded in the normal manner. If the roster drops below seven, for any reason, the game will be forfeited at that point. 6. All games shall be delayed immediately when weather conditions threaten the safety of the players. If, in the opinion of at least one manager and the umpire, weather or field conditions warrant postponement, the game shall be postponed. If lightning is observed, Teams should leave the field immediately. The game should not resume until fifteen minutes after the last observed lightning. In case of a weather related delay of at least 15 Minutes, one (1) fifteen-minute extension will be added to the game time limit if no other game or practice follows immediately. Cancelled or abbreviated games must be rescheduled within 24 hours. The new time and date must be reported to the division commissioner at this time. The home team manager will be responsible for rescheduling the game and umpires. A rescheduled game will be played within one week of the cancelled game. Postponed games will be resumed with the exact game situation as existed when the game was postponed, including lineups if those players are present. NOTE: If these steps are not followed, one or both teams may forfeit the game. 7. If a player is absent for the make-up game there are no automatic outs in this instance. A player missing the original game may play in the make-up and enters at the end of the original batting order. 8. The Mercy Rule is in effect if either team is ahead by ten or more runs at the end of five innings. The mercy rule is in effect at the end of four innings for the Junior and Clinic Divisions. At that point, the game will be considered complete. 9. No automatic out will be assessed to a player who leaves a game and the player s spot in the batting order reappears before the end of the game, unless the player has been ejected. Opposing manager and umpire should be made aware of the change to the line-up. 10. No game will be rescheduled due to matters of inconvenience. 12

13 V. UNIFORMS AND EQUIPMENT All players must be in full uniform, including caps, for each game; otherwise, they cannot play. Teams will wear uniforms supplied by the League only. 1. Metal cleats are not allowed. 2. Catchers are required to wear all protective equipment while catching (mask, helmet, throat protector, chest protector, shin guards, and protective cup). 3. Bat diameter shall be restricted to 2 ¼ inches in the Clinic, Junior, and Intermediate Divisions. Aluminum bats in the Senior Division shall meet the BBCOR performance standards and such bats shall be labeled with a silk screen or other permanent certification mark. An illegal bat will be removed from the game. If any batter from the same team attempts to use an illegal bat, he will be called out. 4. All batters and base runners shall wear batting helmets. Runners who intentionally remove their helmets while running will be called out. 5. The umpire will not allow a player to enter the batter s box without a helmet. 6. It is recommended that all players wear protective cups. 7. Pitchers in the Clinic and T-Ball Divisions are required to wear helmets with face cages. 8. Each manager will supply one new game ball for each game. VI. SPORTSMANSHIP 1. A base runner maliciously running into a defensive player, including the catcher will be ejected from the game. It is up to the umpire to decide whether the collision is malicious. Runners should be instructed to slide or otherwise attempt to avoid a collision. Defensive players should not stand in the base path unless they are attempting to make a play. 2. Players throwing helmets or bats in anger are subject to ejection from the game. A team will get one warning, the second offense will result in an out being called on the player. 3. Substantial emphasis will be placed on good sportsmanship. Team members cannot make derogatory remarks or gestures to any official or member of the opposing team, or attempt to distract an opposing player by talk or action while that player is batting or fielding. Umpires will be encouraged to eject from the game anyone not complying with this rule. NORMAL BASEBALL CHATTER IS ALLOWED ( hey, batter batter, etc.). 4. An offensive player hollering at a defensive player in order to cause a mistake can be called out for offensive interference. 13

14 VII. TOURNAMENT SEEDING 1. Seeding for the year-end tournament will be determined as described below: In the event of a tie between any positions, the tie will be broken as follows: A. Record against each other B. Total runs allowed C. Run differential of tied teams D. Flip of a coin. VIII. PITCHING 1. Pitchers are also limited to the number of innings they may pitch in any one calendar day. If a pitcher throws the maximum in any one calendar day, he or she cannot pitch again for the remainder of that calendar day, or the entire following calendar day (e.g., if a pitcher in the Intermediate Division pitches 3 innings on a Friday, that pitcher cannot pitch again until Sunday). SENIORS - 3 innings INTERMEDIATES - 3 innings JUNIORS - 2 innings Pitchers are limited to the number of innings they may pitch in one week. A week begins on Monday and ends on Sunday. SENIORS - 9 innings - Based on three games INTERMEDIATE - 9 innings Based on three games JUNIORS - 6 innings Based on three games 1. If a pitcher pitches one pitch in an inning, he will be charged one inning. If a pitcher is removed from the mound, he may be removed from the game defensively or move to a defensive position. He may return to the mound as a pitcher one time only for the remainder of the game. 2. Innings pitched in a game declared no contest are charged against the pitcher for that week. Violations will result in a forfeiture of the game in which the infraction took place. 3. Intentional walks are not allowed. 4. Curve balls are not allowed in the Junior and Intermediate Divisions. Whether a pitcher has thrown a curve ball is within the umpire s sole discretion. If a pitcher has thrown a curve ball, the umpire shall warn both the pitcher and his or her coach. After the first warning is issued, subsequent violations of this rule may result in removal from the pitching position for the remainder of the game. 5. Five practice pitches are allowed in between each inning 14

15 6. The Balk Rule shall be in effect for all divisions. Juniors will be allowed two warnings per game prior to a violation being called (the umpire should explain the infraction). A balk shall be called if: A. The pitcher drops the ball while standing on the pitching rubber, B. The pitcher fakes a throw to first or home plate while standing on the mound (within two feet of the rubber), C. The pitcher fails to noticeably pause when pitching from the set position, D. The pitcher stops in the middle of his wind-up unless time is called. 7. Pitching distances for each division shall be: SENIORS 56 feet, INTERMEDIATES 50 feet 6 inches, JUNIORS 46 feet, CLINIC 45 feet to front of pitching machine wheel, T-BALL 45 feet 8. Pitching and base distances shall be established with a tape measure (not paced off). Base distances shall be: SENIORS 80 feet INTERMEDIATES 70 feet JUNIORS 60 feet CLINIC 60 feet T-BALL 50 feet IX. COURTESY RUNNERS 1. When a courtesy runner is required, due to injury or running for the pitcher or catcher, the batter making the previous out shall be used. Neither the pitcher nor the catcher will be required to leave the game under such circumstances. 2. A player may not run as a courtesy runner for the pitcher or catcher and then be used as a runner for another player in the same inning. X. INJURIES 1. If a courtesy runner is substituted for an injured player, the umpire shall decide if the injured player may return to the game. This rule does not apply if the player leaves the game for any other reason, including ejection. 2. If there is an injury on the field, play will stop immediately and runners will be designated appropriate bases by the umpire. 15

16 T-BALL DIVISION RULES ONLY 1. All players will bat and play the field every inning 2. The pitcher shall remain within the pitcher s 20 circle until the ball is hit off the tee. No team may field more than four infielders, not including the pitcher and the catcher. 3. Any ball hit off the tee that comes to rest within a 15 radius of home plate shall be considered a strike. After two strikes, any ball hit into fair territory is playable. 4. Any batter failing to hit the ball into fair territory will be out after the third attempt. 5. Intentionally rolling a ball to make a put-out is not allowed. Players should be instructed to make an overhand attempt. 6. An offensive coach shall place the ball on the tee for the batter. 7. Two defensive coaches will be allowed in the field. 8. Base stealing is not allowed. CLINIC 1 & 2 DIVISION RULES ONLY These rules are in place to promote making the play(s) and learning the fundamentals so that the players have the knowledge and confidence to advance to the next division. 1. The pitching machine will be located 45 from home plate, as measured from the back tip of home plate to the pitching machine wheel. The commissioner may recommend machine speed (36 mph), but ultimately the managers agree to the speed based on game conditions. Speed will be calibrated and agreed upon by both managers. If players are having difficulty hitting, the speed may be adjusted, but only at the top of an inning to a speed agreed upon by both managers. If a speed cannot be agreed upon, the umpire shall decide. 2. The pitcher shall stay on the first base side of the machine within a 4 circle until the ball is hit by the batter. 3. An adult offensive coach will load the machine and be responsible for the safety of the pitcher and any other player(s) that come near the machine. 4. If the batted ball hits the coach that is feeding the machine or the machine itself, it is considered a dead ball and the batter is awarded first base. All other runners advance one base. The coach must make an attempt to avoid being hit. 16

17 5. A base runner may only advance one base on a batted ball to the infield that results in an out on the initial play. In the event of an over throw/past ball/non-out, runners may advance until an infielder has control of the ball and calls time out. 6. When a ball is hit into the outfield, play shall stop when the ball is returned to an infield position in fair territory and the infielder can demonstrate control (by holding up his hands, asking for time, or other method deemed as control by the umpire). A throw to the pitcher is not necessary. If, in the umpire s judgment, a runner has advanced more than halfway to the next base before control is demonstrated, the runner is awarded that base (unless the runner is put out). Overthrow at first or third: only if the ball goes out of play (past the fence or boundary line) is the runner automatically awarded the next base. If the ball is in play, the same rule for runner advancement applies as for a ball hit to the outfield, the ball must be returned to an infield position before play can be stopped. 7. Bunting is not allowed. 8. Walks are not allowed. 9. Called balls or strikes will not be made. 10. Clinic 1 The batter can swing and miss at a maximum of 5 pitches (See Rule 11). Clinic 2 The batter is out after three strikes. 11. The maximum allowable pitches delivered to a batter are five. However, once the fifth pitch is reached, there is no limit on the number of consecutive foul balls that a batter may hit. If five pitches occur, and the last pitch does not result in a foul ball, the batter is then out, unless he or she safely reaches base. The machine will not be adjusted per individual batter. The height of the machine can be checked and adjusted at the start of every half inning. If, during the inning, the machine begins to throw erratically, the machine can be adjusted with the approval of the other manager. The umpire has final say if an agreement cannot be reached. 12. Base stealing is not allowed. Leading off is not allowed. A runner may not leave his base until the ball is hit. Runners will be given one warning, and then called out on the second occurrence, for leaving the base early. 13. Courtesy runners will be allowed only in case of injury or the offensive player leaving the game for some other reason. 14. One defensive coach will be allowed to stand 20 feet behind both first and third base in foul territory only. The defensive coaches should not be on the playing field at any time while the ball is in play. This 20 foot delineation will be considered the outfield minimum distance for defensive players during each game and should be agreed upon by both head coaches and the umpires during the pre-game meeting. The outfielders will not be allowed to move in until the ball is put into play. 17

18 15. The coaches which have been designated as defensive coaches on both the first and third base lines will be asked to assist with fair and foul calls in the event that the umpire is out of position when viewing a play. Defensive coaches will NOT be allowed influence in determining safe or out calls and will only be able to have input at the request of the umpire. The defensive coach on the side of the field where the play is in question will be the only coach with the ability to help make the right call. 16. One baseball from each team will be supplied to the umpire before the game. These two baseballs should be the only baseballs used by the pitching machine coach. One ball should be kept in the possession of the umpire while the other ball is in play. If for some reason, the baseball has to replaced, it should be on a one-to-one ratio. CLINIC AND JUNIOR DIVISIONS ONLY 1. Each offensive side gets three outs or a maximum of six runs per inning. In the next inning, the batting order continues after the last batter in the previous inning. 2. The dropped third strike rule does not apply. JUNIOR DIVISION ONLY - These rules are in place to promote making the play(s) and learning the fundamentals so that the players have the knowledge and confidence to advance to the next division. 1. Base stealing is allowed, but leading off is not. Runners may not leave their base until the pitched ball reaches home plate. Runners will be called out for leaving their base early. 2. Runners may not come home on a wild pitch or passed ball, but may attempt to reach home base if a play is made on another runner. A pitch being returned to the pitcher by the catcher is NOT considered a play on another runner. 3. In instances where the offense has runners on first and third, the base runner may not advance from third to home on an attempted throw from the catcher to second base during a steal. The runner on third may only score on a ball hit into play. CLINIC, JUNIOR AND INTERMEDIATE DIVISIONS ONLY 1. Infield fly rule does not apply. 2. Outfielders must play a minimum of 20ft behind the baseline until a play has been initiated. MAJORS DIVISION ONLY The major division will adhere to the rules as published in the 2009 (or most current edition) National Federation of State High School Associations (NFHS) book except as may be superseded or modified by the applicable rules set forth by Independence Township. 18

19 T-BALL YEAR-END GOALS Purpose: The purpose of the Year-End goals is to make sure parents, players and coaches are aware of the expected level of performance for their division. The Year-End goals also set coaching expectations for the season. Having these Year-End-Goals assures that each parent, player and coach can objectively measure the performance at year s end. T-Ball Division Overview: T-Ball is the starting point for most players. This is the division where every child should be having fun on every play. Most skills learned in this division are based around a general understanding of the game. It is absolutely critical for each player to have a positive experience fun, fun, fun. Key Aspects/Expectations: All players should feel like a winner at the end of a game positive contribution. Develop a "love for the game" Develop sportsmanship Understanding of general baseball rules Unique to T-Ball: Tremendous learning curve (especially, first year players) All players bat each inning All games are three innings Players will rotate positions each inning (unless requested otherwise) No score keeping Sufficient Skill Set: There is no mastery level in this division. A general understanding of the following skill sets will prepare each player for success in the Clinic Division. Hitting: Learn swinging mechanics execute a level or downward swing (hands always above the ball) o Proper finger and hand placement (align knuckles) o Bat position o Correct stance (arm positioning / knee bend) o Front foot load o Pivot rear foot o Balance Be able to place themselves properly in the batter's box Know how to properly dispose of the bat once the ball has been hit Understand foul and fair ball concept Base running: Know the sequence of the bases and base names Know how to run the bases that you can overrun 1 st base (but not the others), round the bases, etc. Listen to base coaches (1 st & 3rd) instruction Understand how runs are generated Fielding/Throwing: Know the correct fielding stance (knees bent, hands in front of body, head up, keep their eyes on the ball, etc.) Learn throwing mechanics o Position of fingers, hand and arm o Focus on target (lead with none throwing arm) o Step forward with the appropriate foot o Follow through Be able to throw to the appropriate base from the coach's verbal instructions Learn how to back up other players and the field positions. 19

20 CLINIC YEAR-END GOALS Purpose: These Year-End-Goals have been created by the LOYBL for several reasons. 1. To assure that each player is being educated in the game of baseball according to his or her age and physical ability. 2. To hold each coach accountable for teaching their players a certain amount of skills; this will gauge the amount of coaching that actually occurred throughout the season. 3. To prepare each player for the next level of competition so that everyone is aware of the athletic expectations for the players. Clinic Division Overview: Many of these players will struggle with the concept of an incoming pitch; however this division plays a critical role in increasing self-confidence in their hitting ability. The Clinic division is usually the division where players have the perfect balance of fun while being challenged enough to where they are not bored. This is also the division where the competitive spirit begins. The Clinic division does not display large range in the players baseball ability, partially because of the game design, but also because at this age there is little skill variation from player to player. Sufficient Skill Set: Players should have experience in the following areas/skills, but not have mastered them yet. HITTING: Understand the basic batting stance in relation to the plate. Know the pitch count during their at bat Being able to properly dispose of the bat after the ball has been hit BASERUNNING: Sliding without any assistance from a coach Avoid contact with other players and a batted ball while running to next base Run through first base on a ground ball instead of stopping directly on top of it Understand force and tag plays when running the base paths FIELDING: Understand how to properly grip a baseball for optimal accuracy Be able to get into a solid fielding position on a ground ball batted directly at them Be able to throw the equivalent distance from 2 nd to 1st without a bounce Be able to catch fly ball that is hit directly at them Understand how to relay a ball into the infield from the outfield Mastery Skill Set: Players should have mastered these areas/skills and have a complete understanding of them and how to execute them. HITTING: Understand how to time their swing based on the pitch speed Be able to position themselves in the batter s box to adjust to pitch height Be able to distinguish between a fair and foul ball BASERUNNING: Understand that you can overrun 1 st base, but 2 nd and 3 rd you cannot Advance to the next base after a ball is hit without any assistance from a coach Understanding what tagging up is Be able to listen to the base coach for instructions on advancing or staying put FIELDING: Understand that all batted balls should be thrown to 1 st with no runners on base Be able to use their glove and throwing hand accordingly Outfielders should understand the importance of returning a batted ball back into the infield Be able to throw the equivalent distance from 3 rd to 1st without a bounce Outfielders should move on each play backing up other outfielder Be able to take appropriate route on a fly ball not hit directly at them 20

To assure that each player is being educated in the game of baseball according to his or her age and physical ability. 2. To help each coach teaches their players a certain amount of skills; this will gauge the amount of coaching that actually occurred throughout the season. 3. To prepare each player for the next level of competition so that everyone is aware of the athletic expectations for the players. Junior Division Overview: The majority of the players in this division have played at least one year of clinic baseball (machine-pitch); therefore the moving pitch should not be new to them. However, having the ball pitched by another player is a large hurdle. This is also the first year stealing is allowed and the players are encouraged to use more independent thinking on the base paths. In Juniors, the range in baseball ability begins to quickly expand and outfield play becomes more important as well as the development of pitcher and catcher skills. The players need to experience different defensive positions. Teamwork, hustle and a positive attitude while having fun playing baseball are the basics Mastery Skill Set: Players should have mastered these areas/skills and have a complete understanding of them and how to execute them. HITTING: Understand the strike zone dimensions Understand the ball/strike count (4 balls for a walk, 3 strikes for an out) Understand all the signals given by the coach BASERUNNING: Advance to the next base on a wild pitch/pass ball Understand force and tag plays when running the bases Understand what tagging up on a fly ball means Slide safely into the base FIELDING: Understand how to relay a ball from the outfield to the infield Outfielders should move on each play backing up other fielders on all batted balls and throws Be able to throw the equivalent distance from 2 ND to 1 st base without a bounce Move feet to catch groundballs not hit directly at them PITCHING: Understand how to go through the pitching motion on the mound Understand how to grip a 4-seam fastball CATCHING: Catch each ball thrown in the strike zone by the pitcher Sufficient Skill Set: Players should have experience in the following areas/skills, but not have mastered them yet. HITTING: Be able to make contact with each pitch that is within the strike zone Be able to position themselves in the batter s box to adjust to the pitcher s speed and control BASERUNNING: Be able to take a secondary lead on all pitches thrown General understanding of how to avoid being doubled-up on a fly ball FIELDING: Communicate with teammates on where defensive play should be made. Move to attempt to catch fly ball not hit directly at them PITCHING: Be able to throw more strikes than balls in a pitching outing and general understanding of balk rules CATCHING: Be able to block a throw in the dirt by the pitcher Be able to make a throw down to 2 nd base when a base runner is stealing 21

22 INTERMEDIATES YEAR-END GOALS Purpose: These Year-End-Goals have been created by the LOYBL for several reasons. 1. To assure that each player is being educated in the game of baseball according to his or her age and physical ability. 2. To hold each coach accountable for teaching their players a certain amount of skills; this will gauge the amount of coaching that actually occurred throughout the season. 3. To prepare each player for the next level of competition so that everyone is aware of the athletic expectations for the players. Intermediate Division Overview: Many of these players have experienced a ball being thrown at them, however in this division the pitching ability begins to spread out and the hitting becomes more difficult. The Intermediate division is where players begin to acknowledge their own strengths and weaknesses. The diversity in ability will reveal itself within this division. Many players within the Intermediate division have begun to master the basic hit, run, catch fundamentals, and have started adding secondary skills to their arsenal. Sufficient Skill Set: Players should have experience in the following areas/skills, but not have mastered them yet. HITTING: Be able to adjust their swing based on the count Begin understanding their strengths and attempt to work toward them Be able to understand proper bunting techniques Avoid chasing pitches well out of the strike zone during the majority of at bats BASERUNNING: Be able to understand and respond to a steal sign accordingly Slide into each base without assistance from a coach Be able to understand the importance of the pop slide Understand the difference between tag and force plays Understand how to avoid being doubled-up Know to tag up on all fly balls when at 3 rd base Be able to get a good secondary lead on all pitches thrown FIELDING: Communicate with teammates on a infield or high fly ball Outfielders should begin to move to backup plays in the infield Be able to catch a pop fly hit directly to them PITCHING: Be able to use the seams of the ball for various grips (2 and 4 seam fastballs) Be able to execute the windup and stretch positions Be able understand the importance of pitching to the 4-corners (up/down/in/out) Mastery Skill Set: Players should have mastered these areas/skills and have a complete understanding of them and how to execute them. HITTING: Be able to make contact with each pitch that is within the strike zone Be able to position themselves in the batter s box to adjust to the pitcher s speed BASERUNNING: Slide into 3 rd without assistance from a coach Have a general understanding of force plays General understanding of how to avoid behind doubled-up on a fly ball Be able to take a secondary lead on all pitches thrown FIELDING: Communicate with teammates on a infield or high fly ball Outfielders should begin to move to backup plays in the infield Be able to catch a pop fly hit directly to them. PITCHING: Understand the balk rule. Understand how to properly grip the baseball in order to throw strikes. 22

23 PLAYER CODE OF CONDUCT Lake Orion Youth Baseball League has a Code of Conduct that it expects all players to follow. In addition to helping make the baseball season more fun, safe and positive, these actions represent fundamental lifetime skills. As an athlete in the Lake Orion Youth Baseball League I will: 1. Play for fun! 2. Work hard to improve my skills. 3. Develop good practice habits. 4. Be a team player, get along with teammates and coaches, make teamwork, sportsmanship and discipline the foundation of my game. 5. Be on time for practices, games and team events. 6. Learn the rules of baseball and play by them. 7. Always be a good sport. 8. Never argue with an umpire, I will accept their decisions, move on and remain positive. 9. Respect my coaches, teammates, parents, opponents and umpires. 10. Take my game to the highest level by acknowledging and applauding great efforts, no matter who makes them. 11. Inform my coach of any physical disability or ailment that may affect my safety or the safety of others. I have read and understand this CODE OF CONDUCT AGREEMENT, for the Lake Orion Youth Baseball League and fully support it, its intent and its essence. 24 Coaches/Parent/Guardian Code of Conduct Essential elements of character building and ethics in sports are embodied in the concept of sportsmanship and six core principles: trustworthiness, respect, responsibility, fairness, caring and good citizenship. The highest potential of sports is achieved when competition reflects these six pillars of character. Lake Orion Youth Baseball League, LOYBL, Board of Directors agrees with this statement of principles and requires that as parents of athletes in a LOYBL program you agree to the following: 1. I will not force my child to participate in sports. 2. I will remember that children participate to have fun and that the game is for them, not me. 3. I will emphasize teamwork and skill development. 4. I will inform the coach of any physical disability or ailment that may affect the safety of my child or the safety of others. 5. I will learn the rules of the game and the policies of the league. 6. I (and all my guests) will be a positive role model for my child and encourage sportsmanship by showing respect and courtesy and by demonstrating positive support for all players, coaches, officials and spectators at every game and practice. 7. I (and all my guests) will not engage in any kind of un-sportsmanlike conduct with any official, coach, player, including but not limited to booing, taunting, refusing to shake hands, using profane language and/or gestures. 8. I will not encourage any behaviors or practices that would endanger the health and well being of the athletes. 9. I will teach my child to play by the rules and to resolve conflicts without resorting to hostility, verbal encounters or violence. 10. I will demand that my child treat other players, coaches, officials, and spectators with respect regardless or race, creed, color, sex or ability. 11. I will teach my child that doing one s best is more important that winning. 12. I will praise my child for competing fairly and giving their best effort. 13. I will never ridicule or yell at my child or other participant for making a mistake or losing a competition. 14. I will promote the emotional and physical well being of the athletes ahead of any personal desire I may have for my child to win. 15. I will demand a sports environment for my child that is free from drugs, tobacco, (including smoking within site of the field) and alcohol. 16. I will refrain from coaching my child or other players during games and practices. 17. I will respect the officials and their authority during games and will never question, discuss or confront coaches at the game field. 25 Concussion Awareness Background: Michigan law requires that all coaches of organized sports complete Concussion Training prior to a season s start, including practices. Michigan was the 39th U.S. state to enact a law that regulates sports concussions and return to athletic activity. The law went into full effect on June 30th, A concussion is a brain injury, caused by a blow, bump or jolt to the head that can have serious consequences. It can occur in any sport or recreational activity. The organizing entity must provide educational materials on the signs/symptoms and consequences of concussions to each youth athlete and their parents/guardians and obtain a signed statement acknowledging receipt of the information for the organizing entity to keep on record. The law also requires immediate removal of an athlete from physical participation in an athletic activity who is suspected of sustaining a concussion. The student athlete must then receive written clearance from an appropriate health professional before he or she can return to physical activity. LOYBL requires that every coach in our league take the following concussion training and supply to their division commissioner evidence of completion. 27 BACKGROUND of Sports Abuse Child SPORTS Abuse/Molestation in the world of youth sports has received much media attention over the past few years. No one knows for sure how often it occurs, however, when it does occur the impact to the child and the sports organization can be devastating. Medical professionals state that the effects of abuse may surface later. PROGRAM The purpose of this program is to reduce the liability risk and related negative publicity, expense, and trauma to the league during the course of implementing its mission and goals. The likelihood of such can be reduced by making the environment unsuitable for the sexual predator and/or abuser. The program will key in on the bare essentials of education, volunteer screening, policies, and program administration. The intent of this program is not to be all encompassing, but instead, to provide the framework of a basic workable program that is more likely to be implemented by a group of volunteers with limited resources and time. The simple framework of this program will not address all contingencies that are likely to be encountered. Therefore, these materials should be available and consulted frequently. Applicable in Lake Orion Youth Baseball League to Volunteers-Citizens who perform the various functions entailed in the running of a league without pay including league officers and directors, committee personnel, coaches, managers, umpires, scorekeepers, concession workers, etc. Sports abuse may take many forms and may be the result of actions of other players, and non-league personnel during games or league functions. Lake Orion Youth Baseball League volunteers should be alert and immediately report such actions to their league commissioners and/or local police where applicable. 27

28 VOLUNTEER APPLICATION AND SCREENING The cornerstone of the Lake Orion Youth Baseball League Abuse prevention program is our application and screening process consisting of three steps as detailed below. As part of the Volunteer Application each volunteer will be provided with access to and required to certify that they are aware and agree to the Lake Orion Youth Baseball League Abuse prevention program. 1. Volunteer Application and Consent/Release 2. Completed LOYBL Code of Conduct form 3. Random Criminal Background Check by League. Types of Sports Abuse DEFINITIONS,Examples 1. Verbal abuse (ridicule or put-downs), and 2. Emotional abuse (threats to perform unreasonable tasks), and sexual abuse. Emotional Abuse Behaviors that attack or break a child's self-worth and development. Examples: calling players names, making fun or putting someone down, saying things that hurt feelings or yelling. Verbal and Emotional Abuse: Yelling or making the following statements: You re stupid; You re an idiot; You re an embarrassment; You are not worth the uniform you play in; etc. 3. Physical abuse (any hurting touching or excessive exercise used as punishment), Physical Abuse Behaviors and actions that hurt someone's body that are not a part of the sport. Examples: hitting, kicking, slapping or shaking someone, throwing equipment at players, shaking or hitting athletes for making mistakes. Physical Abuse: Besides the obvious examples of a coach hitting, kicking, throwing equipment, or shaking a player, the following: Behaviors seem violent versus disciplinary; Training practices become abusive Fighting is encouraged or ignored; Moves or actions, often associated with injuries are encouraged; Coaches teach improper techniques or encourage conduct which violates safety rules; Coaches allow athlete(s) to become physically or verbally abusive; Behaviors result in injures to athlete(s); 28
