BOX 1714 Seaford, New York SEAFORD LITTLE LEAGUE LOCAL RULES GENERAL RULES APPLICABLE TO ALL DIVISIONS The following rules are local guidelines to be used as a supplement to the Little League Baseball Official Regulations and Playing Rules. Adherence to these guidelines will be a determining factor in the selection of coaches in the future. 1) There will be NO names put on the back of jerseys by either coaches or parents/guardians. 2) No managers will re-schedule or cancel a game without the permission of their Division Director. Failure to adhere to this rule will result in a Loss for Both teams. This includes make-up games, which will be re-scheduled by the Division Director. 3) In the event of bad weather, when time permits, the league text message system will announce the cancellation of games. It is mandatory that all coaches sign-up for text message system. 4) Additionally, games may be called off by members of the Board of Directors, Park Officials, and in the case of school fields, School Officials. 5) Games may be canceled due to bad field conditions mutual consent of both managers is required. If they feel it is unsafe to play, the league director must be notified so the game may be re-scheduled. As a general rule, games may be played in a light rain, but should be canceled in a downpour. At the first sign of lightning, the game will be suspended. If, after 15 minutes the lightning continues, the game will be suspended, canceled or declared official by the Umpire. Once the game begins, the umpire will have the final decision. SAFETY PREVAILS. 6) Official Games: A game is considered official if four full innings have been played in a six-inning game. Five innings constitute an official game in a scheduled seven-inning game. If a game is official, but the full game has not been completed before darkness or cancellation, the score of the last complete inning played shall be the final score of the game. If the umpire feels that a manager has delayed the game to control the final outcome of the game, he will report the delay to the Director of Umpires and the League Director. If the game is suspended due to weather or darkness before becoming an official game, the

2 game will be re-scheduled by the League Director and will pick up at the point at which it was suspended. Both Managers must consult with each other s books, agree and initial each book prior to leaving the field. 7) No game is to be canceled because there is not an umpire. Both managers together will pick a substitute umpire. No substitute umpire will call the game from behind the catcher but will instead call the game from behind the pitcher s mound. 8) Protests: All Protests must be submitted in writing to the League Director within 24 hours of the game. The umpire and the other manager must be notified of the infraction at the time it occurs, and that the game is being played under protest. Make note of the situation of the game: number of outs, count on the batter, position of runners, score, etc. Take note of the umpire s name. Once the next pitch is thrown, it is too late to protest. You may only protest a rule interpretation to the Board of Directors. Bad calls or errors in judgment are not grounds for protest. 9) MERCY RULE: The game shall be considered over when one team is up by a total of 13 runs after 4 complete innings. This rule is for Double AA, Triple AAA, Intermediate 50/70 and juniors. The home team must have the opportunity to bat in the bottom of the inning if needed. 10) Five Run Rule: In the Double AA and Triple AAA there is a Five (5) run maximum rule per inning. Once a team scores five (5) runs in an inning, the inning is over. In the sixth inning the team must get three outs. If game is going to be called due to darkness or time limit, as long as the game is in the fifth inning or less the Five (5) run maximum rule remains in effect. Only in the sixth inning or extra innings does the team need to get three outs to end the inning. The 13 run Mercy Rule after 4 innings is still in effect, 11) In the divisions with standings and playoffs (Double AA, Triple AAA, Intermediate 50/70, Juniors and Seniors): The managers of both teams must notify in to the Division Director the game outcome (win/loss) and all the pitcher s names and number of pitches for both their team and their opponent. The Division Director will have the responsibility of recording pitching information for their division. The managers are to make this report to their Director within 24 hours. Do not make the directors contact you. 12) Illegal Pitcher: Use of an Illegal Pitcher from rest rule will result in an automatic forfeit for the team in violation of the rules. The manager or coach present at the game during the rest rule pitching violation will be given an automatic one game suspension. In the event a game has been completed, and it is believed that a violation occurred concerning the use of a pitcher in excess of the allowable number of pitches that game - or

3 without the proper time of rest between games, the opposing manager or coach should contact the Division Director within 24 hours to request verification of the pitching records for the player in question. The Division Director or a Seaford Little League Board Member is not limited to a time period to discover or rule on a pitching violation. If, at any time, a violation is determined to have occurred, the team in violation will forfeit the game, and the opponent will be credited with a win. 13) THERE WILL BE NO PROTESTS IN T-BALL OR INSTRUCTIONAL 14) There are NO Intentional Walks in any Division. 15) All players must play a minimum of 4 innings in a six inning game, a minimum of 5 innings in a seven game, except in the event of the player coming late, leaving early, becoming sick or sustaining an injury. In the case of a player not getting minimum playing time, the manager must notify the director when calling in the game results. No player shall sit 2 innings before all players on their team sit 1 inning. 16) Every player must sit one-half inning prior to the 6 th (Starting pitcher is exempt from this rule if he is still under the pitch count). In the 6 th inning, if the starting pitcher is removed, he/she must sit the rest of the inning. Playoffs only-at the start of the 7 th inning, the slate is wiped clean. However, no player shall sit twice in extra innings before all players on their team sit one inning (the starting pitcher exception is no longer in effect in extra innings) 17) Universal batting will apply. All players bat in turn, regardless of having played the field in that inning. If a player arrives after the lineups have been exchanged, the player shall be placed at the end of the batting order. If a player is injured, becomes ill, or must leave the game site after the start of the game, the team will skip over the player when his/her time at bat comes up without penalty. If the injured, ill, or absent player returns he/she is merely inserted into their original spot in the batting order, and the game continues. 18) If a medical professional, Umpire in Chief, the player's coach, the player's manager or the player's parent has determined a player sustains a possible concussion, the player must be, at a minimum, removed from the game and/or practice for the remainder of the day. The league must also be aware of its respective state/ provincial/municipal laws with regards to concussions and impose any additional requirements as necessary. His/her return to full participation is subject to: A. The league's adherence to its respective state/provincial/municipal laws, B. An evaluation and a written clearance from a physician or other accredited medical provider and C. Written acknowledgment of the parents.

4 19) There is no Designated Hitter in Little League. There is no Designated Fielder in Little League. Players must play the minimum number of innings in the field, and take a turn in the batting order, except as covered in Rule 11 and 12. If due to injury or any other circumstances, a player is able to hit, but not to field, or, is able to play a defensive position in the field, but unable to take his turn at bat, then that player will not be allowed to play in the game. 20) The game will be forfeited if a team cannot field a minimum of 8 players at the start of the game. A game in progress may be completed if injuries cause the team to fall below the minimum of players. 21) CALL UPS- Teams may call up players from the division directly below their own division to avoid a forfeit or when the manager knows that he will have only 8 players from his roster attending the game. If you know players will be needed, contact your Division Director to make arrangements for players. Call up players will wear their own team uniform. The call up player must have the same minimum playing time as the players on the regular roster. When you need a player to come up, contact the director. If it is too close to game time to get in touch with the director, bring up a player on your own. After the game you must your Division Director with the name of the player called up. If a coach is continually calling players up, the director and coach will work together to determine the cause and will correct it. All call ups players must be placed at the BOTTOM of the lineup. All players on the team s roster must bat ahead of the call up player. Call up players can NOT pitch. Note: Players called up must be from a team in the Seaford Little League, and ONLY in the division directly below your own division. You may not call upon a player from another team in your own division. Call up players are not supposed to be used for strategic reasons. Note: NO PLAYERS CAN BE CALLED UP TO PLAY IN A PLAYOFF GAME. THE TEAM MUST EITHER PLAY WITH 8 PLAYERS OR FORFEIT THE GAME. 22) A manager or coach may confer with a pitcher twice in one inning. After the third time in one inning, the pitcher MUST be removed as pitcher. The manager or coach is prohibited from making a third visit while the same batter is at bat. Likewise, the manager or coach may confer with a pitcher three times in a game. The fourth time in a game, the pitcher must be removed. The pitcher, of course, may go to another position. A visit by the manager or coach for the purpose of evaluating the condition of a player after an injury shall not be counted as a conference for the purposes of this rule. The umpire is to monitor conferences related to an injury

5 23) Once removed, a pitcher may NOT come back to pitch in that game. 24) The league provides game balls to each manager. Each team is to supply one new ball to the umpire for each game. In Double AA and Triple AAA, Managers from both teams will pay the umpires ($40 fee-$20 each team). Managers will receive umpire fees prior to the start of the season. 25) Throwing of bats or helmets can lead to an ejection. In the Instructional, Single A, Double AA8, AA9, and Triple AAA divisions, one warning will be given which is applied to the team. On the second occurrence, the ejection will be enforced. In the Intermediate 50/70, Juniors, and Seniors divisions, there will be no team warning. The player may be immediately ejected by an umpire. 26) Any overt display of anger by a player, which in the umpire s judgment poses a danger to the player himself, or to others, will result in the immediate ejection of the player. 27) It is the responsibility of the managers and coaches to control the exuberance of their teams and fans. Teams and fans should be enthusiastic, but not humiliate the opponent in any way. 28) The actions of players, managers, coaches, umpires and league officials must be above reproach. Any player, manager, coach, umpire or league official who is involved in a verbal or physical altercation, or an incident of unsportsmanlike conduct, at the game site, or any other Little League activity, is subject to disciplinary action by the Local League Board of Directors. When any player, manager, coach, or player is disqualified for a flagrant offense such as the use of obscene or indecent language, or an assault on an umpire, manager, coach of player, the umpire shall forward a full report to the league president within 24 hours after the end of the game. After receiving the umpire s report the league president shall require that such manager, coach or player to appear before at least three members of the Board of Directors to explain their conduct. In the case of a player, the manager and the player s parents shall appear with the player in the capacity of an advisor. The members of the Board will impose such penalty as they feel is justified. Any Board Member can eject any coach or manager at any time. If any manager or coach is ejected from a game there will be a penalty of a minimum 1 game suspension. 29) Any problems with an umpire should be brought to the attention of the Division Director, to be discussed with the Director of Umpires. Any problem with parents, other managers, or other coaches shall be brought to the attention of the Division Director.

6 30) If a pitcher hits 2 or more batters in an inning, he is subject to removal as the pitcher. The removal of a pitcher in this situation is at the discretion of the umpire, not the manager. 31) All games are subject to a 2-hour time limit. An inning in play is to be completed. No inning is to start after 2 hours. Exceptions: The time limit in the Tee Ball and Instructional divisions is 1½ hours. The time limit in the Intermediate 50/70, Juniors and Seniors division is 2 hours 15 minutes.. 32) Sliding: There is no sliding into first base in any division by a batter/runner attempting to reach first base from home. The runner will be called out by the umpire. (Exception: T-Ball where the game will stop to provide instruction on this rule). There are no headfirst slides when attempting to advance to any base. The headfirst slide is allowable only when a runner is attempting to get back to the base he occupies when an attempt is made by the defense to catch him off base. When advancing to any base, the runner must slide or avoid contact with the fielder. If the umpire feels that contact could have been avoided, the runner will be ruled out. If the umpire rules that deliberate roughness occurred, the runner will be ejected. 33) THERE ARE NO DELAYED STEALS IN THE TRIPLE AAA DIVISION. 34) No defensive player may block a base unless he has possession of the ball. This includes the catcher at home plate. If the umpire rules obstruction, the runner will be called safe. You will find this rule in the Little League 2004 Rule Book (Section 2.00 Definition of Terms and Rule 7.06). This is a safety issue, and must be followed. 35) All boy players must wear a protective cup. Managers are responsible for making sure this rule is followed. Catchers shall use a regular catcher s mitt. 36) In Single A, Double AA8, AA9, and Triple AAA, all batters must use a helmet with a face guard attached to the helmet. The Intermediate 50/70, Juniors and Seniors need not use a face guard. Runners may use a helmet without a face guard. If a Player acts as a base coach, he must wear a batting helmet. 37) There are No On Deck Warm Up Swings. Managers and Coaches must strictly enforce this. 38) Base coaches must stay in the designated coaching boxes, and may not assist the runners by touching them. This is an automatic out. 39) Players, managers and coaches only are allowed in the dugout area.

7 40) There is to be no loitering or watching the game behind the backstop directly behind home plate. This is a distraction to the pitcher and the umpires and is unfair. 41) Players in the dugout are to remain behind the fence at all times. 42) The use of tobacco and alcoholic beverages in any form is prohibited on the playing field, benches or dugouts. 43) Managers and coaches are responsible for inspecting the field before each game for any hazardous conditions. Managers and coaches are responsible for inspecting equipment before each game. 44) Managers are required to keep an official book and record of innings played. In the Single A, AA8, AA9, Triple AAA, Intermediate 50/70, Juniors, and Seniors, this record is to include the names of pitchers and the innings they pitched for both teams. 45) No Manager is to add a player to his roster. There is a waiting list maintained in each division, and any new player is subject to the requirements of the league. 46) All Managers and Coaches have a responsibility to read and understand the Little League Baseball Official Regulations and Playing Rules, as well as these Local Guidelines. If there are any conflicts between the two, Seaford Little League Rules apply. 47) There are NO Balks in the Baseball Divisions of A, AA8, AA9, AAA, Intermediate 50/70, and Juniors Division. The Intermediate 50/70 and the Juniors Division can have balk warnings called by the umpire but there is no advancement of base runners. The balk warnings are used for instructional purposes only. 48) In the Intermediate 50/70 Division a base runner can NOT move forward and proceed to advance towards a base on a steal until the ball is released from the pitchers hand. Base runners can lead but as mentioned the base runners can NOT move forward as the pitcher is in motion. The runner can ONLY move FORWARD towards the next base when the ball has been released out of the pitchers hand. 49) Any recommended changes to the Local Rules shall be brought to the attention of the respective Division Director, and will be addressed by the Board of Directors. 50) Dropped third strike is in effect in the Intermediate 50/70 division, Juniors division, and Seniors divisions.

8 51) Defensive position fielding changes after the start of an inning can ONLY be made when there is an injury or a pitching change. 52) During the regular season a speed up game rule of running for the catcher who is on base with two outs is allowed in all divisions except Juniors and Seniors. The last batter who made an official recorded out is only allowed to run for the catcher. During playoffs in ALL divisions this speed up rule of running for the catcher is NOT allowed. 53) The penalty for use of an illegal bat: A. The batter is out (NOTE: The manager of the defense may advise the plate umpire of a decision to decline this portion of the penalty and accept the play. Such election shall be made immediately at the end of the play), and; B. The manager of the team will be ejected from the game, the batter who violated the rule will be ejected from the game, and the offensive team will lose one eligible adult base coach for the duration of the game. Important Information about Composite Bats For the Little League Major Baseball Division and below: The moratorium on compositebarreled baseball bats remains in effect. However, some composite-barreled baseball bats that have been proven in laboratory testing to meet the BPF (Bat Performance Factor) standard throughout the life of the bat, through the Accelerated Break-In (ABI) process, have received waivers. That list is here: Licensed/Approved Composite 2 1/4 Bats. Note that in the Little League Majors Baseball Division and below, there is no limit on the drop weight of any bat. For Intermediate 50/70 and Junior League Baseball: The rule was updated to reflect the changes that were anticipated and published two years ago regarding bats with 2 5/8 inch barrels. As a result, composite-barreled baseball bats in this division, regardless of barrel size, must meet BBCOR (Batted Ball Co-Efficient of Restitution) standards, and must be so labeled. Note that all composite-barreled baseball bats that meet the BBCOR standard have a drop of no more than minus-3. However, in the Intermediate 50/70 and Junior League Baseball division, bats that do not have composite materials in the barrel (i.e., all metal, all alloy, all wood), and meet all other applicable standards, can have ANY drop weight. Bats with a barrel of less than 2 5/8 inches also can be used in the Intermediate 50/70 and Junior League Baseball Division, but must still comply with all other specifications noted. For Senior League Baseball and Big League Baseball: The rule was updated to reflect the changes that were anticipated and published two years ago regarding bats with 2 5/8 inch barrels. As a result, all bats with non-wood barrels must meet BBCOR (Batted Ball Co- Efficient of Restitution) standards, and must be so labeled. Because all BBCOR bats have a drop of no more than minus-3, this means all non-wood bats in these divisions must have a drop of no more than minus-3. The moratorium on composite bats, which now applies to all baseball divisions of Little League, does not apply to any softball divisions of Little League. Note: The moratorium on composite bats only applies to composite-barreled

9 bats. Bats that have only a metal/alloy in the barrel (and no other material, unless it is in the end cap of the bat) are not subject to the moratorium, regardless of the composition of the handle. (This note was added to this article on Jan. 5, 2011) PITCHING RULES SUPPLEMENT TO LOCAL RULES A, AA8, AA9, AAA, INTERMEDIATE 50/70, JUNIORS, SENIORS DIVISIONS PITCH COUNT ACCORDING TO LITTLE LEAGUE INTERNATIONAL AND THE SEAFORD LITTLE LEAGUE WILL BE STRICITLY ENFORCED. THE NUMBER OF PITCHES ALLOWED ARE AS FOLLOWS: A LEAGUE AGE 7 50 PITCHES AA8/9 LEAGUE AGE PITCHES AAA LEAGUE AGE PITCHES INTERMEDIATE LEAGUE AGE PITCHES JUNIORS LEAGUE AGE PITCHES REST BETWEEN PITCHING FOR 14 YEARS AND UNDER IS AS FOLLOWS: 1-20 PITCHES 0 DAYS REST PITCHES 1 CALENDAR DAY OF REST PITCHES 2 CALENDAR DAYS OF REST PITCHES 3 CALENDAR DAYS OF REST 66+ PITCHES 4 CALENDAR DAYS OF REST REST BETWEEN PITCHING FOR YEARS OLD IS AS FOLLOWS: 1-30 PITCHES 0 DAYS REST PITCHES 1 CALENDAR DAY OF REST PITCHES 2 CALENDAR DAYS OF REST PITCHES 3 CALENDAR DAYS OF REST 76+ PITCHES 4 CALENDAR DAYS OF REST IF A PITCHER REACHES A DAY(S) OF REST THRESHOLD WHILE FACING A BATTER, THE PITCHER MAY CONTINUE TO PITCH UNTIL THE BATTER IS EITHER OUT, REACHES BASE OR THIRD OUT IS MADE ENDING HALF-INNING. ANY PITCHER THAT PITCHES 40 OR MORE PITCHES CAN NOT GO INTO THE POSITION OF CATCHER. IF PITCHER PITCHES 39 OR LESS PITCHES HE CAN PLAY THE POSITION OF CATCHER. NOTE: THE FINISH THE BATTER RULE DOES NOT APPLY; PITCH COUNT MUST BE 39 PITCHES OR LESS. ANY PLAYER WHO PLAYS THE POSITION OF CATCHER FOR 4 OR MORE INNINGS CANNOT PITCH ON THAT DAY.

10 THIS WILL BE ENFORCED IN ALL DIVISIONS AND WILL BE MONITORED.

11 Division A Maximum of 50 pitches in a game. At the start of the season (3) different children will pitch the first three innings and coaches will pitch the remaining three innings. When kids are pitching there are both called balls and strikes and swinging strikes. 3 free bases (walks or hit batters) in any inning will result in the removal of the pitcher for the remainder of the inning and the coach will finish the inning. Intermediate 50/70 Division In the 50/70 Intermediate Division a base runner cannot move forward and proceed to advance towards a base on a steal until the ball is released from the pitchers hand. Base runners can lead but as mentioned above base runners cannot move forward until the pitcher has released the ball.

The pitch count program has been established by Little League Baseball, and will be followed and monitored very closely here at Seaford Little League.
