CLICK HERE for details on room rates and the rooming process. NOTE: Teams not utilizing our service will be subject to removal from the event. Inclement Weather Policy- All information regarding weather related delays will be available on the homepage of our website at Each team will also be required to give a valid mobile phone number and address which should be filled out on our online roster link.

2 1) STEEL SPORTS TOURNAMENT SEASON & PARTICIPATION a) Tournament Season Tournament season will run from September 1 to August 31 of the current year. b) Tournament Participation In all Steel Sports tournaments, winning teams will receive automatic bids to the National Youth Baseball Championships (NYBC). 2) STEEL SPORTS TOURNAMENT PLAY a) Some qualifying events will have a daily / weekend spectator fee. Other events will have a pre-paid spectator fee. There will be no refunds on spectator fees. b) Pool Play / Tie Breaker Criteria: Once advanced to the next tiebreaker criteria; do not return to previous criteria. (1) Teams receive: (a) 3 points for a win (b) 1 point for a tie (c) 0 points for a loss (2) If two (2) teams are tied Head to Head (vs. each other) (more than 2 teams tied, skip this tie breaker) (If three teams are 1-1 in pool play, head to head is NOT used) (3) Points Allowed Ascending (4) Points Score - Ascending (5) Coin Flip Once advanced past one tiebreaker, you do not go back to a previous tiebreaker. Forfeits will be scored 7-0 c) The Tournament Director may modify the number or length of games when necessary due to weather, field conditions, or scheduling issues. d) Qualifier will be play two (2) Pool Play Games (weather permitting) followed by playoffs. e) There is no alcohol / tobacco allowed on the premises at any Steel Sports Tournaments. f) Home team will be in charge of keeping the book and the visiting team will keep the scoreboard. Please have a volunteer / coach to help assist with this process. g) No infield warm up practice. Please respect each facilities rules regarding hitting / soft toss into the fences as well as any batting cages rules. 3) PLAYER / TEAM ELIGIBILITY a) A player may only play on one team during the NYBC event in New York. During a qualifier a player may play for another team (in a different age bracket) only if they are part of the same organization. That player cannot pitch for both teams during a qualifier. b) There will be no uniform protest in NYBC Qualifiers. We encourage coaches that pick up players to provide them with a similar uniform and have a number available. Players must be added to the official roster prior to the tournament and approved by the National Director. 1. During the NYBC, teams must be in the same uniforms and all present players must have numbers. No duplicate numbers will be allowed. c) Metal spikes can be used for ages 13 and up. Molded cleats, tennis shoes or turf shoes must be used on portable mounds and turf fields. No spikes on portable mounds or turf fields allowed. 1. If a player is caught wearing metal cleats on turf or portable mound, the player must change shoes immediately. If no other shoes are available the player will be removed from the playing field until the shoes are replaced. If this occurs, a player on the bench will act as a substitute for that player. If teams are roster batting, the player will be skipped and an out recorded if the player s shoes haven t been changed. d) The birthday age cutoff is April 30. Each Head Coach must have copies of player birth certificates on hand at every game, and shall be prepared to present them to the Tournament Director upon request. Coaches not being able to produce a birth certificate will be a forfeit of that game. e) Rosters and Insurance 1. Rosters, insurance and copies of birth certificates are due one (1) week before each event. 2. Rosters are limited to 18 kids per team. f) Once a team wins a qualifier, their roster is locked. At that point they are allowed to add up to 5 players to that roster for a maximum of 18 players. If they exceed 18 players they must drop players in order to meet the 18-player requirement. 1. Once a player is dropped they CANNOT be added back to the roster.

3 g) Up to five (5) added players must be made within 30 days prior to the NYBC. In the case of a qualifier being within 30 days of the NYBC, the additional changes must be made within five (5) days after the qualifying event. All add on and drops must be done in writing and submitted to the Tournament Director. h) If a team is trying to re-qualify their team for the NYBC, they must submit in writing to the tournament director that they are declining their previous bid. 1. If their re-qualifying attempt is unsuccessful they WILL NOT have the option of using their previous bid to attend the NYBC, unless approved by the tournament committee. i) Players locked to a roster CANNOT play for another team in another NYBC qualifying tournament. If players are found in violation of this rule they will not be allowed to participate in the NYBC. 4) RULES OF PLAY The official playing rules for the 9U Division shall be Little League Baseball Rules The official playing rules for the 10 14U tournament shall be Major League Baseball - American League rules with the following exceptions: a) Length of Game Ages: 9U-12U will play six (6) innings; ages 13U and above will play seven (7) innings. b) Batting Order and Extra Players. Teams have three (3) options for their batting order and extra players during Steel Sports qualifying events: c) Nine (9) players in the batting order and listed on the lineup card. No designated hitter (DH). (All other players are substitutes) 1. For the NYBC event in New York, only nine (9) players will be allowed in the batting order for ages 11U-14U. No designated hitter (DH) or special courtesy runners allowed. Only exception is a starter may re-enter once. d) Extra Hitter: Ten (10) players in the batting order and listed on the lineup card. No designated hitter (DH). Free substitution (defensive players) among the ten (10) players listed on the batting order. e) Continuous batting order: All players in uniform (unless injured) in the batting order and listed on the lineup card. If a late player arrives after the lineup cards are exchanged, then the player must be entered into the last spot in the batting order. Continuous batting order allows for free defensive substitution for all players throughout the game. 4(e) Example: A team that has 12 players cannot bat 11 players. Their option is to bat 9, 10 or 12 players. f) The Head Coach will declare his choice of batting order to the opposing coach and the umpire(s) during the plate meeting prior to each game. Once a choice is made, it cannot be changed for that game. Lineup cards must be exchanged at the plate meeting between opposing teams. Substitutes must be listed on the lineup cards. g) A team can start with 8 players. The 9 th position will be an automatic out until that position can be filled. If a player is injured and a team falls to 8 players then an out will be recorded. If a team falls to 8 players due to ejection, then the team will take an out when that batter comes to turn. If a team falls to 7 players, the game is considered a forfeit. 1. You cannot intentionally walk a player to get to the 3 rd out if only 8 players are present. It is the home plate umpires judgment if he believes the pitcher is trying to pitch around the batter to walk him and will not be allowed. h) Coin flip will determine home / visiting team during pool play. Team with the higher seed will be the home team during bracket play. If multiple pools are used and two teams are the same seed in bracket play then a coin flip will be used to determine home / visiting team. i) Official game time will start at the end of the plate meeting. Umpires will announce to the home teams scorekeeper the official start time. j) The Tournament Director reserves the right to modify time limits at any time. k) Bats for 9U MUST BE LITTLE LEAGUE APPROVED BATS (NO BIG BARRELS) l) Bats for 10U-13U Steel Sports Tournaments must be BPF 1.15, BBCOR or Wood Bat. Bats for 14U must use BBCOR bats. Penalty: Penalty for an illegal bat will be the result of the play or an out. The coach will be warned. If any player uses the bat again, the player will be out and the coach will be ejected. The bat will remain with the Tournament Director until the end of the tournament. m) The field dimensions will vary from tournament to tournament and park to park. The base / pitching dimensions will be 9U 46/60 & 10U 46/65. n) Run rule. 15 runs after 3 innings, 10 runs after 4 innings and 8 runs after 5 innings. 1. The NYBC Championship Round run rule will be 10 runs after 4 innings and 8 runs after 5 innings. Team will get equal at bats for mercy rules. Example: Visitors go ahead by 8 runs in top of the 5 th. The home team WILL BE allowed to bat in the bottom of the 5 th.

4 o) Intentional Walks. Defensive team shall notify the plate umpire of an intentional walk. Pitches do not need to be thrown for an intentional walk. The ball will be considered a dead ball during intentional walks. o) Courtesy Runner- A team may choose to use a courtesy runner for the pitcher and catcher only at any time. The courtesy runner must be the last batted out. Available substitutes may not be used as a courtesy runner, unless officially entering the game as a substitute. If an illegal courtesy runner is used and a pitch or play occurs, that runner will be deemed legal at that point. p) Injuries. If a player becomes injured (as ruled by the umpire) and is unable to continue playing, his spot in the batting order shall be skipped and an out will be recorded. Once an injured player leaves the batting order, he is done for the remainder of that game. q) Official Game Called Due to Weather or Field Conditions. A game will be considered complete if weather, darkness or field conditions prevent the game from being completed: 1. 6-inning game = 3 innings or 2 ½ if home team is leading, will constitute a completed game. r) If a game is not official as described above, the Tournament Director will either: (1) Suspend the game and arrange to have it resumed where it left off, or (2) Cancel the game such that it does not count toward tournament standings. s) Should a Championship game be interrupted by weather, darkness or unplayable field conditions, and is not an official game per the above Rule, then the score at the end of the last full-completed inning will determine the Championship team. If score was tied at end of last completed inning or if the first inning of the game is not completed, the higher seed shall be named Champion. t) Whenever a tag play is apparent, a runner must slide or attempt to avoid contact with the fielder and/or catcher. Attempting to jump, hop, or dive over the fielder and / or catcher is not interpreted as seeking to avoid contact.. Malicious contact shall supersede all obstruction penalties. 4(t) Penalty: The runner shall be called out and may be ejected from the game at the umpire s discretion. 4(t) Comment: When enforcing this rule, the umpire should judge the runner s intent. If the umpire feels that the contact was unintentional, then the runner should only be declared out. If the umpire feels that the contact was intentional and / or malicious, then the runner should be declared out and ejected. u) Steel Sports Tournaments shall adopt the following rules pertaining to the visit of the manager or a coach to the pitcher. This rule limits the number of visits a manager or a coach may make to any pitcher in any one (1) inning; 1. A second (2nd) visit to the same pitcher in the same inning will cause this pitcher s automatic removal from the pitching position. A manager or a coach is considered to have concluded his visit to the mound when he leaves pitching circle surrounding the pitcher s rubber. 2. A player removed from the pitching position (starting pitcher or subsequent relief pitcher) may not return to the pitching position for the remainder of the game. v) Pitching Restrictions. Steel Sports and the NYBC have adopted the MLB Pitch Smart Guidelines. Age Daily Max 0 Days 1 Day Rest 2 Day Rest 3 Day Rest 4 Day Rest Division Pitches Rest 9U-10U U-12U U-14U Coaches will monitor pitch counts for their team and the opposing team. After each half inning, coaches notify each other and the plate umpire the number of pitches thrown that ½ inning. The home plate umpire will settle any disputes on field regarding pitch counts each ½ innings. 2. Pitches thrown in a game that ends in a forfeit will be counted towards their pitch count for that day. 3. Exception: If a pitcher reaches the limit imposed for his/her league age while facing a batter, the pitcher may continue to pitch until any one of the following conditions occurs: 1. That batter reaches base; 2. That batter is put out; 3. The third out is made to complete the half-inning. (1) Example 1: Player is at 19 pitches and a new batter is up. The pitcher throws 3 pitches to the batter and he strikes out. The pitcher is then replaced and the pitches recorded for that inning will only be 20 pitches.

5 (2) Example 2: Player is at 16 pitches and a new batter is up. The pitcher throws 4 pitches and the batter hits a single. The pitcher throws to the next batter 1 pitch and he pops up. That pitcher is ineligible to pitch the next day. (3) Example 3: Player is at 17 pitches. The batter has a good at bat and is fouling off pitch after pitch. 11 pitches later, the batter hits a home run. The pitcher is removed and is only charged for pitching 20 pitches. 4. Pitches delivered in games declared Regulation Tie Games or Suspended Games shall be charged against pitcher s eligibilit y. In suspended games resumed on another day, the pitchers of record at the time the game was halted may continue to pitch to th e extent of their eligibility for that day, provided said pitcher has observed the required days of rest. If the pitcher delivered 20 or less pitches before the game was suspended, that pitcher s pitch count will begin at zero for the continuation portion of the game 5. It shall be the responsibility of each team manager to challenge Pitch Count Limit violations by notifying the Umpire-in-Chief and then filing a Protest with the Tournament Director. A protest may be filed at any point after the player in violation throws a pitch beyond any Pitch Count Limit(s) AND while the player in violation is in the game as the pitcher of record. If such violation is the last recorded out of the game, the protest MUST be filed prior to the Umpires and the protesting team leaving the field of play (a) Penalty for any pitch count limit violation shall result in a forfeit of the game. (b) 5) Protests- There will be a $ fee for all protests. No protests shall ever be permitted on judgment decisions by the umpire. Whenever a manager protests a game because of alleged misapplication of the rules, the protest will not be recognized unless the umpires are notified at the time the play under protest occurs and before the next pitch, play, or attempted play. Play may not resume until protest is resolved. If play continues there can be no protest. If the protest involves the use of an illegal player, the team manager is to inform the umpire of the protest, have the umpire sign the book at the time of the protest and inform the tournament coordinator of such actions. The tournament committee will be responsible for interpreting facility and roster rules. In all protests, the decision of the NYBC Tournament Committee will be final. NOTE: A protest arising on a game-ending play, or involving the use of an illegal player, MUST be filed before the umpires leave the field of play after a games completion. Team Insurance- Each team is required to carry its own insurance, naming, Baseball Heaven, Inc. as insured, as well as submit a certificate of insurance prior to tournament play. Proof of insurance also can be uploaded on our online roster submission form, be faxed, ed or mailed to BBH a minimum of 10 days prior to the event. It can also be attached when you are completing the online roster form. Rosters and Waivers- Waivers must be submitted at least 10 days prior to the beginning of the event. Click Here to download your required waiver form through our online roster form. Rosters are required to be entered online and are limited to 18 players only. Click Here to enter your online roster. Players may only be on one roster per age division and may not change teams in the same age division during the course of the tournament. Rosters and waivers will be checked and finalized seven (7) days prior to tournaments start. No player may be added to the roster once the tournament has begun, unless it s approved by BBH Tournament Committee. Note: Teams that do not submit an online roster will be subject to a forfeit.

6 6) SPORTSMANSHIP & EJECTIONS a) All players, coaches, managers and spectators are expected to conduct themselves in a sportsmanlike manner at all times. b) Any player, coach, manager or spectator whose conduct is inappropriate or abusive will at a minimum be reprimanded with a warning. If warranted, the offending party shall be ejected from the game at the discretion of the Umpires and / or the Tournament Director. c) Coaches will be responsible for their fans. If a fan is not conducting them in a sportsmanlike manner the fan and / or the coach will be ejected from the game. d) Any player, coach, manager or spectator leaving their position or base, in the field, on the bench, in the dugout area or grandstands to participate in a fight or altercation shall be immediately ejected from the game and may be banished / suspended from Steel Sports Tournaments. e) Any player, coaches, managers and spectators that are ejected will be removed for the remainder of that game plus one additional game. It is at the Tournament Directors discretion if they want to uphold the plus one game removal and allow the player only to participate in the next game. f) Any player ejected from a game will immediately be confined to the dugout area for the remainder of the game. If the Umpire / Tournament Director deems necessary, the player can be asked to leave the vicinity of the playing field. g) Any coach, manager, sponsor or spectator ejected from a game shall immediately remove himself from the vicinity of the playing field and / or grandstands for the remainder of the game. Additional penalties may be assessed at the discretion of the Tournament Director. h) Throwing of equipment can result in an automatic ejection. This is the umpire s discretion. i) Abusive language or cursing will not be tolerated and will result in an automatic ejection. j) All persons ejected may be asked to leave the park and / or venue at the discretion of the Tournament Director. k) If necessary, a team may be forced to forfeit a game and / or be removed from the tournament.
